Public Hearings

1. A RESOLUTION TO AUTHORIZE THE SALE OF SURPLUS COUNTY REAL PROPERTY -

Fauquier County owns numerous parcels of land which may not need to be retained for future
County use. The Board of Supervisors wishes to offer some or all of those surplus properties
for sale. Prior to the sale of any publicly held real property, the County is required to conduct a
public hearing to receive citizen comment on the proposed sale. By resolution adopted January
11, 2018, the Board authorized the County Administrator to schedule the public hearing.
Adoption of the attached resolution after holding of the public hearing authorizes the County
Administrator to take any and all actions necessary in order to sell the County-owned surplus
parcels listed in the resolution. (Mary Leigh McDaniel, Marshall District Supervisor, Sponsor;
Paul S. McCulla, County Administrator, Staff)
2. AN ORDINANCE TO AMEND CHAPTER 17 OF THE FAUQUIER COUNTY CODE - TEXT-18-
008601 - AN AMENDMENT TO FAUQUIER COUNTY CODE CHAPTER 17 - SEWERS AND
SEWAGE DISPOSAL - The Fauquier County Board of Supervisors initiated an amendment to
Chapter 17 - Sewers and Sewage Disposal of the County Code on October 12, 2017 to address
the location of a public sewer treatment facility in Calverton. Staff has worked to ensure that the
proposed changes to the Chapter would allow the development of the sewer treatment facility
for the remediation of a health, safety and welfare concern in Catlett and Calverton. (Richard
Gerhardt, Cedar Run District Supervisor, Sponsor; Andrew Hopewell, Assistant Chief of
Planning, Staff)
3. A RESOLUTION TO APPROVE SPECIAL EXCEPTION SPEX-17-008456, CATLETT /
CALVERTON SEWER PROJECT - AN APPLICATION FOR A CATEGORY 20 SPECIAL
EXCEPTION TO ALLOW A WASTEWATER TREATMENT FACILITY (PIN 7911-63-1987-000
AND 7911-74-1815-000), CEDAR RUN DISTRICT - The Applicant is requesting Special
Exception approval to allow a wastewater treatment facility which includes water purification
and dispersal fields. This system is being proposed and constructed by Fauquier County to
address a health, safety and welfare concern in Catlett and Calverton due to the failed and
failing septic systems in the area. The properties are located on Catlett Road approximately
1,000 feet south of Casanova Road. On January 18, 2018, the Planning Commission
voted unanimously to recommend approval of the application. (CBAY-VA, LLC, Owner/Fauquier
County Board of Supervisors, Applicant, Sponsor; Adam Shellenberger, Principal
Planner/Urban Designer, Staff)
4. A RESOLUTION TO APPROVE COMPREHENSIVE PLAN AMENDMENT COMA-16-004693 -
A COMPREHENSIVE PLAN AMENDMENT TO CHAPTERS 6 AND 7 RELATED TO
CATLETT, CALVERTON AND MIDLAND - The Planning Commission initiated an update to the
Catlett and Calverton Service District Plans in February of 2016, and added the Midland section
in August of 2016. Staff was directed to base the update on the 2009 draft that was
recommended for approval by the Planning Commission but not acted on by the Board of
Supervisors. Further guidance was provided by the Board of Supervisors through a resolution in
October of 2017 that directed staff to work within designated boundaries for Catlett and
Calverton and to change the designation of Calverton from 'Village Service District' to 'Village.'
The Planning Commission held public hearings on this matter on December 21, 2017 and
January 18, 2018 and recommended approval.
