EIA report for Urban Planning

Project location: The project location is inner ring.It starts from
Yangon station and ends in Yangon station.
Project Contents and Railway specs: The project will be
implemented with international contents and international
specifications.
2012 Environmental Conservation Law: The law which is to be Clean
Development Mechanism(CDM):clean air, clean water, clean land in
every city according to WHO guideline, ASEAN standard.We must
make human beings to live with the least destruction and pollution.
Definition of IEE, EIA, ESIA, HIA, HIA, SIA, EMP:
IEE- Initial Environmental Examination
EIA- Environmental Impact Assessment
ESIA- Environmental and Social Impact Assessment
HIA- Health Impact Assessment
HIA- Heritage Impact Assessment
SIA- Social Impact Assessment
EMP- Environmental Management Planning
Project Proposal
(a) Scoping-

(b)ESIA investigations-

Questions and answers will be made for the people near the
investigation area and then data collection will be made for them.
(c) Public consultations- must incorporate with relevant persons.
(d)Information, Data collection, and Public Participation:
Information, data collections are combined.At the time of combining
datas,only if the public participation is 50-50,we can begin the project.
Objective:
(a)Planning: The railway construction must be built successfully within
a specific period.
(b)Procedure: -
 The groups will be organized.
 the groups will act feasibility study,F/S.
 they will ask questions and answers.
 they will collect datas.
 they will evaluate these datas.
 they will make in accordance with timeline.
(c)Feasibility study- The groups who are organized must ask the
people in homes, shops, restaurants, etc politely and thoroughly in

order to get information in detail.After doing that,they must fill data
and evaluate them.
(d)Impact analysis- Air pollution, water pollution, land pollution, and
sound pollution can impact the living things between inner ring and
outer ring.
(e)Impact Mitigation- To do impact mitigation, mitigation plan should
be made.It can result from before construction, under construction
and after operation.
(f)Timeline- By scheduling timeline weekly, we can know how to do
the project specifically.
Social Impact Assessment:
The desire of people from minimarkets, apartments, high-rise
buildings, shops near the area must be asked individually and
thoroughly whether they agree to build this project or not.
The trishaw drivers and taxi drivers should also be asked by the
groups because they can lose their current work at the time the
project is completed.
The groups must persuade them by talking sweetly and
specifically about the benefits of building the new railway.
After the construction,the facilities in every station and most of
the places will become equal.So people participation is very
essential.
Mainly, they must find the way how to solve the emotion of
people.
Only if people agree, this project can be begun and can get a
great deal of benefits by building this project.

Organizational structure:
(a)Center line staking: The center line staking is outer ring of inner
part.
(b)Stations allocate: The stations must be reallocated.By doing so, the
stations may be more or less than current stations.
(c)Old way: We will serve to be able to use the old railway at the time
of building the new railway.After building the new railway,we will
upgrade the old railway.
(d)Traffic congestive: consider to the proper channel according design
of railway
(e)Roadway & access road to main road problem: The roadway and
railway can be at junction or parallel, or underpass or over
pass.Mitigation plan should be made to solve the problem of accidents
from these situations.
Benefits
(a)Technology and technical transfer: By the time the construction is
built,Myanmar engineers, Myanmar labours can get modern
technology from foreign skilled engineers,foreign skilled foremen.
(b)Economic point of views: Now 3% of people use the railway.After
the project is completed, people who use modern train and station
will increase in Yangon.So shops,supermarkets,high-rise buildings will
also increase more and more.
(c)Spatial development: The condition will be good as a spatial
development that is why the facilities in every station can be the same.
(d)Job opportunities: Taxi drivers,trishaw drivers, and other people
can get job as ticket seller,cleaners at railway station,shopkeeper.It is
sure that job opportunities will increase more and more.

ESIA
(a)Water pollution: BOD,COD,total solid,suspended solid,pH and
heavy metal which can waste water must be analyzed.
(b)Transportation problem: We will do as line of communication to
solve the transportation problem.So people can use regularly like
original situation.
(c)Safe life and MV congestive: People get more comfortable and
traffic are not congested because the railway is joined with water taxi
and the railway is joined with bus.The accidental case of train is less
than that of other vehicles.
(d)Air pollution: Gases such as CO,CO₂,NO₂,SO₂,O₂,H₂S,particulate
matter such as PM₁₀,PM₅,PM₂.₅ and total suspended particulate
matter must be monitored by air quality monitoring device.
(e)Solid waste pollution: Mitigation planning must be made for solid
waste pollution.
(f)Townships development: The development of townships will
improve more than current situation.
(g)Regional development: The development of regions will improve
more than current situation.
Development thinking:
(a)Building and households: Buildings and households will increase
more than current situation.
(b)Job opportunity: Job opportunity will also increase more than
current situation.
(c)Economic: The economic condition will improve more than current
situation.
(d)City planning: City planning will change from current situation.

(e)Technology: Technology will be higher than current situation.
(f)Education: As education, people can get easily so much knowledge
because of good transportation without wasting their time.
(g)Health: The clinics, hospitals will increase more than current
situation.By increasing these clinics, hospitals, we can prevent from
loss of injury,damage and fatal diseases with outstanding doctors.
(h)Safe for pass: Passing from one place to another will be safe more
than current situation.

Before construction:
(a)AQM: Gases such as CO,CO₂,NO₂,SO₂,O₂,H₂S,particulate matter
such as PM₁₀,PM₅,PM₂.₅ and total suspended particulate matter must
be monitored by air quality monitoring device.The air quality
condition before construction is found according to standard.
(b)Waste water: BOD,COD,TS,SS,pH and heavy metal which can waste
water must be analyzed.

(c) Water quality: Water quality must be controlled with standards.

(d)Waste management: Mitigation plan must be made as a waste


management.
(e)Soil pollution: Mitigation plan must be made to reduce soil
pollution.
(f)Sound pollution: Sound pollution can be reduced by installing
sound control devices.

(g)Extension and diversion: Extension and diversion must be made to
be safe.
(h)Land use: Master plan must be made for land use.

Under construction:
(a)Living things: We must construct by considering the safe ways for
living things.
(b)Traffic change: Changing traffic condition has to be safe under
construction.
(c )Health: We have to do as much as possible to keep the good health
of people who are working under construction and local people.
(d)Transportation and transist: must do to be easy to transport and
easy to transist.
(e)Security: Security are needed more and more at this condition.
(f)Slum shops: At the time of building construction,the slum shops will
be found.So We must negotiate with people to lessen the number of
slum shops.We have to try their participation and we must give back
their needs.
(g)Land used: As land use is prepared as master plan, it has become
systematically.
After construction:
(a)AQM: Gases such as CO,CO₂,NO₂,SO₂,O₂,H₂S,particulat matter such
as PM₁₀,PM₅,PM₂.₅ and total suspended particulate matter must be
monitored by air quality monitoring device.The air quality condition
after construction is found according to standard.
(b)Noise level: Noise level must be measured and it is limited as 60Hz
in day time and 50Hz at night.

(c) Drainage: Drainage must be additional on account of increasing
stations, trains and people who use this new railway.
(d)Traffic: Traffic become easier to pass from one place to another
place.
(e)Living and other changes: Living and others change and they will
become more valuable.

Effect for region:


(a)Transportation: Transportation system is more convenient and
easy to go anywhere than current situation.
(b)Health: Health conditions of people are better than current
situation.
(c)Security: Security is also safe for everybody.
(d)Plantation: Plantation as a master plan includes planting many
trees around scoping area,these trees can absorb gas and sound
appearing from trains.The trees which have been destroyed under
construction must be replace the trees by planting.
(e)Global warming: The rate of global warming increases beacause of
high population density and frequency of passing vehicles more than
current situation.

Environmentally friendly:
(a)AQM: Air quality monitoring is ok.
(b)Water quality: Water quality can be controlled.
(c) Noise level: Noise level can be reduced.
(d)Biodiversity: The result is changing of biodiversity

(e)Heritage impact assessment: The result is changing of heritage
impact assessment.
(f)Health impact assessment: As health impact assessment,this
improves more than current situation.
Conclusion
Nowadays 3% of people use the railway.After the project is
completed, people who use modern train and station increase to 50%
in Yangon.The number of railways with international standard
increases a lot and that of shops,supermarkets,high-rise buildings also
increases more and more. The number of slum shops lessens and the
number of minimarket,shopping malls and departmental mall
increases by constructing the new railway.The condition is good as a
spatial development that is why the facilities in every station are the
same.Taxi drivers,trishaw drivers, and other people get job as ticket
seller,cleaners at railway station,shopkeeper and sale staff in
supermarkets.It is sure that job opportunities increase more and
more.The number of buildings and households also increases and
developers want to invest their money in order to gain a lot of
profit.Owing to these developers, the economic condition improves
rapidly. As education, people get easily so much knowledge because
of good transportation without wasting their time.The clinics,
hospitals increase.By increasing these clinics, hospitals, we can
prevent from loss of injury,damage and fatal diseases with
outstanding doctors.Passing from one place to another is safe without
delaying.Staffs, workers, and other people can go to anywhere by
using train.People get more comfortable and traffic are not congested
because the railway is joined with water taxi and the railway is joined
with bus.The accidental case of train is less than that of other vehicles.
Therefore, the development of townships and regions improves.In
spite of everything, we can get a lot of benefits due to the new
railway.Living standard is equal or not less than other countries by

promoting each person’s discipline in Myanmar.I’m very proud of
being a Myanmar citizen.
