1 Introduction
The purpose of this document is to outline and explain the construction techniques which will be
used on the proposed Project. This document is intended to be used as an aid to understand
the implications of the project on the environment. While this is an outline of construction
methodology proposed for the Project, the impact on the environment shall be assessed and
proposed mitigation measures shall be planned. A detailed Construction Environmental
Management Plan (CEMP) will be prepared prior to commencement of the development to
detail all the processes and procedures which will be undertaken as part of the construction of
the proposal. This report will incorporate any requirements arising from planning conditions.
Such conditions may lead to amendments to the outlined construction methodology.
2 Substation Construction
The exact programme of works will be proposed by the Contractor prior to mobilisation to site.
The following is a non exhaustive list of the works to be carried out: Verify that all planning and

All works shall be carried out in accordance with the building regulations and up-to-date design
codes at the time of mobilisation. At planning stages there are no activities planned which are
abnormal in the context of civil construction projects.
Delivery and installation of transformers. These are unusually large and the deliveries will be
managed in accordance with regulations governing the movement of large loads. Further details
in relation to these deliveries are in section Traffic section of the Environmental Report. Delivery
and installation of all other HV equipment, Wiring and cabling of HV equipment and protection
and control cabinets. Commissioning of all newly installed equipment. For the duration of the
construction phase of the substation there will be temporary welfare facilities installed. A traffic
management plan will be implemented to mitigate against undue impacts. A waste management
plan will also be implemented to mitigate against undue impacts.
Prior to construction the contractors will be required to submit Construction and Environmental
Plans for the proposal. These plans will include method statements to comply with all the
mitigation measures set out in the Environmental Report and other planning application
documentation. These plans will be agreed with the relevant authorities. The specific mitigation
measures for this project can be seen in the Environmental Report and other reports submitted
with the planning application.
4 Access Routes
In order to access individual structure sites, the contractor will be required to utilise the local
public road network. From here, access to the actual site will have to be via private land utilising
existing private track or road wherever possible. Access routes will be fenced/barriered off to
keep disturbance to a minimum. Access to structure locations will be carefully selected to avoid

impact to the surrounding area. Careful and considered local consultation will be carried out with
all affected landowners such that a minimum amount of disturbance will be caused.
Machinery and vehicle access for construction is assessed prior to entry. On occasion where
very poor soft or boggy ground is encountered, a temporary access road or track may have to
be constructed. Generally temporary roads are constructed using stone; however in certain
sensitive situations steel road panels can be used. Stone road construction involves the
excavation of the topsoil and storage of this to one side of the track. Geotextile reinforcement
would be placed on the subsoil surface and approximately 200mm of stone placed on top and
compacted to form the track. Alternatively in soft bog a stone or panel road as described above
may not be appropriate and in this case timber sleepers can be used.

6 Waste management
All waste arising during the construction phase will be managed and disposed of in a way that
ensures the provisions of the Waste Management and subsequent amendments and regulations
and any of the relevant Local Authorities Waste Management Plans. A Construction Waste
Management Plan will be implemented to minimise waste and ensure correct handling and
disposal of construction waste streams in accordance with the Best Practice Guidelines on the

7 Reinstatement of land
Once all works are complete, the access route and the construction areas around the structures
are restored to their original condition or better. Generally this work is carried out by a
specialised contractor and is carried in accordance with the relevant agreements and in
consultation with the client.
This statement is written for the purpose of establishing method and procedures for the
Installation of DB, SMDB and MDB.
3. Location of Activity
Specific safety measures have to follow as applicable, and all the safety measures are covered
separately in the project safety plan.

1. Materials: Materials used will be as per the material submittal approved by the engineer
and will be as per the approved drawings in coordination with other services.
2. Storage / Protection: DB, SMDB, and MDB and Accessories shall be unloaded with
care to avoid any damages. If they are shipped in packs or pallets, each pack of pallet
shall be lifted individually with suitable lifting equipment. Every precaution shall be taken to
preserve their cleanliness before installation. Store in accordance with manufacturer’s
instructions, Properly protected from construction activities and weather conditions.
3. Installation:
d. Before beginning installation in any area, examine all parts of the adjoining works
into which applicable work is to be placed. Should any condition be found which will prevent
the proper execution of the work, installation shall not proceed in that area until such
conditions are corrected by the contractor.
f. Mount single DB at 1800mm from finish floor level to top of equipment, unless
shown otherwise on drawing / schedules.
g. Ensures that clearance in front of switchgear is not less than 1m, or as indicated.
i. Terminate PVC, SWA PVC and MICS cables inside enclosure by securing cables
to switchboards with gland bracket; and enclosure with glanding plates or fabricated steel
extension boxes.
j. For flush installation, DB’s all conductors shall terminate behind the board in an
adaptable box. For surface mounting, trunking shall be fixed between the board and ceiling

or floor level, or conduit run directly into Trunking which prevent correct installation of the
Trunking lid. Adequate earth continuity shall be made between the various components.
6. Responsibilities
1. Project Manager
a. To ensure that all the preparation and application works are carried out according
to the Contract Specification.
b. To ensure that the progressing of works is carried out according to the planned
program and as per the approved method statement.
c. To ensure that all equipment and material required executing the work are
available according to the planned Construction Programme.
d. To co-ordinate with the Main Contractor, MEP co-coordinator, and Safety Officer
for a safe and proper execution of the works.
2. Site Engineer
a. To ensure that the works are carried out according to the Contract Specifications
approved method statement.
c. To monitor the progress of work in relation with the work program and to report to
the Project Manager.
d. To co-ordinate with the safety officer and to ensure that the works are carried out
in safe practicing methods.
3. Foreman
a. The foreman will carry out his duties by maintaining continuous coordination with
the site engineer on daily basis, and ensure proper distribution of the workforce in the
required and planned locations.

b. To ensure that his assistant foreman/ charge hand are aware of the job
requirements and they have enough information to carry out their duties properly.
c. To ensure in consultation with the site engineer that the manpower involved in
the works are moving as agreed and planned for the work.
d. To ensure that the daily work is progressing as planned and advise the Site
Engineer for any requirement of the additional resources.
e. To control disposal of waste materials to the instructions received from the site
engineer.
f. To ensure full coordination with the safety officer to maintain safe working and
proper house keeping of the site, following the approved safety measures and further
ensure that all his working team are aware of the same to prevent accident and losses.
g. After completion of works, Foreman shall inform the site engineer for inspection
of works.
4. Safety Engineer
a. Ensure the implementation of all the safety measures in accordance with the
HSE plan and everybody aware of it for it’s proper implementation.
b. Ensure all the implemented safety measures are adequate to maintain safe
working on the site.
c. Inspect all the site activities and train the person to prevent accidents and it’s
proper implementation.

The equipment that will be engaged for Installation of DB, SMDB and MDB works will be as
follows:

Strictly follow as per the manufacturer’s Health and Safety recommendations for handling and
use of the materials. Ensure all involved personal shall be aware of the same.
This method Statement should be read in conjunction with the below referenced
documentations.
