I. Introduction
The neighborhood organizations in Cuartel V are dedicated to answering the basic needs
of the population. The organizational and historic core of the neighborhood is the mutual
El Colmenar. This community-run bus service has existed for more than 15 years, against
strong political as well as private interest pressures. Born out of a situation of need for
opposition, which included criminal attacks against staff and buses as well as opposition
from corrupt politicians. The organization has been recognized by the Argentine
government and by international organizations such as the World Bank for its exceptional
work and for its unusual capacity to survive and adapt over a significant period of time.
The focus of this investigation will be how this identity came about and how it was

newspaper La Posta was first published in June 2004 and the latest issue was published in
January 2006.
The main question I seek to address is, who is embraced by the concept of “us” and who
included in these identities. Over the course of the time of publishing of the two
newspapers I am interested on how these identities change. Who is for example embraced
in the identity of “us” in a certain situation and not included in another. The question will
be how the producers of the newspapers used these identities to pursue their goals. In

order to focus on this question it has to be asked how is it justified that certain groups are
included or excluded from one of the identities. In order to create these identity frames or
identities the producers of frames make use of so called cultural resources. The cultural
resources will be explained later, it is in general the shared culturally and historically
producers of the newspapers El Colmenar and La Posta suppose that these shared cultural
understandings exist in their readership. Which cultural resources they use depends
supositly a lot on their own believes and nonetheless on their experience. To understand
the use of cultural resources can allow therefore conclusion about the mindset of the

action, there has been a significant amount of convergence between the main competing

In relation to the case I would like to preface the following arguments and theories, this
since they are helpful and necessary to understand the theoretical background better.
Many theories and concepts that are sometimes contradictory have been offered to
explain successful mobilization for collective protest. Recent work in this field has made

some progress in integrating several theoretical concepts into a common framework
(McAdam, McCarthy, and Zald 1996). For example, Bert Klandermans and Dirk Oegema
(1987) distinguish between different steps of mobilization and relate specific explanatory
ideological variables. These factors predispose individuals and social groups toward the
actors with resources and access to networks who can reach the “available” mobilization
potential and offer meaningful interpretations of the issue at stake. This is a precondition
for forming a consensus in a specific campaign. (Klandermans 1988. Snow et al. 1986).

Collective identity is just another word for collective understanding, and its formation
and reformation are ongoing. But how does collective identity form in the first place?

Social issues are debated in arenas of public discourse and action (Gamson and
Modigliani, 1989; Gamson and Meyer, 1996, 319). Media discourse continues a crucial
element in this process. Gamson (283, 1992) indicates, that it is a good reflection of
individual beliefs, media discourse is a meaning system that can be studied in its own
right and it is this meaning system that we give our attention first (Gamson and Meyer,
1996, 319).
Kielbowicz and Scherer (1986) indicate that the media are instrumental for social
movements in at least three different ways: (1) Media are important means to reach the
general public, to acquire approval and to mobilize potential participants; (2) media can
link movement with other political and social actors; and (3) media can provide
psychological support for members (Gamson and Meyer, 1996, 319).Obviously, media
are not always instrumental for social movements (Gamson and Meyer, 1996, 319).
A few years earlier, Van Dijk (1988a) concluded that in media discourse on social
conflicts the dominant interpretation of the conflicts receive the most attention of the

not transmit information without transforming it (Gamson and Meyer, 1996, 320). Space
limitations alone introduce selectivity in the production of media discourse (Gamson and
Meyer, 1996, 320). Mass media select and interpret available information according to
the principals that define news value (Gamson and Meyer, 1996, 320). In doing so they
produce a transformed reality, which diverges from the reality as a social actor defines it
(Gamson and Meyer, 320). One strategy employed to circumvent the mass media is the

2) Frames
Over the last two decades, media analysis has become of mayor interest in social

document sources for studying social movements is political discourse analysis. Political
discourse analysis is associated with the constructivist framing perspective and is perhaps
best represented by the work of Gamson and his collaborators (Gamson 1988, 1992;
Gamson and Modigliani 1989; see also Gitlin 1980, Donati 1992). This approach looks at

making them visible in the public sphere. Political discourse analysis takes the emergence
and public visibility of movement frames as an indicator for the “meaning contents” of

This first model classifies four categories of framing in news text: (a) the syntax
structure- how the text is organized in paragraphs, headlines, citations, and so on; (b) the
scenario, that is the story-who, what, where, when, how and why; (c) the subject/topics
structure, which relates to whether the report is on many incidents, a continuous one, a
cause and result and so on; (d) the rhetoric structure is the last category, tracing the use of
Gray (1997) addresses several basic environmental conflicts frames, identified through
outcome, and aspiration frames. Kaufmann and Smith (1999) adopted this basic list, and
proposed the following list of frames and subtypes: (a) Substantive: complete story, zero-
sum; (b) Loss/Gain; (c) Characterization: self-characterization; (d) Process; (e) Outcome:
frames (following Gray 1997 and Kaufmann and Smith 1999) This typology (Vraneski,
Richter, 5, 2002) includes four main categories that portray which subjects are the cores

of the conflict, which filters are used to interpret it, how the conflict is conceived, and it
what process it evolves. Each such category consists of a set of frames. The categories
are:
(a) Substanance and Meanings-frames that point to the things stakeholders see as the core
of the conflict, their interest and aspirations, and their preferred solutions. This category
can be used for a quick analysis and assessment of the conflict, as it introduces a kind of
conflict map.
Analyzing these maps with regard to the different parties in the conflict might point to
where there could be room for reframing toward a resolution of the conflict, and can help
(b) Values-frames they portray the set of values and beliefs that serve as a filter through
which stakeholders give meaning to the surrounding reality. People, especially in conflict
situations, interpret events through their sets of beliefs and values. For one, an economic
point of view is the leading idea in his thoughts and philosophy of life; for another a
social, judicial point of view is most important. Presenting these frames and analyzing
them enables the definition of the most important values for the parties and the pushing
forward of new frames, through reframing, under the accepted and leading values and
perceptions.
(c) Phrasing-concerned with how stakeholders look at the conflict. Do they look at the
prospects of both sides to benefit? Are they concerned only with the empty half of the

The typologies above will be used in addition when applicable and helpful to discribe
frames and framing processes in relation to social movements within the past decade and
a half, so much so, in fact, that framing processes have come to be regarded, alongside
character and course of social movements. (Benford and Snow, 2000, 612) We will here
expound on different parts of framing theory, which are relevant to the case.
The framing concept is important since it emphasizes the active role of the participants in
a social movement, which is not done by "political opportunity structure" theory and the
resource mobilization theory. Already the term "framing" indicates that it is constructed
by certain actors. Whether a certain structural potential gets used depends on the
performance of certain persons and groups. (vgl. Snow et al. 1986; Gamson 1992;
Gerhards/Rucht 1992)
understandings of the world and of themselves that legitimate and motivate collective
action (McAdam, McCarthy, Mayer, Zald, 1996,6). Frames help to render events or
occurrences meaningful and thereby function to organize experience and guide action
(Benford and Snow, 2000, 612). Collective action frames also perform this interpretive
function by simplifying and condensing aspects of the “world out there” but in ways that

support, and to demobilize antagonists”(Snow and Benford, 2000, 612)1 Thus, collective
action frames are action orientated sets of beliefs and meanings that inspire and legitimate
the activities and campaigns of social movement organizations (Benford and Snow, 2000,
614).
certain structural potential for action, they remain in the absence of one other factor,
organization, and action are the shared meanings and definitions that people bring to their
situation (McAdam, 1996,48). At a minimum, people need to feel both aggrieved about
some aspect of their lives and optimistic that, acting collectively, they can redress the
problem. Lacking either one or both of these perceptions, it is highly unlikely that people

consequences and engagement with the issue (Gamson and Meyer, 1996, 327). The
already familiar with the subject, has an interest in the subject and is involved in the
subject (Gamson and Meyer, 1996, 328). This implies that any dispositional factor that
increases familiarity with the issue, involvement in the issue, or commitment to social
actors who are speaking out may increase the likelihood that information is elaborated. In
conclusion, then, we may theorize that the key determinants of individual beliefs are (1)
popular wisdom;(2) interpersonal interaction; and (3) individual disposition (Gamson and
agreement whereas the later fosters action, moving people from the balcony to the
barricades.
Gamson uses the terms of injustice, agency and identity frames. There is disagreement
about the assumption that every collective action frame needs to automatically include an

injustice frame but since this scientific argument is irrelevant in our case we will not
elaborate on it.
1) Injustice frames
Indignities of daily life transformed into shared grievance with a focused target of
collective action.
Injustice is a hot cognition, not merely an abstract intellectual judgment about what is
equitable.
The heat of a moral judgment is intimately related to beliefs about what acts or conditions
have caused people to suffer undeserved hardship or loss (Gamson, 1992, 31). The
critical dimension is the abstractness of the target. Vague abstract sources of unfairness
diffuse indignation and make it seem foolish. When we see impersonal abstract forces as
responsible for our suffering, we are taught to accept what cannot be changed and make
the best out of it (Gamson, 1992, 31). At the other extreme, if one attributes undeserved
suffering to selfish acts by clearly identifiable person or groups, the emotional component
of an injustice frame will almost certainly be there. Concreteness in the target, even when
it is misplaced and directed away from the real cause of hardship, is a necessary condition
More specifically, an injustice frame requires that motivated human actors carry some of
the onus for bringing about harm and suffering. These actors may be corporations,
produce indignation (Gamson, 1992, 32). An injustice frame does not require that the
actors who are responsible for the condition be autonomous. They may be depicted as
constrained by past actions of others and by more abstract forces-as long as they have
some role as agents in bringing about or continuing the wrongful injury. From the

standpoint of those who wish to control or discourage the development of injustice
frames, symbolic strategies should emphasize abstract targets that render human agency
Critical views of “the system”, however accurate may still encourage reification just as
much as benign ones as long as they lack a focus on human actors. The antidote to
excessive abstraction has its own problems. In concretizing the targets of in injustice
frame, there is a danger that people will miss the underlying structural condition that
analysis and the hot cognition of misplaced concreteness (Gamson, 1992, 33). As long as
human actors are not central in understanding the conditions that produce hardship and
suffering, we can expect little righteous anger. Targets of collective action remain
regard to the broader structure in which they operate, injustice frames will be a poor tool
for collective action, leading to ineffectiveness and frustration, perhaps creating new
victims of injustice.
To sustain collective action, the targets identified by the frame must successfully bridge
abstract and concrete (Gamson, 1992, 33). Buy connecting broader sociological forces
with human agents who are appropriate targets of collective action, one can get the heat
into the cognition. Buy making sure that the concrete targets are linked to and can affect
the broader forces, one can make sure that the heat is not misdirected in ways that will

that the collectivity is able to change reality. This framing process has to take part against
the common notion of people to be powerless in changing political facts. Agency frames
define strategies, tactics and aims to change the current conditions by collective action.
Prognostic framing involves the articulation of a proposed solution to the problem at least
a plan of attack, and the strategies of carrying out the attack. In short it addresses the
action mobilization.
The identification of specific problems seems and causes tend to constrain the range of
possible “reasonable” solutions and strategies advocated (Benford and Snow, 2000, 14).
framing activities, it is important to keep in mind that prognostic framing takes place
within a multi-organizational field (Evans 1997; Curtis & Zurcher 1973) consisting of
media and bystanders (Benford and Snow, 2000, 16). Thus it is not surprising that that a
SMOs prognostic framing activity typically includes refutations of the logic or efficacy of
solutions advocated by opponents as well as a rationale for its own remedies. The
important point is that opposing framing activity can affect a movements framing, on the
one hand by putting movement activists on the defensive, at least temporally, and, on the
other hand by frequently forcing it to develop and elaborate prognoses more clearly than
otherwise might have been the case (Benford and Snow, 2000, 17). Case studies reveal
that the prognostic dimension is one of the primary ways in which a SMO differ from one
another.
Benford addresses this agency issue by identifying four generic vocabularies of motive:

severity, urgency, efficacy, and propriety. These vocabularies seem to be more exclusive
than complementary.
3) Identity frames
Being a collective agent implies being part of a “who” can do something. The identity
component of collective action frames is about the process of defining this “we” typically
in opposition to some “they” who have different interests or values. As Melucci (1989)
suggests, social movements elaborate and negotiate this meaning over time and some
even make the question of “who are we” an important part of the internal discourse. It is
movement and solidary group. The organizational layer refers to identities build around
movement carriers-the union maid or the party loyalist for example. (Gamson, 1992,
84)This layer may or may not be embedded in a movement layer that is broader than any
particular organization. The identity of peace activists, for example rarely rests on one
all organizations to their broader movement identity. Finally the movement layer may or
may not be embedded in a larger solidarity group identity constructed around people’s
layers are so closely integrated that they become a single amalgam: A movement arises
out of a particular solidarity group with wide spread support from it, and one particular
organization comes to embody the movement. Often however the different layers are
separate.

The concept of frame opportunity balances elements of structure and agency (Gamson
and Meyer, 1996, 276). Frames are on the one hand, part of the world, passive and
structured; on the other, people are active in constructing them in other words events are
framed, but we frame events. This relativity or vulnerability of the framing process makes
it a locus of potential struggle, (Gamson and Meyer, 1996, 276) not a leaden reality to
movements are active in structuring and creating political opportunity (Gamson and
contemporary movements (Gamson and Meyer, 1996, 276). These political opportunities
are subject to framing processes and are often the source of internal movement
disagreements about appropriate action strategies (Gamson and Meyer, 1996, 276). This
codes by a field of actors (organizations and advocacy networks), some of who employ
language leads us to treat it as a single actor when distinctions are unnecessary. This is
shorthand and it is often important to differentiate among the actors in the field especially
in discussing framing (Gamson and Meyer, 1996, 283). The degree to which they are
unified and consensual frames within a movement is variable and it is comparatively rare
that we can speak sensible of the movement framing. It is more useful to think of framing

government, electoral, and the public agendas are also a major part of social movement
efforts (Gamson and Meyer, 291). Social movements engage in tactics that directly or
movement frames. Social movement organizations, for example often have direct contact
with other nongovernmental public leaders, reporters, party leaders, elected officials, and
bureaucrats, but in order to enhance the political impact of their efforts, they typically
must also engage in tactics that convey their message to a much broader audience. In
doing so, movement agents attempt to bring their issues onto the agendas of distinct
audience: the general public, the media, political parties, and legislative and executive
officials (Gamson and Meyer, 1996, 292). Each of these agendas operates under its own
unique logic and processes, and those attempting to shape the agendas must customize

isolated individuals would seem especially likely to explain their troubles on the basis of

the ongoing movement as they were in shaping the emergence of collective action.
Movements are no less dependent on the shared understandings of their adherents during
the later stages of insurgency than they were early on. The difference is, that in the
mature movement, framing processes are far more likely to be shaped by conscious,
strategic decisions on the part of the SMOs, and to be subject of intense contestation
between collective actors representing the movement, the state and any existing counter

later. But the collective settings within which framing takes place and the nature of the
framing process are different at the two points in time. In fact, at the outset, participants
may not be even fully aware that they are engaged in any interpretive process of any real
significance.

that the text analysis procedure, itself, represents a subjective interpretation. I consider
the samples to compensate at least partially for this deficit, since it is possible to work
with the most “charged” part of the newspapers and they can be considered as valid
indicators for groups common frames. This is due to the fact that these parts of the
newspapers are the most abstract, the parts, which are least-attached or just describing the

Members of the Mutual explain the gap in publication of the newspapers by a
fundamental lack of resources in 1998. Another reason for the discontinuation of the
newspaper El Colmenar seems to be that a change of focus took place and that support
for the medium was lacking. The newspapers were written both with the intention of
communication among the organizations themselves. The two newspapers, though, have
different focal points regarding their readerships. The start of El Colmenar was
significantly less professional due to the lack of experience than was that of La Posta.
Other differences between the newspapers are that El Colmenar was more focused on the
individual neighbors of Cuartel V., whereas La Posta was meant more as a means of
region.
In the developing country Argentina, just below 3 million newspapers are published on
average per month -- in comparison with which, the 2000-3000 copies of each monthly
issue of El Colmenar seem to be very little. But it is known that the issues of the
newspapers were read and anticipated by many, and readers reported strong content-
identification. Part of the reason for this is that there is little access to media in general,
especially media with as narrow a focus or concept. We can find that the articles in the
newspaper El Colmenar were actually written by the actors of the different neighborhood
organizations, while staff of the newspaper maintained control over editorial content. The
newspaper El Colmenar was a forum, whereas the content of La Posta was on the whole,
written by its own staff. The distribution of La Posta was handled by the informal
networks (for example the local parish or the different social actors of the region)
whereas La Posta’s distribution process was entirely orientated towards the different
neighborhood organizations. Leaving the differences of the two newspapers aside and

organized bus service would work out, and were convinced that this endeavor would not

last longer than 4 month. With this disbelief it is to explain, that before starting the bus
service, they actually challenged the Consejo members to start their own bus company if

This opposition often came about by politicians, which at one hand tried to get rid of the

identities I strive to gain an understanding of how these identities are built. I then focus
on how these identities changed over the course of the mutual’s sixteen-year existence.

Another spectrum is the framing of politics. An interesting finding is that the framing
of politics changed greatly over time. This is visible in the comparison of El Colmenar
and La Posta, but I can also point out a constant development in El Colmenar. It is the
change from a self-understanding of “us” as outside of politics and at the same time
excluded by politics, to an understanding of “us” as part of the political game for the
excluded. In the beginning, politics are framed as evil. Then in la Posta we can find pro-
democracy and participation frames for individuals and for the mutual as active, not

The perception of having unaccomplished rights does not change over time. You can

VI. Conclusion
In this thesis, we observed the construction of the concepts of identities: the concepts
of an “us” versus the concept of a “them”. It was my goal to find the changes of these
identities over time and between the two newspapers El Colmenar and La Posta and
The findings are that, while the cultural resources that were the foundations of the
frames changed in kind and intensity, the frames stayed the same in their cores.
Whenever somebody attacked the mutual, defending frames for the mutual were found
and attacking frames against its opponents were generated. The cultural resource base
changed, the arguments changed, but the bottom-line stayed the same. This bottom-line is
the survival of the mutual. It became clear that judging by the frames found in, and
compared between, the early issues of El Colmenar and later of La Posta, the
assessment and understanding of capability. In other words, the mutual always perceived

itself to be a vehicle of change, but when its purpose was to defend its existence, the
framing (its statements for general transformation of society) was rather vague. Whereas
we find in La Posta, the frames to defend the organizations and the inhabitants of the
neighborhood, the idea and vision of Self as a real source and vehicle of change became
