Re: Request for Records: BCLC File 17-071

British Columbia Lottery Corporation (BCLC) writes further to your


October 11, 2017 request under B.C.’s Freedom of Information and
Protection of Privacy Act (FIPPA), transferred to BCLC on November 7,
2017 from the Ministry of Finance under section 11 of FIPPA.

You requested:

“Copies of the quarterly reports to the minister on


implementation of the government's anti-money laundering
strategy. (Date Range for Record Search: From 10/01/2016 To
10/11/2017).”

BCLC is providing 65 pages of responsive records in response to your


request. Some information has been withheld from disclosure under
sections 13, 15, 16, 17, and 22 of FIPPA. An additional 181 pages of
responsive records have been withheld in their entirety under section
15(1) of FIPPA.

Disclosure of this information could reasonably be expected to:

reveal advice and recommendations;


harm a law enforcement matter;
harm the effectiveness of BCLC's investigative techniques and
procedures currently used;
facilitate the commission of an offence under an enactment of
B.C. or Canada such as the Gaming Control Act and the
Proceeds of Crime (Money Laundering) and Terrorist Financing
Act (PCMLTFA) and its Regulations; and
harm the security of any property or system, including a
computer system;
harm intergovernmental relations or negotiations;
harm the financial or economic interests of BCLC; and
harm the personal privacy of a third party.

This is because the records reveal, among other things, the various
sources of information where BCLC conducts its due diligence,
information gathering, and analysis in anti-money laundering efforts.
