2 Overview
In a cell shared by R99 and HSDPA users, to prevent the service experience of HSDPA
users from being worse than that of R99 users because more cell resources are used by
R99 users, the RAN regularly detects the total downlink channelization codes used by
R99 and HSDPA users, and dynamically adjusts the codes allocated between them. If
the number of downlink channelization codes used by HSDPA users is above the safe
threshold, the RAN reduces the downlink bit rate of R99 users, and forbids the downlink
bit rate of online R99 users from being increased. Otherwise, R99 users have priority
rights to use downlink channelization codes, the codes that are not used by R99 users
are allocated to HSDPA users.

3 Technical Description
The RNC first obtains the HSDPA code fairness threshold for a cell, and then compares
the number of codes used by the HSDPA service with the threshold. Finally, the RNC
adjusts HS-PDSCH codes or decreases the rate of the R99 service based on the
comparison.
Code Fairness Threshold = max {Minimum Number of Codes for HS-PDSCH, min
{UCHspa.NumofHspdsch, Maximum Number of Codes for HS-PDSCH}}.

The code fairness threshold indicates the number of codes that can be first used by the
HSDPA service. If the current number of codes used for HS-PDSCH is less than or equal
to the code fairness threshold, the priority of the HSDPA service is set to be higher than
that of the R99 service, and more codes can be allocated to the HSDPA service by
reducing the rate of the R99 service, see Figure 3-1. If the number of codes used by the
online HSDPA service is more than the code fairness threshold, the priority of the R99
service is set to be higher than that of the HSDPA service, and the number of codes for
HS-PDSCH will be reduced first during the periodic adjustment of codes, see Figure 3-2.

The policy related to the code fairness threshold used during periodic adjustment of
HS-PDSCH code resources is provided as follows. For more information about the
periodic adjustment of HS-PDSCH code resources, refer to the ZTE UMTS HSDPA
Introduction Feature Guide.
i. When the codes that should be reserved for the HSDPA service are used by
the R99 service, namely the SF16 codes numbered from (16 - Code Fairness
Threshold) to 15 are used or blocked by the R99 service, the rate of the R99
service will be reduced to release some code resources, which are allocated to
the HSDPA service.
ii. When the number of idle SF512 codes is less than the threshold (indicated by
UCHspa.CodeUptHyA), this means the code resources for new user access is
not enough, and some code resources used should be released in advance to
guarantee new user access. The procedure is as follows:
If the HSDPA service exists in the cell, and the current number of codes for
HS-PDSCH is less than or equal to the code fairness threshold, the rate of the
R99 service will be decreased. If the rate is decreased successfully, the
number of codes for HS-PDSCH does not need to be reduced. If the rate fails
to be decreased, the number of codes for HS-PDSCH needs to be reduced by
one.
If the condition "the HSDPA service exists in the cell and the current number of
codes for HS-PDSCH is less than or equal to the code fairness threshold" is not
met, the number of codes for HS-PDSCH is directly reduced by one. If the
number of codes for HS-PDSCH is the minimum number, it will not be reduced.
If the HSDPA service exists in the cell, and the current number of codes for
HS-PDSCH is less than or equal to the code fairness threshold, the rate of the R99
service will be decreased.
The policy related to the code fairness threshold used when the rate of the R99 service
needs to be increased, or a UE uses a DCH after switching from CELL_FACH to
CELL_DCH is provided as follows:
If one of the following two conditions is satisfied, the rate of the R99 service cannot
be increased, the UE that uses the DCH after switching from CELL_FACH to
CELL_DCH is not allowed to increase the service rate, and the rate of the R99
service will be reduced.
i. The HSDPA service exists in the cell, and the current number of codes for
HS-PDSCH is less than the code fairness threshold.
ii. The number of idle SF512 codes is less than the threshold (indicated by
UCHspa.CodeUptHyA), the HSDPA service exists in the cell, and the current
number of codes for HS-PDSCH is equal to the code fairness threshold.
If the rate of the R99 service cannot be decreased, and the number of codes for
HS-PDSCH is more than the minimum number of codes for HS-PDSCH, the
number of codes for HS-PDSCH shall be reduced by one.
If the HSDPA service exists in the cell, and the number of codes for HS-PDSCH
currently is less than the code fairness threshold, the rate of the R99 service cannot
be increased, the UE that uses the DCH after switching from CELL_FACH to
CELL_DCH is not allowed to increase the service rate, and the rate of the R99
service will be reduced.
Note:
When code for HSDPA is limited, if new R99 PS service is beared on DCH
channel, the access rate is DRBC minimum rate for DCH described in ZTE
UMTS Dynamic Radio Bearer Control Feature Guide.
The rate of the R99 service is only decreased by one level at a time.
The principles for selecting UEs whose rates are to be reduced are the same
as those for congestion control. For more information, refer to the ZTE UMTS
Congestion Control Feature Guide.

6 Engineering Guide
This feature can improve the HSDPA throughput and HSDPA user experience.
If the code resources reserved for the HSDPA service are used by the R99 service
because too many R99 PS UEs are online in the cell, the feature should be enabled to
improve HSDPA user experience.
If the code resources reserved for the HSDPA service are used by the R99 service that
migrates back from HSDPA because of HSDPA limitation in admission, the feature
should be enabled to improve HSDPA user experience.
If the operator requires that HSDPA user experience is good or finds that the HSDPA
throughput is low, the feature can be enabled to increase the throughput for the HSDPA
service.
When this feature is activated, the right code fairness threshold should be configured
according to the actual service distribution in the network to improve HSDPA user
experience.
This procedure describes how to locate the parameters related to this feature in the GUI.
The parameter values on the screenshots in the procedure are for reference only. Refer
to Chapter 4 for the recommended values of the related parameters.

1) The R99 service rate may be reduced, so the R99 service throughput will be
reduced and R99 user experience will be affected. However, the code fairness
threshold can be configured flexibly by the operator, so the influence can be
controlled within an acceptable range.
