1. INTRODUCTION

Heating Ventilation & Air Conditioning (HVAC) is system used for the office
buildings, industrial buildings, apartment buildings, hospitals and any other facility
we work in or visit. This system also used in car for comfort and healthy
circulation of air.

As Innovation in HVAC technologies continues there are much emphasis on


energy efficiency and improving indoor air quality. Many HVAC systems
contacted with some environmental issues that lead towards the global warming.
For example, the R-22 (also known as HCFC-22; type o HVAC system) has a
global warming potential about 1,800 times higher than CO 2. This system totally
endangered world climates and population’s health. Due to this issues HVAC
industry and other related associates searched alternatives to pursue this
industry in order to be used widely through promoting the safe HVAC system like
R-744.

In Malaysia, there are numerous of companies and organization that are active
and support towards this industry. Though this industry may face environmental
issues the demand for the skilful and knowledgeable personnel or workers in this
industry are high. Therefore, the NOSS document is developed for Heating

Ventilation Air Conditioning (HVAC) personnel. It provides structured set of
activities that enables a person who aspires to achieve competency as Assistant
Engineer which ultimately enhancing him or her on a career in of Heating
Ventilation Air Conditioning (HVAC) industry. Basically, this job entails with
designing HVAC layout, piping system, ducting system and electrical system.
Moreover, assistant engineer also responsible in planning and monitoring HVAC
project. Personnel who are inspired and interested to enrol in this course may
follow minimum requirement which were made through discussion by the
industrial’s experts; possess at least Malaysia Skills Certificate – HVAC Level 3
and have knowledge in English and Math will be added as advantages.

2. OCCUPATIONAL STRUCTURE

Heating Ventilation Air Conditioning (HVAC) come under the Sector of
Mechanical Engineering. Fig. 1.1 shows the structured career path of Heating
Ventilation Air Conditioning (HVAC) personnel.

3. DESCRIPTION OF COMPETENCY LEVELS


The NOSS is developed for various occupational areas. Candidates for certification
must be assessed and trained at certain levels to substantiate competencies. Below

is a guideline of each NOSS Level as defined by the Department of Skills
Development, Ministry of Human Resources, Malaysia.

Malaysia Skills Certificate Level 1: Competent in performing a range of varied


work activities, most of which are routine
(Operation and Production Level) and predictable.
Malaysia Skills Certificate Level 2: Competent in performing a significant range
of varied work activities, performed in a
(Operation and Production Level) variety of contexts. Some of the activities
are non-routine and required individual
responsibility and autonomy.
Malaysia Skills Certificate Level 3: Competent in performing a broad range of
(Supervisory Level) varied work activities, performed in a variety
of contexts, most of which are complex and
non-routine. There is considerable
responsibility and autonomy and control or
guidance of others is often required.
Malaysia Skills Diploma Level 4: Competent in performing a broad range of
complex technical or professional work
(Executive Level) activities performed in a wide variety of
contexts and with a substantial degree of
personal responsibility and autonomy.
Responsibility for the work of others and
allocation of resources is often present.
Malaysia Skills Advanced Diploma Competent in applying a significant range of
Level 5: (Managerial Level) fundamental principles and complex
techniques across a wide and often
unpredictable variety of contexts. Very
substantial personal autonomy and often
significant responsibility for the work of
others and for the allocation of substantial
resources features strongly, as do personal
accountabilities for analysis, diagnosis,
planning, execution and evaluation.
4. MALAYSIAN SKILL CERTIFICATION

Candidates after being assessed and verified and fulfilled the Malaysian Skill
Certification requirements shall be awarded with Malaysia Skills Certificate (SKM)
for Level 4.

6. WORKING CONDITIONS

Working conditions vary depending on the area in which the engineer is employed.
Assistant engineer work together with engineer but there is slightly different in
terms of work responsibilities. Air-conditioning assistant engineers working in
research and development generally spend most of their time in offices and
laboratories. They usually work forty hours per week. Usually assistant engineers
working in production usually spend more of their time on production lines or at
construction sites. They often work rotating shifts. There are some assistant
engineers in charge in companies sales for business revenues (tender and
project). They need to travel frequently, and their hours are more flexible.
Engineers can expect to work extra hours at times, especially when deadlines
must be met. They also spend additional time learning about new developments in
the field.

Assistant engineers must be creative, innovative problem solvers. They should be


good at science and mathematics and have the communication skills necessary to
get their ideas across to other engineers, air-conditioning technicians, architects,
and customers. They should also be able to work well in teams.

7. EMPLOYMENT PROSPECTS

As a matter of fact, our government has been very supportive in this industry as
the air condition is largely used and owned by the population and various sector for
building and automotive. Again, vast demand in producing and generating a lot of
experts personnel in this HVAC is highly emphasized.

Upon successful completion of the NOSS programme personnel could find suitable
employment in engineering industries, and in service-related industries pertaining
to refrigeration or air-conditioning such as Mechanical Technician, Laboratory
Technician, Air Conditioning and Refrigeration Technical Assistant, Air Conditioning
and Refrigeration Technician, Air Conditioning and Refrigeration Designer, Air
Conditioning and Refrigeration Site Supervisor, Air Conditioning and Refrigeration
Mechanic Maintenance, Air Conditioning and Refrigeration Assistant Engineer.
Besides, personnel may be employed with other related occupation or industries
such as consultants, educationist and HVAC system designers.
