Background:
USAID's Engineering Support Program (ESP) will ensure the integrity of USAID-Supported
infrastructure projects in Afghanistan. While progress has been made in the infrastructure sector,
Afghanistan's Infrastructure has not fully recovered from the devastation caused by the years of
war. The task of securing gains made over the last fourteen still requires support from the donor
community. ESP continues support of USAID's Engineering, Quality Assurance and Logistical
Support and Architectural and Engineering Support Program (AESP) by providing the mission
with the engineering.

Job Description:

The Human Resources Assistant supports the HR Manager in all activities related to Human
Resources according to ESP’s policies and procedures and USAID requirements. S/he supports
the projects recruitment and staffing, including for the Kabul and other regional based offices.

Job and Responsibilities:


 Assist the HR Manager, as needed, with recruitment, hiring, employee on-boarding, staff
orientation, performance reviews, and disciplinary actions in compliance with USAID
rules and regulations, ESP policies, and local labor laws.
 Facilitate hiring efforts by helping schedule interviews, collecting and verifying required
documentation, checking references, and verifying salary history.
 Maintain personnel files in hard copy and soft copy for all long-term and short-term
project staff.
 Maintain calendar and appointments, including interview scheduling.
 Taking notes during meetings, interviews, and as requested.
 Assist with the record keeping of ESP’s internship activities.
 Any other task assigned by the supervisor

Job Requirements:

 At least 2 years work experience in the general Human Resources, including job
requisition posting, monitoring applicant databases, and scheduling interviews.
 Secondary School Diploma required, some college preferred
 Professional proficiency in English (writing, speaking, and reading).
 Computer literate with e-mail, word processing and spreadsheet experience.
 Ability to multi-task and prioritize tasks. Excellent organizational skills and ability to
work as part of a team.
 Mature, dependable, and capable of handling highly sensitive and confidential
information.
 Possess strong interpersonal skills and the ability to handle multi-faceted responsibilities
simultaneously.
 Expertise in Microsoft Office (Word, Excel, PowerPoint, Outlook, and Project).
 The position reports to the HR Manager
