General Functions:

Under the strategic direction and overall supervision of the Inter-Sector Coordinator, the direct supervision
of the CMCoord Officer, and working closely with the relevant team leader and units, the incumbent
provides liaison with the government including civil-military coordination, emergency preparedness and
response, information management and advocacy functions to ensure the effectiveness of the humanitarian
response. The National Coordination Officer (Liaison) will establish firm working relationships with
humanitarian actors and both government/military actors at state/regional/tactical levels (both civilian
government and military) in order to facilitate the work of the entire humanitarian community in delivering
assistance. The incumbent will liaise with the military on behalf of the ISCG and the wider humanitarian
community in Cox’s Bazar, particularly in issues related to humanitarian access, and will work in close
collaboration with the local humanitarian and recovery community at both technical and operational levels.
S/he also provides support in monitoring and reporting of humanitarian situations on a regular basis.

Summary of key functions:


1. Liaise with the Government and military on humanitarian access; civil-military coordination for
disaster response; relief/recovery response
2. Provides/elaborates/disseminates relevant information and analysis on humanitarian/recovery
activities, in close consultation with stakeholders and facilitates knowledge sharing;
3. Liaise directly with the Government and military and provide timely feedback and advice to the ISCG.

disaster response; relief/recovery response

- Supports the humanitarian community in regular liaison activities with state/regional government
and military actors across the full range of humanitarian issues.
- Plan and implement activities to address issues at the field level in collaboration with military actors,
Government and other partners;
- Participates in inter-agency emergency preparedness and response activities in relation to civil-
military coordination, including elaboration/updating work plans, tools elaboration, capacity
building; and simulation exercises;
- Supports the planning, implementation and strengthening of inclusive coordination in his/her area of
responsibilities (AOR), identifies gaps and suggests corrective actions.
- Depending on situation, leads inter-agency civil military coordination forums as well as other internal
and government-led meetings, as required;

- Establishes/maintains effective communication on a regular basis with stakeholders, including
military actors, Government officials, and UN agencies (and NGOs –to foster coordination in
preparedness and response efforts; and advises on solutions to operational challenges;
- Acts as head of Sub-Office in his/her AOR when required, including day-to-day management of staff
and administration.

Provides/elaborates/disseminates relevant information and analysis on humanitarian/recovery


activities, in close consultation with stakeholders and facilitates knowledge sharing

- Leads dissemination and training on guidelines and promotes and advocates for adherence and
understanding of these guidelines.
- Monitors developments in the AOR, collects, analyzes information to identify trends, challenges and
solutions;
- Prepares internal/external reports/analysis for the operating environment [ on the situation],
supports information collection and development of information products such as the ‘who does what
where’ database and resulting map products;
- Supports monitoring, identification of gaps, lessons learned and evaluations, in collaboration with
stakeholders;
- Contributes to knowledge networks and communities of practice;

Liaise directly with the Government and military and provide timely feedback and advice to OCHA
and the Area Humanitarian Country Team

- Participates in analysis of civil-military aspects of humanitarian access, defining problems and


developing solutions to improve access of all humanitarian staff to deliver assistance.
- Supports humanitarian leadership in defining humanitarian access strategies.
- Participates in humanitarian access negotiations with military actors and the Government in support
of humanitarian imperatives;
Education, Experience and Skills:
• A university degree in Social Sciences, Social Work, International relations, Political Science or
related field is required.
• Minimum five (2) years of relevant work experience, in the field of Humanitarian Affairs/
development/ or Civil-military relations.
• Proven record of liaison with military actors and the Government both at National and sub-national
Level.
• Relevant experience in working with a UN agency or other humanitarian organization is desirable.
• Experience in the area of emergency preparedness, crisis/emergency relief management,
humanitarian/development environment, field coordination is desirable.
• Excellent oral and written command of English and Bengali/Chittagonian is required. Knowledge of
Rohingya language an advantage.
