4.3.2.1 SUBCONTRACTING
1) Where work is sub contracted to a specialist third party contractor, Accept Not accept
the Contractor shall supervise the work continuously to ensure
acceptable quality and to ensure that no risk exist to CBL and ensure
no service interruptions to CBL or its clients. The Support Contractor
shall remain fully responsible for the sub contractor‟s actions or
omission of actions. Penalties or claims for damages caused by the
sub-contractor shall be applied to the Support Contractor in full. The
contractor shall obtain CBL‟s permission for any subcontracting of
work.

equipped with adequate individual safety equipment and personal
protective equipment when executing the task.

2. The Contractor shall take care during its operations not to activate
the fire detection system and cause an alarm on the fire panel.
Should the Contractor or its sub-contractor(s) manage to activate
the fire detection system and in the process cause an alarm on the
fire panel, the callout cost for the fire detection contractor to reset
the panel and the air conditioning contractor to restart the air
conditioning units shall be for the Contractor‟s account.

4.3.2.5 LOSSES
1) The Contractor shall be held responsible for any losses caused to CBL Accept Not accept
due to the Contractor‟s or its sub contractor‟s actions or absence of
actions. Damages shall be recovered from outstanding money‟s owed
to the Contractor. Where outstanding moneys are not sufficient to
cover the full loss experienced by CBL, the Contractor shall be
invoiced for the outstanding moneys.
2) The installation duration will be planned by both parties (CBL and the
contractor) and a practical timeslot and date will be agreed to with
CBL. A penalty to the value of 1% of the total contract value will be
applied to the contractor should the Contractor not implement on the
installation dates and timeslots, or should the Contractor not be able
to fully commission the earmarked HVAC plant replacement and have
the HVAC system operational at the end of the installation dates. CBL
will be responsible for the operation of the existing HVAC equipment
that is not part of this scope of work.
2) The Contractor is to note, as per CBL‟s access policy, that itself and its
staff that will work on this project will not be able to enter the sites
without a valid Identification Document. Where the impact is such that
the required services cannot be rendered to CBL as required in this
document, the contract will be terminated.
3) The Contractor shall note that these sites are high security
environments. Time to be granted access into the site can thus take
up time. The associated cost for standing time to access the site is
deemed included in the quoted cost.

4) The service provider must at the end of the contract hand over to
CBL the complete maintenance history data set. This will include a

Confidential Information means any information or data, irrespective of Accept Not accept
the form or medium in which it may be stored, which is not in the public
domain and which becomes available or accessible to a Party as a
consequence of this Agreement, including information or data which is
prohibited from disclosure by virtue of:
a. the Promotion of Access to Information Act, 2000 (Act no. 2 of
2000);
b. being clearly marked “Confidential” and which is provided by
one Party to another Party in terms of this Agreement;
c. being information or data, which one Party provides to another
Party or to which a Party has access because of Services
provided in terms of this Agreement and in which a Party would
have a reasonable expectation of confidentiality;
d. being information provided by one Party to another Party in the
course of contractual or other negotiations, which could
reasonably be expected to prejudice the right of the non-
disclosing Party;
e. being information, the disclosure of which could reasonably be
expected to endanger a life or physical security of a person;
f. being technical, scientific, commercial, financial and market-
related information, know-how and trade secrets of a Party;
g. being financial, commercial, scientific or technical information,
other than trade secrets, of a Party, the disclosure of which
would be likely to cause harm to the commercial or financial
interests of a non-disclosing Party; and
h. being information supplied by a Party in confidence, the
disclosure of which could reasonably be expected either to put
the Party at a disadvantage in contractual or other negotiations
or to prejudice the Party in commercial competition; or
i. information the disclosure of which would be likely to prejudice
or impair the safety and security of a building, structure or
system, including, but not limited to, a computer or
communication system; a means of transport; or any other
property; or a person; methods, systems, plans or procedures
for the protection of an individual in accordance with a witness
protection scheme; the safety of the public or any part of the
public; or the security of property; information the disclosure of
which could reasonably be expected to cause prejudice to the
defence of the Republic; security of the Republic; or
international relations of the Republic; or plans, designs,
drawings, functional and technical requirements and
specifications of a Party,
i) but shall not include information which has been made
automatically available, in terms of the Promotion of Access
to Information Act, 2000; and information which a Party has
a statutory or common law duty to disclose or in respect of
which there is no reasonable expectation of privacy or
confidentiality;
j. Notwithstanding the provisions of this Agreement, no Party shall
be entitled to disclose Confidential Information, except where

1) Should CBL not be satisfied with the quality of work, CBL has the Accept Not accept
right to reject the works. The Contractor shall then redo the work to
CBL‟s satisfaction at its own cost. No invoices for works shall be
submitted to CBL without a QA acceptance, and Certificate of
Compliance (where applicable) for the work done. No invoices shall
be processed by CBL without a QA acceptance.

3) The Contractor shall submit a Health and Safety plan to CBL covering
the full scope of work under this document for approval within three
weeks after signature of the contract. Any changes and or
improvements as requested by CBL shall be resubmitted within two
weeks.

5) CBL reserves the right to use the prevailing exchange rate as at the
time of the procurement of the goods. The parties agree that, at the
time of the order, the Service Provider will procure an agreed forward
exchange contract for the foreign content of the applicable order.
Suppliers are expected to take forward cover to cover the foreign
exchange risk upon receipt of the order by CBL.
6) The Parties agree that the Standard Bank e-Market trader spot rate of
the day will be applicable at the time of issuing the order.
11) The contractor will be responsible for the new equipment and tools on
site at all times for the duration of this contract. Any losses incurred
to any of these items will be at the cost of the contractor.

4) All materials and equipment supplied and/or installed under this contract
shall be new and the best of their respective kinds and shall comply with
the requirements laid down in the latest editions of the relevant
SABS/SANS/BS/IEC/EN and their amendments and with the
requirements of this specification.
5) At all times for the duration of the contract, the work shall be carried out
under the supervision of a qualified, skilled and competent tradesman
and representative of the Contractor. Also refer to the conditions of
contract.
9) Tenderers must make due allowance in their tenders for the off-loading
of materials and the storage and safe custody thereof on site according
to manufacturer's specifications.
11) It is the responsibility of the Contractor to ensure that the quality of the
workmanship and the installation of equipment meets the requirements
specified by the Engineer and that the work is carried out in such a
manner that the equipment performance meets the requirements
provided by the manufacturers and suppliers.
12) All materials shall be of the qualities specified and the Contractor shall,
upon request by the Engineer, furnish the Engineer with proof to his
reasonable satisfaction that the materials are of the specified quality. If
so required, the Engineer may call for samples of the material and
equipment for approval. Such samples shall be submitted within 14 days
of the request.
16) The term „proved equal‟, as used herein, shall mean an item generally
the same as the specified one, but of different manufacture. It shall
meet all the specified parameters and approval for its use shall be
obtained in writing from the Engineer.
17) Where alternatives for such materials, goods and equipment are
permitted, the Contractor shall be liable for latent defects in such

materials, goods and equipment and or the cost of making good physical
loss and repairing damage to the works resulting therefrom.
19) The Tenderers shall, in costing their H&S Plan, prepare a risk
assessment specific to their operations, such as amongst others, but
not restricted to, demolition work, edge protection and penetrations,
stacking of materials, speed restriction and protection, construction
plant, fire extinguishers and fire fighting equipment, hired plant and
machinery, scaffolding, working on heights, lifting machine and tackle,
ladders and ladder work, general machinery, portable electrical tools,
explosive power tools, public health and safety and night work.
20) The Contractor shall submit an organogram, outlining the Health and
Safety Site Management Structure including the relevant
appointments/competent persons. In cases where appointments have
not been made, the organogram shall reflect the intended positions.
The organogram shall be updated when there are any changes in the
Site Management Structure.
21) The Contractor shall ensure that Health and Safety Representative(s)
are appointed under consultation and trained to carry out their
functions.
23) The Contractor shall keep and maintain Health and Safety records to
demonstrate compliance with this Specification, with the OHS Act
85/1993, as amended and with the Construction Regulations (July
2003). The Principal Agent shall ensure that all records of
incidents/accidents, training, inspections, audits, etc. are kept in a
health & safety file held in the site office. The Contractor must open its
own health & safety file, maintain the file and make it available on
request.
Drawings
24) The Engineer‟s drawings and specifications shall be considered binding
with regard to the quality, quantity, general scheme system,
arrangement and function of the works. All dimensions specially
marked on the drawings shall be strictly followed.
25) Tenderers must satisfy themselves that the equipment offered by them
can be accommodated in the available space and positioned in such a
way that access for maintenance, repairs or removal is not obstructed.
28) Any work installed before approval of working drawings may be liable
for removal at the Engineer‟s discretion.
29) During the execution of the n/s works the Contractor shall make
available on site a full set of the approved shop drawings, schedules
and specifications.
30) As-built drawings shall be prepared and submitted to the Engineer for
approval prior to the beneficial occupation inspection.
a. Contractor's drawings
Shop drawings
These shall be based on the General Arrangement drawings,
and shall show in detail the construction of all the parts of the
works, method of assembly where applicable, erection and
construction, materials and connections, welds, gaskets,
sealants, fastenings, reinforcing and all other necessary detail.
Electrical drawings
Electrical drawings shall comprise complete control and power
wiring diagrams, as well as front and side elevations giving
31) Four (4) copies of all workshop drawings as approved and signed by the
Contractor shall, within six (6) weeks after appointment of the successful
tenderer, be submitted to the Engineer for its approval prior to
manufacture. Workshop drawings shall be prepared for wiring diagrams,
schematic diagrams, general arrangements and construction details of all
distribution boards and mechanical systems. These drawings shall
indicate all electrical and mechanical information as well as the make
and type of equipment, dimensions, ratings and other relevant technical
information. The Engineer's approval of shop drawings shall not relieve
the Contractor of responsibility for any deviation from the requirements
of this contract unless the Contractor has informed the Engineer in
writing of such deviation at the time of submission of shop drawings or
samples and the Engineer has given written approval for the specific
deviation, nor shall the Engineer's approval relieve the Contractor of
responsibility for errors or omissions in the workshop drawings or
samples.
32) Three sets of paper engineer's drawings applicable to this contract will
be issued to the Contractor for installation purposes. Any further copies
required shall be purchased from the Engineer. The Contractor shall at
all times during the duration of the contract make available a complete
set of up-to-date Engineer's and workshop drawings as well as a copy of
the contract at no cost for use on site by the Client, architect, Engineers
and Contractors authorised on site.
33) The Contractor shall supply the Client with a complete set of paper
drawings and detail specification as well as electronic copies of the works
as actually carried out (“As-Built”) within one month of the first delivery
date of the completed contract. If the representative of the Client is
either a consulting architect or Engineer these items, in the form of
marked-up paper prints shall be supplied to the representative, who will
then compile final As-Built drawings as well as an As-Built detail
specification for the account of the Contractor for handing over to the
Client. Retention moneys will be withheld until such items are handed to
and approved by the Client.
35) Where manufactured plant or materials are offered the Client reserves
the right to inspect such plant or goods during manufacture and to reject
items that do not conform to the Client‟s requirements. Where a
number of units are ordered by the Client the Contractor shall notify the
36) The Contractor is warned to place all orders for materials or special
articles as early as possible as he will be held solely responsible for any
delay in the delivery of such goods.
37) The Contractor will be held responsible for packing all plant and other
goods in such a manner as to ensure freedom from any loss or damage
in transit. Unless otherwise specially agreed upon, receptacles will not
be returned or paid for and no charge will be allowed for packing or
packing materials.
38) The Contractor shall furnish, without delay, such samples for testing or
other purposes as called for or may be called for by the Engineer, who
may reject all materials or workmanship not corresponding with the
approved sample. Notwithstanding that samples and approved brands of
materials etc. are exhibited or included in classified lists at the offices of
the Client, the Engineer may retest any samples, brands of materials,
etc. included in the contract and reject articles and materials, etc. that
do not strictly comply with the specification.
40) Any damage done to the building by the Contractor or its employees
shall be made good by the Contractor or the Client, but the cost of such
making good shall be deducted from the contract money to be paid to
the Contractor.
41) The Contractor shall take cognisance that the site is occupied by other
contractors and that disruptions to the works shall be kept to a
minimum. The Contractor shall ensure that any telecommunications,
computer or other valuable equipment of the owner is sufficiently
protected against work or dust means of temporary coverings or sealed-
off partitions.
43) Once the Contractor has completed the total installation, written notice
shall be given to the representative in order that a mutually acceptable
date may be arranged for a joint inspection. The quality inspector of the
owner shall also attend all inspections. During the course of the
inspection the representative, in collaboration with the owner's quality
inspector, will compile a list of items (if any) requiring further attention.
These items shall be identified by checking each and every clause in the
contract (all specifications and drawings) in relation to the offered
installation. A copy of this list of outstanding items will be provided to
the following:
(a) Contractor - for action
(b) The Owner/Employer - for information
(c) Quality Inspector of the Owner - for information
45) In addition to the above, the Contractor shall have the complete
installation tested and the correct operation of all plant demonstrated to:
(a) the Consulting Engineer.
and if applicable;
(b) the local authority
46) Final delivery shall be as defined in the conditions of contract save that:
“three months" shall be changed to read "twelve months".
47) Any additional claims by the Consulting Engineers and/or architect due
to ill performance or default on the part of the Contractor will be
considered fruitless consulting fees and shall be for the account of the
Contractor.
48) All fees claim for this purpose will be in accordance with the Professional
Engineer's Act, 1968 (Act no 81 of 1968) as amended and the signed
agreement between the consulting firm and the Client.
49) The Contractor shall make all adjustments necessary to the correct
operation of the plant for a period of 12 (twelve) months after the date
of first delivery of the installation by the Engineer. The Contractor shall
make good any defects due to inferior software, hardware, material or
workmanship that may arise during this period. If during this period, the
system or parts thereof do not provide a fully functional integrated
system or is not in working order for any reason for which the Contractor
can be held responsible or if the equipment develops defects, the
Contractor will be notified and immediate steps shall be taken by it to
remedy the defects or to make any adjustments required.
51) The entire installation shall be carried out in accordance with the latest
revision and amendments of the following:
(a) The Code of Practice for the Wiring of Premises issued by the
South African National Standards, SANS 10142 (as amended).
(b) The Occupational Health and Safety Act. (Act 85, 1993).
(c) The municipal by-laws and any special requirements of the
supply authorities of the area and district concerned.
(d) The local fire-brigade regulations.
(e) CBL regulations.
(f) The applicable SANS specifications or the BS specifications
where no SANS specifications exist.
53) Where conflict exists between any of the above regulations and the
specification; the said conflict must be referred to the Engineer in writing
for its ruling.
54) The Contractor shall be responsible for serving all notices and paying all
fees due in terms of the laws and regulations mentioned except electrical
connection fees.
55) With first delivery the Contractor shall accept in writing the responsibility
for the total installation as installed by it by certifying the correctness of
the installation in accordance with and on the certificates of compliance
of electrical work. Except where otherwise stated the painting of plant
shall be carried out by the Contractor as specified.

and regulations.
3) All work shall be carried out strictly in accordance with the relevant OHS
Act requirements.
General Requirements
10) The Contractor shall provide supervision, labour, equipment, materials,
tools, and supplies unless specifically noted as being provided by others,
to perform the work described herein in accordance with this document
and the referenced specification, drawings, and related documents. Work
not specifically shown on the drawings or enumerated herein but that is
reasonably necessary for the proper completion of the contract shall be
provided by the Contractor the same as if shown on the drawings or
enumerated herein.
11) Unload furnished equipment and materials. Load and transport equipment
and materials from the storage area to the installation location.
12) Install all the equipment shown on the drawings or as noted in other
contract documents.
13) Equipment installation shall include the supply and placement of grout for
equipment or materials and the supply and installation of anchors and
fasteners as required for a complete installation.
15) The Contractor shall inspect the location for the equipment to be installed
prior to beginning installation to insure readiness of area including anchor
bolt locations, size, projections and placement of support steel where
applicable.
21) The Contractor shall, at tender stage, check and ensure that enough
space has been allocated for the erection of his equipment and services,
taking note of other services sharing the same space. Should the spaces
indicated on the Engineer‟s drawings not be adequate, the tenderers shall
at the time of tender advise the Engineer accordingly and, where
relevant, submit with their tenders a sketch indicating the required space.
Drawings
22) The Contractor shall make adequate arrangements, to the Engineer‟s
satisfaction, for the proper and orderly storage of drawings on site, and
for keeping comprehensive records of drawings issued to it.
23) The Tenderer is to allow for the marking up of one set of drawings
showing the installation as actually carried out. This set of drawings is to
be handed to the Engineer before the final Completion Certificate will be
issued.
Workmen on Premises
24) Under no circumstances are workmen to be allowed to sleep or deposit
any kit on the premises either during or after building operations.
Quantities
25) The Contractor shall take its own quantities, dimensions and particulars of
material required to complete the contract as specified, unless a detailed
Bill or Schedule of Quantities accompanies these document, in which
event quantities shall be determined in accordance with the clauses
preceding the Bill or Schedule of Quantities.
Making Good
26) On Completion of the contract, any damage which may have been done
to finished plasterwork, floors, ceilings, wood and paintwork, etc. during
the progress of the mechanical installation, shall be repaired and make
good to original finishes by the Contractor, to the satisfaction of the
Engineer.
Installation Requirements
27) The Contractor shall read and understand the manufacturer‟s installation
requirements prior to beginning the installation of the equipment.
28) Equipment shall only be lifted and handled in accordance with the
manufacturer‟s instructions and at points and locations designated for
such handling.
29) Before installation, all parts shall be thoroughly cleaned of all rust, grit
and foreign matter. Where accessible without disassembly, all holes and
grooves for lubrication shall be examined and cleaned where necessary.
Bolts and screws shall be tightened uniformly without over-stressing the
threads. Anchor bolts shall be adequately tightened, and all other bolts
shall be tightened per manufacturer's instructions.
32) All foundation elevations and bolt locations shall be verified prior to the
start of installation of equipment. Bending of bolts to fit equipment base
plate holes beyond the limit of the bolt sleeves will not be acceptable.
33) Levelling and alignment of all equipment shall be within the tolerance
specified in the manufacturer's instructions. Where equipment is received
as a shop-assembled unit, alignment shall be checked and adjusted
where necessary.
34) Levelling plates, dowels, shims, and grout are to be furnished by the
Contractor. Grouting material shall be applied in accordance with the
printed instruction from the grouting material manufacturer.
36) The Contractor shall maintain alignment and lubrication records on all
mechanical equipment and submit them to the Engineer for acceptance
upon completion of the installation. Such records shall clearly indicate at
least the following:
a. Equipment name and number
b. Contract number and name
c. Contractor's name
d. Contractor‟s employee name, craft type and employee number.
e. Date and other pertinent details
Refrigerant circuits
39) The pipework shall comply with the manufacturer‟s specification with
regards to piping sizes, junctions, design philosophy and distribution for
proper refrigerant flow, so as not to compromise the capacity or
functioning of the individual indoor units.
41) All joints shall be soldered using silver solder containing at least 40%
silver for copper to brass or other non-copper material and 10% min.
silver for copper to copper joints. Connections to the condensing and
evaporator equipment items shall be silver soldered.
43) Extreme care shall be taken during installation to keep the entire system
clean and free of moisture. All tubing shall be kept sealed, except during
construction/ installation.
44) Refrigerant lines shall be run neatly and horizontal runs shall be
installed to a fall of 1:200 towards the compressors.
45) All refrigerant lines shall be neatly and adequately secured. Elbows,
change in direction and welded joints shall be restricted to a minimum.
46) The refrigerant circuits shall have flexible vibration eliminators on all
suction and liquid lines if these lines are ø15 mm or larger, unless the
unit comes complete with these eliminators and/or the refrigeration
connections are already isolated within the unit.
50) All piping circuits shall be tested to a pressure of at least 1.5 times
working pressure for duration of 4 hours. No static pressure loss shall be
acceptable during the test period.
51) All pressure tests shall be witnessed and certified by the Engineer or an
approved nominee. At least 1 week written notice to the Engineer is
required.
55) Where changes in the duct sizes are required due to particular site
conditions or requirements, the new sizes shall be determined using
equivalent hydraulic diameters and not cross-sectional areas.
Rectangular duct aspect ratios in excess of 4:1 shall not be allowed. The
minimum internal rectangular duct dimension for low and medium
velocity ducting shall be 150 [mm].
56) All hangers, brackets and other duct supports required for the
installation of the ducts shall be manufactured from galvanized mild
steel. Where the galvanized finish is damaged by cutting, drilling, etc., it
shall immediately be painted with cold galvanizing.
57) All external ducts shall be joined by means of transverse flanged duct
joints. Flanged joints shall be sealed by means of a gasket or non-
hardening mastic sealant applied between the flanges.
58) The top surfaces of external ducts shall be sloped to ensure water run-
off. Under no circumstances shall water be allowed to pool on top of the
ducts, especially at the flanges.
60) Duct insulation shall generally be in accordance with SANS 1238 and
SANS 0173, as amended.
61) All conditioned supply air ducting in ceiling voids shall be flanged and
generally be externally insulated with 25 [mm] thick thermal insulation,
complete with aluminium foil vapour barrier. The insulation shall be
fixed over its full area with adhesive suitable for bonding between
fibreglass blanketing and galvanized sheet metal and shall, in addition,
be mechanically secured at maximum intervals of 400 [mm] with nylon
strapping, or by means of spot welded pins with securing
washers/heads of diameter not less than 30 [mm].
62) Supply air ducting with internal insulation shall, be as per the insulation
specification for return air ducting.
63) All return air ducts associated with the air-conditioning systems shall be
flanged and generally be internally insulated with 25 [mm] thick thermal
and sonic material (sonic lining). The insulation shall be fixed over its
full area with adhesive suitable for bonding between fibreglass
blanketing and galvanized sheet metal and shall, in addition, be
mechanically secured at maximum intervals of 400 [mm] in any one
direction by means of spot welded pins with securing washers/heads of
diameter not less than 30 [mm].
64) Return air ducting with external insulation, shall be as per the insulation
specification for supply air ducting in ceiling voids.
Flexible Connections
68) Flexible connections shall be provided at the junctions between all fans,
attenuators, air-conditioning units or other vibration inducing equipment
and ducts.
69) The flexible connections shall be manufactured from non-combustible
material approved by the local authorities, and shall be complete with
bolted flanges to join the two component sections. Care shall be taken
in the mounting and support of the ducts joined by flexible connections
to ensure that no strain is placed on the material during static and
dynamic operating conditions.
70) External flexible connections shall be protected from direct sunlight with
galvanized sheet metal cover strips.
Damper Quadrants
72) Volume and splitter dampers shall have substantial locking quadrants.
Quadrants shall be mounted outside the ducts in accessible positions.
Vibration Isolation
74) Unless otherwise noted on the equipment schedules hereafter, all
mechanical equipment, i.e. machinery, piping, ducting, etc., shall be
mounted on vibration isolators to prevent the transmission of vibration
and mechanically transmitted sound to the building structure.
Mounting/fixing of Equipment
75) The Contractor shall identify the location of hangers and/or other
support points of all equipment with a mass in excess of 25 [kg] to a
Structural Engineer. Approval of the proposed hanging and fixing shall
be obtained from the Structural Engineer, prior to carrying out the work.
76) All lightweight fixing to brick or concrete shall be made with steel screws
and "Fischer" or other approved plugs. Holes of the requisite size for the
plugs, which shall suit the screws used, are to be neatly drilled in the
concrete or brickwork (not in the joints between bricks) to a depth

excluding plaster or soft wall finish equal to at least the length of the
plugs. The plug lengths shall be such that all the threaded length of the
screws is in the plugs.
77) Fixings to timber shall be made with greased brass wooden screws. For
fixing to hollow tiles, etc., screw anchor type fixings shall be used, fitted
as above as far as possible. Fixing to soft or hard fibre boards, etc.,
which are inaccessible to the back, shall be made with sherardized self-
tapping screws of appropriate sizes.
79) Where the Contractor is in any way uncertain of the method of fixing of
any plant or material, the proposed fixing and loading involved shall be
cleared with the Engineer prior to carrying out the work on site.
Welding
80) All welding procedures and welding procedure qualification test records
shall be submitted for review and acceptance to the Engineer.
83) Welding shall not be carried out while the rigging is attached to the
equipment.
85) Rotating equipment which has been shipped dismantled for assembly in
the field, or shipped without lubricants, shall have the bearings cleaned,
inspected and lubricated.
86) All field-assembled lubrication or hydraulic oil supply and return piping
shall be cleaned and pressure tested in accordance with the applicable
specification or alternate procedure as approved by the Engineer. Factory-
assembled lubrication and hydraulic systems do not require flushing
unless manufacturer states otherwise or if contamination is suspected.
87) Grease or other protective coating applied for protection of the equipment
in shipping and storage shall be removed using suitable solvents or
cleaners which will not damage the finish of the machine.
88) Contractor shall be responsible to provide all hydraulic oils, lubricating oils
and flushing oils for all mechanical equipment in strict accordance with
the manufacturer's recommendation.
92) The method of treatment for the above shall depend on the particular
environment and type of surface to be coated. The surface preparation,
primer coats, finishing coats, etc. shall therefore be in accordance with
those specified by reputable paint manufacturers.
93) All black steel piping, support brackets, hangers, etc., installed inside
the building shall be treated with two coats of corrosion inhibitor paint
prior to installation. The first coat shall be allowed to dry completely
before the next coat is applied. A further coat of corrosion inhibitor shall
be applied after installation and allowed to dry completely. Two coats of
enamel paint, to the Engineers specification, shall finally be applied. The
first coat shall be allowed to dry completely before the next coat is
applied.
94) All black steel piping, support brackets, hangers, etc., exposed to the
weather shall be hot dipped galvanised.
95) All duct, supports, equipment and materials exposed to view (i.e. not in
shafts, false ceiling, bulkheads, etc.) shall be cleaned, primed and then
finished with two coats of enamel paint to the Engineer‟s specification.
Each application shall be allowed to dry completely before the next coat
is applied.
96) Colour coding shall follow the coding currently used on site. If no colour
coding is in use, or in the case of new installations, the latest SANS
10173 (clause 6) and SANS 10140 Standards shall be used.
97) Plant and equipment, pre painted or pre primed at the factory shall be
examined to ensure that the paint finishes are in a good condition. If
not satisfactory, priming paint or finishing coats shall be removed where
necessary, the surface cleaned to remove rust, and all such surfaces re
primed and finished in two coats of high quality paintwork to match the
original.
98) The Contractor shall fix black on white ivorine labels to all items of
equipment (machinery, fans, pumps, electric heater batteries,
humidifiers, air handling units, outdoor condensers, etc.), as well as to
all active valves (motorised and solenoid) and major isolating valves.
The labels shall be screwed or pop-riveted to the equipment and

attached to the valves with steel cables. The lettering shall not be less
than 10 mm in height and the wording shall be approved by the
Engineer. The wording and tag numbers shall be the same as those
used in this specification and indicated on the drawings.
Comment
Drawings
3) The Contractor shall make adequate arrangements, to the Engineer‟s
satisfaction, for the proper and orderly storage of drawings on site, and
for keeping comprehensive records of drawings issued to it.
Workmen on Premises
5) Under no circumstances are workmen to be allowed to sleep or deposit
any kit on the premises either during or after building operations.
Quantities
6) The Contractor shall take its own quantities, dimensions and particulars
of material required to complete the contract as specified, unless a
detailed Bill or Schedule of Quantities accompanies this document, in
which event quantities shall be determined in accordance with the
clauses preceding the Bill or Schedule of Quantities.
Making Good
10) On Completion of the contract, any damage which may have been done
to finished plasterwork, floors, ceilings, wood and paintwork, etc. during
the progress of the electrical installation, shall be repaired and make
good to original finishes by the Contractor, to the satisfaction of the
Engineer.
Testing of Installation
13) During the course of and on completion of the work, the whole of the
installation shall be tested in accordance with the Code of Practice and
the applicable by-laws of the local authorities concerned. The Contractor
will be required to attend upon the Supply Authority‟s Inspectors shall
give all assistance required and provide such tools, materials, implements
and instruments as are necessary for the test. Where the Supply
Authority places the responsibility of the testing of the installation on the
Contractor shall carry out the tests required in terms of the Occupational
health and Safety Act, No. 85 of 1993, and shall furnish the Engineer with
a copy of the completed “Certificate of Compliance for Electrical
Installations”. In the abovementioned circumstances the Contractor shall
advise the Engineer of the name of the installation electrician who will act
as responsible person in this regard.
14) The Engineer reserves the right to be present at any tests to be carried
out and the onus will be on the Contractor to inform it at least 48 hours
prior to the time set for the tests to commence.
15) In addition, the Contractor shall furnish the Engineer with a Test Report
detailing particulars of the test executed, in the format acceptable to the
Engineer, the following tests being a minimum requirement:
a) Routine tests on all switchboards as called for in Standard
Specification E2
b) 1000V insulation resistance test of all circuits external to the
switchboards
c) Earth loop resistance test on all earthed equipment
d) Earth-leakage test on all earth-leakage protected circuits to prove
the soundness of the wiring and protection
e) Checking of polarity of all switched socket outlets
f) Operational check on all equipment to certify execution of the
work in accordance with the relevant drawings and specifications
18) All materials and equipment shall be of the best quality and un-used and
suitable for the purpose for which they are employed. The arrangements
of the equipment, when installed, shall be in accordance with the best
current practice.
19) Special care shall be taken to ensure neatness in all parts of the
installation.
LV Installation
Cables
22) The Contractor shall provide all the correct tools, materials and
appliances and all sundries necessary for the proper execution of the
contract, whether mentioned in the specification or not.
25) Joints in cable runs will not be allowed unless authorised by the
Engineer. Jointing shall be carried out strictly in accordance with the
manufacturer's instructions and by personnel competent in jointing the
types of cables used. The joint shall not impair the anti-electrolysis
characteristics of the cable. Joints shall be fully water and air tight and
shall be free of voids and air pockets.
Wiring of Conduit
28) The wiring of any circuit shall only be carried out after the whole of that
particular circuit‟s conduit installation has been installed and fixed in
position. No wires shall be drawn through before the conduit has been
thoroughly cleaned of all debris and moisture.
29) It should also be possible for wires to be drawn or threaded through the
completed conduit installation without any undue strain.
Terminal Wires
30) Crimping lugs must be used on cable ends for connections to busbars or
circuit breakers, except where box terminals are employed.
PVC-Insulated Cables
33) Unless otherwise specified elsewhere in this document, PVC-insulated
cables shall comply with the following requirements:
a) Manufacturing Standard: SABS/SANS 1507:1990 and SABS/SANS
1574:1992, as amended
b) Conductor: Annealed stranded copper
c) Insulation, Bedding and Sheath: PVC
36) All cables shall be provided with a suitable and approved permanent
identification multi-layered phenolic plastic number labels in accordance
with the schematic drawings.
37) All cable cores shall also be fitted with crimping lugs where necessary
and slide-on plastic number ferrules in accordance with the schematic
diagrams or other agreed number codes.
Lightning Protection
38) The purpose of installing lightning protection in a building is to protect
the people, the building, and equipment of the building.
39) The lightning protection system for the rooftops shall comprise of solid
aluminium conductor with a 16mm diameter and air terminal finials with
multiple point of height 1600mm. Down conductors (dc) and wall
horizontal conductors, HCAC tape, c25x3mm, shall be used along
exposed surfaces behind concrete sunshades.
40) Connections to air terminations and to any exposed metal parts on roof
or to any metallic installations on the roof shall be effected by HCAC
tape 20x2.5mm. This conductor shall also be used for side bonding
where necessary.
Mains Earthing
42) A 70mm² bare copper earth wire shall be installed with all MV cables,
and a bare copper earth wire with all low voltage cables. All low
voltage cabling earth wires shall be at least ½ the size of the cable size.
43) All earth conductors shall be appropriately bolted via a lug to the earth
bar in the minibus low voltage compartment and to the earth bar of the
distribution board.
45) Earth bars shall be mounted in the miniature substation room and
generator / main low-voltage room, as indicated on the drawings. All
equipment shall be earthed onto the earth bars via a 70mm² insulated
earth wire.
48) All hot and cold water as well as waste pipes must be effectively
bonded by 12,5 x 1,6 mm solid or perforated copper tape (not wire)
clamped by means of brass bolts and nuts. The tape is to be fixed to
walls by means of roundhead brass screws at intervals not exceeding
150 mm.
49) The earth connection from the main earth bar in the main board must
be made to the cold water main and the incoming service earth
conductor by means of 16 mm2 stranded (not solid) bare copper earth
wire or such conductor as the Department's Representative may direct.
Where applicable all steel roof sheeting as well as steel walkways and
stairs shall be suitably earthed.
52) The overall earth resistance at the main distribution board shall not
exceed 1 Ohm. The Contractor shall assess the soil and site conditions
at the time of tendering and allow for this to enable him to perform the
proper earthing and bonding of all installations.
Distribution Boards
53) This section of the technical specification covers the manufacturing and
testing of flush mounted, surface mounted and floor standing
distribution boards for general installations in normal environmental
conditions and for system voltages up to 1 kV.
56) Front panels shall have machine punched slots for housing the
specified and future flush mounted switchgear. The distance between
the inside of the closed doors and the panel shall not be less than
20mm. No equipment may be mounted on the panel unless the panel is
permanently hinged to the switchboard frame.
57) The front panel shall be secured to the architrave frame by means of
6mm studs and chromium-plated hexagonal domed nuts, hank nuts or
captive fasteners. Alternatively, the panel may be secured to the
architrave frame by means of two pins at the bottom and a latch or lock
at the top of the panel.
58) Distribution board doors shall be equipped with handles and catches.
Locks shall only be provided when specified. In all cases where lockable
doors are required and in all cases where the distribution board doors
are higher or wider than 450mm, handles consisting of a push-button-
and-handle combination with spring loaded catch or rotary handle-and-
catch combination shall be installed. Distribution board doors smaller
than 450mm in height and width may be equipped with spring loaded
flush mounted ring type latches.
60) Knock-outs shall be provided in the top and bottom ends of each
distribution board‟s tray to allow for the installation of conduits for the
specified and future circuits. Knock-outs shall be provided for an equal
number of 20mm and 25mm dia. conduits.
62) All joints shall be welded or securely bolted. The tray shall be square
and neatly finished without protrusions. The front tray sides shall be
rounded with an edge of at least 20mm to accommodate flush doors. A
sheet steel chassis for the mounting of equipment shall be bolted to the
tray and shall comply with the requirements for distribution boards, as
specified in this technical specification document.
64) The rear panels shall be removable and shall be manufactured from
2mm minimum sheet steel. The panels shall have returned edges which
are recessed in the frame or which fit over lips on the distribution board
frame. The panels shall be secured to the frame by means of studs and
chromium-plated hexagonal domed brass nuts or hank nuts or captive
fasteners equal or similar to "DZUS" or "CAMLOC". Where distribution
boards are intended for installation in vertical building ducts or against
walls, the rear and side panels may consist of a single folded sheet
which is either bolted or welded to the frame or which forms part of the
folded metal frame.
Standby Supplies
65) Where standby power from a diesel-generator set or other sources is
available and has to be connected to some of the equipment on a
distribution board, the distribution board shall be divided into separate
sections with sheet metal divisions to isolate standby power and mains
power sections. Standby and normal supply shall each have its own
incoming isolator or circuit-breaker. The two sections of the
switchboard shall be labelled "ESSENTIAL" and "NON-ESSENTIAL"
respectively.
66) The front panels of standby and no-break supply sections shall be
painted in distinctive colours as follows, adhering to the specifications
of SANS 1091:
Normal supply:"LIGHT ORANGE"
Standby power:"SIGNAL RED”
No-break supply:"DARK VIOLET”
69) The Contractor shall check and satisfy himself that all items of
installation and equipment are correctly wired and connected before
start-up. This work is to be carried out by skilled commissioning
engineers who are completely familiar with the equipment and the
operation of the installation involved. On completion of the
commissioning the Contractor shall provide written confirmation to the
Engineer that he has completed all commissioning work and is satisfied
that the items of equipment and plant are operating satisfactorily.
70) The Contractor shall ensure that all materials used are subjected to and
shall satisfactorily withstand the sample tests detailed in the relevant
SANS and BS Specifications for the individual materials and the
completed cable. The records of such tests shall be available to the
Engineer for inspection. The Engineer also reserves the right to visit the
factory at any stage and demand that any or all the sample tests
detailed in the relevant SANS specification be carried out.
2) The Engineer will not act as the Contractor's inspector or quality control
official.
3) Once the Contractor has completed the installation and/or parts thereof,
written notice shall be given to the Engineer in order that a mutually
acceptable date can be arranged for a joint inspection.
5) The Contractor shall then provide written notice that he is ready for a
follow up inspection of the remedial work to the offending items.
6) This procedure will continue until the entire installation has been correctly
completed in accordance with the specifications.
7) After the initial requested inspection all time and travelling costs incurred
by the Engineer for further inspections or re-inspections will be payable
by the Contractor.
10) The Contractor's Project Engineer shall in all instances be free to do its
own inspections and ascertain that equipment will be ready for inspection
or testing before the Engineer's attendance is requested. The Engineer
further reserves the right to inspect any equipment at the manufacturer's
works at any stage during the manufacture.
11) The Contractor's Project Engineer will also be required to attend all
inspections and tests with the Engineer or its authorised representative.
13) Subsequent to the above testing and approval, the Contractor shall in the
presence of the Engineer test all equipment, associated circuitry,
software, firmware, etc., with respect to:
a. Functionality
b. Insulation level
c. Continuity
d. Voltage
e. System operation
f. Interfacing
g. Monitoring
h. System Management
Commissioning
15) The installation shall be comprehensibly commissioned as individual and
integrated systems as may be required by the configuration after the
works are substantially complete.
16) The Contractor shall provide adequate and competent personnel for
commissioning of every particular installation and for the full duration of
the commissioning process.
17) The commissioning shall include interaction between other services and
Contractors where interdependence of installations is encountered.
18) The commissioning process shall after all testing has been completed be
the final proving ground of the systems and during this procedure the
installations shall be subjected to all possible inputs and actions which
way be encountered under operational conditions. The Contractor shall
prove the full operation, working and compliance of the installation in
accordance with the specifications.
Comment
SCOPE OF WORKS
The scope of works for the CBL HVAC replacement will cover the following:
1) Procure all cabling, refrigerant and condensate piping;
2) Conduct rooftop alterations to accommodate the new outdoor units to be
installed e.g. plinth preparations, electrical cabling and chilled water
piping. Ensure roof is sealed and waterproof;
3) Procure and install new VRF outdoor units;
4) Procure and install new indoor VRF units c/w controllers as per the
design, taking into consideration sectional installation to take place;
5) Install the necessary electrical works and cabling as stated in the design
specifications;
6) Decommissioning and safe removal of the air handling units as per the
sectional installation of the new indoor VRF units;
7) Once a section was decommissioned and the new system installed for
the particular section, the system for the particular section will be
commissioned;
8) The existing chiller plant will only be decommissioned and removed from
the roof of the building when all the sections of the new VRF system are
operational throughout the building. Allowance must be made for
cranage on site, for the safe removal of the existing chiller units from
the roof of the building;
9) Request CBL for scrap issue removal certificates for the existing chiller
units before the dismantling process has commenced. This will allow the
contractor to remove the old chillers from site. (The contractor will be
requested to find compensation for all equipment removed from site to
the advantage of CBL);
10) After completion of works, it will be the contractor‟s responsibility to
remove the building waste and/or any other waste incurred from this
project.
11) Once all units were replaced and tested the entire system shall undergo
final system commissioning.
CUTOVER
Each floor consists of four sections and the installation will be carried out as
such. Once all components of the system were replaced, the entire system
will be commissioned as a whole.
STANDARD WORKMANSHIP
Once installation has commenced with the appropriate approval for using any
type and make of article or equipment, the same type and make of article or
equipment shall be used throughout the project for that specific application
unless otherwise specified.
VARIATIONS
The client reserves the right to instruct the Contractor to carry out variations to
the contract in accordance with the conditions of contract.
CONSTRUCTION PLANT
Tenderers shall include an amount for the supply of all ladders, trestles, dust
sheets and everything necessary for the proper performance of the contract, for
clearing and removal of all rubbish due to the work, for the protection of the
work from damage due to the building operations, sub-contractors and the
weather. Contractors shall in particular take adequate precautions to the
satisfaction of the engineer to prevent damage to existing apparatus during
assembly operations.
ORDERING MATERIALS
The Contractor is warned to place all orders for materials or special articles as
early as possible as he will be held solely responsible for any delay in the
delivery of such goods.
PACKING
The Contractor will be held responsible for packing all plant and other goods in
such a manner as to ensure freedom from any loss or damage in transit. Unless
otherwise specially agreed upon, receptacles will not be returned or paid for and
no charge will be allowed for packing or packing materials.
GUARANTY
1) The Contractor shall provide a full maintenance service for the entire
installation for a period of twelve months after practical completion of the
installation or after the last major fault. All faults and defects shall be
immediately attended to during this period to keep the system fully
operational.
3) The bidder shall submit a list of immediate spare equipment available within
South Africa/Lesotho along with this bid document. Following is a list of
mandatory spare parts that need to be within 24 hours of the Central Bank
of Lesotho in Maseru:
a. Condenser fan
b. Compressor units
c. Expansion valve
d. Outdoor unit of each size
e. Air Filters
f. Fresh air fan
PERFORMANCE GUARANTY
A performance test according to the ISO16345:2014 standards along with a
performance Guaranty must be carried out by the supplier. The ISO16345:2014
test performed on the HVAC plant must be submitted with the As Built pack.
WATER SUPPLY
CBL will provide water already on site. Water supply for any commissioning
purposes is the responsibility of the Contractor.

VRF SYSTEM
1) The VRF system is made up of an external compressor bank with inverter
capacity control. This system is connected to the indoor units with
refrigerant lines, charged with R410 refrigerant.
2) Due to the VRF capacity of the outdoor units, the system has the
capability to adjust Energy consumption to meet the internal required
load.
4) Alternative types of indoor units, suitable for the application and with
dimensions to suit the allocated equipment spaces, may be offered to
provide the most economical solution.
6) Filtered fresh air supply systems shall be complete with washable primary
air filters. Filters complete with galvanised sheet metal holding frame and
wire mesh support may be provided in filtered fresh air supply systems.
10) Fans with motors larger than 1 kW shall be internally sprung within their
casings, or shall be fitted with anti-vibration mountings.
11) Contractors shall provide maintenance isolators 1 [m] from the relevant
Indoor and Outdoor units.

WEATHER LOUVER
1) The frames and blades of the louvers shall be constructed from extruded
aluminium sections, mechanically bonded together into a rigid louver
assembly. The louver shall withstand penetration of water and the sealing
gasket shall be factory fitted on the louver flange. The louver blades shall
be of the "Z" profile type and shall be horizontally fitted into the
surrounding mounting frame. A 20 [mm] non visible plastic bird-proof
mesh shall be provided behind the louver blades to prevent debris passing
the louver. The depth of the louvers shall not exceed 35 [mm].
3) The louvers shall be proven equal to Trox type AWK suitable for the
relevant air flow. They shall be finished in epoxy powder coated paint to
the building colour detail.
CIVIL WORKS
1) The civil works shall be done as part of this Mechanical contract.
2) If required stand frame/plinths should be prepared for the new outdoor units
on the roof as specified by the OEM.
4) After the chillers have been removed and the new VRF outdoor units
installed, the total roof area must be water sealed with a liquid applied
sealant, with a five-year Warranty. Existing metal flashing might be used.
Waterproofing as follow:
5) The Contractor will be held liable for sixty months for any leaks of the entire
roof after construction, and leaks must be repaired within 24hours after
notification.
ELECTRICAL WORK
The electrical works shall be done as part of this Mechanical contract however be
subject to:
1) All work shall be carried out by an accredited Electrician with the
applicable wiremen‟s licence and trade test certificate.
2) All electrical word shall be conducted under full time supervision of such
an accredited person,
3) Prepare and install DB-ODU1 for the supply of one set of outdoor units.
4) Prepare and install DB-ODU2 for the supply of one set of outdoor units.
10) Install new laminated as-built drawings onto inside of door panel.

2) The Engineer will not act as the Contractor's inspector or quality control
official.
3) Once the Contractor has completed the installation and/or parts thereof,
written notice shall be given to the engineer in order that a mutually
acceptable date can be arranged for a joint inspection.
4) During the course of the inspection, the representative of the engineer will
compile a list of items (if any) requiring further attention. A copy of this list
will be provided to the Contractor who will have a period of 7 days in which
to rectify the offending items of the installation.
5) The Contractor shall then provide written notice that he is ready for a follow
up inspection of the remedial work to the offending items. This procedure
will continue until the entire installation has been correctly completed in
accordance with the specifications. After the initial requested inspection, all
extra time and travelling costs incurred by the engineer for further
inspections or re-inspections will be payable by the Contractor.

GENERAL
The equipment and installation supplied under this contract shall be Guaranteed
by the Contractor for a period of twenty four (24) months from the date of
acceptance by the engineer and from the last major component failure in all
respects and commissioned for continuous service.
TRAINING OF STAFF
1) The Contractor shall be responsible for the general training of the client‟s
technical – or any other relevant - staff in order to avoid major breakdowns
throughout operation.
2) The training curriculum and duration shall be submitted to the Engineer for
approval at least three weeks prior to the intended training.
3) The Contractor shall take full responsibility for the safety of personnel
during training and for the quality of work produced by such personnel
under its supervision. During the post completion 24 month Warranty
period the Contractor shall be responsible for the six monthly refresher
training of operator staff.
4) Tenderers have to include in the tender price for a training course for both
the operation and maintenance staff. The training shall be in direct relation
to the operating and maintenance of the system that is supplied under this
contract.
GENERAL
1) The manuals shall be complete with a CONTENTS LIST and be bound in
suitable hardcover binders.
MAINTENANCE MANUALS
1) Two complete sets maintenance manuals (Technical) prepared in English
shall be supplied by the Contractor. Manuals shall be bound in a firm hard
cover. At least one month before commissioning a draft copy shall be
submitted to the Engineer for comments and approval. The contents of the
maintenance manual shall include, but not be limited to the following:

Above mentioned manuals shall be available at first delivery. Delivery of the
installation will not be accepted without the manuals. The maintenance
manual shall be a detailed technical instruction manual covering system
maintenance and repair. The manual shall be suited to both the instruction
and reference use of maintenance staff of technician/engineer level in the
operation, trouble shooting and repair of the system. The manuals shall be
both comprehensive and concise, facilitating easy use by technical staff.
Parts lists ad drawings will be required for all equipment installed at the HVAC
plant. A schedule will also be required giving the component manufacturers,
component values (e.g. electrical components) and the relevant component
serial numbers and material of construction.

document to be issued to the market or targeted suppliers.

4. Description of project
NOTE: The successful bidder will be required to provide security for construction by means of
a Guarantee for Construction.
To ensure the above requirements are met and that the CBL‟s
operations will not come under risk during the installed lifetime of the
new HVAC system, it is required that the Original Equipment
Manufacturer of the new equipment or its value added reseller have
offices and extensive parts warehouse(s) within Southern Africa.

Compressor unit, expansion valve, replacement unit.

The bill of quantities shall be read in conjunction with the General Conditions of Contract together
with the Specifications, Special Provisions and the Drawings for a full description of each item. The
general requirements and descriptions of the Works and equipment given in the Specification are
not repeated in the bill of quantities.
Each item shall be priced and extended to the “Total” column by the Tenderer. If the Tenderer
omits to price any item in the bill of quantities then the cost of the work of each item shall be
considered as included in the prices given for the other items.
The quantities of work and material set forth in the bill of quantities are estimates only and are not
to be considered as limiting nor as extending the amount of work to be done and material to be
supplied by the Contractor. The Contractor shall ascertain the correct quantities before ordering.
Items will only be paid for insofar as they have been supplied and installed. Excessive quantities
or wastage shall not be paid for.
The price quoted against each item of this bill of quantities shall cover the full inclusive cost of the
completed work to which it refers, as described in the Conditions of Contract and Specification and
as shown on the Drawings and shall allow for transporting, loading, storage, supervision
commissioning, wastage, profit etc.
No alterations, erasure or addition is to be made in the text of the Document. Any alteration,
erasure or addition made will not be recognised and the original working of the Document will be
adhered to.
Tenderers shall clarify any doubt about the meaning of any wording in the bill of quantities before
the Tender closing date.
All existing equipment that becomes redundant over the course of the contract remains the
property of CBL unless otherwise indicated.
Tenderers shall check their extension calculations and additions for arithmetical errors as the total
Tender price, as submitted, will remain fix.
