The agrarian reform program involves the redistribution or public and


private agricultural lands to landless farmers or farm workers who are
landless. The program aims to have an equitable distribution of land
amongst those who can effectively manage and cultivate such lands. This
program is a recognition by the Government of the importance and the vital
role of agriculture in our economy, and pursuant to Constitutional mandates
found in Arts. II, XII and XIII, the agrarian reform program ensures that
farmers will own the land they till and the fruits it may bear.

The legal basis of the agrarian reform program is RA 6657, and such
law declares the following goals: to provide landowners equality in terms of
income and opportunities, empower land owner beneficiaries to have an
equitable land ownership, enhance the agricultural production and
productivity, provide employment to more agricultural workers, and put an
end to conflicts regarding land ownership.

Through the redistribution of such agricultural lands to those farmers


who are capable and are in need of arable land, the Government seeks to find
balance in protecting the property interests of private landowners and the
public interest and the mandate of the Constitution to provide farmers and
farm workers equality in terms of land ownership, income, and opportunity
to have a better life.
