19 MATERIALS, AND TO PROVIDE CERTAIN RELATED
20 TRAINING ANNUALLY FOR TEACHERS; AND TO
21 REDESIGNATE ARTICLE 9, CHAPTER 63, TITLE 59 AS “FIRE
22. AND SAFETY DRILLS”.
24 Be it enacted by the General Assembly of the State of South
25 Carolina:

27 SECTION 1. Section $9-63-910 of the 1976 Coded is amended to
28 read:

30 “Section 59-63-910. (A) All public school teachers or Public
31 school district superintendents in ehargeoF the schools of the State
32 i shall conduct
33 separate fire drills and active shooter training drills at least once
34 each month. Any A teacher or superintendent failing who fails to
35 observe the provisions of this section shall must be fined not less
36 than ten dollars nor more than twenty-five dollars for each. offense,

38 over to the county treasurer for ordinary county purposes.
39 (B)(1) Before August 1, 2018, the State Department of Education
40 and the South Carolina Law Enforcement Division shall develop
41 guidelines for the conduct of active shooter training required in this
42. section, and grade-appropriate training materials. These guidelines

‘must be included in annual teacher collegial development required
by Section 59-1-425(A),
(2) Before January 1, 2019, the State Department _of
Education and the State Law Enforcement Division shail develop an
instructional video that must be shown to all students at least at the
beginning of each nine week grading period, and the department
shall make this video available to all public school classrooms.”
SECTION 2, Article 9, Chapter 63, Title 59 is redesignated “Fire
and Safety Drills”,
SECTION 3. The provisions of this act take effect July 1, 2018.
