I shot this to (b) (6) earlier today. Possible topics that Cuellar will want to talk about with the Chief
and Giddens. I’m trying to run down who from DHS S&T can attend as well… I’ll let you know. Who
will be the best source of info in respect to the cameras and sensors? Chief may not give the
information, but should still have the info at his fingertips…

And I wasn’t thinking of any kind of briefing book per se, more of talking points. Thoughts?

Looks like these are possible agenda items for the Chief and Executive Director Giddens’s meeting
with Rep Cuellar on Wednesday the 5 th at 4pm. (336 Cannon)

I believe that there has been some confusion with respect as to what entity is responsible for the
Arundel Cane eradication. Congressman Cuellar appears to be under the impression that SBInet is
responsible when in fact that’s probably more of a DHS S&T issue. (b) (6) has suggested we
contact DHS S&T to send someone to the meeting but I didn’t want to extend an invitation if the Chief
was not aware of it.

Attached are two documents; one’s a Laredo Times article which speaks to the River Vega and the
other is on the wind farm in Oilton Texas.

Arundel Cane eradication, the congressman is expecting SBI (SBInet) to work on


eradicating the Arundel cane. The Congressman will be asking that Texas Soil and
Water Conservation personnel join this meeting by Video Tele Conference

During a meeting with (A)Deputy Secretary Schneider, the Congressman asked for;
local law enforcement to have access to Border Patrol RVSS video
additional Remote Video Surveillance Systems (video)
additional Remote Monitoring Surveillance System (sensors)
Ground Surveillance Radar units
Support for River Vega project

He is expecting to be told how many ground sensors will be deployed to Laredo as


well as video cameras and ground surveillance radar units

He will ask that Local Law Enforcement be allowed to view the video from Border
Patrol Remote Video Surveillance System

He may bring up the wind farm project in Oilton, Texas (Webb County)

He will ask for support of the River Vega Project

One other item that my come up is the Levee fence in Hidalgo County, where is this
project.

Has IBWC agreed to fund this project or have they agreed to repay Hidalgo
County?
When will construction start?
Will this project be finished by Dec. 2008
Will this project have any impact on levee integrity during hurricane season?
Will Hidalgo County be contracting out this project or SBI?
Who will have responsibility for maintenance of this levee fence SBI / CBP /
OBP or IBWC have?

Just a heads up, he will be meeting with Cameron County Judge Carlos Cascos this
week

’s detail and possible replacement
