On July 6, 2017, the Office for Civil Rights (OCR), Department of Health and Human Services
(HHS), Pacific Region, received correspondence from you.
OCR enforces Federal civil rights laws that prohibit discrimination in the delivery of health and
human services because of race, color, national origin, disability, age, and, under certain
circumstances, sex and religion. OCR also has jurisdiction over health plans, health care
clearinghouses, and certain health care providers with respect to enforcement of the Privacy,
Security, and Breach Notification Rules promulgated pursuant to the Health Insurance Poriability
and Accountability Act of 1996 (HIPAA).
Based upon review of your correspondence, we have determined that OCR will not investigate your
complaint. We do not have jurisdiction over the agency you name because it does not receive
Federal financial assistance from HHS. Please be aware that OCR does not have jurisdiction over
the Contra Costa County Family Court Services as they do not receive Federal financial assistance
from HHS. We are closing your complaint and will take no further action regarding the issues you
have raised.
Under the Freedom of Information Act, we may be required to release this letter and other
information about this case upon request by the public. In the event OCR receives such a request,
we will make every effort, as permitted by law, to protect information that identifies individuals or
that, if released, could constitute a clearly unwarranted invasion of personal privacy.
