I, Christopher E. Strunk, bemg duly swom, depose and say under penalty of pequry
1 I am over 18 years of age and not a party to this case
2. Affirmant received a copy ofthe conformed Summons and First Amended Complaint with
Affidavit of Verification from Pamela Bamett for personal service upon the United States Election
Assistance Commission herein.
3 Affirmant placed the conformed Summons and First Amended Complaint with affidavit of
verification in a plain manila envelope with the name ofthe United State Election Assistance
Commission and location written thereon with "Urgent legal Service" designated at the lower left-hand
comer ofthe envelope.
4 That on July 22, 2010 Affirmant went to the building at 1225 New York Avenue N.W.
Washington District of Columbia and was told by the Building Concierge in the lobby that the United
States Election Assistance Commission had recently relocated the offices to 1201 New York Avenue
NW third Floor
5 At 1 38 P M Affirmant went to the third floor reception for the United States Election
Assistance Commission located at 1201 New York Avenue N W and there spoke with the receptionist
Beverly Russell, a light brown skinned woman in her forties about 5 foot 3, slight of build with graying
black hair in a permanent hair style, seeking to personally serve the executive Director Thomas Wilkey
for the United States Election Assistance Commission;
6 Ms. Beverly Russell received service ofthe Summons and First Amended Complaint with
Affidavit of Verification for personal service upon the executive Director Thomas Wilkey and to deliver
the service obtained substitution ofa fellow employee tofill-inat reception while she served the
Executive Director where she went before Affirmant left the office
