Indian student assaulted in Mangere:
Police fail to respond in time

A
n Indian student - barely in the country
for five months - was physically
assaulted by five men in broad
daylight at Mangere Town Centre on Saturday,
January 20.
The fact that the police failed to turn up
immediately after the assault had raised serious
questions on his perception of New Zealand as
a safe and secure destination for international
education.
Even worse, the liquor store owner where
the injured student eventually took refuge
after the un-provoking assault tells the Indian
Weekender that it was nothing unusual for them
suggesting a bigger malaise facing our town
centres (read a detail report on page number ).
Jaskaran Singh Chadha has been in the
country for only five months when experienced
this brazen unprovoked assault last weekend at
the hands of a group of thugs.
Mr Chadha is a Level 8 student of Business
Studies at Auckland Institute of Studies in
Mt Albert and worked part-time for a tax
consultation firm in South Auckland.
On Saturday, January 20, like any other
working day Mr Chadha was working at
Mangere Town Centre doing his job, talking
to shoppers about benefits of filing their tax
returns.
It was during his lunch break when Mr
Chadha was returning back from the nearby
McDonalds at around 3 p.m. when suddenly
five well-built men sitting on the chair at the
entrance of the mall charged him unprovoked.

“This attack was brazen and came as a total
shock to me. I was just returning from my
lunch, and these men suddenly started beating
me for no reason,” Mr Chadha told The Indian
Weekender.
The men punched his face and shoulder and
threw him to the ground until he bled from his
mouth. Mr Chadha somehow squeezed himself
from the ground trying to escape the attack.
“The men punched me with metal knuckles
breaking my teeth and badly injuring my jaws
and gum,” Mr Chadha recalled the horrific
incident.
Mr Chaddha suffered injuries to his head,
shoulders and face as a result of the blows he
received from the assailants before running to a
nearby liquor store for refuge.
As he tried to hide behind the counter in
the liquor store, the five men chased him
and stopped at the entrance only when the

storeowner and a local security guard present at
the store told them to do so.
The alleged offenders then quickly ran off
from the location.
However, it was not only the nature of the
unprovoked attack alone that appalled Mr
Chaddha, it was the failure of the police to turn
up to attend the incident – a charge refuted by
the police - that has shaken his belief about
NZ’s image as a safe and secure destination for
international education.
Mr Chaddha had called the police to report
the incident and was expecting some sort of
help to arrive immediately for reassurance – an
expectation that was not met eventually.
While Mr Chaddha maintains that he had
called the police immediately after the assault,
the police however assessed the situation that
there was some delay in reporting and the
alleged offenders had left the scene by then,
thus making an assessment that the situation
was not life threatening and therefore not
requiring an immediate visit.

He then returned home around 8 p.m. and
called the police again requesting to talk to
police personnel in person.
While at the hospital, Mr Chadha’s team
leader Omar Mashood stayed with him
providing support.
On Sunday, January 21, Mr Chadha called
111 again when he did not hear from the police.
He was asked to report to the nearest Police
Station to lodge his complaint.
“I am very much disappointed in the way

he latest incident of assault on an Indian
student Jaskaran Singh Chadha in the
Mangere Town Centre and the failure
of police to turn up once again brings to fore
the bigger malaise related to safety and security
in our communities.
First - our town centres in South Auckland
are increasingly under the grips of opportunist
hooligans and thugs who thrive on petty crimes
like shoplifting and preying on small business
owners and their staffs – a concern voiced earlier
last year by several members of the public in a
local meeting between community, police, local

Secondly, the police are chronically under-
resourced to take back that control.

environment in 2018 where shoplifting and
assaults are accepted as “quite prevalent” is the
question that New Zealand needs to delve with?
The fact that such opportunist incidents
are deplored by one and all in the country,
especially the police who are often exposed to
constant media scrutiny and public attention,
often unwanted, does not ameliorate the
situation.

about the malaise that our town centres are
currently facing.

were almost “quite prevalent,” – a situation that

Venus Aggarwal, the store manager of the
liquor store, told The Indian Weekender “this
is quite prevalent here in the Mangere Town
Centre.”
“In fact just a day before this incident had
happened, on Friday, January 19, one bugger
came into my shop and tried running away with
boxes of beers.
“When our security staff managed to get
hold of one of him, the police was notified,” Mr
Aggarwal said.
“When police arrived at the scene and
arrested the culprit we were informed that the
culprit was running away after shoplifting from
the adjacent Pak’n Save supermarket, who have
also notified the police,” Mr Aggarwal said.
“Even earlier in December a shopper came
to our shop after being assaulted by a local
thug who had snatched his smartphone and
asked him to go to our shop and buy a packet
of cigarette and $100 bill cash out to get his
mobile back,” Mr Aggarwal recalled another
similar incident.
The Indian Weekender was told that that
incident was also notified to the police.
The local security staff Mata, who
acknowledged that shoplifting, also echoed
these views and opportunistic snatching was
“quite prevalent,” though differing on the
frequency of incidences of assaults.
Despite differing on the frequency on
the number of assaults, it is pretty obvious
that the small businesses and staffs and in
some instances shoppers in the area have
given themselves to the fact that petty crimes
perpetrated by so-called “young offenders” is
the order of the day.
It is important to recall that earlier last year
in April, several small businesspersons from
the Indian community had made a passionate
plea urging the police to take back control of
many town centres in South Auckland, which
according to them were under the clutches
of gangs of “young criminals”. (Referenced
above- Read April 7, 2017).
“I think the biggest problem today is that
youth gangs have taken over the town centres.
“The Police needs to do something to take
back the control of these town centres,” one of
the business owners from South Auckland had
then said in a community meeting convened by
National Party MP Kanwaljit Singh Bakshi on
Saturday, April 1, in Papatoetoe.
The Indian Weekender had then probed
the then Associate Minister for Justice Mark
Mitchell present in that meeting about the
measures being taken to dispel the view amongst
many in the community that town centres were
under the control of “youth gangs.”
It seems that nothing has changed so far on
the ground and the bigger malaise continues.
The ease, with which “youth gangs” operate,
almost at their will, with a little respect for the
hard-working New Zealanders or fear about
consequences, is indeed a concern.
The fact that the police could not attend to
this instance of assault – a place where similar
incidences were reported and attended by the
police just in the recent past indicates towards
the greater malaise prevailing in our town
centres in the South Auckland.
Indeed, there is more to be done, to dispel
the perception, even if a flawed one, that small
businesses and staffs have to live with the “quite
prevalent” petty crimes and “youth gangs.”

Ahmad (pbuh) with a small gathering of the

Support for women on partnership visas needed: Sahaayta

he year’s first meeting of a coffee
club to deliberate ideas for women
empowerment in the South Asian
community in the South Island has highlighted
the need of social and economic support for
young women immigrating to New Zealand on
partnership visas.
An initiative of the regional branch of a
community organisation based in Manukau,
Sahaayta, the meeting’s “key point of discussion
was immigration related issues of young women
who are quite new to the country, specifically
those who are dependent on their spouse for
their entry into New Zealand”, informed Nimi
Bedi, a licensed immigration advisor as well
as Sahaayta’s Canterbury regional coordinator
and facilitator of the coffee group.
Representatives of Christchurch Punjabi
Social and Cultural Group (CPSCG) were
present in the meeting too, who handed over
certificates of appreciation to volunteers for
their continued support at Sahaayta’s events
during the last year.

and Parminder Kaur shared their experiences of
job search during student visa days. Then the

he Ara Institute of Canterbury’s
Christchurch City, Woolston and
Timaru campuses started their new
year last week with Get Ready Days. This new
initiative – which as the name suggests – is to
help newbies escape first-day nerves. More than
200 students took advantage of the available
personalised help to fast-track the logistics of
tertiary study.
Attendees were able to finalise enrolments,
get ID cards, check out the library, tour the
campus, understand transport options, find café
(and coffee) locations and meet other students.
The Youth and Community Engagement team
at Ara helped to organise the orientation event
– and new students were grateful, team member
Heidi Schout said, adding, “We make Ara as
friendly and accessible as possible, but we
know that it’s still a big deal to come into the
campus on the first day and try to get everything
sorted out. So we decided to offer an alternative
– and turn first day nerves into excitement
about studying. And the plan seemed to have
worked.” The campuses will be having another
round of Get Ready Days next week.
Twilight Open Campus to show off new Ara
trade campuses
Meanwhile, the institutes’s Christchurch
City and Woolston campuses would host a
Twilight Open Campus evening on January
25, between 4 and 7pm. It provides a chance
for the local community to visit the campus,
which specialises in trades training and was
completely upgraded after the Christchurch
earthquakes to support the rebuild of the city.
Tutors will be on hand to talk about the new
facilities, current trades programmes and
opportunities in the industry.
“We were presented with the opportunity
to embrace the new era of trades training,”
Head of Trades Dennis Taylor said. “The
government contributed $18.9m to the upgrade
of our campus and training and at that point we
launched into a huge project of re-assessing our
facilities, our learning delivery and the needs of
local industry. I’m pleased to say that we now
have one of the most modern trades facilities in
the country.
“Every single programme has new facilities,
equipment or buildings. Two new trades barns
currently used for carpentry and plumbing
have added 1000 square metres of space,
while an extension to the main trades hall adds
another 1000 square metres. There are flexible
seminar rooms, an open collaborative learning
space, and a new computer lab that reflect
the modernisation of trades training, as well
as a speciality Enamel Painting room, a new
Electrical Lab and a new Wallpapering Room,”

Unmasking the appeal of crypto-
currency for the global Indian diaspora

s of June 2017, Indians
accounted for more than
11per cent of the global
crypto-currency trade.
That is huge, and with it being
in trend, I imagine it will be much
higher now.
And if we take into account the
large number of Indian diaspora
around the world, especially in the
South East Asian nations, the total
number of people of Indian origin
with a demonstrable interest in this
new virtual currency will be even
larger. Indeed, crypto-currency
has taken the world by storm, with
everyone jumping on the bandwagon,
with some not knowing what they are
getting into.
Punters predict it will change
the financial landscape completely.
Sceptics, on the other hand, believe
it will not last and will crash soon,
akin to the Dutch Tulip Mania in the
16th century.
Crypto-currency, a form of digital
currency is the new ‘digital money’
of the millennium. It is cash that
you cannot see nor touch as it is
not tangible. However, it is on the
internet, mostly stored in a digital
wallet and is being traded in some
countries.
Crypto-currency is created
by ‘miners’ using high-powered
computers using massive amounts
of electricity. The electricity
consumption can be so high that

form of currency while others have

Mike Novogratz has predicted that
the total crypto market cap will reach
$2 trillion by the end of 2018.
This is larger than the New Zealand
GDP ($185 billion in 2016).
Interestingly, India will have its
own crypto-currency called Laxmi
coin. It is a digital crypto-currency
created by Raj Dangi and Silicon
Valley-based Mitts Daki. They hope
to start initial coin offering (ICO) on
March 1, 2018. It is believed they are
in the process of clearing legal issues.
India is trying to temper the
Bitcoin mania for now until it can
regulate this new currency.
India’s Ministry of Finance

of trading in crypto-currencies
such as Bitcoin, saying digital
currency investments are like
“Ponzi schemes”. The Ministry
has also cautioned that encrypted
transactions in crypto-currency are
likely being used for illegal activities

and another by the person who uses
virtual currencies to pay the supplier.
Australia has recently amended its
tax laws to introduce GST treatment
of digital currency. The amending
legislation provides that provide

disregarded for the purposes of GST.

recognised for the purposes of GST

money or digital currency. With this

now, they have said that they may
treat it like the proceeds of gold
bullion sales that had been held for
profit.
Imposing a ban will not make
crypto-currency go away, punters will
use different jurisdictions, platforms
and friends to trade and cash out.
Like it or not, it is here to stay, at
least for some time. By bringing it
from under the table to on the table,
it will allow the government to tax
profits arising from crypto-currency
transactions, which will lead to
increased tax revenue.
The enforcement of crypto-
currency regulations, however, is
another ball game altogether.

service providers from the Pacific have
made major capacity commitment to the
Southern Cross Cables $350 million NEXT
submarine cable system.
A report by PACNEWS said Southern
Cross Cables announced that it received a
“major capacity commitment” from Fijian
telecommunications provider Fintel, along with
agreements signed by Tokelau telco Teletok
and Kiribati government-owned enterprise
BwebwerikiNET.
According to Southern Cross Cables,
the $350m NEXT submarine cable system
will provide the lowest latency and fastest
connectivity from Fiji, Tokelau, and Kiribati to
Australia and the US.
“The flexibility that Southern Cross Cables
have offered us ensures our customers will
receive the lowest possible round trip latency
from Fiji to Australia and the US, supported
by similar low-latency restoration paths, and
therefore ensure we have the highest level of
online response times,” Fintel CEO George
Samisoni said.
Sharing Mr Samisoni’s sentiments, Teletok
CEO Tealofi Enosa also pointed towards the
NEXT cable’s enablement of telemedicine and
remote learning government initiatives.

chairperson of Fiji’s Electoral Commission,

Media Handbook, the Provisional Voter List
and the Provisional Polling Venue List for this
year’s election.
The Fijian Elections Office has compiled
all these responsibilities in booklets to assist
the media and the candidates to understand

capacities on elections, it will contribute to the
enhancement of the credibility of the election.

he said that the number of polling venues in
the country has increased from 1,361 in 2014

Leaders adopt declaration outlining new vision for regional Parliamentary Forum

he 26th annual meeting of the Asia-
Pacific Parliamentary Forum (APPF-
26) ended on a high note in Hanoi,
Vietnam on January 20 2018, with the adoption
of the ‘Hanoi Declaration’ that outlined a new
vision for the regional parliamentary forum.
Speaker, Dr Jiko Luveni was among 27
proud heads of delegations that signed the
communiqué of the APPF-26 at the JW Marriott
Hotel in the Vietnamese capital.
The ‘Hanoi Declaration’ marks the 25th
Anniversary of APPF and charts out the course
of development for the forum towards 2030.

said the APFF needed to “continue refreshing
its agenda and strengthening co-operation with
multilateral institutions such as APEC [Asian-

and co-ordination in implementing” these

A total of fourteen (14) resolutions were
also passed at the session, including those on
promoting gender equality, economic growth
and free trade, and join actions on climate
change response; supporting micro, small,
and medium-sized enterprises in digital age;
parliamentary diplomacy for peace, security
and prosperity in the region and in the world,
among other issues.

opening its refurbished factory
on Wednesday Janaury 31.
The company is a member of the
Buderim Group – an international
ginger marketer and strong supporter
of the Fijian Government initiative
on the five Year Plan for an
Economically and Environmentally
Sustainable Fiji Ginger Industry.

factory. Factory manager Sushant
Krishna said: “The refurbishing
investment has been made to the
existing factory. This includes new
concrete floor in the main brining
and cutting room.
“New coating to the cooking/
processing floor, significant paint
work through the entire site and
amenities facelift for our team.
“This upgrade was necessary to
maintain the high level of quality
ginger being produced by Frespac.
“We can now consider the next
level of technology investment to be
made at the Frespac site.”
Mr Krishna said the total
investment to the refurbishment was
over $300,000.

when the Constitution of India came into effect.
After gaining independence from the British
on August 15, 1947, India was an independent
dominion in the British Commonwealth of
Nations. The British monarch King George VI
was still officially India's head of state even
though it was a fully independent sovereign
state.
It was after the constitution of India came
into effect on January 26, 1950 that India
became a federal, democratic republic within
the commonwealth, abolishing the monarchy.
After independence, the Constituent
Assembly appointed the drafting committee,
with Dr BR Ambedkar as its chairman, to draft

cooperation following a bilateral meeting between Prime

According to External Affairs Minstry spokesperson Raveesh
Kumar, Modi and Phuc “discussed cooperation in trade and
investment, defence, maritime and other areas”.
“Agreements were signed in areas of information and
broadcasting and space cooperation,” Kumar tweeted.
During Modi’s visit to Vietnam in September 2016, the India-
Vietnam relationship was upgraded to Comprehensive Strategic
Partnership which Hanoi only has with Moscow and Beijing.
During that visit, a new defence credit line of $500 million from
India was also announced, a step which assumes significance
given China’s aggressive behaviour in the South China region.
Vietnam is currently the country coordinator for India in Asean
and will hand over the role to Thailand later this year.

with Myanmar State Counsellor Aung San Suu Kyi.
Phuc was the first of the 10 southeast Asian leaders to arrive

cannot fulfil you. Your attempt at
fulfilling material desire is like
putting gasoline on a fire.
It only makes it burn hotter and

different ways, and is categorized
as ‘the eternal enemy’ of the “self”
within the body.
The way that you can come to a
position of real freedom is by altering
the direction of your life. You have
the freedom to choose how you are

any people think of
freedom as being free to
act as you please, without
any inhibitions or anything holding
you back, or getting in your way.
The dictionary generally gives two
main definitions of freedom. One
is the state of not being imprisoned
or enslaved.
The other is the power or the right
to act, speak or think as one wants
without hindrance or restraint.
The state of not being imprisoned
or enslaved can be a form of freedom.
But the idea that the power and the
right to be able to speak or act as
you want without any hindrance, is
a limited understanding of freedom.
It ignores the law of karma,
whereby for everything you do,
every act you make, there is an
equal and opposite reaction. While
you may be free to choose how you
act, you cannot escape the result of
these actions. So therefore, are you
truly free? Another understanding
of our lack of freedom comes from
the recognition that it is possible to
become enslaved by my own mind
and desires.
When a person is unable to control
their mind and desires they are forced
to act, sometimes against their will or
better judgement, and they must then
accept the consequences of these
choices and actions in the form of
karmic reaction.
Shackled to this world by the laws
of karma, some people receive good
results from their actions and others
receive unfortunate results.
In both cases, they are in the
same situation - both are bound in
different ways. By falling victim to
the desires of the mind and always
feeling that we must follow its
demands, we become perpetually
bound to this world. This means
repeatedly suffering the natural
processes of disease, old age and
death, then birth again.
If we allow ourselves to become
simply controlled and directed by
the dictates of our mind and senses,
in the hope that we’re going to get
some actual lasting happiness, then
we remain unfulfilled, empty and a
slave to those desires.
Most people are unaware that
our desire for happiness (and love)
actually arises from our innate
spiritual nature, which is the core of
our being.
The truth is, we are not the body or
the mind we are temporarily residing
within and using, but the spiritual
being (atma) within.
Living in the illusion that this body
is “me”, we mistakenly conclude that
by trying to satisfy the desires of the
mind and senses we will experience
real happiness. This is untrue.
By chasing the desires of the body
and mind I might get a rush, or some
temporary stimulation, but it will
not actually fulfil “me”, the spiritual
person within.
This condition of being so
completely overwhelmed by the
mind and the senses that we lose our
actual spiritual identity is spelled out
very clearly in the Bhagavad-gita:
Thus the wise living entity’s pure
consciousness becomes covered by
his eternal enemy in the form of lust
(or intense desire) which is never
satisfied and which burns like fire.
Bhagavad-gita 3:39
It is within your own power to
determine the outcome of your life
and whether you achieve the state of
complete freedom or not.
Being situated in such a position
one is never shaken even in the midst
of the greatest difficulty. This indeed
is actual freedom from all miseries
arising from material contact.
Bhagavad-gita 6.23
This state of actual freedom and the
awakening of spiritual love that arise
from mature spiritual realization are
far beyond anything of this world. In
this condition one is truly happy and
truly free.

olden Milk - Boil 2 cups
of milk and add 1 teaspoon
of turmeric in it. Allow it to
cool down for a few minutes and add
1 tablespoon honey with a sprinkle of
nutmeg or cinnamon powder.
Turmeric and Honey - Eat a
teaspoon of turmeric powder mixed
with honey to boost immunity and
particularly to fight flu.
Smoothie Shake - For those fond
of smoothies, add a teaspoon of
turmeric to your yummilicious drink.
Yellow Zinger - Start your day
with 1 tablespoon turmeric and
lukewarm water. For best results,
have it as first thing in the morning.
