SUB: OUTSOURCING OF SUPERVISORS IN QC (HULL) DEPARTMENT, ND(MB).

Sir,

It had been reported to our association that there was a proposal for outsourcing the QC
supervisors in QC (Hull) Dept. in ND (MB).

We had decided to resolve the issue locally and had already discussed the above said
matter with SMQC and DGM (QA). It was revealed that the induction of the supervisors
is finalized, beyond their prerogative and the work order has already been issued.

We are really perplexed by the management’s decision to induct supervisors through

outsourcing, whereas ample of vacancies (around 30%) are unfilled in ND(MB). You will
appreciate that there is no scarcity of competent manpower for the QC department from
Naval Dockyard Mumbai itself. It is pertinent to mention that supervisors are being sent
to outstations despite the acute shortage of supervisors in this yard, resulting discontent
& unrest among the supervisors.

Therefore it is requested to refrain from such activities which is against the existing
recruitment rules and will hamper the future prospects of the supervisors as well as the
workmen of this yard.

Shri. Hiralal Zirayat PNo. 92351-L, CNo. 81, has reported to this association that he had applied
for the post of Sr. Chargeman in the special recruitment drive for SC/ST during 1990.

He had qualified the written examination and was placed second in the interview. Mr. KG
Gaikwad who was selected in the interview did not join the post, even after getting appointment
letter. Mr. Hiralal Zirayat was to be appointed in his place but was denied the appointment and
the post was not filled up.

It is therefore requested to let this Association know whether the post in the absence of Shri. KG
Gaikwad was filled up or not.
