MINUTES OF 2ND MEETING OF TMC BAHAWALNAGAR


HELD ON NOVEMBER 22, 2016

Meeting of Tehsil Management Committee Bahawalnagar was held on November 22, 2016 at
11:00 AM in the premises of Vocational Training Institute Bahawalnagar. The following
members attended the meeting: -

2. Confirmation Of Minutes of 1st Meeting of TMC:


The minutes of 1st meeting of TMC was put before the house for the confirmation and
same was duly confirmed by the House unanimously.

3. Discussion on Upcoming Admissions of Session January 2017


Principal presented before the house the following schedule of the upcoming
admissions of session January 2017to be started in VTI Bahawalnager and its sub
campuses VTI Haroonabad and VTI Donga Bonga .

Principal also informed the house that currently a class of Auto Mechanic is running under a
joint collaboration with Labour Department. He appraised the house of the fact that the
students admitted under the scheme are those which are identified by the Labour Department
through their BOS and Rapid Assessment Survey and are largely those working on different
Auto related workshops. He briefed the house that the said project was started on a very short
notice with Area Manager Vehari being the focal person for the same and though all the
responsibility of admissions and the assurance of attendance of trainees in the training
program was of Labour Department as the enforcing agency of the law under which the same
project was started but instead they did nothing regarding their part of the job and it is VTI
that has eventually completed the whole process beginning from the development of admission
forms to the collection of relevant supporting documents and even to the tough job of
canvassing the workshop owner to relieve the identified labour from their workshops and
allowing them to attend the class in VTI. He also told the house that Area Manger Vehari and
District Manager of the Labour Project also initiated a class in Haroonabad which were to run
in 02 different workshops but after few days it got dysfunctional due to lack of adequate
logistics and lack of motivation and coordination of Labour department. He informed the
house that he wrote a detailed email to the higher management about the difficulties arising in
running of this project and its non viability but nothing has come of it. Even the SOP from PVTC
for running of this project was issued at a much later date when the said class was already
underway. House decided that in future if any such classes are to run in VTI then it should be
requested to PVTC that it may provide all logistics prior to the start of class and it may also
look into the fact that whether it is viable to run such a class in so and so VTI with so and so
facilities as otherwise if such classes are run without proper consideration and thought to the
on ground logistics and without the cooperation and coordination of collaborating agencies
then it may run counter to the overall objectives of the PVTC and what it stands for.
Principal briefed the house that Government has launched a Competency Based Training (CBT)
drive across the technical education sector in collaboration with NAVTTC&GIZ and in that
regard PVTC has also incorporated few trades in it system to be run as CBT courses and one
such course with the name of Beauty Therapy is currently running in VTI Bahawalnager. He
told the house that three stages are identified or set as a benchmark for of a successful running
of the CBT course which is as following.

1. Training of concerned Principal,


2. Training of concerned Instructor
3. Provision of equipment as is identified by the NAVTTC&GIZ .

At present first two stages of the said process has been achieved where as regarding the
provision of equipment it was first intimated to the VTIs that same will be provided by the GIZ
but later on it was informed that GIZ is not providing the same and equipment now will be
purchased by the VTI from the P&D funds that will be provided by PVTC. For this purpose due
budgets were prepared and sent to PVTC but nothing has been materialized out of such
practice. House decided that the PVTC may be requested to provide the said budgets on urgent
basis for running of CBT course on par with standards established by NAVTTC &GIZ.

4. Discussion on P&D Funds


Capital budget 2016-17 of VTI Bahawalnager was discussed in detail. After due
deliberation & minutely checking of capital budget, the house accorded
approvals/recommendations for following purchases through P&D funds subject to
fulfillment of PPRA/PVTC rules.

Principal VTI Bahawalnager informed the house that all purchases of capital budget will be
made after getting prior approval from concerned authority.

He informed the house that staff mentioned as ineligible needs special consideration as when
they were appointed there were no such academic or other restrictions as are in place now and
which have been discussed in above mentioned data and that rendered them ineligible for any
consideration of promotion now and suggested that only remedy to resolve this matter is that
it may be decided that these employees may be adjudged for eligibility or ineligibility on the
basis of the criteria on which they were initially recruited. He requested the house that before
deciding or recommending the cases of other staff, the matter of these employees may be
resolved first. House decided to ask President DBOM to intervene in that matter and request
PVTC Management on its behalf that it may look into this matter favourably and ameliorate the
grievance of the said staff caused by the existing rules by due emendation in the rules.

6. Any other point with permission of Chair


Principal briefed the House that existing Boundary Wall of the VTI is constructed by the
contractors building Medical College adjacent to the VTI and it is the Boundary Wall of the
Medical College as VTI’s wall was non-existent as it fell down some time back in a storm. Now
the same contractors want to build a new wall in place of a portion of old VTI wall still standing
at the back side of VTI. Though they are willing to construct a new and better wall in place of
the old one without any cost whatsoever to VTI but they are asking for the favour that they
may be allowed to use the old bricks for backfilling in the construction of foundation of the new
wall which will be left over after the demolition of the old wall. House allowed that the
contractors may use the left over material for backfilling after considering the fact the old wall
is not only old and weak but also inadequate for security purposes and instead the wall
constructed by the Medical College Contractors is new, strong, according to the new security
requirements and is being constructed without costing a single rupee to VTI.

House also asked Principal to undertake the re-haul and renovation of a portion of a plot
adjacent to the parking stand for the better and healthy look of the VTI and spend available
funds for the same as and when necessary after due approval from the approving authority.
