LOW VOLTAGE MOTOR CONTROL CENTERS 6210-A

1.0 SCOPE

This specification covers the minimum requirements for indoor low voltage (up
to 600 V) Motor Control Centers (MCC’s).

2.0 CODES, REGULATIONS AND STANDARDS

2.1 Vendor shall meet or exceed the requirements of the latest edition of the
following codes, regulations and standards, except as superseded herein. In
cases where more than one code, regulation or standard apply to the same
condition, the most stringent shall be followed. In the event of a conflict
between this specification and other specifications or correspondence, the
OWNER shall be consulted and a ruling, in writing, shall be obtained before any
work is started.

• IEC 51 Direct acting indicating analogue electrical measuring


instruments and their accessories

• IEC 79 Electrical apparatus for explosive gas atmospheres

• IEC 112 Method for determining the comparative and the proof
tracking indices of solid insulating material under moist
conditions

2.2 Some requirements in this specification may be modified by specific


requirements in the Purchase Specification. In case of conflict, the specific
requirements supersede this specification.

2.3 Any deviation from this specification must be approved, in writing, by OWNER.
Such written approval must be obtained prior to the commencement of any
work which would constitute such a deviation.

3.0 DEFINITIONS

OWNER shall mean the OWNER as set out in the Request for Quotation
(RFQ) or any other person, firm or corporation engaged by OWNER, to
perform services to which this specification is applicable.

Vendor shall mean the person(s) or company(ies) selling the product is


specified in this specification to the OWNER.

Routine Test means a test to which each individual controller is subjected.

Type Test means a test made to verify a design characteristic not covered by
a routine test.

Standard means that the feature, accessory or test is provided in accordance


with the applicable Standard, without additional specification by the OWNER.

4.0 DESIGN

4.1 General

The Motor Control Centres shall be designed to meet the requirements of IEC
439-1, or as modified herein.

4.2 Application

Controllers shall be provided in accordance with the Data Sheet and the
Single Line Diagram.

4.3 Incoming Section

4.3.1 The MCC shall have a main incoming circuit breaker. Incoming circuit
breakers shall have solid state trip units and a solenoid operated spring
release close and open mechanism.

4.3.2 A multi-function digital meter measuring at least 3-phase volts, amps, power,
power factor, frequency and energy is required. It shall have a programmable
output relay.

4.3.3 Protective relays and devices shall be provided as shown on the Single Line
Diagram included with this Standard.

Protective relays shall also meet the following requirements:

• Relaying shall be as per the Single Line Diagram.

• Solid state digital relays are preferred; however, draw-out electro-


mechanical relays may be used where necessary.

• Relays shall be mounted at locations convenient for maintenance,


inspection, target resetting and testing.

• Relays shall have provisions for testing and calibration using an external
power source without disconnecting the permanent wiring.

• Multi-function relays shall have indication for each type of fault.

4.3.4 Where sections are to be fed by generators, generator control and protective
equipment such as governors, excitation controls, synchronizing equipment,
generator protection and excitation support systems shall be included in the
switchgear when specified in the Data Sheets.

4.4 Motor Starters

4.4.1 Motor starters shall be combination circuit breaker-magnetic air break type.
Circuit breakers shall be molded case, three pole rated at 600 V with magnetic
trip only. Magnetic trip shall be adjustable.

4.4.2 When the fault level exceeds standard breaker ratings, current limiting fuses
may be used.

4.4.3 Motor starters shall be sized per IEC 439 and IEC 947 maximum kW ratings.
The minimum contactors shall be 10 Amp AC-3 rating.

4.4.4 Each starter shall be provided with a control transformer as follows:

• The control transformer shall be sized for the control requirements plus 50
VA of spare capacity.

• One side of the secondary winding shall be grounded.

• All control transformers shall be fused on the secondary side. Additionally,


the primary side shall be fused.

4.4.5 Each motor starter shall be provided with a minimum of one seal-in contact
(for three-wire control) plus one spare normally open contact.

4.4.6 All motor starters shall be complete with three-phase thermal overload
protection with external manual reset. The overload contact shall be installed
on the ungrounded side of the control transformer.

4.4.7 When reduced voltage starters of the reactor or auto transformer type are
provided, thermal protection shall be provided for the reactor or auto
transformer. The manufacturer shall ensure that the equipment provided has
a suitable duty cycle.

4.5 Non-Motor Loads

4.5.1 Contactors shall be adequately sized for the specific application (i.e. switching
of capacitors, transformers, etc.) and shall be rated in accordance with IEC
439. Contactors shall meet the requirements of section 4.4 of this document,
except that circuit breakers shall have both thermal and magnetic trips.

4.5.2 Feeder breakers shall be molded case, three pole, 600 V, minimum frame size
of 100 A and be complete with thermal and magnetic trips.

4.6 Bus Bars

4.6.1 All buses shall be braced to withstand symmetrical fault currents of 22,000
Amps minimum.

4.6.2 Insulated horizontal bus bars shall be provided.

4.7 Micro Processor Based Integration

4.7.1 When specified in Data Sheet or indicated in drawings the MCC’s shall include
for a micro-processor based integrated motor control system (IMCS). The IMCS
shall provide a serial communications link with the OWNER’s Distributed Control
System (DCS). It shall be capable of bi-directional communications to provide
both monitoring and control from the DCS.

4.7.2 The following monitoring and control facilities shall be provided as a minimum:

Monitoring:

• incoming circuit breaker/isolator status


• motor status
• motor current
• motor winding and bearing temperatures (if applicable)
• main fuse raptured )if applicable)
• motor isolator status

Control:

• motor stop, start


• incoming circuit breaker/isolator trip.

5.0 MATERIALS

5.1 All buses shall be tin-plated copper. The use of other materials or coatings
shall be specifically approved by OWNER.

5.2 Control wiring shall be 1.5mm2 minimum stranded, tinned copper having a
moisture resistant and flame retardant insulation. Dipping wire ends in solder
is not acceptable.

5.3 The equipment shall be painted with the Vendors standard process and
colours.
6.0 FABRICATION AND CONSTRUCTION

6.1 Assembly

6.1.1 Motor Control Centers (MCC) shall be free standing and completely metal
enclosed. Enclosures shall be Form 3b construction to IEC 439-1.

6.1.2 When the presence of corrosive gases is indicated on the Data Sheet, the
equipment shall be protected against corrosion from H2S and SO2 gases by
the use of proper coatings and material selection. The use of bare copper or

silver or their alloys should be avoided. Vendor shall state what corrosion
protection is provided.

6.1.3 Each MCC (or shipping section) shall be provided with removable eyes for
lifting.

6.1.4 All equipment shall be mounted and wired from the front and so arranged that
field connections can be readily made from the front.

6.1.5 Provision for future expansion shall be made at both ends of the MCC
assembly.

6.2 Ground Bus

A 300 A minimum horizontal ground bus shall be provided at the bottom of the
MCC and extend throughout the full length of the control center. Connectors
shall be provided at each end for 120mm2 copper grounding conductors for
connection to the ground grid.

6.3 Compartments

6.3.1 Starter compartments shall be adequately sized to allow for ease of


maintenance.

6.3.2 Motor starters up to 150kW shall be of the plug-in type so that the assembly
can be removed without de-energizing the center. Starters larger than 150kW
shall be solidly bolted to the bus. All plug-in stabs shall have tin-plated copper
contact material.

6.3.3 A minimum of 25% spare space shall be provided complete with vertical bus
bars, guide rails, blank cover plates and other necessary hardware to permit
future addition of starters or circuit breakers.

6.4 Wiring

6.4.1 Instrument and control wires shall be identified at both ends with 360° slip-on
or heat shrink wire markers.

6.4.2 Wiring shall be to IEC 439-1 unless otherwise specified on the Data Sheet.

6.4.3 Pull-apart terminal blocks are required for control wiring. A minimum of two
spare terminal blocks shall be provided in each motor starter for external
wiring.

6.5.1 An engraved, laminated, plastic nameplate shall be provided for the


Purchaser’s assigned motor or equipment number and identification.

6.5.2 Every motor starter and contactor unit shall be provided with two pilot lights for
status indication.

7.0 INSPECTION AND TESTING

7.1 Quality Standards

With his bid, the Vendor shall state to what Quality Standards (e.g. ISO 9001)
the manufacturing plant is certified.

7.2 Production Tests

After completion of the assembly, the following tests shall be performed as a


minimum to ensure a completely workable controller assembly prior to
shipping.

7.2.1 A visual check shall be done to ensure the following:

• All components are in accordance with parts list.

• Breaker trips are adjusted.

• Wire sizes are in accordance with specifications.

• Nameplates are installed.

• Terminal and wire markings are in accordance with wiring diagrams.

• Incoming terminals are shielded and labeled “CAUTION”.

7.2.2 A mechanical check shall be done to ensure the following:

• Electrical clearances meet IEC requirements.

• All switch handles are functioning properly.

• All drawers are locked in the operating position.

• Overload reset buttons are in line with overload relay.

• Screws and bolts are properly tightened.

• Paint finish is acceptable.

• Wiring is neat and correct.

• Ground path is continuous.

7.2.3 To ensure the integrity of the insulation system, a dielectric test shall be
performed.

7.2.4 Functional tests shall be performed on all control devices, protection relays,
meters and indicating lights to ensure a completely workable assembly.

7.2.5 When IMCS has been provided, a full functional testing of the whole of the
communications link shall be carried out at the Vendor’s work in the presence of
the OWNER prior to dispatch to site. The Vendor shall prove that the system is
capable of being monitored and controlled from the OWNER’s Distributed
Control System for all parameters listed in this specification.

7.3 Inspection

7.3.1 The Purchaser shall have unrestricted access to the Vendor’s shop, shop
procedures, schedules, testing and inspection procedures and documents.

7.3.2 The Purchaser shall be given a minimum of seven (7) days notice before
shipping so that a final inspection can be organized.
8.0 PREPARATION FOR SHIPMENT

Upon successful completion of factory tests, the equipment shall be packaged


for shipment.

All moveable items shall be braced and locked in place in the switchgear.

Equipment shall be packaged for overseas shipment.

Spare parts, miscellaneous hardware and 2 cans of touch up paint per MCC
will be packed in sturdy boxes with maximum weights of 100 kg.

9.0 DRAWINGS AND DATA

9.1 The Vendor shall supply a minimum of one reproducible copy of all drawings
and data unless specified otherwise. Electronic means of data transmission
and storage may be proposed.
