DESIGN KENYA CURRENCY BANKNOTES

ADDENDUM NO. 3

This Addendum is issued in response to further requests made for clarification. The Addendum
should be treated as part of the Tender Document already issued to pre-qualified bidders.
1. Public Procurement and Asset Disposal Act, 2015
The Public Procurement and Asset Disposal Act, 2015 (the Act) provides modalities for
preferences and reservations under Sections 155 to 157. Clause 2.25.1 of the Tender Document
further clarifies that preferences and reservations will be handled in accordance with the Act.
It is however incumbent upon Tenderers to demonstrate that their bids qualify to be granted a
preference as provided under the Act. Where such evidence is provided, the margin of
preference shall be 15 percent as prescribed in Section 28 of the Regulations to the Act.
Tenderers wishing to sub-contract part or whole of this Tender, may seek express authority
from the Central Bank of Kenya as provided under Clause 3.15 of the Tender Document.
Further, CBK will not be objecting to Tenderer(s) using a local affiliate/subsidiary to execute
the contract, if successful.
Section 93 to 95 of the Act provides for modalities for pre-qualification. This process was
completed in Tender CBK43/2013-2014 and all successful Tenderers duly notified.
2. Technical Specifications - Thread Requirements
With regard to Clause 5.4.8 of the Tender Document, the specifications on thread requirements
are prescribed in the Tender Document and further clarified in Addendum Number 1 issued on
October 31, 2017.
3. Technical Specifications – Sensor Requirements
CBK has reviewed the requirement for sensors and desktop readers. Tenderers are now
required to present their Tenders as follows:-
a. Tender price for complete banknote inclusive of the specified covert feature per lot
as required in the Tender Document.
b. Costs for covert feature sensors, desktop readers and their maintenance as required
in the Tender Document will be covered under the provisional sum now amended
to USD 750,000.
4. Technical Specifications – Duties and Levies
Tenderers are required to provide for the goods under the terms Duties Delivered and Paid
(DDP), of Incoterms 2010. Applicable duties and levies have been clarified in Addendum
Number 2 dated November 7, 2017. Any increase in duties or levies that may arise after
contracting will be met by CBK.
