1) Single Application Procedure - Joint Application



Since 2014 the “student visa” and residence permit applications
are examined by a so called “ single application procedure”. If
somebody is eligible for “student visa” he or she will get also the
residence permit on the same procedure. The official name of
this joint permit is: “Residence Permit for the Purpose of
Studies”. In the “joint application” the applicant has to meet
some circumstances to prove his legitimate status in Hungary and
some to prove the legitimate residency.

2) Who can apply for “Residence Permit for the Purpose of Studies”?

a) Somebody who wants to admitted to or accepted by a public education
institution registered in the public education information system for pursuing
full-time course of study in the regular school system in Hungary.

b) Somebody who is pursuing full-time education and training in a State-
recognized institution of higher education or a foreign higher education
institution authorized to operate in the territory of Hungary

c) Somebody who is attend a course in an establishment of higher education,
which may cover a preparatory course prior to such education

In this guide we deal with the student visa for those who want to study in
higher education because the most applicant apply for this reason.

3) Which form can you use for the application?



There is a form, which is required for filing the application. The
Immigration and Asylum Office prepared the form. You can
download the application form from our webpage

4) Where you can apply?



The authorities want to interview the applicant so as a general rule
you have to submit of the application at the Hungarian consulate of
the county where is the applicant residence (permanent or
temporary) is located.

5) Who can apply In Hungary?



a) Citizens of the neighboring countries (Serbia, Ukraine, Croatia)

b) Citizens of the following countries USA, Canada, Argentina, Bolivia, Brazil,
Bolivia, Australia, Bulgaria, Brunet, Costa Rica, South Korea, Ecuador,
Guatemala, Honduras, Croatia, Israel, Japan, Chile, Malaysia, Malta, Mexico,
Monaco, Nicaragua, Panama, Paraguay, Romania, Salvador, San Marino,
Switzerland, Vatican, Singapore, New Zealand, Uruguay, Venezuela

c) According to the regulations, if there are “special circumstances” any
applicants can file the applications in Hungary, but I do not recommend this

(to tell the truth I have never seen any successful application, which was filed
in Hungary based on “ special circumstances”).

Generally we prepare all the documents, which are needed for a successful
application, we prepare you for the interview, and we send the documents
to the applicant. The applicant only has to file it at the consulate and go to
the interview.

6) What is the administrative service fee of the application?



Administrative service fee is 60 €, if you apply in Hungary 18 000
Hungarian Forint It has to be paid when you file the application

7) What are the time frames of the decision?



15 days from the application.

b) Verifying the purpose of the residence



If you want to apply for “Residence Permit for the Purpose of Studies”
the purpose of your stay would be studying in a public education
institution or studying in a State-recognized institution of higher
education (university, collage etc.) or to attend preparatory courses for a
state recognized higher education institute.
The applicant has to verify his or her fluency on the language of the
education. There are educational programs in Hungarian, English, German
French and Russian languages in the Hungarian universities.

i) What can you study in Hungary?




There is a wide range of different educational institutes in Hungary. You
can fin their detailed lists in www.felvi.hu

ii) Which document could verify your studies?



The pursuit of studies, as the purpose of stay, may be verified by:

(1) a certificate of admission from the relevant educational institution;

(2) a document to verify student status; or

(3) other reliable means.

The Hungarian Authorities maintain a webpage on the admission to the
Hungarian Academic programs. The information is also available in English.

iv) When can you apply?



Admission can be processed twice in every calendar year:

- The deadline of applications for the autumn admission procedures for
programs launching in February is 15 November.

- The deadline of applications for the spring admission procedures for
programs launching in September is 15 February.

Deadlines of applying to foreign languages programs may differ from the
above dates and vary by institutions.

v) How many places can you apply?



Students can apply to an unlimited number of places.

vi) How can you enroll to a Hungarian Educational institute?




All of the academic programs have their own criteria for the admission. To

The most of the university has a preparatory course for the foreign
students. The most of the case there is no need for an entrance exam to
enroll to a preparatory course.

vii) How you can apply?


(1) Step to Step Guide to register on Felvi.hu



After a registration you can apply via www.felvi.hu. Awkwardly the
registration page is extremely complicated and it is only available in
Hungarian: https://www.felvi.hu/regisztracio.




The translation of the registration page: “Felhasználónév” means
“Username”,
“Jelszó” means “password”. The password has to be at least 8 characters
and it has consist small cap, block letters and numbers.
“Jelszó újra” = “Password again”

“Érdeklődés” = “Interest” choose the first box ( “Felvételi” which means
admission)
After the successful registration you have to choose “Tovább az E-felvételibe »“. On
the next page you have to choose the current courses. (Their dates are
written with darker letters.). After these you will get a security code into your
mailbox (sometimes the code arrives slowly! So be patient!) You have to write
the security code to the box after “Biztonsági kód:“ and push the “Belépés” button.






The registration is finally completed! You have to give your personal data and
you can browse now in the offers of the different educational institutes!

viii) How the applications are decided



All applicants will get a score and the decision will be based on the
score.

On felvi.hu you can find the detailed explanation of the calculation:
The total examination score results on which rankings are based, are
calculated in a system of 400+100 points. Scores are based on
academic points (maximum 200 points), the final examination points
(maximum 200 points), and the bonus points (maximum 100 points).
A student holding at least secondary school qualification is only
eligible for entry to Bachelor or unified programs if he or she has
acquired at least 280 points including the bonus points granted for
the advanced level secondary school examination, but not including
the bonus points otherwise obtained.
The methods of calculating the total number of admission points are:

There are two ways for calculating points in Bachelor and unified
programs:
- the sum of academic score, the examination score and the bonus
points, or
- double the sum of the secondary school final examination score,
plus the bonus points.

Practical examinations may be organized for students applying to
the educational field of Arts or Mediation of Arts. A maximum of 200
points can be obtained at the practical examination. Admission
scores can be based exclusively on doubling the result of the
practical examination and adding the bonus points.

Academic scores and final examination scores as well as the scores
of the practical examination in the case of programs in Arts or
Mediation of Arts disciplines amount to a maximum of 400 points.
The extra points that can be granted in addition to this are
maximized at 100.

In accordance with the Government Decree on Admissions, the bonus
points can be divided into two groups depending on whether granting
them is mandatory or not; extra points to be added based on a

provision of law, and extra points based on the decisions of higher
education institutions by educational fields.
In each field of study, each Bachelor program and unified program, it is
mandatory to grant bonus points if the applicant is entitled by meeting
and sufficiently validating any of the following requirements:

- a successful higher-level secondary school final examination

- language competence, and

- priority.

In the following cases, bonus points are mandatory only in the programs
belonging to the educational field defined by the higher education
institutions, provided that the applicant validates the entitlement
sufficiently:

- results achieved at academic competitions,

- results achieved at artistic competitions,

- based on vocational qualification, or

- based on sports achievement.

Although the system of entrance examinations was terminated after
year 2005, there are still a few exceptions from the general rule:
Practical examinations can be organized at Bachelor level in the
following programs:
- all programs of art education,
- all programs of the educational field of art mediation.
A total of 200 points can be obtained at the practical examination,
based on the institution's regulations. In this case, the total

admission score is calculated by doubling the number of points
achieved at the practical examination and adding the extra points.”

ix) How much is the tuition?



Every academicals year consist of two semesters in Hungary. The
tuitions have to be paid by semester. The tuitions vary by
educational institutes and courses. The courses in Hungarian and the
preparation courses are generally cheaper than the courses in
English.
The tuitions range 1200 € - 7000 € per semester. You can check the

xi) Scholarships

There is a full range of scholarships available for financing the studies in Hungary
One part of the scholarships are from international funding. Other scholarships
are funded by the Hungarian Government.

(1) What can be financed by scholarship?

It depends on the scholarship. Most of them finance the tuition fee, but some
also finance the living costs and the health insurance some even provides
accommodation.

(2) Bilateral scholarships

They based on international agreements and they are available only for the
citizens of certain countries. The non-profit organization of the Hungarian
Government the Tempus Public Foundation collected all the necessary

(3) Stipendium Hungaricum


The Program is based on effective bilateral educational cooperation agreements
between the Ministry of Human Capacities of Hungary and the partner’s Ministry

responsible for higher education. Applications are considered eligible if the
responsible authorities of the sending partner nominate the applicant. Tempus
Public Foundation manages the Stipendium Hungaricum Program.
Thousands of students apply for higher educational studies in Hungary each year.

c) Verifying Sufficient Financial Resources

For every residence application in the EU, you have to verify that you have
enough money for covering your cost during your stay. You can verify this
with any reliable means. The most common document is the bank account
statement or the income statement. If you apply for “Residence Permit for

the Purpose of Study” in additional of the tuition you have to verify about
2000/ € year.

i) Which documents could be good?



- A certificate on the payment of scholarship grant;
- Bank account statement,
- Income statement etc.

ii) Can you work during the studies?



If you hold a residence permit for the purpose of pursuing studies:

· you are not required to obtain a residence permit for the purpose of
pursuing a gainful activity or employment during the time of study;

· no work permit is needed for a foreign national residing in Hungary as a
student receiving full-time education, during the period of his/her studies.
Third-country nationals holding a residence permit for the purpose of studies
may engage in any full-time occupational activity during their term-time for
maximum twenty-four hours weekly, and outside their term-time for a maximum
period of ninety days or sixty-six working days in a year.

d) Verifying Sufficient Accommodation



It is mandatory to attach to the application the proof of the Hungarian
accommodation. You have to attach a proof of ownership title, which is not

- Proof on dormitory service

ii) How much is the rent?



(1) The accommodation outside Budapest starts from 120 €/ month, in
Budapest 200 € /month .In addition to that, the renter has to pay the
utility bills! Outside of Budapest the rents are significantly lower.
(2) Most cases the owners want 2 or 3 months down payment as security,
and they want the first month rent in advance.

e) Access to Health Insurance

If you apply for residence permit you have to verify that you have access to
health insurance services. You can verify it by an insurance policy or with the
proof of the necessary financial resources. If your insurance policy has to be
translated to Hungarian. Only the translations by OFFI (www.offi.hu) are
accepted. You can buy your health insurance in Hungary too.
The cost is about 200 € /year.

f) Evidencing the conditions of Exit



You have to attach a statement to the application undertaking that you
voluntary leave the EU if the application is refused or the permit is expired.
Your passport has to be valid till the end of the permit plus 90 more days. You
have to have either a valid ticket to return or sufficient funds to purchase such
a ticket.

9) Can you travel in Europe?




A third-country national holding a valid Hungarian residence permit has the right

a) Do not be unprepared!

Several applicants file unprepared documents. They fill the papers based on

due to common mistakes in completing or submitting the necessary

is refused. Do not waste time, money, and opportunities by filing bad

b) Do not file an application in Hungary, if you are not entitled to do it!
