set for Bicol SCUs
LEGAZPI CITY —The
Commission on Higher
Education (CHED) in Bi-
col has said the nine state
colleges and universities
(SCUs) in the region had
allotted a total of PHP459.6
million for the full tuition
subsidy of students enrolled
in their schools for the in-
coming schoolyear 2017-
2018.
“The budget ceiling for
each higher institution is
based on their estimated tu-
ition income as stated in the
budget of expenditures and
source of financing that the
SCUs had submitted to the
Department of Budget and
Management (DBM),” ac-
cording to Cyril V. Badiola,
education program specialist
at CHED-Bicol.
Removal of tuition in the
country’s 112 SCUs for the
incoming school year is pro-
vided for by Senate Bill 1304
or the Affordable Higher Ed-
ucation for All Act that was
approved last March 13 by
the Senate.

dum was issued by CHED
and DBM that gave the
implementing rules on the

curity measures in the region

der 24/7 full alert status.
Buenafe in an interview
said “raising the alarm would
be a pre-emptive security
measure to deter any moves
by lawless elements, espe-
cially terror groups to sow
violence and fear among the
community.”

2nd Abaca Festival
held in Catanduanes

VIRAC, Catanduanes-The weeklong celebration
of the Abaca Festival was held last May 22 to May 26,
2017. The Abaca Festival is held each year in Virac,
Catanduanes. The celebration happens every 4th week
of the month of May.
The festival is cognizance of the importance of abaca
fiber or Manila hemp industry in the local economy and the
need to showcase its versatility as a major source of liveli-
hood and craft material which has brought Catanduanes
fame and fortune.
The festival showcases the life and resilient spirit of the
Catandunganon and its culture, as well as the uniqueness
and exoticness of the island and its people.
The celebration formally opened by a holy mass led by
the Most Rev. Manolo A. Delos Santos, D.D. at the Ca-
thedral followed by the opening of the Trade Fair at Plaza
Rizal. Said fair features technology demonstrations on Ab-
aca Twinning, Bacbac Twisting, Sinamay Weaving, Abaca
Hammock Making, Rugs and Carpet Weaving, Abaca Cro-
cheting and Slipper Making.

Martial Law
Reflections
The animated animosity (and supportive
opinions and voices) observed and issued
as a result of President Duterte’s declaration
of Martial Law in Mindanao, point to several
realities.
First, that Filipinos have not forgotten
Marcos’ martial law machinery altogether.
Thanks of course to the President himself, a
self-confessed Marcos fan. There is a rising
martial law jitter and apprehension among
those who had personally experienced or
witnessed themselves the atrocities and
abuses of martial law: the warrantless
arrests, the desaparecidos, the rise of a new
military class on one hand, and the fall of
the old oligarchs on the other, a muzzled
and subservient press; and of course, the
Marcosian dictatorial machinery which
included a rubber-stamp Congress, and a
Supreme Court whose Chief Justice at one
time, served as Imelda’s umbrella holder.
There are, however, those who believe
that Duterte’s declaration is necessary. This
is particularly aired by those who are from
Mindanao themselves. They said, “You
Luzon, Visayans do not know anything about
Mindanao, so back off. Noli me tangere.”
Proclamation 216 therefore underscored
that we are still a divided nation. We still
think of ourselves as islands and not one
country.
Second, there are Constitutional
guarantees and limits to the martial law
power of the President, particularly the
other co-equal branches of the Executive,
i.e. Congress and the Courts.
So far, the House of Representatives
under Speaker Pantaleon Alvarez, has
expressed full support to Duterte’s move,
saying it is necessary to quell terrorism; and
dismissing and daring those who disagree
to “magpresidente muna.”
Alvarez’ explanation brings us to a third
point. This administration’s initial battle cry
is purportedly the country’s drug problem.
Maute, Marawi and ISIS show that the Duterte
security and political advisers had sidelined
global terrorism as (also) a national issue.

Moscow after all when this crisis erupted.
We just hope that the President utilize his
martial law power well to quell terrorism.

By tax type, collection from net
income and profits amounted to
P201.12B, 4.4% short against the
P210.3B target. Year-on-year, the
agency’s I/T intake grew by 12% from
P178.54B. Revenue from income
taxes is the biggest contributor to
BIR operations, accounting for about
54.27% of the BIR total tax collections
at end-March 2017. Value-added tax
(VAT) cornered the second biggest
share in BIR revenues with a total
collection of P87.93B. (A new tax
reform package is in the offing!)
BOI REPORTS: In an effort to
further streamline its processes and
transactions, the Board of Investments
(BOI) issued Memo Circular No. 2017-
003 simplifying reporting requirement
for its registered enterprises (RBEs).
The new circular has revised S-1 Form
requiring RBEs to submit only an Annual
Report on Actual Operations. The S-1
Form contains an RBE’s report on
operations including attachments such

The revised S-1 Form is universal
and replaces the eight different types
of S-1 Forms for various industries
and sectors. With the more compact
and simplified S-1 Form, RBEs are
no longer required to submit S1-2
Forms (Semestral Report on Actual
Operations). As revised, S-1 Form will
be used for reporting starting year 2016
but BOI extended the deadline from
April 30 to May 15, 2017 to give RBEs
more time to familiarize with the revised
S-1 Form. Simplified reporting should
improve results!
CAPITAL EQPT: Malacanang for one

No. 22 last month to take effect one

new EO - qualified BOI- registered

BOI of the Certifcate of Authority to the

networks and links to foreign armed
groups, like Jemaah Islamiyah and
Mujahidin Indonesia Timur, and the
Abu Sayyaf, the report said.

Wage hike to help 170,000 Bicol workers

Entrepreneurship is defined as using
available resources effectively and putting
these ventures or undertakings which can earn
money for the entrepreneur.
When can we call a person engaged in an
activity an entrepreneur? Are all businessmen
entrepreneur? Not really. A businessman can
be considered an entrepreneur if he is able
to use certain resources productively for the
benefit of mankind. An entrepreneur either
sees value in something that is considered
plain and an ordinary or increases that value
of existing resources. Look around you. What
will you do if you see an idle piece of wood?
Can you think something you can do with it?
If you can do, then you have the creativity of
an entrepreneur. Let’s take for example the
“pearl shake” business. What makes it different
from the ordinary shake business? Is it an
entrepreneurial activity?
An entrepreneur is a person who takes risks
in a business. He sees an opportunity from a
need and comes up with strategies on how
to satisfy it. Even though the business arena
is full of dangers and unexpected moves, the
entrepreneur does not discouraged. He sees
these obstacles as an opportunity.
Characteristics of an Entrepreneur
Ordinary people choose to be employed in
private or government offices. Entrepreneurs
are different breed of working people. They
are not ordinary people by virtue of the nature
of their chosen career. They possess qualities
that distinguished them from the ordinary
businessman. These are the characteristics
that will help them survive while doing
their business. The characteristics of an
entrepreneur can be developed and increased.
The characteristics of an entrepreneur are
grouped into three main clusters.
The Achievement cluster includes five basic
characteristics of an individual who wants to
succeed. The five characteristics under this
cluster are opportunity seeking, persistence,
commitment to work, risk taking, and demand
for efficiency and quality.
The Planning cluster includes
characteristics that enable one to prepare for
the future. Under this cluster are goal-setting,
information seeking and systematic planning
and monitoring.
The Power cluster includes characteristics
that determine eventual success or failure.
The characteristics under the power clusters
are persuasion and networking and self-
confidence.
Persuasion and Networking. This is the
ability of the entrepreneur to convince the
customer to buy his products and services,
encourage investors to put money n the
business and convince the banks and suppliers
to grant credits to the firm.
Self-confidence. A person who is confident
gains the respect of others. The confidence
he exudes gives him the aura of authority and
superiority.
