The development system of Indonesia’s government is such that the Government is the King and the

citizens to be the pawn on the chessboard on the past three decades. However, the government
begins to notice that their development system did not success as they expected. The main reason of
this failure is that the government lacks the capacity to give support to the poor which is the major
group of development. The main issue is that the government does not take account of poor people
who have no or little knowledge about to the government’s development system which make them
difficult to participate in the system.

The percentage of poor people in Indonesia is rising and the development of the country has not
been better under the current government administration. The government has begun to notice that
firstly, they need to develop a system with the participation of the people for a successful
development system and secondly, they have to develop organisation, for instance, NGOs, outside of
government which will help delivering services to the people who are in need of help.

Associations which intentions are to support poor people face with failure partly because of the lack
of support from Indonesian government and the incapacity of government‘s development system. As
the result, these associations begin to corporate with NGOs for the success of their intentions.
However, the government does not favor this corporation and tries to set restrictions, limitations and
regulations as a blockage for NGOs.

NGOs was emerged in Indonesia around 1970 as the result of the government failed to satisfy the
hope, desires and expectations of the funding agencies. One of the expectations of those agencies
was to deliver the development projects to the poor people. The relationship between NGOs and
government is both corporations and conflict. The existence of NGOs is dependent upon the external
funding agencies and government. The funding agencies, local or foreign, set a condition that the
NGOs and Indonesian Government should work hand in hand to receive their supports. To point out
an example, when Nargis strikes to Myanmar, Norwegian government has promised to support USD
2 million, if Myanmar government accepts a condition. The condition is that Myanmar government
should work with NGOs and give full support to them. As there is no sign of cooperation, Norwegian
government withdraws their offer. In my opinion, the government is afraid that they will lose their
controls and authorities of the country by supporting or cooperating NGOs which is the main issue in
most of the developing countries where their government system is not based upon democracy.
