(b has been working for a month to develop fact sheets on SBI, SBInet, tactical infrastructure, and each
)of our task orders. The good news is that (b has done a great job capturing the essential information
for each of these efforts. )

These have been reviewed and approved through the pre-protocols approach, but the bad news is that
(1) these had not gone through Border Patrol to the get the OBP “face”, and (2) these do not currently

I want to follow up and try to clarify the communications taskers from yesterday’s ESC. The IPT needs
to develop several different messaging documents that will be available to all who are engaged in SBI
communications, from the field to CBP HQ, to DHS. I hope we can find a way to put all of the approved
messages in a Word file that can be accessed by all.

Initially, the most urgent set of messages are: 1) talking points about SBI in general and the blend of
technology, agents, infrastructure and 2) a set of talking points about the fence. The attached one
pager from Greg is an excellent example of what can be used. Because the messages will be used by
many, talking points are better than narrative, but narrative can be provided for the background of the
user.

Each message should have a “date issued” line at the bottom, as some may be superseded at a later
time.

Following these 2 sets of messages, we will need others, including one pitched at Hill stakeholders
(possibly different ones for different committees); one for state Homeland Security Advisors, etc.

All,

Based on our discussion this am, I took the liberty of creating a one-pager to capture the essence of
what S2 described. It is attached. I apologize in advance for the short turn around, but I believe if we
can get this copy to S2 before the 1300 meeting, he can look at it and while he may make some
tweaks on it, he can tell S1 that CBP has already refocused our message to ensure better
communication on this sensitive issue.
