The purpose of this Manual is to communicate the Policy for Quality, Environment and Safety of the company “Masa Petroleum Services ", to describe the integrated management system (quality, environmental and safety) adopted to present the basic document for the activity of audit of the system and to present outside the above system of management.

3. DEFINITIONS

The definitions adopted in this document are those listed in the standard UNI EN ISO 14001, UNI EN ISO 9001, OHSAS 18001:2007.

4. DESCRIPTION OF THE MANAGEMENT SYSTEM 4.1 GENERAL REQUIREMENTS OF THE SYSTEM

The Integrated Management System described in this manual has been structured primarily to be a tool that allows the Organization to monitor and, therefore, to control their own level of performance quality, environmental and safety and legislative compliance. The Integrated Management System controls the quality of processes and products and, on this basis management, will search and will eventually create a continuous improvement of the level itself. On this basis the application of the system provides the ability to search and achieve over time a continuous improvement of the services themselves, through the definition of objectives, the implementation of programs and periodic review. The implemented management system is based on the commitment of the Management to make available all the resources (human, technical and financial) necessary for the activation of the “Quality, Environmental and Safety System." It also ensured that the new corporate philosophy is understood and supported at all levels, illustrating

the Corporate Policy to Directors, which are required to implement it, to spread and to explain

The implemented system consists of two main areas of integrated management system.

The first part, which was developed at the central level of management and staff, includes a general description of the system, management's commitment to customer satisfaction and continuous improvement, policy and procedures relating to the support processes.

The second part, developed as part of the external processes (outsourcing:

production of the goods; special processes as " painting, welding, hydraulic cylinders, precision machining, electrical probes, cathodic protection, non- destructive testing, " service training or training)

Essentially includes procedures for management and monitoring of the processes of implementation of our service.

The main processes of the company are as follows:

The management of the company Masa Petroleum Services, first held its firm belief in the principle of sustainable development, according to which the evolution of technology must be achieved on the condition of the environment and safety. We have defined, therefore, very clearly what is the common goal towards which turns the commitment of all employees (mission), each with the skills and the specifics of their role. The Management, therefore, identified as follows:

Any change or innovation process must be evaluated to implement, if necessary, appropriate measures to prevent, control or reduction of environmental effects. In addition, when selecting our suppliers, preference will be given to those who adopt clean technologies and operate under integrated management systems.

Masa Petroleum Services Co. aims to create in its employees increasing attention towards the protection of service quality, environment and safety, through briefings, training and periodic audits. We constantly look for the cooperation of public authorities and local communities.

Masa Petroleum Services Co. undertakes to allocate adequate human and financial resources to the full disclosure of this policy and the attainment of the objectives, goals and program environmental and safety necessary to apply it.

The Management is committed to spread to all levels of the company Mission and Corporate Policy (Quality, Environment and Safety), supporting the commitment undertaken through strategic choices addressed to the purpose and allocation of adequate resources to the objectives and goals (Quality, Environment and Safety) and monitor regularly the activities through:

Tools implemented by the Integrated Management System (Quality, Environment and Safety), Operational Controls, Management Review.

The method adopted to ensure that the policy provides the reference for setting and reviewing environmental objectives and targets are as follows:

4.3 PLANNING SYSTEM

Masa Petroleum Services Co. identifies and evaluates the environmental aspects and safety arising from the processes according to a specific methodology documented in the procedure.

Masa Petroleum Services Co. makes these targets a means for lowering the guiding principles of a general nature outlined in the environmental policy into daily operations.

4.4 IMPLEMENTATION AND OPERATION OF THE SYSTEM

Masa Petroleum Services Co. has defined the setting of the structure and responsibility for the proper management of the integrated system (quality, environment and safety) to be operational in accordance with the needs and the professionals figures available locally.

The setting of the organizational structure for environmental and security management is based on a dual figure:

• Responsible for the system, which has specific expertise of integrated management systems (Quality, Environment and Safety);

• The expert technologies and environmental laws (external), which has the technical skills to control the applicable law and issues / significant impacts of the activities of the site.

The Head of the Integrated Management System assumes responsibility for the management of this matter and he is appointed by Management Representative.

The Head of the SGI has the authority to ensure that the requirements of the UNI EN ISO 14001, ISO 9001 and OHSAS 18001:2007 are met and maintained.

Head of Integrated Management System:

• Coordinates all activities related to the Integrated Management System (Quality, Environment and Safety), in order to ensure compliance with applicable regulations; cares the certification maintenance, acting as an interface with the monitoring body. • Supports the direction in review meetings and drafting of any action plans, and monitoring the progress.

• Regularly provides reports on system performance and promotes continuous improvement.

• Defines the significant aspects and impacts of the organization and in collaboration with external consultants

• Cooperates with the Management to the definition of the objectives, checking as support the Management, the trend during the year and the achievement of the same.

Masa Petroleum Services Co. identifies all training needs that the control of significant aspects requires, according to a specific methodology documented in the procedure. All personnel involved in activities with significant impact is in possession of adequate training in this regard;

Such training results from the registration files of training made and from the personal file. The skills are updated when the products / services are affected by major changes or are new;

Even in this case the training activities is documented by procedures and registration documents.

It is also implemented channels to raise awareness in the whole structure, in order to spread a culture and a proper attention to the aspects that management system has to control. Material aspects, the related impacts and their significance must still be known by the company structure.

The documentation of the Integrated Management System is divided into a series of three collections of documents, these collections are:

The organization of the Masa Petroleum Services Co., operates with the utmost attention to the internal and external processes related to all phases of the relationship with the customer, in order to properly determine the requirements for the service and review these requirements before it commit formally, based on a process of continuous communication with the customers.

We achieve this through understanding of our clients’ priorities and risks. We create a relationship built on mutual trust and respect. We promote innovation and maintain common values of safety. We keep open communications among our clients and Masa staff.

The following points are the used tools and actions taken by Masa Petroleum Services to verify the application of the Quality Assurance & Control System:

STOP CARD

Safety Training Observation Program (STOP) will be maintained by Masa Petroleum Services as an effective tool to continue improve the offered services. STOP cards will be provided inside the vehicle for the riders to write their observations either positive or negative. Anyone can use such cards such as employees, drivers, managers, auditors and travelers. The aim of this program is to eliminate incidents and injuries by identifying the unsafe acts and hazards observed by the riders. Safety audit is conducted.

EVALUATION SHEET

Detailed evaluation sheets will be available on the hand of responsible company manager to feedback Masa Petroleum Services with the quality offered and to keep up the quality improvement and development.

HOTLINE COMMUNICATION

Hotline communication is to be used between Masa Petroleum Services SPA and the client responsible person in order to immediately exchange of information with quick delivery of complaints and accordingly the immediate response to these complaints and/ or emergencies if any.

Masa Petroleum Services has a professional employees structure represented as strong organization chart. The SPA is the responsible person, of this organization, who is managing the day to day operation of the rental vehicle.

Meeting with drivers on a monthly basis to inform them about the client feedback and to maintain the excellent quality delivery.

Periodical audits and checks up for the vehicle breakdowns that may occur in the future.

4.6 Verification The performances of the Integrated Management System of the company are kept under control

The performances of the Integrated Management System of the company are kept under control through a system of monitoring and measurement.

We manage this activity through a methodology documented in the procedure. In particular it is monitored the achievement of objectives (Quality,

Environment and Safety) and compliance with the applicable requirements, measuring trends with indicators of performances suitable for the purpose. All measurements, whether they are internal or entrusted to external laboratories, are carried out with instrumentation and equipment kept under control;

of

control

on

the

instrumentation used for the activity to be attached to the analysis reports. The tools used for the execution of the measurements also have a known

tolerance compatible with the requirements of measurement. The final results of the measurements , based on the past three years’ experience, goes to build up a document that the Head of the SGI processes yearly , in order to appreciate over time the trends of improvement or worsening of performance (Report of the organization). The trends of performance indicators allow to make more comprehensive assessments and, consequently, to provide improvement actions.

Masa Petroleum Services Co. periodically perform towards customer’s satisfaction surveys, usually providing the sending of questionnaires regarding the expectations and quality perceptions of our product and related service, as regards the characteristics to be assessed outside our opinion:

The assessments made by the customer on the questionnaire are then processed to create the indicator of customer satisfaction (CSI, Customer Service Index). Once the degree of customer satisfaction i is made numerical and objective expressed by the indicator CSI, the result becomes the subject of analysis and discussion in order to:

• Compare the result with respect to a settled target • analyze the trends related to the index • define the need for any action to start • reviewing the offer and proposal to the customer • reviewing the final order • signing of the order confirmation

Masa Petroleum Services Co. periodically evaluate the degree of implementation of the Integrated Management System through the internal audit activity, or rather the set of the internal audits of the system carried out by suitably trained auditors.

The audit process is described in a separate methodology documented in the procedure which manages this activity, defines the timing, responsibilities, skills, forms and points to be verified.

With regard to the audit planning, the Head of the Integrated Management System manages an Audit Plan which is notified in advance to the structure.

The planning of audits, in determining the frequency of inspection of the area under audit, takes into account for the contribution of the environmental impacts and the entire security of the organization and therefore the most critical activities are reviewed more frequently during the year.

Even in the later stage of execution of the audit it is taken into account the importance of the area, going to partially cover the points of the related Check List and mentioned in the procedure.

During the course of internal audits particular attention is given to compliance with legal requirements and

The reports of the audits are part of the records of the system and the results are communicated to the Direction for review during the review meeting.

4.7 Review of the System

Periodically and systematically the Direction shall review the management system for the environment in order to ensure his adequacy and effectiveness over time. The review of the environmental management system is generally conducted twice a year, in the course of the review are always treated the following topics:

• monitoring of objectives and programs • Adequacy of the documentation of the system • Aspects and impact on Quality, on Environmental and Safety • The applicable requirements • Results of internal and external audits • Action plans in progress • Training needs • The audit plan of the tools • Relationship of environmental performance • Document about the risk assessment

All the reviews are attended by the Head of the Integrated Management System, which has the task to record the meeting and coordinate the action plan arising from it.
