It was announced in the newspapers that
there was a merger. ‘The public was told there was a
merger, yet there was no merger. On several levels we
did not receive the protections of any regulatory
authority.
THE COURT: Tell me who we are.
MS. DOWE: The citizens of Plainfield, New
Jersey and the 13 communities that passed resolution
opposing the closure. Now we went to court.
THE COURT: Uh-huh.
MS. DOWE: We -- we went before the State
Health Planning Board. Nobody has afforded us with
the protections that are being provided right now in
this courtroom. There was no CHAPA proceeding. There
was no community impact study, no community needs
assessment, and we were barred from speaking before
the State Health Planning Board.
Now it's my understanding that you can have
@ monopoly. A State has the right to have a monopoly,
but they must regulate it in the manner of the Board
of Public Utilities.
I contend that all of these mergers and the
exclusion of our community from having a voice on any
level of government constitutes a unregulated
monopoly.
