ADMINISTRATOR’S OFFICE

CHIEF OPERATIONS OFFICER


Minimum Salary $77,210

The Chief Operations Officer (COO) serves to support and supplement the County Administrator
of Washington County Government (Administrator). The position is responsible to manage and
execute short and long term duties as assigned by the Administrator. The COO often serves
citizens, leadership and/or staff directly in a timely and effective manner with minimal oversight
or direction. The COO plans and prioritizes in a proactive manner to address County initiatives.
The positon requires rapid adaptability to address the County’s most immediate needs, as they
arise. The position serves on the leadership team of department heads and division directors to
assist in the administration of County Government through applicable policy, code, permits,
ordinance and law. The COO applies teamwork, critical thinking, and problem solving skills to
various operations in an effort to improve efficiency and promote productive working
relationships.

Qualifications include Bachelor of Science in Business Administration: MBA preferred; Ten


years of related progressive experience in public and/or private sector (training and experience
commensurate with previous mentioned and may be substituted for the Education and/or
experience); knowledge of the principles and practices of public administration and local
government; proficient with word processing, spreadsheets and data base management software;
flexible to handle many tasks and assignments at the same time; excellent communication skills,
verbal and in writing, both formal and informal. Special requirements ability to satisfactorily
pass a comprehensive background investigation, ability to pass a post-offer, pre-employment
drug test and physical exam, Washington County residence required within six (6) months of
employment and possession of a valid driver’s license and ability to maintain.

GENERAL RESPONSIBILITIES

ESSENTIAL TASKS

1. Responsible to the Administrator for timely and effective execution of all assigned duties.
2. Meets with, advises, and strategize with the Administrator to best serve the County.
3. Receives direction from the Administrator on short and long term goals.
4. Serves the Administrator in general administration and function of County operations.
5. Facilitates non-regularly scheduled meetings of various agencies and elected officials.
6. Assists in and/or leads execution of the Board of County Commissioners direction.
7. Assists in and/or leads the preparation of various budgets, schedules, and programs.
8. Identifies matters of inefficiency or otherwise in a constant effort to improve operations.
9. Takes ownership and responsible to execute solutions.
10. Analyzes matters as assigned to make recommendations in detail.
11. Observes County processes for opportunities to provide assistance.
12. Complete special projects as assigned and performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

1. Knowledge of the principles and practices of public administration and local government

4. Ability to develop and maintain productive working relationships

EDUCATION AND EXPERIENCE

1. A Bachelor of Science in Business Administration; an MBA is preferred


2. Ten years of related progressive experience in the public and/or private sector
Training and experience commensurate with the above may be substituted for the Education and/or
experience.

PHYSICAL REQUIREMENTS

Must have the use of sensory skills in order to effectively communicate and interact with other employees,
the Board and the public through the use of the telephone and personal contact as normally defined by the
ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and
operate various items of office related equipment, such as, but not limited to a, personal computer, calculator,
copier, and fax machine. No significant standing, walking, moving, climbing, carrying, bending, kneeling,
crawling, reaching, and handling, pushing, and pulling.

SPECIAL REQUIREMENTS

Possession of a valid Driver's License.


Residence in the County is a required within six months of employment
Ability to satisfactorily pass a comprehensive background investigation
Ability to pass a post-offer, pre-employment drug test and physical exam.
