Can anybody give the requirements for primary metering?
Some electric coops require that if your transformer is 300kva 3phase and above, then you will be prim
metered by the electric utility. Are there some other standards for primary metering and the rationale
behind it?
How about based on the transformer losses? What is the maximum loss allowed so that metering would
on the secondary side?

ang alam ko eh yung sa 75kva na transformer meron yung monthly bill na 2500php. ewan ko lang yan
300kva.
at sa metering eh lagi namang nasa secondary side sya nakakabit. kasi yung mga CT eh sa secondary
kinakabit... depende na lang siguro kung anung magiging ration nila. pero merong metering na sa prim

Different Utilities are offering different services. Meralco is offering no limit for secondary metering
specially in condominium application. Before the limit of meralco is 1MVA above it they require the
customer to buy the transformer and primary metering.
Secondary metering is based on distribution utility policy. There is no maximum loss requirement. If t
utility will supply the transformer, then it is secondary metering. If the customer will buy the transform
then it is primary metering.

area for the past two decades. I am currently based in the west coast. The typical and generic

requirements are as follows in order:
1) Revenue Metering compartment: This include the customary PT's and CT's and Metering devices to b
owned and installed by the utility company.
2) Primary diconnect switch: This device has to have load break capability, accessible, lockable and wit
visual open point at open position. This device is owned and maintained by the customer.
3) Protective devices: 50/51 phase and 50/51 ground relays with its customary PT's and CT's for "Load
only" primary service customer.
4) Main Breaker
5) Metering devices: Line Amps Meter, Incoming Line Voltage Meter, Kw Meter, KVAR Meter, Demand Me

6) For Primary Metered Customer with "COGEN" facility: device 15/25 auto-syn relay and supervised by
device 25 sync relay to control the closing of the Main Breaker and at the generator breaker.
Losses are not issue on a primary service but the main reason why we need to incorporate the protecti
devices is to ensure that the primary feeder are protected for any fault at the primary customer facility
intent is to have a protection coordination between the UTE and the primary customer.
I would estimate that for the primary switchgear set up, we would require approx 4 bays or 4 sections
accomodate or house the above major equipment, this is excluding the bays for the main trx or the loa
the customer.
