The CERTIFICATE OF APPRECIATION is presented to a citizen or group who

distinguish themselves by their unselfish contributions to the Department or


Community.

Ms. Marilyn DeWinne and the Crowne Plaza-Airport Hotel were nominated by
Captain Patrick Murnin.

Ms. DeWinne is being recognized for her support of the officers at the North Patrol
Service Area and the Department in general. Over the last several years, she has
provided Crowne Plaza’s chef-prepared meals to officers at the substation during major
holidays. Ms. DeWinne and other Crowne Plaza employees have supported officers
during times of Departmental tragedy, such as offering rooms for out-of-town family
members of fallen officers. Ms. DeWinne has shown her deep appreciation for “her
officers” and our Department and truly demonstrates that she is an outstanding member
of our San Antonio Community.

This next group of individuals was nominated for the Certificate of Appreciation
by Lieutenant Robert Saenz.

More than a dozen area citizens came together on July 15, 2017 to host a fundraiser to
support Officer Julio Cavazos as he recovered from injuries sustained in a shooting in
June 2017. A motorcycle “Fund” Run raised over $7,000 for the Cavazos family and the
following individuals are credited for donating their time and efforts to this event:

 Mr. Roy Barnett, owner of the Deer Crossing Saloon in Selma, graciously
offered his establishment to host this Benefit. He also accompanied the riders
and helped make the event safe, enjoyable and injury-free;
 Ms. Kristy Reinhard coordinated the silent auction and gift donations. She also
procured and helped serve food;
 Mr. Mike Patterson, Mr. Johnny Gilmore and Ms. Judy Dunlap cooked for the
crew and attendees; Ms. Dunlap also helped serve food;
 Ms. Jo Ann Lopez prepared and served food, and greeted people as they
arrived;
 Ms. Sabrina Richmond served food and represented the Benefit at the Sattler
VFW;
 Mrs. Mary Kalyandjian-Smith collected donations throughout the day of the
event;
 Selma Police Officer Joe Rodriguez assisted as a motor traffic officer during
the ride; and
 Comal County Sheriff’s Office Corporal Carrie Batusic, Deputy Arlene
Patterson and Deputy Robert Martinez assisted with traffic control throughout the
entire ride, which started at the Deer Crossing Saloon, proceeded to New Braunfels and
on the return to the Saloon.
These generous and caring individuals donated their personal time to make this benefit
a success.

The CITIZEN MERIT AWARD is presented to members of the community who, by


their exemplary actions, distinguish themselves at a particular incident.

Mr. William Aufrance was nominated for the CITIZEN MERIT AWARD by his step-
father, Mr. Ron Bagley.

On March 29, 2017, Mr. Aufrance and his wife witnessed a vehicle spin out of control,
nearly flipping, before coming to a stop on an exit ramp. Mr. Aufrance assisted the
SUV’s occupants in escaping the damaged and burning vehicle. Once those people
were a safe distance from the wreckage, he assisted other drivers who had been
involved in subsequent crashes. He then assisted the investigating officer by providing
critical information.

Mr. Jacob Clanton was nominated for the CITIZEN MERIT AWARD by Sergeant
William Armstrong.

On April 21, 2017, officers were dispatched to a gravel spill on US Hwy 281. TXDoT had
been notified but advised their crew was at least two hours away. Mr. Clanton, who
owns Cutting Edge Landscape, offered to help. He and his business partner used their
equipment and cleared the gravel from the road, expediting the reopening of the
highway and ensuring the safety of citizens traveling through that area.

Mr. Kenneth Arrington was nominated was nominated for the CITIZEN MERIT
AWARD by Detective Matthew Porter.

On December 8, 2017, while shopping at a Walmart on Vance Jackson, Mr. Arrington


observed a store security officer struggling to control a violent female shoplifter. The
female suspect had a knife and Mr. Arrington saw the officer was bleeding. The off-duty
Floresville Police Officer, requested aid and Mr. Arrington responded without hesitation
and managed to disarm the suspect. Mr. Arrington’s brave actions helped subdue the
suspect and certainly prevented further harm to the officer and others.

The CUSTOMER SERVICE award is presented to members of the Department who


exhibit exceptional customer service in the performance of their duties.

Officer Jose Villarreal and Officer Francisco Serna were nominated for the
CUSTOMER SERVICE award by Sergeant Stephen Priore.
On June 24, 2017, Officers Villarreal and Serna responded to a call for a welfare check.
They discovered the elderly female resident had not eaten in three days and calls to her
home health care provider had gone unreturned. Officer Villarreal tried unsuccessfully to
reach the woman’s family before notifying Adult Protective Services of the situation.
Officers Villarreal and Serna observed there was no food in the woman’s apartment and
recognized she had no means of acquiring food. The officers, on their own initiative and
at their own expense, took the woman’s shopping list and restocked her refrigerator and
pantry; this allowed the elderly woman to take care of herself until appropriate
arrangements could be made with social Service providers.

The COMMUNITY SERVICE Award is presented to members who distinguish


themselves and the Department for volunteer work to the community.

Officer Vincent Gonzalez was nominated for The COMMUNITY SERVICE Award by
Citizen Adriana Patino.

Officer Gonzalez is a member of SAPD’s Police Athletic League and has coached the
“Chief’s” youth baseball team, which is an SAPD program that partners with the
Missions Baseball organization. He often transports players, on his own time, to and
from practice and serves as a “father-figure” for many of those players. Officer Gonzalez
has demonstrated a unique ability to bring these kids together for a common purpose
while serving as a positive role model. He lives the Community Policing philosophy,
both on duty and off.

The OFFICER OF THE YEAR Award is presented to San Antonio Police Officers
from each of three (3) ranks: Police Officer, Detective-Investigator, and Sergeant,
who have provided the most outstanding service to the Department during the
year.

OFFICER OF THE YEAR – NICK STROMBOE

Officer Stromboe was nominated by Captain David Scepanski and Captain Troy
Torres.

East S.A.F.F.E. Officer Nick Stromboe, a 23 year veteran of the Police Department, has
earned a reputation as a professional, impartial, and objective representative of the San
Antonio Police Department. He has proven to be an “excellent listener” to the citizens of
the Eastside community and has embraced the community policing philosophy, which is
a vital component of 21st Century policing. In 2017, Chief McManus initiated the “Violent
Crimes Task Force” and Officer Stromboe joined this team with enthusiasm. He proved
to be instrumental in developing a plan to address the violent street gangs on the
Eastside. His vast knowledge of these gangs and their family histories proved to be
invaluable and allowed the team to successfully close two complex investigations. The
resolution of the first investigation resulted in twelve (12) arrests for charges of
Engaging in Organized Crime, Criminal Conspiracy to Distribute Commercial Quantities
of Narcotics, multiple Federal and State weapons violations, and one Public Official
Corruption charge. The second investigation was a multi-agency investigation between
SAPD’s HIDTA Detail and the FBI. It was a comprehensive covert investigation that
resulted in ten (10) Federal indictments of many violent street gang members who were
responsible for much of the weapons-related violence occurring on the Eastside.

DETECTIVE OF THE YEAR – EUGENE VALDEZ

Detective Valdez was nominated by Captain David Scepanski and Captain Troy
Torres.

Detective Eugene Valdez, a 24 year veteran, has earned the reputation of being a
dedicated and respected member of the San Antonio Police Department. As a member
of the HIDTA Detail he combats and investigates the distribution of illegal drugs into our
Community. Detective Valdez is credited for countless arrests and responsible for the
disruption of major narcotics networks. He has developed relationships with Federal and
State investigators, which have led to numerous indictments and multi-agency
investigations. Detective Valdez was an active participant in the Violent Crimes Task
Force and was a catalyst in the successful Federal and State arrest of the twelve (12)
individuals noted in the preceding award. Further, he was also involved in the
investigation of the Eastside gangs that resulted in the ten (10) Federal indictments.
Detective Valdez has earned a reputation among his colleagues as a “go-getter” and
continues to represent the San Antonio Police Department with pride and commitment.

SERGEANT OF THE YEAR –DANIEL ANDERS

Sergeant Anders was nominated by Sergeant Tonja Brandt.

Sergeant Daniel Anders, a 20 year police veteran, currently supervises the Northwest
Patrol Investigative Unit. In 2015, a pilot program was established to address increases
in property crimes. Sergeant Anders was involved in the creation of the Fencing
Interdiction Team (FIT), whose purpose includes addressing crimes related to organized
retail theft and all theft and burglaries relating to the buying and selling of stolen
property, or “fencing.” This proactive model is based on identifying trends and patterns
from reported retail crimes in an effort to identify, locate, and arrest offenders. Sergeant
Anders recruited detectives who believed in this non-traditional model, bringing them
together as a cohesive team and drawing upon their various skills and strengths to
approach these crimes. Sergeant Anders continues to remain motivated in finding ways
to serve his community by using limited resources and creative strategies. He is highly
respected and known for his efforts to support the mission of SAPD.
The DISTINGUISHED SERVICE AWARD is presented to members who distinguish
themselves for exemplary service to the Department.

Detective Brad Sanders was nominated by Sergeant Daniel Anders.

Detective Sanders, a 23 year veteran of the Department, is being recognized for the
leadership and excellent investigative skills he displays on a daily basis. One such
example is his input in the re-engineering of the Property Crimes investigative process,
which now serves as a model for other police agencies nationwide. While assigned to
an ATM Task Force, his suggestions proved instrumental in the capture and
prosecution of an organized crime ring responsible for a decade-long crime spree.
Furthermore, he demonstrates the Department’s core values while volunteering to
assist the homeless in our community.

Detective Wesley Ross was nominated for The DISTINGUISHED SERVICE AWARD
by Detective Frank Vasquez.

Detective Ross is a 20 year veteran of the Department and is currently assigned to the
Special Victim’s Unit, where he has served for the past seven years. Throughout his
career, he has always gone “above and beyond” his duty, is relentless in his pursuit of
justice, and takes great pride in his work. He professionally and with compassion
investigates his cases in pursuit of justice for the most vulnerable victims. Detective
Ross is dependable, hard-working, dedicated and, above all, he is a “team player” who
is admired by his peers.

Officer Gustavo Segura was nominated for The DISTINGUISHED SERVICE


AWARD by Sergeant John Cooley.

Officer Segura has been with the Department for twelve years. During the past nine
years, he has proven to be a valuable member of the Bike Patrol Unit. His peers admire
his ability to always maintain a calm disposition when handling calls. Officer Segura is
regularly involved with internal morale-building activities and coordinates the Bike Unit’s
annual “Biggest Loser” weight loss competition. Over the years, Officer Segura has
excelled in his work productivity and has made dozens of quality arrests, while treating
all persons he encounters with respect. As a result, he has established a positive
rapport with small businesses, hotels, entertainment venues and residents of the
downtown area. Whether he is handling calls, assisting fellow officers, or teaching
others new techniques to identify illegal drugs, Officer Segura exemplifies the SAPD’s
guiding principles of Integrity, Compassion, Fairness and Respect.
Officer Joe H. Rios was nominated for The DISTINGUISHED SERVICE AWARD by
Sergeant Earl Tovar.

Officer Rios is a 16 year veteran of the Department and is presently assigned with the
South Patrol S.A.F.F.E. Detail. His reputation for being relentless with his daily duties
means he is often in high demand to assist other Units such as ROP, Homicide, Vice,
Vehicle Crimes and Narcotics. These Units rely on street level intelligence that Officer
Rios has cultivated over the years. As a result of his knowledge and experience, he was
selected to participate with the Lone Star Fugitive Task Force. Officer Rios
demonstrates daily that he is a leader among his peers and is highly dependable to his
supervisors.

Detective Jesse Luna III was nominated for The DISTINGUISHED SERVICE
AWARD by Sergeant Daniel P. Alonzo.

Detective Luna is a 23 year veteran of the Department and is assigned to the Robbery
Task Force Unit. He is responsible for investigating violent felony robbery cases against
persons and businesses throughout San Antonio. As an example, he reviewed
information from his cases and was able to identify trends among numerous robberies,
examine suspect information from each case and, after several months of investigation,
he was successful in arresting several suspects that were involved in numerous
robberies throughout the community.

Detective Jeff Stewart was nominated for The DISTINGUISHED SERVICE AWARD
by Lieutenant Robert Saenz.

Detective Stewart, a 25 year veteran of the Police Department, is currently assigned to


the Executive Project Unit, where he provides technical customer service to members of
the Department. Recently, he distinguished himself by organizing the motorcycle “Fund”
Run to benefit wounded Officer Julio Cavazos and his family. Detective Stewart
recruited many civilian volunteers, several of whom we just acknowledged, and together
they raised over $7,000 through the “Fund” Run and silent auction. Detective Stewart
and the other generous volunteers devoted long hours to make this event a success.

The LIFE SAVING AWARD is awarded to San Antonio Police Officers who are
directly responsible for saving a human life.

Officer Matthew Vizcarrondo was nominated for The LIFE SAVING AWARD by
Sergeant Mark Hubbard.

On March 6, 2017, Officer Vizcarrondo responded to a call for a dog attacking a woman.
He arrived to find the woman being viciously attacked by a pit bull dog. Officer
Vizcarrondo immediately recognized the seriousness of the situation and without
hesitation used his service weapon to dispatch the dog. His sound judgment, quick
action and great courage helped save the woman’s life.

Detective Jeffrey Saar was nominated for The LIFE SAVING AWARD by Sergeant
Edwin Rivera.

On April 27, 2017, then Officer Jeffrey Saar was parked when he observed a vehicle
travelling at a high rate of speed on Old Pearsall Road. Taking note that the vehicle
appeared to have front end damage, Officer Saar attempted to catch up to the speeding
vehicle. Before he could do so, however, the vehicle lost control and struck a concrete
culvert. This impact caused the vehicle to flip and catch fire. Officer Saar observed the
driver to be trapped in the burning vehicle and the fire was spreading rapidly. Without
hesitation, he ran to the vehicle, and managed to rescue the badly injured driver.

The following Officers were nominated for The LIFE SAVING AWARD by Sergeant

On February 9, 2017, these officers assigned to the Mental Health Detail and Central
Patrol responded to the bridge at S. Zarzamora and Tampico for a male attempting to
commit suicide. Working as a team, the officers secured the area and began to engage
the subject, who was attempting to suffocate himself with a belt around his neck. At one
point, the subject was clinging to the bridge railing by his arms and was in danger of
falling, possibly to his death. The Officers, working as a team, grabbed the male subject
and pulled him to safety. Thanks to the quick action, patience, teamwork and instincts of
these officers, the male received a second chance at life.

Officer Jerred Moeller was nominated for The LIFE SAVING AWARD by Lieutenant
Robert Lambert.

On April 29, 2017, Officer Moeller was on duty and during his lunch break, he observed
an elderly restaurant patron to be choking. Officer Moeller immediately went to the
gentleman’s aid and began performing the Heimlich maneuver. The officer saved the
96-year-old man from choking. Officer Moeller then stayed with the gentleman until he
had been evaluated by EMS and released from their care.

Officer Angel Adame was nominated for The LIFE SAVING AWARD by Sergeant
Lloyd Jackel.

On October 28, 2017, Officer Angel Adame responded to the Laurel Crossing
Apartments on Babcock for a structure fire. He arrived to find heavy smoke and flames
coming from one of the buildings. Officer Adame soon learned that an elderly woman
was inside an apartment that was filled with heavy smoke. When no one responded to
his knock on the door, Officer Adame broke out a window and began shouting into the
apartment, attempting to alert the resident to evacuate. Ultimately, a 61 year old female
and her 90 year old deaf mother, both of whom had been sleeping, were safely
evacuated from their apartment.

Officer Vincent Hutnyak was nominated for The LIFE SAVING AWARD by
Sergeant Steve Almanza.

On July 7, 2017, Officer Hutnyak arrived at the scene of a major accident and found a
vehicle on fire. A by-stander informed him that an occupant was trapped inside the
burning vehicle. Risking injury to himself and without hesitation, Officer Hutnyak
approached the vehicle and removed the driver to safety. As a result, the driver was
treated for only minor injuries.

The PURPLE HEART AWARD is bestowed upon San Antonio police officers who
are killed or suffer serious bodily injury while encountering a hostile situation in
the line of duty.

On June 29, 2017, Officer Miguel Moreno and Officer Julio Cavazos were working
Directed Patrol in the San Antonio College area. Their assignment on this day was to
deter burglaries of vehicles. In the course of performing their duties, the officers
observed two suspicious individuals walking away from a parking lot where a number of
car burglaries had recently occurred. As the officers attempted to detain the suspects,
one of the suspects produced a weapon and began firing at the officers. Both officers
were shot. Officer Miguel Moreno lost his life after serving nine (9) years as a San
Antonio Police Officer.

The MERITORIOUS CONDUCT AWARD is bestowed upon San Antonio Police


Officers for heroic deeds and exceptional conduct involving great risk to their
safety while performing their duties.
The following Officers were nominated by Sergeant Ryan Edwards:

Officer Cody Smith

On May 5, 2017, officers were dispatched to an apartment complex on West Ave for
someone breaking out car windows. The car owner called SAPD dispatch to say he had
fired his gun at someone who was trying to enter his apartment. Upon arrival, Officer
Wade and other officers were immediately shot at by the male caller, who was inside his
apartment. Officers took cover and Officer Wade made contact with a neighbor, who
was on the phone with the shooter. Detective Wade spoke with the shooter by phone to
calm him. The male stopped shooting and peacefully exited his apartment. It was later
determined the man fired 25 times and while no one was shot, one officer did receive
minor injuries from glass shards when a bullet struck a sliding glass door. Officers
McKinski, Kendrick and Smith all displayed great courage while being actively fired
upon, maintaining cover and acting as a team to protect innocent bystanders and
themselves from harm. Each of these officers relied on training, discipline and patience
to resolve this situation without serious injury or loss of life to anyone.

The MEDAL OF VALOR is the highest award presented by the San Antonio Police
Department. This award is bestowed upon San Antonio Police officers who
distinguish themselves by displaying great courage, above and beyond the call of
duty, in the face of immediate life-threatening peril and with full knowledge of the
risks involved.

Officers Rvnit Mutti and David Ramos were nominated for The MEDAL OF VALOR
by Sergeant Daniel R. Gonzalez.

On May 19, 2017, Officer Rvnit Mutti volunteered to respond to a structure fire at the
Cinnamon Creek Apartments. Her body camera documented what she witnessed upon
her arrival: an apartment building fully engulfed in flames. She immediately approached
the building to ensure the safe evacuation residents and observed a family trapped in
their second floor apartment. Fire and smoke prevented the family from escaping
through the door of the apartment and Officer Mutti suggested they jump to safety. She
instructed the parents to drop the children down to her. She calmly convinced the older
child to jump to her and was able to successfully catch and break the fall of the child.
However, the second child was dropped before Officer Mutti was ready but she
managed to catch the falling child from the second story. As a result, Officer Mutti
suffered a broken nose, a fractured nasal cavity, and eye socket and cheek bone.
Officer David Ramos also responded to this fire and was able to break the fall of the two
adults when they jumped from the second floor apartment. Both officers assisted the
family away from the burning building before continuing to evacuate other residents to
safety. The officers kicked in at least four apartment doors looking for occupants prior to
the arrival of the Fire Department. It was only at the direct order of their supervisors that
they stopped their efforts and received medical treatment. Both officers were
transported to the hospital for treatment of injuries they sustained and for smoke
inhalation.

Officer Joshua Vega and Officer John Silva were nominated for The MEDAL OF
VALOR by Lieutenant Karen Falks.

On July 17, 2017, Officers Vega and Silva responded to a residence for a 911 open line
call to the police. The female caller and her children were being held at gunpoint by the
caller’s ex-husband. Through the open line, the call taker could hear the male
screaming in the background, threatening to kill his daughter. Upon their arrival, Officers
Vega and Silva quickly assessed the situation and immediately began to communicate
with the male. The officers were forced to take cover after the male fired several shots
into the ceiling, insisting he would not surrender to police. Officer Silva attempted to
reestablish communication with the male to de-escalate the situation. Despite these
efforts, the male became increasingly agitated. Officer Vega deployed his long gun and,
when the male’s behavior reached a point where the Officers feared loss of life was
imminent, Officer Vega fired his weapon, striking the male and ending the standoff. As a
result of their courage, communication and teamwork by Officer Vega and Officer Silva,
a violent standoff was ended without injury to innocent victims.

Officer Julio Cavazos

On June 29, 2017, during the incident which took the life of Officer Miguel Moreno,
Officer Julio Cavazos was struck in the face by a live round. After suffering a potentially
deadly injury, he returned fire with one hand and dragged Officer Moreno from the line
of fire with the other. His courageous actions and determination to defend his partner by
returning fire stopped a dangerous suspect and prevented any further harm to citizens
and bystanders.

took to prevent a distraught citizen from taking his own life, we present you with the Life
Saving Award.

Officer Jerred Moeller – in appreciation for the action you took to assist an elderly
gentleman who was choking, we present you with the Life Saving Award.

Officer Angel Adame – in appreciation for the action you took to prevent the loss of life
during a structure fire, we present you with the Life Saving Award.

Officer Vincent Hutnyak – in appreciation for the action he took to assist an injured
citizen involved in a traffic crash, we present the Life Saving Award. Officer Hutnyak is
currently out on Military Leave. Chief McManus will accept this award on his behalf.

Officer Miguel Moreno III – in appreciation for the ultimate sacrifice he made while
serving the citizens of San Antonio, we present the Purple Heart Award. Accepting this
