25 The 8th Regular Session started with a call to order from the Presiding Officer at exactly 1:00 PM with all
26 Members of the Sangguniang Bayan in attendance. The prayer was led by Hon. Marife E. Bathan and
27 thereafter, the singing of the National Anthem. The Presiding Officer caused the recognition of the
28 attendance of Ms. Nini Padua of 99.1 FM as Hon. Gerald G. Alday moved for the suspension of the rules to
29 accommodate Police Inspector Richard de Guzman, the Deputy Chief of Police. Hon. Ruel F. Ilao sought
30 the inclusion in the Calendar of Business (Agenda) the Committee Report for the Market and
31 Slaughterhouse pending in her Committee.

33 The minutes of the 7th Regular Session was considered next and aside from some minor corrections, the
34 same was approved on motion of Hon. Ruel F. Ilao with all other SB Members concurring.

36 Item 1.1 was read by the Secretary on the status of Items in the Committees.

40 Item 3.1.1, Transfer of funds – Php 109,005.83 (Trust Fund to General Fund) was referred to the

86 Relative to the aforesaid and on the manner of approval, Hon. Ruel F. Ilao stood on parliamentary
87 inquiry citing requirements for deliberations once a committee report is handed to the plenary for approval.
88 He was not specific with the budget but with all issues presented or may be presented to the plenary
89 needing approval of all Members in session. The Presiding Officer said that the observation of Hon. Ruel F.
90 Ilao is valid as we will adopt same procedures in the future. On approval of the barangay budgets, Hon.
91 Ruel F. Ilao said that he has no objection, he just amplified his observation for clarification.

93 On Games and Amusement, EC Sports Complex Renewal of Franchise, the document requirements are
94 still to be submitted, hence, no committee report yet.

167 ACCREDITATION OF CIVIL SOCIETY ORGANIZATIONS AND SELECTION
168 OF REPRESENTATIVES TO THE LOCAL SPECIAL BODIES

170 “Accreditation process of granting authorization within 60 days from the organization of the newly elected
171 Sanggunian to an organization for purposes of representation to the Local Special Body. After the prescribed 60-day
172 period, such accreditation will only be for participation in local government program”.

174 Local Special Bodies include the Local Development Council, Local Health Board, Local School Board and Local
175 Peace and Order Council.

177 Every organization seeking new accreditation or renewal shall submit one (1) copy of the following requirements:

180 2. Duly accomplished Application Form for Accreditation;
181 3. Board Resolution signifying intention for accreditation for the purpose of representation in the Local Special
182 Bodies;
183 4. Certificate of Registration, or in the case of IPOs, CoR must be issued by the NCIP;
184 5. List of current officers and members;
185 6. Annual Accomplishment Report for the immediate preceding year; and
186 7. Financial Statement, at the minimum signed by the executive officers of the organization, also of the
187 immediate preceding year, and indicating therein other information such as the source(s) of funds.

190 The Committee is currently evaluating all applicants for NGO accreditation.

210 Members was received on August 16, 2013 regarding the current Job Order Service Contract Wage Scale for utility and
211 clerical job as determined by educational attainment:

217 Due to rising cost of living and to align the lowest rate with that of the private sector while maintaining the relative
218 scale for the job categories, the HRMO proposed an across the board increase of fifty pesos (Php 50.00) for the above
219 categories only.

222 The Department of Labor and Employment – Wage Regulatory Board issued the DAILY MINIMUM WAGE RATE
223 FOR REGION IVA-CALABARZON, Wage Order No. IVA-15, effective May 15, 2012 that says that for non-agriculture –
224 emerging growth area in which San Jose, Batangas is one of those, the minimum wage rate under WO No. IVA-14 is
225 Php 291.00 plus the conditional temporary productivity allowance of Php 12.50. Hence, the daily minimum wage is Php
226 303.50.

228 Recommendation:
229 Relative to the findings of the Committee, it is hereby recommended that a Seventy Five Pesos (Php 75.00) across
230 the board increase in the salary of the above categories only.

260 On Privilege Hour, Hon. Rhyan Czar P. Carandang, utilizing also the Question Hour, took time by saying
261 that whatever seminar will be scheduled should be known by the attending personnel. Hon. Rizaldy H.
262 Kalalo responded by saying that the previous seminar was communicated during the last session. The
263 Presiding Officer said that those assigned to attend seminar and trainings, see to it that all lectures are
264 attended to for we are using local funds, government funds.

266 At this point, attendees were asked on what primary subject were discussed in the recent trainings
267 attended.
