2. FUNCTIONS AND RESPONSIBILITIES

2.1 Site Supervision Superintendent

Reports to: Project Manager


Supervises: Site Supervision Team

Responsibilities:

a) Be the primary responsible to the Project Manager for all project matters arised in field.

b) Approves documentation prepared by Contractors such as:

Construction Quality Control Plans, Method Statements, Construction Procedures, Field Change
Requests, Non-conformance reports, Punch Lists, Precommissioning Forms, "As-built"
documentation

c) Be responsible that the construction supervision is completed in time, within the established
budget and safety and ensure that all contractual obligations are fulfilled in time and to the
complete satisfaction of the client.

d) In connection with the Project Control Job Leader, review and approve the construction program
and ensure that detail construction schedules are prepared by the contractors for all areas and
erection activities.

e) Review the Contractors Construction Execution Plan.

f) Discuss with Client all minor field changes required providing all information to Project
Manager. Any major field change is communicated to the Project Manager for further handling.

g) Administer personnel relations and safety policies to maintain proper discipline and morale.

h) Ensure availability of documents, materials, manpower, etc.

i) Coordinate as necessary with the Field Coordinator on all engineering matters

j) Verify completion of construction and participate in testing with start-up group when
applicable.

k) Responsible for getting approval of Owner / Project Manager before start modification of scope
of work.

l) Responsible to request Field Change before any change of scope can be started.

m) Participate in the preparation of the close out Report.

n) Issuing Quality Forms according to the Quality Assurance System Procedure for both System
and Contracts.

o) Implementing appropriate Corrective / Preventive Actions according to the Quality Assurance


System Procedure for both System and Contracts.

p) Ensuring that construction supervision operations are carried out in accordance with Company
Safety Policy.

q) Monitoring the overall site activities with respect to progress, quality and safety of the work
performed by the various Contractors, Subcontractors and Specialists.

r) Issue a monthly report to Home Office highlighting status of progress, reasons for delays, where
noted and areas of concern.

s) Advising Client on possible corrective actions to delay problems, where they occur.

t) Attending or designate a representative to attend meetings with Owner and/or Contractors on


matters of progress, coordination or any others that are deemed essential for the satisfactory
completion of the Project.
u) Organizing and directing his Site Team to ensure that all phases of the administration and
progress of the Contractors work, inclusive of safety, are duly covered at all times

v) Establish a Site Coordination Procedure for the daily communication with Owner, Home Office
and the various Contractors on all matters associated with the construction phase of the works,
in accordance with the Project Coordination Procedure.

w) Establish a Warehouse Material Handling Procedure to define the split of responsibility between
Owner, Construction Supervision Team and Erection Contractor

x) Handle all the correspondence with the contractors and designate the person for responding

y) Approve the Contractor's monthly progress and variation payment certificates.

z) Keep the Project Manager informed on all main aspects of the Construction phase.

aa) Cooperates closely with the Project Manager on all technical matters and manage for the Home
Office assistance should be needed.

bb) Ensure receival from Contractors of copy of all insurances required by the Contracts.

cc) The Site Supervision Superintendent shall also perform the duties of the Field Coordinator, in
case the later is not appointed to the job.

2.2 Site Supervisor (Typical)

Reports to: Site Supervision Superintendent, or Field Coordinator if applicable

Responsibilities:

a) Review and comment Construction Procedures, Field Change Requests with the assistance of
Discipline Engineers and QC Engineer, Punch Lists, Precommissioning Forms and "As-built"
documentation

b) Registers and reviews Non-conformance Reports

c) Make sure that Contractor material stocks are sufficient to keep up with work's schedule (if
needed).

d) Make sure that materials used are in accordance with the specifications.

e) Verify and discuss eventual modification with Field Coordinator and cooperate with him to
issue Sketches "SKL" when works must be executed in different way as indicated on drawings. (If
cost schedule impact, get approval).

f) Record any modification after approval and in cooperation with Field Coordinator inform the
Contract Administrator if involving contractual changing.

g) Make sure that the Subcontractor observe safety procedures and job site activity regulations and
oblige them to eliminate any dangerous situation.

h) Make sure that "Work Permits" are obtained before start any work when required.

i) Keep the Site Supervision Superintendent informed that all works are carried out on schedule.

j) Prepare and fill the Extra Work Request form for any extra work out of contract or for
modification for further approval by other functions. Check, sign and collect all Subcontractor
Time Sheet when the work is reimbursed on hourly basis.

k) Keep a set of up-to-date drawings and maintain in separate file all superseded copies with
remark replaced by issue "X".

l) Record all modifications on master copy of drawings.

m) Check that Contractor is working on the base of last edition of all drawings.

n) Check acceptance forms for performed work and state that work is in accordance with Drawings
/ requisitions or reject the work with a precise description why.

o) Ensure in advance that no hold up of Contractor work can occur. This to avoid Contractor
claims.

p) Provide / check for accounting.

q) Issuing Quality Forms according to the Quality Assurance System Procedure for both System
and Contracts.

r) Implementing appropriate Corrective / Preventive Actions according to the Quality Assurance


System Procedure for both System and Contracts.

s) Site Supervision of Contractor's works associated with his Specialty in accordance with the
approved drawings, job specifications and work instructions.

t) Monitoring and recording of construction works, concerning qualitative, quantitative and


contractual matters.

u) Ensure that Contractor's activities at site are carried out in a safe manner and report to AF Safety
Engineer any situations that resulted or could result in unwanted events.

v) Initiate and issue, when required, Inspection Reports to Contractor. In case that Non
Conformance / Corrective Actions Reports are required, the supervisor is responsible to follow
up the corrective action.

w) Review Contractor's Daily Site Log Book and advise the Site Supervision Superintendent / Field
Coordinator of his agreement or comments.

x) Keep records on Contractor's progress of works and recommends to the Site Supervision
Superintendent / Field Coordinator.
y) Review Contractor's manpower load and equipment and comments for their adequacy and
capability.

z) Document Contractor's progress and assist the Field Coordinator for the certification of
physical progress performed.

aa) Review Contractor's Variation Requests and assist the Site Supervision Superintendent / Field
Coordinator, with the evaluation, modification, approval or rejection of the variation request.

bb) Keep informed of the relevant correspondence and preparation of the required draft letters, in
order to assist the Site Supervision Superintendent / Field Coordinator for further actions.

cc) Subsequent to the "Mechanical Completion Date", prepare a detailed in the possible extend list,
with all the outstanding works to be'performed by the Contractor (punch list).

dd) Participate in the verification of "As Built" documentation.

ee) Participate in the verification of "Material Balance".

ff) Checking and approval of forms submitted by Contractor, as it is foressen by the approved
Construction Plan.

gg) Ensure that the specified records are maintained with respect to the Construction Plan and
keep AF's QC Engineer informed on all matters related to the quality.

hh) In addition to the existing forms, keep records with supplementary information, where
required, needed for checking af "As Built" documentation.

2.3 Field Coordinator

Reports to: Site Supervision Superintendent


Supervises: Site supervisors

Responsibilities:

a) Ensure that the Field Supervision under his responsibility follow up all matters associated with
Quality Control and that the Inspection and Testing of all works is dully monitored and
documented.

b) Verify in concurrence with the Contract Administrator the Field verification of installed
quantities, claims, variation requests etc.

c) Where appropriate, record his observations in Contractors Daily Log and ensure that the
required action is taken.

d) Assist the Site Supervision Superintendent in the preparation of the Reports to the Owner and /
or the Home office and comments the Contractor's Monthly Reports.

e) Handle all the correspondence related to his task and keeps informed in detail the Site
Supervision Superintendent

f) Assist the Site Supervision Superintendent with the handling of all contractual matters that
should be arised.

g) Issuing Quality Forms according to the Quality Assurance System Procedure for both System
and Contracts.

h) Implementing appropriate Corrective / Preventive Actions according to the Quality Assurance


System Procedure for both System and Contracts.

i) Follow Contractors detailed program and direct the field supervision under his responsibility to
monitor the daily activities contained in that program.

j) At the end of each day's activities sign close out of Contractors Daily Log.

k) Coordinate the interface of the work between the various Contractors / Subcontractors present
at Site to ensure a smooth operation of all the daily activities.

l) Ensure that Contractors rigging studies are duly reviewed by the responsible persons under his
organization, prior to the commencement of critical lifts.

m) Attend the Contractors periodic construction meetings and provide information regarding
problems and proposed resolutions.

n) Ensure that all field operations are performed in a safe manner and report any deficiencies to AF
Safety Engineer for follow up remedial action.

o) Review Contractors weekly and / or monthly detailed programs and request corrective actions
to deficiencies or delays.

2.4 Field Contract Administrator

Reports to: Site Supervision Superintendent

Responsibilities:

a) Performs administration of the contracts from the contract award to the contract close out,
assuring correct payment of contractors in accordance with the contracts.

b) At the start of each work participate in meetings to arrange with each Contractor the procedures
of administration (preparation of accounting, evaluation of extra works, interim and final
payment certificates, etc.).

c) Review in detail and approve the Contractor's interim payment certificates in accordance with
the Project Contracts Administration Procedure, get Site Supervision Superintendent and
owner representative signatures for confirmation of work executed.

d) Review, in particular for the "unit prices contracts", the accounting submitted by Contractors,
checking in detail quantities, supported by Specialty Supervisors (to be calculated in
accordance with the drawings issued for construction and in accordance with the Methods of
Measurement), correct application of unit prices (to be in accordance with the contract price list
and contract requirements), correctness of ail calculations (arithmetics).

e) Assure that extra works, claims, backcharges, penalties and close out of the contract are
performed / processed in accordance with the established procedure.

f) Ensure that the final payment certificate contains:

- Contractor's close out letter (issued by Contractor).


- Draft of the Bank Guarantee (issued by Contractor).
- Certificate of completion (signed by Contractor and by Site Supervision Superintendent

g) Verify and check invoices, if required by the Project Quality Assurance Plan.

h) Prepare together with the Site Supervision Superintendent the Contractor claims preliminary
assessment and assist up to claims final settlement.

i) Assist the Site Supervision Superintendent in resolving disputes (if any) with contractors, about
contractor's contractual obligations and participate as required to the site meetings with
contractors.

j) Check and ensure receival of all contract documents from Home Office.

k) Ensure that all contract documents are properly filed and in auditable conditions.

l) Take care the preparation and transmition to the Project Manager the draft of contract
amendments due to extra works, backcharges, claims.

m) Issuing Quality Forms according to the Quality Assurance System Procedure for both System
and Contracts.

n) Implementing appropriate Corrective / Preventive Actions according to the Quality Assurance

2.5 QA / QC Engineer

Reports to: Site Supervision Superintendent

Responsibilities:

a) Review with the assistance of the Discipline Engineers, Contractor's Quality Manual,
construction Quality Control Plans, Method Statements, Construction Procedures, highlighting
the cases where deficiencies are encountered.

b) Direct field Supervisors in all matters related to Contractor's quality control.

c) Ensure that the Site Document Controller has a complete set of all the specifications, codes,
technical documents, Contractor's procedures, manuals and drawings, associated with all
phases of the construction work, continuously updated to reflect latest approved issues.
d) Ensure that the Site Supervision, within his own organization, are working solely with approved
documentation.

e) Ensure that all Non-Conformance Reports, issued by the Supervisors, are duly logged and
followed up until satisfactory completion of Contractor's proposed corrective actions.

f) On quality issues, provide input to the Site Supervision Superintendent's montly report.

g) Attend to Contractor's periodic construction meetings and provide information regarding


problems and proposed actions.

h) Prepare comments on Contractor's Reports, related to his task.

i) Issuing Quality Forms according to the Quality Assurance System Procedure for both System
and Contracts.

j) Implementing appropriate Corrective / Preventive Actions according to the Quality Assurance


System Procedure for both System and Contracts.

k) Ensure that inspection and testing of all the works and that the Contractor's forms are duly
signed by involved supervisors.

2.6 Safety Engineer

Reports to: Site Supervision Superintendent

Responsibilities:

a) Review Contractor's Safety Manual and relevant Plant.

b) Ensure that all personnel are working in accordance with statutory regulations for safety and
health, the Employer's Safety Requirements, general rules and established safety practices.

c) Establish periodic inspections with Contractor's and Employer's representatives, to review


housekeeping conditions throughout the site.

d) Issue inspection reports, where it is necessary and recommend the required corrective actions.

e) Review Contractor's accident / injury reports, analyse trends and discuss with the Contractor's
Safety Engineer, the required remedial actions.

f) Attend Site Safety meetings, particularly those involving coordination between the various
Contractors / Subcontractors, operation at Site.

g) Ensure that accidents are promptly investigated by the responsible Contractor's personnel and
reports issued to the parties concerned within the required time limits.

h) Ensure that the field staff, within his own organization, are well acquainted with all the site
safety requirements.

i) Ensure that Contractor implements regular inspections of plant, tools, lifting equipment, etc,
for possible defects liable to affect the safety of plant and personnel.

j) Issuing Quality Forms according to the Quality Assurance System Procedure for both System
and Contracts.

k) Implementing appropriate Corrective / Preventive Actions according to the Quality Assurance

2.7 Material Controler

Reports to: Site Supervision Superintendent

Responsibilities:

a) Verify all the materials received by the Contractors at site, ensuring that they are in accordance
with the relevant Purchase Orders and the approved Materials Receiving Procedure used by
Contractors.

b) Inspection of Contractor's storage area and reporting of cases where deficiencies are
encountered.

c) Sign of Contractor's Material Receiving Reports, recording in the same any discrepancies were
found during the visual inspection.

d) Review Contractor's storage procedures to ensure that they are compatible with the suppliers
recommendations and standard practices.

e) Issue of AF's Material Receiving Reports in accordance with the Employer's established
procedures

f) Ensure that suspected materials are placed in "quarantine" in a specified area, assign for that
purpose, until released for Construction, through the appropriate documentation, or returned
to the supplier for replacement.
g) Superintendent, through copies of the M.R.R.'s, of all the materials received at Site.

h) Recording the Contractor's Daily Site Log Book, all matters that requires his attention, ensuring
that the necessary corrective actions are followed up.

i) Advise AF's QC Engineer in all matters concerning quality issues.

j) Review and verify the Contractor's monthly payments for the received at site materials.

k) Issuing Quality Forms according to the Quality Assurance System Procedure for both System
and Contracts.

l) Implementing appropriate Corrective / Preventive Actions according to the Quality Assurance

2.8 Document Controler

Reports to: Site Supervision Superintendent

Responsibilities:

a) Keep a complete set of all the specifications, codes, technical documents, Contractor's
procedures, manuals and drawings, associated with all phases of the construction work,
continuously updated to reflect latest approved issues.

b) Issue updated lists, of all revised documents, to reflect latest approved issues.

c) Distribute all revised issues (documents) to all involved supervisors.

d) Collects and files all the internal daily forms concerning Contractor's work activities

e) Prepare weekly and monthly commulative tables concerning the progress of Contractor's works
per activity, in order to assist the Field Coordinator / Site Supervision Superintendent in
recommendation of Contractor's reports.

f) Issuing Quality Forms according to the Quality Assurance System Procedure for both System
and Contracts.

g) Implementing appropriate Corrective / Preventive Actions according to the Quality Assurance

2.9 Field Engineer

Reports to: Site Supervision Superintendent

General:
The Field Engineer normally but not necessarily - comes from the project management team.
He/she is assigned to the Construction Supervision Team as soon as the project activities have been
transferred to the Site.

Responsibilities:

a) Execute the assigned activities in accordance with the Engineering Practices and Quality
Standards established, the job requirements, the time schedule and cost requirements,
following the instructions given by the Site Supervision Superintendent.

b) Keep the Site Supervision Superintendent informed on the status of activities assigned to
him/her.

c) Familiarize himself/herself with the design, the technical specifications and the contractual
conditions applied in the project.

d) Act as a liaison between Home Office and Site ensuring the adequate flow of design
information between the Construction Supervision Team and the home office project team.

e) Coordinate any activities necessary for the solution of any problem raised on site related to the
design.
f) Assist in the supervision and the coordination of the field engineering team, if such a team is
available on site.

g) Cooperate with the construction Supervisors and provide technical back-up on design and
engineering aspects faced during construction.

h) Assist the Planning Engineer in the preparation of the Construction Progress Report.

i) Keep updated files and marked-up copies of Engineering Flow Diagrams, Line Classification
List, Tie-in List, Equipment List, Material Requisition Index, Job Specifications index, recording
potential changes and/or deviations made during the execution of the works.

j) Conduct necessary liaison with Client's engineering representatives, in the field relative to
design or specifications.

k) Assist in the interpretation of the construction contract bid packages prepared by the
ASPROFOS.

l) Assist in the evaluation of cost and scheduling impact of contract changes submitted by the
erection Contractor.

m) Issue Quality Forms according to the Quality Assurance System Procedure for both systems and
contracts.

n) Implement appropriate Corrective/Preventive Actions according to the Quality Assurance

2.10 Planning Engineer

Reports to: Site Supervision Superintendent

Responsibilities:

a) Receive and deeply review the construction schedules prepared by the Erection Contractors.
Such review will be mainly concentrated to the feasibility of the schedules themselves, the
definition of critical milestones, the Owner's commitments deriving from the schedule, cross
checking with the engineering/procurement schedules of the individual projects, etc.

b) Cooperate with the Erection Contractor's Planning Engineers and update construction
schedules provided by them in electronic format, for all the current construction contracts.

c) Monitor and register the progress achieved versus the planned one and detect areas of indolent
activity that could cause undesired delays to the overall schedule.

d) Keep the Site Supervision Superintendent in advance informed of such problems and suggest
corrective/preventive actions accordingly.

e) Determine schedule interfaces among independent Erection Contractors/Vendors and provide
early information to the Site Supervision Superintendent so that an effective coordination is
achieved on Site.

f) Check Contractor's manpower available on site reported by the Construction Supervisors versus
the required one to detect deviations and the corresponding impacts on the project schedule.

g) Ensure that progress data are received on time.

h) Review with the assistance of Construction Supervisors, the monthly progress submitted by the
Erection Contractor.

i) As directed by the Supervision Superintendent and on the basis of the Quality Assurance Plan
and Project Control Procedures, set up the reporting system to be used for the site supervision.

j) Prepare with the assistance of Construction Supervisors, the site progress report to be issued on
monthly basis.

k) Assist in the preparation of the contract close out report.

Contracts.
