Creating this Roads Connector Activity Center LCI will provide Henry County Citizens a North/South transportation
corridor to avoid having to use I-75 when traveling throughout the county. The designation of these acres along
I-75 as an activity center allow the property holders to come together to master plan the desired
residential/economic development and natural resource components of this area. Planning discussions about the
cause and effect of such considerations allow for the best laid plan going forward. I think the time is now while
the economy is slow to plan what our county should look like in the future rather than be unprepared as was the
past rapid growth years without such a plan.
2. Since Nash Farm has been added by the National Park Service into the Lovejoy Battlefield, do you plan to
seek grants that will help develop the park?
With Nash Farms now being designated a core battlefield in the Civil War, there is no reason not to pursue grants.
As per the county's website, the listing in the National Register of Historic Places makes it eligible for grant
funding to assist with preservation efforts with "the next step to submit an application, which is already in
progress."
I will keep abreast of the money spent on transportation projects to insure that the least amount of money is
spent to complete SPLOST projects in the District. Spending less money than budgeted on each project will allow
completion of the maximum number of road projects with the money that is allocated to the District. We need to
encourage more consumer dollars to be spent in Henry County to increase our SPLOST revenues. This will provide
more funds for transportation spending.
Much has been written about the County's exploring a $40M Bond initiative to fund a Movie Studio enterprise.
Many good points have been presented on both sides and many unanswered questions exist. The key to the
success of any project requires an educational process with openness and transparency. Being only a Candidate
for this office, I am not going to be privy to such confidential information as needed to make an informed decision
if this is a proper place for the county to involve its bonds. As a businessman with over 40 years of financial
experience I will search out the answers to necessary questions to preserve the tax dollars of our Citizens. A
review of such things as forecasted results and return on investment are key to the success of the enterprise that
will operate this studio. If they cannot make it work, the risk to the County is greater. I feel the county's review
thus far of the exposure/risk, and their request for Letters of Credit shows it proceeding with caution, while
eliminating risks they see with the project.
5. What is your position on the train possibly coming through Hampton to Griffin?
This subject has been around for many years with no further progress or plan for implementation. It is the State's
responsibility, not Henry County, to pursue rail from planning, funding, or initiating it. If the state finds funds to
do such, the train will go through Hampton but doesn't mean it will stop there. I will not commit any Henry
County Citizen's tax dollars to this. I consider this a non issue as funding at the state level is not there to even
start the project much less complete it.
YES! One of the biggest differences I feel I can make is to be accessible and listen to the Citizens of District 2. I
will work to understand all sides of each issue and work to allow each side to understand the other's position. I
feel with openness, the intent of something being planned, brings understanding instead of distrust. Government
must create trust with its Citizens and working for the Citizens has got to be Job #1.
7. Can you help to make the Henry County Police Dept. even more evident in the area?
I will be available to the Citizens of the District to be made aware of Safety issues in their communities. I will
bring any Safety issues brought to my attention to the Chief of the Dept. to find out what is being done regarding
such issues. To the extent the Dept. is already working on a solution but the Citizens have not been made aware
of it, I will create whatever forms of communication necessary to insure they are aware work is in progress. To
the extent these are new issues that have yet to come to the Dept.'s attention, I will report back on any program
the Chief creates to bring the issue under control.
8. Do you feel you can work effectively with the other board commissioners?
Most definitely! I would not want to hold a position in any organization that I could not work well with everyone
and I certainly wouldn't spend time running for an office where that may not exist. We all have a common job to
make the County the best place for its Citizens to live and as such this common bond will allow us to share ideas
and bring solutions together as a team. I was able to get to know each person on the Board during the 2008
Chairman's race, and feel we created a respect for each other that would allow us to work well together.
Henry County residents in Commission District V will receive an update on roadwork, the crime situation and how
recently passed state legislation can affect schools in their community.
District V Commissioner Johnny Basler and District 10 State Sen. Emanuel Jones (D-Decatur) will host a joint town hall
meeting on Sept. 23, at 6:30 p.m. It will be held in the cafeteria of Woodland Elementary School, located at 830 North
Moseley Drive in Stockbridge.
Jones is running for re-election in November, and is unopposed. Basler, a Republican, will face Democratic challenger,
Bruce Holmes, in the upcoming general elections.
Jones said he will give a recap of the 2010 legislative session during the townhall meeting, as well as a preview of the
2011 session. "In about four more months, we'll be back in session, so it gives me an opportunity to update the public,"
he said.
One of the topics Jones said he will discuss, is Senate Bill 299, which he co-sponsored. The bill, which affects school
systems' "zero tolerance" policy, became a law in May. "That bill changes the infractions for a first offense for a kid who
brings a weapon to school, from a felony to a delinquent act," he said. "[It] addresses the issue of kids who bring Tweety
Bird keychains to school, that are not really weapons."
The senator said he also plans to discuss House Bill 277, the Georgia 2020 Transportation Act, which became law in
June. "It's important to Henry, and the entire Southern Crescent region," added Jones. "The bill is the General
Assembly's solution to the gridlock we have in the state."
HB 277 created the Georgia 2020 Transportation Trust Fund Oversight Committee, and provides for the allocation of
money from the trust fund. It also allows for a 1-percent special transportation sales-and-use tax, to fund transportation
projects, according to the Georgia General Assembly web site.
The town hall meeting will also provide residents in Commission District V with information on various Special Local
Option Sales Tax (SPLOST) issues, said county officials.
Some of the SPLOST topics Basler will discuss include the new Fairview Recreation Center, and the future widening of
Fairview Road. Construction on the recreation center began in January, and county officials have not set a projected
completion date.
Basler said he will also discuss police matters in his district. He said crime rates in the district have been decreasing, and
no specific incidents have been brought to his attention. In addition to giving out information, Basler said he will be
prepared to answer residents' questions.
Townhall meetings with local and state officials are a way to inform constituents, said Basler. "We try to have them twice
a year, just to keep the citizens up on what's going on in the county."
Two newcomers will contend for the Henry County Board of Education District 5 seat: Rodney "RC" Christopher and Ryan
S. Davis. One aspect the candidates have in common is that they are both strong advocates for education and are
passionate about Henry County.
Christopher, 39 and a communications specialist for Central Georgia EMC, said he believes that all students are entitled
to an education that will prepare them for success in their future endeavors.
"I am a father of four children within the school system," said Christopher. "I believe I have the dedication and initiative
to work for the parents, educators, students and the community."
For Davis, 21 and a regulatory services analyst, he feels the board needs some fresh ideas.
"As a lifelong resident of Henry County and a graduate of this school system I understand the needs of this community,"
he said. "My up-to-date knowledge of our schools as well as my finance degree from college places me in the best
position to have the most impact."
Davis went on to mention his five-point plan of action for his first term in office, should he win. He plans to prioritize
spending [ending teacher furloughs], open access to the Academy for Advanced Studies at Henry County High School,
have a common sense disciplinary policy, have better cooperation with the state, and maintain funding for band, chorus,
art, physical education and high school athletics.
The non-transportation zone policy that is currently in effect and ineffective, the students abilities to compete in a global
marketplace, and the lack of engagement and closed channels of communication between the students, parents,
educators and the BOE are the main concerns of Christopher.
Christopher counts his various work within the community as the reason why he is the best person for the seat.
He has more than 25 classroom experiences with students, has been a member of the Henry County Chamber of
Commerce education committee as well as being an active partner in education with Bethlehem Elementary School for
the past two years.
Davis said he feels the students deserve someone who is going to understand what they are experiencing and who will
work to implement policies that protect their personal choices as well as their educational needs.
He added taxpayers in District 5 deserve a school board member who will look critically at the information, analyze,
compare and make solid financial decisions without raising taxes.
The Henry County Transit system provides safe, reliable, accessible and affordable transportation for all citizens
throughout the county with a fleet of 25 sixteen-passenger wheelchair-accessible buses. The department operated
81,529 passenger trips last year for patrons needing transportation everywhere from the supermarket to the bank.
The transit buses operate Monday through Friday from 6:00 a.m. to 6:00 p.m. and passengers are required to make
reservations to schedule a pickup. The fare for those under age 60 is $4.00 per stop and $2.00 for those aged 60 and
over. Trips to the County's two Senior Centers cost $1.00 each way.
A prominent Republican congressman raised the specter Friday of a government shutdown if the GOP wins control of the
House.
Speaking to hundreds of activists gathered at the Mayflower Hotel in Washington for the Faith and Freedom Conference,
Rep. Lynn Westmoreland (R-Ga.) urged the audience to stand with House Republicans when they go toe-to-toe with
President Barack Obama.
Westmoreland said his caucus - presuming it takes control of the House come November - aims to pass spending bills
that Obama is likely to veto. He predicted Republicans would not be able to override such a veto, creating a standoff that
could cause Congress to grind to a halt.
"If the government shuts down, we want you with us," he said.
The congressman recalled a similar shutdown that took place in 1995, when Newt Gingrich - also a speaker at the
conference - was serving as House speaker. A future standstill could temporarily close national parks or delay payments
from the government, Westmoreland speculated.
"We have put Band-Aids on some things that need to be cleaned out," he said. "That is going to take some pain. There's
going to have to be some pain for us to do some things that we've got to do to right the ship.

The assessor must value land uniformity. That is, the subject is 96.66 acres will be valued
according to a county land schedule adopted by the Board of Assessors. The
characteristics of the subject may be adjusted because of road frontage, topography, etc.
As much as we would like to value property by the sale price, it will alter the uniformity, you
also have to consider HB 233 which is a 3-year moratorium on increases, and therefore,
even if the assessor wanted to increase the value he is limited.
Your comment about the value is excellent. They need to have an appraisal completed by
someone other than a local appraiser.
The value may be much different than indicated in light of today's economy.

The Agenda is the weekly political "hot topic" television show produced and broadcast by SBN Television. The show was
begun in 2004 and can be seen on Charter Channel 22, Monday through Friday. For much of its history, The Agenda
was primarily a community information program, occasionally dealing with issues or political candidates. Ray McBerry
was asked to begin hosting the show in January of 2008 in the hopes of making it more of a political "hot topic" show of

Obama like most politicians try to sell the CREATION of jobs through INFRASTRUCTURE. Government funded
infrastructure does not create enough jobs through the work force to make any significant difference, because it is
geared to only one class of jobs (what about the rest of working America) ? One day they will come to realize that even
though we need infrastructure updated it is not the ANSWER and SAVIOR of creating jobs.
Because of the BACON-DAVIS act of 1931 the taxpayer cannot get the best BANG FOR THEIR BUCK. Billions and Billions
of taxpayer dollars are placed into projects that only a VERY VERY small percentage of the work force tied into very
large construction companies. These projects are OVER BUDGETED because they are forced to pay prevailing wage,
therefore there is no room for competing bids. When STIMULUS ONE money went out to cities and townships they had
to pay prevailing wage to their employees, thus not getting the most for their money (big surprise, government
involvement). Paying people prevailing wage (which is more than they normally make) is like going to McDonalds and
ordering a BIG MAC with FRIES and paying for a FILET and BAKED POTATO, that is the mindset of government with
YOUR tax dollars.
Another government waste of money is the CREATION of GREEN JOBS. When you have to spend 8-10 times what a job
pays that is not the way a businessman that pays taxes would create a job, but government spending your tax dollars
don't care how much they spend just to get a sound bite. Would you pay $1.00 for a 10 cent coke? Speaking of saving
energy and green jobs ask your congress person why MOST (if not all) of the HIGH PRICED, ENERGY SAVING light bulbs
are made overseas and not in AMERICA. We have light bulb manufacturers in this country that are not permitted to
produce them, but we don't have any problems getting them from China. If you want to create jobs start taxing the
imports giving American companies the capability of competing. Don't blame the companies for moving, and sending
jobs overseas, blame Congress for passing the laws making it possible for this to happen. Of all the trade deals that
politicians pass America ALWAYS ends up on the short end. I hate to be the one to tell you but America will NEVER be
back to the Industrial country it once was because of the TRADE DEALS. Get used to unemployment being high until the
trade laws are changed.

It seemed like a miracle that our President was able to convince BP to establish a $20 billion escrow fund to compensate
those hurt by the oil plume in the Gulf of Mexico. After all, he had no constitutional power to force them to do so; so he
had to resort to Chicago-style negotiating.
Ever wonder why BP made the concession so quickly? Take a closer look at the effect on BP's finances for the answer:
1. BP will establish a $20 billion fund, but will pay only $7 billion into it during 2010.
2. BP is a British corporation, but has a very large operating entity in the US. However, only about 30% of its income is
derived from the US.
3. By Generally Accepted Accounting Principles (GAAP), BP must book the entire $20 billion expense in the year
accrued. Therefore, they will book a $20 billion expense in 2010, reducing their US tax liability by $7 billion.
4. The President also convinced this massive corporation to show their concern for the "small people" by withholding
dividends to their shareholders for the last 3 quarters of 2010. This reduces their outward cash flow by about $7.5
billion, including approximately 40% of that amount to US citizens. If the Bush tax cuts survive through 2010, the US
Treasury will lose another $450 million in taxes on that amount.
Now, let's summarize the results into bullet points easily understood by all.
BP Cash Flow:
Many feared this would happen. After all, our President was the most inexperienced man in the room.
Did he "Kick Ass", or did he get "Sucker Punched"? Or, is this another 'backroom deal' Obama negotiated which will
ultimately get him a huge financial 'plum'? Should Obama be negotiating anything dealing with money and finances at
all?
Bottom line: The $20 Billion BP is putting up will create a $7.5 Billion positive cash flow for BP this year and a $10.95
billion loss to our Treasury.
But, Obama actually thinks he really did something special and "kicked ass'.
In reality, BP executives are laughing at him and kicked his ass. He is in over his head when he starts dealing with
savvy business people.
