 Introduction
Charter of Confederation

Preamble
The only good to come from the corruption and oppression wrought by the force that
was once upon us all is the unity of brotherhood that now binds us together stronger
than ever before. We join together as brothers and sisters, accepting equally those
Falleen lost among the stars and those others desirous of freedom and peace, in a firm
league of friendship with each other for common defense, the security of our liberties,
and our mutual and general welfare.

For members, one of the most important things for them to see is active leadership. To know
that those above them are as invested and committed to working for and growing the
Federation as they are themselves. A good leader wants nothing more than to support their
people; to be an example of commitment and dedication. Leadership is not about wielding
authority, it is about empowering people. In the Falleen Federation, the leadership has a
history of being active, involved and hard working.
However, like anyone else, we have our moments of downtime. Where we feel burnt out and
overwhelmed. And when that happens, it can be difficult to reinvigorate ourselves and return
to the place we once were. When we return we can feel even more overwhelmed with all of the
people needing our attention and, unsure where to start or what to do first, we retreat back
into our shells.
Recently, when I decided to return to my full duties, I decided to take a different approach.
Instead of trying to address everything at once I simply decided to start with “where are we?” It
was then that I realized that the Falleen Federation was missing something so very simple –
status reports. A way for each ministry and Crown Corporation to report up to myself, the King
and the Regent. And so, this document was born.
The idea behind this document is that it will be a “living” composition of status reports, released
on a quarterly basis to the whole of the Falleen Federation, aimed at increasing accountability
towards our goals and a shared vision of the future. It will help leadership have a clear idea of
what is currently being worked on and what’s in the pipeline so we know where to best spend
our energies. It keeps us organized, thoughtful and on our toes.
I hope you find it as enjoyable to read as I did to create.
 Falleen Federation Government
The Falleen Federation Government is divided into three levels, meant to ensure the
inclusion of many voices while balancing a need for security. These levels are as follows:

Royal Chambers
The Royal Chambers is the highest, most secure level of government. It consists only of
His Majesty King Jado Dur`rik, Queen Kimberly Tylger, and Lord Regent Mephiston
Leonatos. The Queen and Lord Regent serve as advisors to the King on decisions that
involve appointments to the Council of Lords or other large decisions.

Council of Lords
As designated in the Charter of Confederation, the primary responsibility of the Council
of Lords (formerly called the Chamber of Ministers) is to advise the Sovereign on all
matters of concern to the Federation. The Council consists of the Royal Chambers,
Chancellor, Lord Commander, Lord Engineer, and Lord Ambassador.
The presiding officer shall be a Chancellor designated as such by the Sovereign. The
Chancellor, for all intents and purposes, has command authority if those in the Royal
Chambers are unavailable or incapacitated. This position is currently filled by
Chancellor Obi-Wan Soares.

Royal Court
Although the lowest level of the government, it is easily the most important. The Royal
Court is charged with the day to day decision making in the Falleen Federation. It is
through the Royal Court that operational discussions, such as promotions, inventory
decisions, and trade proposals are discussed. The Royal Court consists of the Royal
Chambers, the Council of Lords, the leaders of FEC, FNC, CML and other high-ranking
officials. Any member of the Council of Lords can nominate a member to the royal
court, but the decision is ultimately that of the Sovereign.
 Royal Chambers
In order to also hold itself accountable to the members of the Federation, the Royal
Chambers is outlining its own current and future projects.

Current Projects
• Operation Status Updates
The creations of this document, which will be updated and released to members of the
Falleen Federation on a quarterly basis. This project is led by Queen Kimberly Tylger-
Dur`rik.
• Operation Organizational Chart
Creating a clear and concise organizational chart for the Falleen Federation to help
track vacancies and ensure a smooth and clear chain of command.

Future Projects
• Operation Council of Lords
The Royal Chambers is beginning active discussions around the vacant seats on the
Council of Lords and the plans to fill those vacancies.
• Operation Charter of Confederation
The current Charter of Confederation uses outdated terminology and could use an
update to ensure it meets the needs of the present day Falleen Federation.
 Ministry of State
The Ministry of State is responsible for the internal and external functioning of the
Federation. Internal duties range from overseeing law and justice, education of new
members and social development. External duties include all communications with
other governments and factions, such as the negotiation of non-aggression pacts or
trade agreements. The Ministry of State is currently run by Lady Ambassador Kimberly
Tylger-Dur`rik.

Current Projects
• Operation State Cleanup
The Ministry of State is currently picking up all MoS ships that are scattered in various locations
of the galaxy and moving them to the Falleen System. These ships are used for Academy
training, raffles and diplomatic missions. This project is being overseen by pro Counsel Efrawn.

• Operation Kit Kat Break

MoS is working to put together both new member and veteran “supply kits”. These kits will be
given to new members who have passed the academy and remained active for 3 weeks or more.
Veteran kits will be given to members who have acquired the rank of 0-2 or higher. This project
is being overseen by pro Counsel Efrawn.

Future Projects
• Operation Social Development
The Ministry of State will be focusing on reinvigorating internal celebrations and fun amongst
its members! Game days, state-run roleplays, raffles, get-togethers, anything that may help
encourage bonding and activity amongst members. A few select events will be open to Friends
of Falleen. This project will be overseen by Assistant Sha.

• Operation Diplomacy
While the Falleen Federation holds active Non-Aggression Pacts with nearly every other
government in the galaxy, many of these NAPs are 2 or more years old, meaning they are due
for renewal. This project will be overseen by Lady Ambassador Tylger-Dur`rik.
 Ministry of Defense
Currently led by Admiral Kahlan Starbreeze, the Ministry of Defense is charged with the
defense of the Federation’s home territories and those of her allies, while also sustaining
an offensive force against our enemies.

Current Projects
• Operation Money Maker - Joint Ministry
Operation Money Maker is aimed at increasing the Federation’s monthly income. This is being
accomplished by updating old city designs and correcting planet states to ensure all facilities
are earning maximum income monthly. The project is being led by Commander Sizhran with
the assistance of the Ministry of Engineering.

• Operation Fleet Deployment - MoD Only

As suggested by its name, Operation Fleet Deployment is an operation to deploy fully stocked
military ships into each of our systems. This will ensure the Federation is prepared for any
military actions that may occur in our systems.

Future Projects

At this time, the Ministry of Defense is not ready to share future projects. Focus is on complete
the above two projects, at which time future goals will be revisited.
 Ministry of Engineering
The Ministry of Engineering oversees the Federation’s Crown Corporations, as well as
the Department of Construction. While currently led by Lord Engineer Arc Dalton, he
has been on an extended leave of absence and the Ministry has been overseen by Lord
Regent Mephiston Leonatos and Chancellor Obi-Wan Soares.

Current Projects
• Operation Money Maker - Joint Ministry
Operation Money Maker is aimed at increasing the Federation’s monthly income. This is

• Operation Earnest Will
One Falleen’s longest running operations, this project is aimed at shielding all Falleen
planets to ensure their ongoing security.
Falleen Engineering Contracts is a proud Crown Corporation of the Falleen Federation
and as such works to fulfill the Federations needs for ships, weapons, tools, droids, and
more. Their main goal is to supply the Federation and her members with products that
are needed to protect and help build a prosperous Federation. It is currently led by
Director Calab Carak.

Current Projects
• Operation Raw Materials
Operation Raw Materials is the systemic organizing and movement of raw materials to ensure
the most efficient access. Currently, FEC is working to move all RMs from the Artesia system to
the Monor System, emptying all mines in the Monor System and moving RM's into central
storage locations.
In addition, FEC is working with the Triumvirate Coalition in prospecting all planets in Monor
and restarting our mines.

Future Projects
• Operation Monor System
FEC would like to establish a few more facility income cities in Monor. Each city would have
flats made over to FF so FEC does not take control of the planet, but all income would go
directly to FEC to assist in their day to day operations.
In addition, a future goal is to finish shielding up the Monor system since some of the planets do
not have shields. This will ensure the future safety of the system.
Cryomed Laboratories is a Crown Corporation of the Falleen Federation. Their prime directive is
to serve all the health needs of the citizens of the Falleen Federation. Beyond this basic mission,
we also seek to work with medical colleagues throughout the galaxy to heal injuries and restore
health. While the current leader is Surgeon General Qenran Laevis, he has been on an extended
leave of absence. Cryomed is being overseen directly by Chancellor Obi-Wan Soares.

Current Projects
• Operation Public Sales
Cryomed is currently increasing their stock of medical items, droids, vehicles, and ships in order
to prepare for the resumption of public sales with very reasonable and competitive prices.
Public sales are anticipated to resume any day now!

• Operation Kheedar
Cryomed will be using Kheedar as their planet of operations. Members are currently stocking
raw materials in the preparation of the construction of facility income cities. Upon completion,
the planet is expected to produce enough monthly income to help Cryomed make further
investments and continue to grow!

Future Projects
• Operation Surgery
Cryomed would like to offer surgery to clients once experienced surgeons are active and
available. This would be an excellent source of income if done successfully.

• Operation Galaxy Wide!

CML would like to create several medical stations and Trading I Stations in bigger, more
populated areas of the galaxy in order to better offer public services to clients. Investment in
stations would also allow Cryomed to focus on future Research and Development.
Falleen Naval Contracts (FNC) is a ship manufacturing Crown Corporation of the Falleen
Federation. Headquartered in the Doldur sector, it is widely recognized as one of the galaxy’s
leading ship manufacturers. Our chief objective is to supply the Federation with the expertise
and resources needed to sustain modern civilian and military fleets. It is currently led by
Director Krios Malana.

Current Projects
• Project Prospecting
Engineer Krokist Drake is currently working to prospect and maintain raw material deposits.
Once all planets are prospected, FNC will be able to build mining cities to replenish their raw
materials.

• Operation Public Sales

While FNC is currently selling Datacard rentals, they are also working to produce and stockpile
various ships to prepare for public sales. Once the doors are open for public sales, FNC will work
steadily to maintain their stock of ships so as not to disrupt the flow of sales.

Future Projects
• Operation Planet Redesign
FNC plans to drastically overhaul the cities of Sedesia, Sedesia I and Sedesia III. This includes
building cities designed for facility income, mining and revamping old mining cities which are
now drained of their resources. A focus is on continuing to increase monthly facility income
which FNC will be able to utilize to invest in future growth and development.
