In its continuing commitment to service, the Mary the Queen College (Pampanga), Inc.
(MQCPI) expands its scholarship programs to assist the deserving youth to acquire quality
education. These grants are awarded not only to students who excel academically but also to
those who demonstrate distinctive athletic, performing arts abilities, leadership or commendable
social involvement.

IMPORTANT:

This policy is an internal document of MQCPI and as such deemed strictly


confidential and private. Unauthorized replication or distribution of this manual regardless
of purpose is prohibited and non-compliance shall be dealt with due process.

A. Brief History of MQCPI


The beginnings of Mary the Queen College (Pampanga) Inc. can be traced in the first venture of the
House of David Group (HDG) with its renowned Little David Integrated Montessori Center Inc. (now
Mary the Queen Academy).

Soon after, three (3) years later Mary the Queen College of Pampanga, Inc. (MQCPI) was founded by
Mr. Ladislao S. David, founder of House of David Group (HDG) and the House of David Foundation,
Inc. (HDF) in February of year 2003 as a response to the vision of its founder to provide “Academic
Excellence and Integral Formation” especially to the underprivileged but deserving students into
higher level of education.

B. Our Vision
Our vision is to be the center for academic excellence and integral formation in Pampanga, providing
accessible education especially for the underprivileged, fostering a community whose spirituality is
centered on the word of God and molding graduates who are highly competent, honest and socially
responsible.

C. Our Mission
1. We are an institution that engages the services of a highly competent faculty and staff,
continuously upgrades systems and facilities to achieve academic excellence, and maintains high
standard education.
2. We provide our people with seminars, trainings and workshops (STWs) for personal and
professional advancement.
3. We strive to maintain relevant and competitive courses accessible to all especially for the
underprivileged.
4. We ensure the competencies of our students and graduates through rational selection and
retention processes.
5. We set an environment of a community living out the Gospel values in thought, word and deed.
6. We advance the Christian formation of our stakeholders towards integral development with

emphasis on honesty, integrity, and social justice as our core values.

D. MQCPI Philosophy
Mary the Queen College believes that education is one of the key factors in alleviating the socio-
economic status in life. It aims to enrich the mind, the spirit, and the body of man for service to God
and humanity.

E. MQCPI Scholarship Programs Mission Statement


The mission of MQCPI Scholarship Program is to recognize and honor the academically and
artistically talented students as well as those who equally deserve but are in financial need. A special
program is also dedicated for deserving indigenous people of Pampanga.

The enduring goals of MQCPI scholarship programs are:


1. To promote a wider and deeper respect for learning in general and for exceptionally talented
individuals in particular;
2. To shine a spotlight on brilliant students and encourage the pursuit of academic excellence at
all levels of education;
3. To ensure that deserving scholar in our community will be accorded of higher education
despite of their financial difficulties and;
4. To help deserving individuals within our community achieve their career goals and
objectives which has added benefit of improving the community at large.

F. Definition of Terms
1. Scholarship Grant – is an award of financial aid given to students to further their education
demanding from students to meet prescribed requirements, both before and after they have
obtained it. Most of these scholarships will require students to have a minimum Grade Point
Average (GPA) and/or exemplary performance in performing arts, sports and other activities
depending on the nature of the scholarship.
2. Mary the Queen College (Pampanga), Inc. Scholarship Program (MQCSP) – refers to
scholarship grants administered by Mary the Queen College (Pampanga), Inc.

3. House of David Family Scholarship Program (HDFSP) – refers to scholarship grants


previously administered by the House of David Foundation, Inc. (HDFI) which will now be under
the administration of MQCPI.
4. Performing Arts – refer to the art form with the use of body or voice in the conveyance of
artistic expressions.
5. Indigenous People – as defined by the Indigenous Peoples Rights Act of 1997 shall refer to a
group of people or homogenous societies identified by self-ascription and ascription by other,
who have continuously lived as organized community on communally bounded and defined
territory, and who have, under claims of ownership since time immemorial, occupied, possessed
customs, tradition and other distinctive cultural traits, or who have, through resistance to political,
social and cultural inroads of colonization, non-indigenous religions and culture, became
historically differentiated from the majority of Filipinos.
6. ArtiStaRita – shall refer to recognized members of the performing arts group based in Sta. Rita,
Pampanga, The town where LSD, HDG Founder grew up.
7. Old Students – refers to students who have attended at least one semester at MQCPI.

H. General Implementing Guidelines


1. A scholarship grant is a non-transferable privilege given to qualified students.
2. Application for a scholarship grant is done via registration at the Office of Student Affairs (OSA).
3. Only one scholarship grant may be availed at a particular semester.
4. To avail of the scholarship over which the institution has full discretion following established
rules and guidelines, the student applicant is required to present credentials and accomplishment
of Scholarship Program Form from the Office of the Student Affairs (OSA) within the prescribed
period.
5. The Office of Student Affairs (OSA) Head shall give the recommending approval on the
application for scholarship upon meeting satisfactorily all the prescribed requirements.
6. The President has the authority to approve the scholarship grants subject to ratification by the
MQCPI Board of Trustees (BOT).
7. The MQCPI Administration reserves the right to grant, withhold, and/or withdraw such for duly-
determined causes.
8. Any scholarship granted by the school shall be cancelled for any grave misconduct on the part of
the student.
9. Monitoring of status of scholars including revocation of scholarship when students fail to meet the
prescribed requirements shall be under the jurisdiction of the Office of Student Affairs and final
approval from the President and ratification by the MQCPI Board of Trustees.
10. Except for specific cases, all scholarship grants are valid only for one semester and cover only the
regular tuition. Miscellaneous and other fees will be paid by the grantee in full or installment
basis. Subject to the MQC policies.
11. At the end of every semester, the President shall forward to the MQCPI BOT the following:

11.2. Scholars’ Levels;


11.3. Scholars’ enrolled courses; and
11.4. Amount of total scholarship grants including the total number of scholarship
grants per student.

I. General Criteria for Eligibility:


1. Filipino Citizen of good moral character;
2. Satisfactory score/result of the MQC Entrance Test; and
3. Submission of complete documentary requirements on or before the specified deadline.

J. Scholarship Grants Slots


1. The House of David Family (HDF) through the MQCPI Executive Committee (EXECOM) shall
be given an allotment of overall scholarship slots equivalent to 1% of the total student population.
2. Maximum allotment for NEW scholarship slots for every academic year shall be a maximum of
ten (10) percent of the total student population (including the current scholars). However,
scholarship grant slots given to students who graduated from high school and belonged to the top
five (5) in overall ranking will not be subject to such restriction (Qualified scholars under this
program will have to maintain a minimum GPA prescribed for the Dean’s List and President’s
List scholarship program). This is to attract the cream of the crop which will improve the quality
of graduates specifically the licensure examination performance of Education and Accountancy
graduates.
3. Children of full time regular employees from the subsidiaries of House of David Group (HDG)
shall be given priority in the slots for scholarship programs.

4. Student scholars are also encouraged to be part of community service activities of House of
David Group (HDG) as part of the “paying it forward value”, so long as the schedule will not
interfere, affect or be in conflict with their class schedules.

K. Guidelines for Academic Scholarship Program (ASP)


1. The HDFSP-ASP awards full academic scholarships to all students who graduated from high
school and belonged to the top five (5) in overall ranking.
2. To avail of this program, an application form for scholarship program must be secured, filled out,
and submitted within the prescribed period to the Office of Student Affairs (OSA).
3. The applicant must undergo and pass series of interviews.
4. General Documentary Requirements for Admission to the Scholarship Program:

Requirements
1. Fully accomplished application form.
2. Original copy of High School Report Card (Form 138)
certifying that the student concerned graduated from High
school.
3. Certification from the School Principal showing that he/she
belongs to top five (5) graduating students.
4. Certificate of Good Moral Character from the School
Principal
5. Birth Certificate and Marriage Contract (if married)
6. Recent 2x2 photo (2 copies)
7. Certificate of employment (if employed)
8. Letter of Recommendation from the following authorities:
9.1. High School Principal or Adviser
9.2. Barangay Captain or Mayor
9.3. Pastor or Parish Priest

5. Scholarship Privileges:
5.1. Full tuition fee for the applicable semester of any academic year, EXCLUDING
application/testing fees, miscellaneous and other fees prescribed for the course.

7. Guidelines For Tenability


To continuously avail of the grant for the succeeding semester, the recipient must satisfy all the
requirements set for the Academic Achievers Award – President’s List (PL) or the Academic
Achievers Award – Dean’s List (DL).

L. Guidelines for Financially Assisted Scholarship Program (FASP)


1. This HDFSP-FASP is given to a student who has a General Point Average of at least 85% and a
minimum grade of an 80% in all subjects.
2. Students under this scholarship program are required to render service hours equivalent to one
hundred twenty (120) hours every semester.
3. The following are the documentary requirements for application of new scholarships:
Requirements
1. Fully accomplished application form.
2. Original copy of the High School report card (Form – 138) showing that the
student concerned is a high school graduate.
3. Certificate of Good Moral Character from the High School Principal
4. Tax Certification from the Bureau of Internal Revenue (BIR) showing a gross
annual household income not exceeding P 120,000.00.
5. Birth Certificate and Marriage Contract (if married)
6. Recent 2x2 photo (2 copies)
7. Certificate of Indigence from the Barangay Council or Local Social Welfare

4. In the succeeding semesters, FAS is awarded to a student who has satisfied the following
requirements:

Requirements
1. Submitted the following documentary requirements to the Office of Student
Affairs for MQCPI:
a. Certified True Copy of Grades
b. Certified Daily Time Record of Service Hours
2. Must have obtained a General Point Average (GPA) of 85% from the
previous semester.
3. Must have obtained a grade 80% and above to all subjects from the previous
semesters up to the present (including PE and NSTP).
4. Must be of good moral character and must not have a record of any
disciplinary action in violation of major offenses stipulated in the student
manual meted out to him during his stay in the school.
5. Must carry a load prescribed in the curriculum.

M. Guidelines for Arts Scholarship Program


1. This HDFSP is given to bona fide students with exemplary talent in the performing arts, visual
arts and literary arts.

2. Performing Arts Scholarship Program (PASP) is intended for students with exemplary talent
and potential in the performing arts who are members of the following groups:

3. Literary and Visual Arts Program (LVAP) is intended for students with exemplary talent and
potential in literary and visual arts, and at the same time, members of the following groups:
3.1 Visual Arts
3.2 Multimedia Arts
3.2.1 Photography
3.2.2 Videography, Documentary and Video Editing
3.3 Literary Arts (Official Student Publication) – awarded to Inter-high school
competition winners, Editorial Board Members and Section Editors.
4. Students should comply with the following requirements:

Requirements
1. Has completed the training requirements prescribed by the college;
2. Holistic fitness to engage in various performances and competitions;
3. Of good moral character; and
4. Exemplary performance as attested by a recommendation from both the
student’s (for new / incoming students) and the institution’s assigned
moderator/trainer.

5. Recipient of this grant shall be entitled to 50% discount on tuition fees for new scholars while the
current scholars before effectivity of this policy shall still receive 100% discount on Tuition Fee.
6. Members of the artist group “ArtiStaRita” shall be reserved five (5) slots under this scholarship
program.
7. The grant is valid only for the semester following the one where the above criteria had been met.
8. Performing arts scholars shall be evaluated based on an output based criteria to be determined by
the Office of Student Affairs Head and Performing Arts Coordinator.

9. Disqualified scholars can re-avail of the benefits of the program for the next semester upon
meeting satisfactorily all the prescribed requirements.
10. Guidelines for Tenability:
To continuously avail of the grant, the recipient must:

Tenability
1. No failing grades (grade of 74% and below) in all of his/her subjects,
2. Exemplary performance as attested by a recommendation from the assigned
moderator/trainer.
3. Be of good moral character, not have a record of any disciplinary sanctions
and religiously abide by all the rules and regulations of the institution
4. Should carry a load not less than 15 units and not more than 24 units during
a particular term.

11. The grantee must submit the following requirements after the current semester for re-evaluation:

1. Performance evaluation from trainer or sports coordinator


2. Certified true copy of grades
3. Medical certificate
4. Parent’s consent

N. Indigenous People’s Scholarship Program (IPSP)


1. This HDFSP-IPSP is given to fifteen (15) deserving students belonging to an indigenous group
specifically the Aetas who graduated from high school.
2. An application form for scholarship must be secured, filled out, and submitted within the
prescribed period to the Office of the Student Affairs.
3. Eligibility Criteria:
Below rules on pre-requisite shall be strictly followed and enforced.
1. The student must meet the passing score in the Entrance Examination.
2. The student should possess satisfactory academic performance. The

applicants must have a General Point Average (GPA) of 80% in his/her


high school report card and possess a good moral character.
3. The student should qualify in the interview conducted by the Office of
Student Affairs (OSA) Head.
4. However, if only two of the criteria are met he/she may be admitted on
academic probation.
5. The student will be admitted in the college provided he/she will only be
given 18 units for the semester.

4. Guidelines for Tenability


Successful passing and compliance of all the requirements would mean a regular
status in the college.

Tenability
1. The student scholar must be able to pass all his/her 18 units of enrolled
subjects for the semester.
2. If the student scholar failed in one or more subjects the following rules shall
apply:
a. Student will be given a probationary status on his/her scholarship grant;
b. If the student incurs a failing grade in any of his/her subjects during the
succeeding term, the scholarship grant is revoked.
c. The student who is under probationary status will still enjoy 100% of
grants for the semester.

5. The student scholar should complete and submit the following documentary requirements:

1. Accomplished Application Form


2. Form 138 (report card)
3. Three (3) copies of 2x2 I.D. photo
4. NSO Birth certificate and/ or marriage contract (if married)

5.2. Barangay Captain/ Mayor
5.3. Parish Priest
6. Certificate of Good Moral Character
7. Certificate of Indigence from the Barangay/ Local Social Welfare
Office.
8. Certificate of Tax Exemption for parents/guardian from Bureau of
Internal Revenue (BIR).

6. The student grantee shall be entitled to 100% free tuition fee exclusive of application/examination
fees, miscellaneous and other fees prescribed for the course.

O. Academic Achievers Award - President’s List (PL)


1. Given to current students carrying a load of not less than 15 units, who showed exemplary
performance in their academic requirements but not enjoying any scholarship/grant.
2. The GPA should be a minimum of 94% with a minimum grade of 85% including Physical
Education (PE) and National Service Training Program (NSTP) subjects.
3. The student grantee shall be entitled to 100% free tuition for the current semester.
4. To avail of this program, a certified true copy of grades and an application form for scholarship
program must be secured from the Guidance and Admission Office, filled out and submitted
within the prescribed period to the OSA. The applicant must also undergo and pass series of
interviews.
5. The recipient must obtain the required grade in all of the subjects that he / she is enrolled in,
otherwise, he / she is disqualified to further avail of the program.
6. The grant is valid only for the semester following the semester where the above criteria had been
met.
7. Guidelines for Tenability:
a. Scholarship grant may be availed only by students who carry a load prescribed by the
curriculum.

b. Scholars who failed to meet the standards set by the Office of Student Affairs (OSA) will be
put on probationary status and could avail of the full scholarship for one semester.
c. In case that the scholar failed to meet the standards during the probationary period,
scholarship is automatically revoked.
d. Disqualified scholars can re-avail of the benefits of the program for the next semester upon
meeting satisfactorily all the prescribed requirements.
e. All scholars must not have a record of any disciplinary sanction in violations of major
sanctions as stipulated in the student manual and religiously abide by all the rules and
regulations of the institution.
f. To continuously avail of the grant for the succeeding semester, the recipient must:
1. Maintain a minimum GPA of 94% and a minimum grade of 85% in all
of his/her subjects in a particular semester
2. Of good moral character

P. Academic Achievers Award - Dean’s List (DL)


1. Given to old students carrying a load of not less than 15 units, who shows exemplary
performance in his/her academic requirements but not enjoying any scholarship grant provided
that the GPA should be a minimum of 90% with a minimum grade of 85% including PE and
NSTP subjects.
2. The student grantee shall be entitled to 50% free tuition for the current semester.
3. To avail of this program, a certified true copy of grades and an application form for scholarship
program must be secured from the Guidance and Admission Office, filled out and submitted
within the prescribed period to the OSA.
4. The student applicant must also undergo and pass series of interviews.
5. The recipient must obtain the required grade in all of the subjects that he / she is enrolled in,
otherwise, he / she is disqualified to further avail of the program.
6. The grant is valid only for the semester following the semester where the above criteria had been
met.
7. Guidelines for Tenability:
