The Municipal Corporation of Jalandhar intends to develop a world-class sports hub at Burton Park, a 63-acre site owned by the corporation. Development of Integrated Sports cum Commercial Complex
at Burton Park, Jalandhar
1.Background and Context:
i. Municipal Corporation Jalandhar intends to develop a World Class Sports Hub at Burlton Park, Jalandhar. ii. The Burlton Park is situated in the heart of Jalandhar city on National Highway – 1A (G.T. Road) and is spread over an area of approximately 63 acres of land, owned by Municipal Corporation, Jalandhar. The Burlton Park site has Kabir Nagar Road on one side and Gulab Devi Hospital road at the back side. There are educational institutions like HMV College and DAV Engineering College in close proximity of the site. The approach / access to the site are from three sides. There are five entry/exit points to the site. The bus stand is approximately 6 Kms and railway station is around 7 Kms from the site. iii. The existing Sports complex has a Cricket Stadium, a Hockey Stadium, Rose Garden, Nursary, Lake, Lawn Tennis Court, Sports Hostels etc. This area falls under the Municipal Corporation Jalandhar. The bye laws and development control regulations applicable for this site are laid under the Municipal Corporation Act. iv. The project is proposed to be developed as a World Class Sports Facility with an International Cricket Stadium; an International Hockey Stadium; an Indoor & Outdoor Stadium with international level swimming pool, Squash Court, Gymnasium; associated facilities viz. Hostels, Accommodations, Club etc.; and commercial components like Five Star Hotel cum Convention Centre, Commercial Office. v. The sports complexes, being public facilities are not commercially viable and could not generate revenues even for operation and maintenance of the complex. Hence for operation and maintenance of Sports facilities and repayment of loan, if any, revenues shall be generated from development of Commercial /Hotel / Residential / Recreational facilities, developed in synergy with integrated sports complex, under the project on an appropriate model/structure Or auction of land, to make the integrated Sports Complex Self Sustainable. Project Status Department of Local Govt. Punjab, Chandigarh and Municipal corporation Jalandhar has appointed IL&FS , Chandigarh as a Nodal Agency for selecting a best architect / consultant for this project. Expression of Interest for the selection of architect / consultant were called on 27.8.2009 by IL&FS at Global level. Total 27 architect / consultants submitted their offers for participation , out of which 16 architect/consultants were short listed . Request for proposal ( RFP) document has been circulated to all the short listed architect/ consultants, who will submit their technical and financial bids on 26.2.2010 upto 15:00 PM.
