O R D E R:
The HM&FW (B2) Department have stated that in the reference 1 read st

above, the Director of Public Health & Family Welfare (DM&HS) has
informed that in G.O.Ms.No.19, HM&FW (E2) Department, dated:
27.01.2006 Government have enhanced the post-graduate seats in clinical
subject to 30% as in-service quota and 50% in the non-clinical quota, due to
which there is an increases intake of serving Civil Assistant Surgeons. There
are only (200) P.G. Lien posts shown in the central pool, under the control of
DM&HS, Hyderabad to claim the P.G. lien/salary of Medical
Officers selected for P.G. courses in different colleges under in-service
quota. Further,
the number of Medical Colleges, Government / Private Colleges
have increased in the recent years, due to which the selection of in-
service candidates has also increased, but the posts at Central Pool, in the
Office of DM&HS, Hyderabad remains the same i.e., 200 posts.

2. The P.G. lien salary of the above selected in-service Medical Officers are
to be shown in the existing vacancies in the PHCs, due to which the
vacancies of the PHCs are filled under the pay rolls of existing PHCs, but
vacant physically and no Medical Officer can be posted in the said vacancies.

3. It is submitted that there is a necessity to increase the P.G. Lien seats in

Central Pool, in the office of DM&HS, Hyderabad in order to accommodate
the P.G. lien salary of Medical Officers whose salary is claimed in the PHC.
The DPH&FW has requested to sanction (400) P.G. lien posts at the Central
Pool under the control of DPH&FW.

4. Accordingly, in the reference 2 read above, the department has proposed

for sanction of (400) P.G. lien posts at the Central Pool under the control of
DPH&FW.
5. Government after careful examination of the matter hereby accord sanction
for creation of (400) additional P.G. lien posts of Civil Assistant Surgeons
under the Central Pool, Office of Director of Public Health & Family Welfare
so as to accommodate all the P.G.s who are drawing their salaries in various
PHCs, pending ratification of council of Ministers.

6. The HM&FW (B2) Department shall take necessary further action

accordingly.
