A 20-YEAR-OLD Livingstone
girl who obtained six points at
grade 12 despite a heartbreaking
childhood is seeking financial
assistance for her to complete
studies in medicine at the
Copperbelt University.
In an interview, Ndano
Lubasi said she was constantly
being chased from school due to
non-payment of fees as a result
of her father falling ill.
“My father suffers from
intestinal obstruction and has
undergone several operations
since 2008 and is currently not
mobile and my mother had to
give up trading in vegetables so
that she can nurse him,” Lubasi
said.
She said a Non-Governmental
Organisation, Response
Network, took up the
responsibilities of paying for
her school fees from Grade 6
until she completed her Grade
12 last year at David
Livingstone High School.
“My father, a plumber, is the
only surviving person in his
family so he had to take in some
of his siblings’ children. In total
we are nine, sharing a one
bedroom rented house. I and my
sister are sleeping by a
neighbour’s place,” Lubasi
narrates.
“After I wrote my exams last
year, I had to find some work so
as to take care of my family and
pay rentals...I managed to get
ones in Mathematics, English,
Science, Civic Educations,
Religious Education, and also in
Food and Nutrition. In Biology, I
got a distinction, a two, and a
merit in commerce. My family is
struggling so I would be happy if
I can be assisted financially to
take care of my family and my
ailing father while I am at
school,” Lubasi made the
passionate appeal.
She said the government had
given her a 75 per cent bursary
and was hopeful that Response

Kagame hails reform spirit in UN, AU

He said the essence of reform
was a mindset of constantly
striving to improve performance
and delivery, and holding

year the UN channeled billions of
dollars in humanitarian
assistance.
He said the UN also set the
global agenda on key policy
issues from development to
women’s rights, while providing a
platform for major international
agreements. President Kagame
said those were signs of an
organization that was both
relevant and in many cases
competent.
“And yet there is a sense that
the United Nations is not meeting
our needs and expectations,” he
said.
President Kagame commended
UN Secretary-General Antonio
Guterres for championing UN
reforms and responding to the
initiative to tackle sexual
exploitation and abuse.
“These steps go to the heart of
the matter: the deficit of trust and
accountability in the international
system,” he said.
President Kagame said to be
truly effective at delivering a
decent life for all, the UN must
treat all the people it served with
impartiality and respect, and must
be a good steward of the funds
entrusted to it.
He said abuse and waste were
therefore not a mere public
relations problem but an
existential threat, which must be
tackled head-on.
“We have the tools and the
mandates to address the global
challenges of our day, from
climate change, to peace-building,
to human equality and develop-
ment,” President Kagame said.
“Where we fall short, is in getting
things done… In this sense, the
reform spirit that has started to
take root in both the United
Nations and the African Union is
encouraging and Rwanda is happy
to be associated with both.”
He said that positive
momentum also positioned the
UN and the AU to work more
closely together.
“Our world faces difficult
challenges but no more so than in
the past,” said President Kagame.
“Working together, in a
constructive spirit, we can assure
our children the future they
deserve.”

says it is unacceptable for
Zambians to pretend life is
normal when there are “thieves”
in government who are looting
public resources.
In an interview yesterday, the
former MMD national secretary
said “thieves” in government
who were looting public
resources must be chased and
that was spent on fire [tenders]!
It would have gone a long way
to help Food Reserve Agency

farmers. We have students who
are crying for tuition fees, we
have hospitals without
medicines…but money is being
wasted on individuals. I would
also want to ask Zambians, is
this what they want? Are
Zambians happy with the looting
of public resources by the PF

we have now are just looting
national wealth. They are
stealing while institutions that
are supposed to protect the
Zambian wealth on behalf of the
people are just watching. The
Anti-Corruption Commission
should now change from

He said it was unfortunate
that there was rampant looting
of public resources and advised
Zambians to demand account-
ability, adding that speaking out
on issues of corruption should

addressed. There will be a
budget presentation very soon
(this Friday) but it will not even
address their many challenges.
They are still living in abject
poverty and squalor. It is very
sad. Zambians are dying in
silence and despair because they
cannot speak out. But I know
that Zambians will soon get their
wealth. Those who are stealing
should know that Zambians
should get back their wealth…
very soon, one day. All these
things are temporary. But it is
very annoying to see Zambians’
wealth being looted like this. It’s
like tying a monkey in a maize

“I must insist that the
institutions of government have
completely crumbled, compro-
mised. The NGOs are not
talking, civil society [is] there…
some of them are part of the
corrupt system. What has
happened to our country? Dr
Kenneth Kaunda left us very
good institutions but today there
is nothing. It is very sad.”

tender cost US$1 million on this
planet, Earth? It doesn’t make
sense. Fire tenders operate
where there are fire hydrants but
because of the collapse in the

do not even have corresponding
infrastructure to buy such
expensive fire tenders. It is
unfortunate that public
institutions can even defend
such looting of national wealth.
They say ‘the evil that men do,
lives after them. The good is oft
interred with their bones’.
Meaning evil will haunt those
stealing public resources and the
good will be buried with their
bones. So they must remember
that bad people are always
remembered by the bad things
that they used to do,” Maj
Kachingwe said.
“Look at that US$42 million
government? There must come a
time when you look at a thief
and say ‘You are a thief’ and you
chase him or beat him up. You
can’t have thieves around and
you don’t do anything…you
think you are leading a normal
life? This is unacceptable.
Zambians must wake up and do
something. This is their
money…it is not anyone’s
money.”
He said corruption in Zambia
had become institutionalised.
“Every system is being beaten
to it. The people closer to the
powers-that-be are the ones
getting contracts…genuine
people are being ignored. But
there are 100 days for a thief and
only one day for the master…,”
Maj Kachingwe said.
“There was a president in
Zambia who worked very hard
and brought democracy but
because he abetted plunder of
national resources, he went out a
very sad man. He died a loner
because of abetting plunder of

JCTR noted that the Head of
State reminded the nation on
achievements made and
challenges faced in
implementing development
plans.
It stated that the President’s
speech to Parliament was a very
important occasion as it offered
the nation an opportunity to peep
into government intentions on
many important national issues.
JCTR stated that it was very
important that the vision of
government was shared with the
development in an efficient way
for development to touch lives of
as many people as possible. It is
not enough for instance to build
a road or a school but how
efficiently is the project
executed. A good theme however
is nothing if it is not translated
into tangible desired results,”
JCTR stated.
It further acknowledged
President Lungu’s
pronouncement to address some
provisions of the constitution
that hinder enhancement of good
governance and the Public Order
Act as a step in the right
direction.
“For people to enjoy fullness
of life, which is at the core of
JCTR’s mission, a conducive
environment has to be
guaranteed for the enjoyment of
their right to participate in the
affairs of society, to hold those
entrusted with running the affairs
enacted as it is key to ensuring
transparency, accountability and
good governance. It is
disappointing that despite the
mention of accountability,
transparency and fight against
corruption, there was no mention
of the Access to Information
Law. This is a huge
disappointment because
government had withheld a 2012
bill of this legislation for
purposes of ‘fine tuning’ but
there has been no mention of it
since then.”
It also stated that President
Lungu’s silence on floor price
for Maize was deafening.
“While we applaud the steps
taken by Government to revamp
agriculture as part of the
economic diversification
process, we would appreciate if
the cry expressed by small scale
farmers regarding the K60 per

participation of citizens in a

Solami, in an interview, urged his fellow nurses to take the national
leadership to task and demand that they are abreast with what was
discussed in the 2017 negotiations before commencing next year’s
talks.
He wondered why a year after negotiations commenced, the
national leadership had been quiet, leaving the members to speculate
on the status quo.
“Fellow nurses and midwives, it’s our responsibility to hold our
leaders responsible for the outcome of 2017 negotiations without fear.
Our leaders went to negotiate the agenda that we entrusted them with
and that was to go and negotiate the conditions of service on our
behalf as bonafide members of ZUNO. We have every reason to hold
our national leadership accountable on the outcome of the previous
negotiations,” Solami said.
He said there had been no wage increment and no update on the
outcome of the negotiations that had so far taken a year.
“[Now] we are reliably informed that ZUNO has filed for 2018
negotiations that might start next [this] week just before the national
budget is presented. Why are we going to negotiate when we have
not exhausted 2017 discussions and members don’t know the
outcome? We all know that before any form of negotiations
commence, there is always a point of submitting demands, agendas
from the members, branches throughout the country so as to offer a
roadmap for the negotiating team,” said Solami.

KITWE mayor Christopher Kang’ombe was left fuming
when an usher manning the VIP entrance at Levy
Mwanawasa Stadium during the Zesco versus Super Sport
United game turned him away on account of not being
appropriately dressed to sit in the VIP deck.
The move infuriated Kang’ombe and his entourage led by
Wusakili PF constituency chairman Davies Simunyola who
almost left the stadium in protest.
But despite several interventions from onlookers who
recognised Kang’ombe, the usher identified as Monica
remained adamant until the city mayor threatened to leave the
stadium.
But some senior club management personel persuaded him
to watch the match to which he reluctantly obliged.
“Kutumpa sana uku, uyu umwanakashi can be prescribing
my dress code at a football match?” wondered Kang’ombe.
“I have told the mayor of Ndola that we will stop watching
games here. The club wrote to me inviting me to come and
watch this match. Did you tell me what to wear? I am very
upset and I will officially complain and Zesco should
discipline that woman. This is so embarrassing, telling me
that I am not properly dressed. Balitumpa sana aba, how can
you prescribe my dress code at a football match? I will
officially write to the officials, I am very disappointed.”
Simunyola was further infuriated when he saw many
casually dressed guests walking out of the VIP arena at half
time.
However, the seemingly disappointed Zesco officials at
the scene convinced Kang’ombe and his entourage to watch
the match.
