Program Manager

Arterial Network, a cultural organization working within more than 10


African countries, seeks a full-time person for the planning,
implementation and management of all strategies, programs and
projects, as well as the coordination and the reporting. The Program
Manager will be part of a team based at the continental secretariat
in Abidjan, Côte d’Ivoire, and will report directly to the Secretary
General.

The applicant must have a passion for the African creative sector,
the aptitude to manage several portfolios at the same time,
coordinate activities simultaneously in different countries, the
capacity to work in a dynamic environment and federate all
stakeholders.

Arterial Network is a Pan-African network of artists, arts


organisations and activists engaged in capacity building, advocacy,
research, cultural policy, information dissemination, workshops,
conferences, publication of reports and best practice toolkits, all
geared towards growing and strengthening the cultural and creative
sectors in Africa.

Requirements:
 Advanced university degree on Social sciences, cultural
management, economic, political sciences, international
relations, or similar field
 Five years’ experience in program administration and planning
 At least three years’ experience in Arts sector
 Experiences in associative network management, team
management, fundraising, information and communication
technology
 Experiences within the continent will be an advantage

JOB DESCRIPTION
Program Manager

Prior duties and responsibilities:

Under the supervision of the Secretary General at the Continental


Secretariat based in Abidjan, Côte d’Ivoire, the Program Manager will
contribute to the developing and implementation of the Arterial
Network Strategic Plan ; in charge of the planning, implementation,
projects and programs’ management from this plan. The Program
Manager will be in charge of monitoring, evaluation and
capitalization of all programs and projects and others duties
received from his/her hierarchy.

The Program Manager will work closely with the whole team at the
Continental Secretariat, affiliates and partners of Arterial Network.

Tasks and responsibilities

A. Program Management

1. Participate in the concept, development, promotion,


implementation and monitoring-evaluation of all activities of
the Arterial Network Strategic Plan;
2. Translate the strategic plan into programs and projects and
ensure their promotion, implementation, monitoring,
evaluation and capitalization, according to the main pillars of
the organization;
3. Represent the Continental Secretariat during the execution
of programs and projects as established by the organization;
4. Establish and anticipate budgets related to programs and
projects in collaboration with the Administrative and Financial
Manager for the execution of the expenses, under the direction
of the Secretary General and according to the financial
procedures of the organization;
5. Lead and oversee the development and dissemination of
narrative and financial reports of programs and projects as
required by the organization's procedures as well as Arterial
Network partners;
6. Participate in the planning of resource requirements
(human, logistical, material, equipment) for the
implementation of programs and projects, prepare terms of
reference, contracts and procurement process ;

7. Develop and maintain partnership with partners in support
of the Secretary General (database, relationship management,
communication)
8. Manage logistics, travel, equipment, materials related to the
implementation in the field of programs and projects;
9. Identify, anticipate and effectively manage the risks
associated with the planning and implementation of the
organization' programs and projects.

B. Affiliate Support

Lead the implementation of the strategic plan according to the


Constitution, provide support to members and affiliates of Arterial
Network, and maintain the democratic and representative nature of
the organization.
1. Make sure that the needs and suggestions of affiliates are
collected, translated in terms of strategies and programs
according to decisions made collectively and democratically;
2. Liaise with affiliates, provide support and meet the needs of
affiliates, to facilitate the planning, implementation,
monitoring and evaluation and capitalization of programs and
projects, as required; as well as strengthen the structural
growth and efficiency within the countries and regions
according to the priorities of the network;
3. Coaching affiliate staff, when required, and fostering a
culture of sharing between affiliates according to the
procedures, and make sure that they share and contribute to
Arterial Network's Strategic Plan;
4. Make sure that information and data from the grassroots
are collected, processed and disseminated according to the
planned and required needs;
5. Provide information for the newsletter and share key
successful practices, ideas from affiliates on main activities.

C. Translation

1. Ensure that all relevant program and affiliate documentation


is translated into English and French;
2. Order and coordinate the translation into the identified
languages according to the needs formulated.

D. Communications

1. Develop and coordinate effective communication strategies


related to strategies and programs with the Secretary General
and the Communications Officer;
2. Implement communication plans in support of the
Communications Officer
3. Represent the organization in workshops, forums and other
relevant spheres, according to the calendar.

E. Documentation

1. Make sure that the documentation of the strategy, programs
and projects and the tools related to their implementation are
available as required;
2. Make sure that affiliate’ programs and activities are
properly recorded and documented (DVD, audio, photograph,
etc.) and also that this documentation is available / archived
at the Continental Secretariat;
3. Make sure that all activities performed are clearly
documented, classified (online and offline) and easily
accessible to all staff members;
4. Submit technical reports according to the plan.

Required qualifications

Education

Hold an Advanced university degree (at least BA) in Social


Sciences, Cultural Management, Economics, Political Science,
International Relations, or similar field.

Knowledge and experiences

- At least 5 years experience in developing and programs


and projects’ management, including budget
management
- At least 3 years experience working in non-governmental
organizations
- At least 3 years experience in the field of arts
- Experiences in management of an associative network,
fundraising and information and communication
technologies
- General knowledge of the cultural sector
- Experiences in the arts sector and the African continent
will be an asset
- Computer skills
- Bilingual (French and English).
