INTERNET CAFÉ

THE PROBLEM AND ITS BACKGROUND

Introduction

Internet cafe or cyber cafe is a place where people can get connected to the

Internet while eating or have a cup of coffee using publicly accessible computer. While

the main activity in the cyber cafe is the Internet, such as email, newsgroup and web

site surfing, other applications usually available are office suite to type document,

spreadsheet, games, such as online games and other utilities such as printing service,

scanning and digital photo service. Some internet cafes also sell computer accessories

and computer related stuffs. People may have their food and drink at the computer table

or at separate tables provide by the cafe. Modern cyber cafe also have wireless

connection in their local area networking (LAN), where people can bring their own lap

top and get connected to the Internet by paying a small fee.

Ralph Internet Café, also known as a cyber cafe, is a place which provides

Internet access to the public, usually for a fee. These business usually provides snacks

and drinks , hence the cafe in the name. the fee for using a computer is usually charged

as a time-based rate. Putting up Internet Café is not easy , because you need to find a

good location and you have to invest a big capital. You also need to find low cost but

good quality materials to operate your business.

Internet Café play an important role in providing computer facilities and Internet

access besides improving ICT literacy among the communities in Malaysia, especially

to those who do not have computer at home. Though the establishments of internet café
bring various advantages particularly from the business and the academic views, it also

contributes to ethical problems regarding ICT services usage. The ultimate aim of the

study is to develop a framework for an ethical usage of ICT services at internet café.

This study used quantitative and case study research approaches, where the first part

involved a survey method to determine the variables that influence the user's behavioral

intention on unethical usage of ICT services at internet café. The units of analysis are

internet café operators, internet café users, regulatory bodies, parents and community.

The second part used a case study approach to further examine the effectiveness of the

control mechanism through the implementation of monitoring software.

The performance of a computer is a dependent on how well it works together as

a whole, it is important to know the factors that affect business operations because it

will have an impact on how well and profitable your business is going to be. Knowing

these things will let you understand that every aspect and every decision will make will

be able to give you advantage toward your competitors. Having all this information

gatherd will give the business an edge because you will be able to know what you

should and shouldn’t do in regards with the business. Acquiring of customer is the most

important thing specially when starting a business that’s why you should give them the

best service. Maximization of profit and having less cost will help the business to

expand in the future.

Thus ,Internet café is my main topic of my studies because computer use was so

high, people off all ages uses computers; students for their assignments and projects,

employees for their paper works and research, and of gamers for their fun and leisure,

there will always be a profit in the business of internet shops. Every customer will
choose a shop that will give them a service that have high speed internet connection,

search engine that will not pop randomly because it will just irritate the customers and

they want a café that will give them more access to shared databased.

Significance of the Study

The result of this study have important implication in the field of entrepreneurship

in identifying the factors affecting the business operations of Ralph Internet Café.

The findings of this study may be beneficial to the following groups and

individuals:

Internet Café Owners. This study will provide them knowledge and skills in improving

their business operation.

Students. They will be satisfied in using computers, they will be motivated to use

computers, based on their needs.

Online Entrepreneurs. The results help will them improved their services to their

customers, thus, making their business progress.

Future Entrepreneurs. They will gain an understanding on how to manage their

business operations effectively, in internet café business.

Theoretical Framework

Major differences exist in Internet accessibility among countries and regions,

reflecting a global digital divide and information poverty in parts of the world. In addition,

within developing countries we see clear tendencies towards increased concentration of

information flows to urban and central areas (Wong, 2002; Mwesige, 2004).

Economically disadvantaged countries and rural and peripheral districts within these

nations tend to fall further behind in human resource development as well as in

economic progress and political participation.

Expansion of Internet access in poor areas is facilitated by arrangements for public use,

such as Internet kiosks, cybercafés, or multipurpose community telecentres (Rogers


and Shukla, 2001). The Internet café (or cybercafé) concept has been successfully

spread to poor countries mainly because it combines reasonably priced access to the

Internet with some food and beverage services together with the chance to socialise

with fellow users and to pick up new knowledge and ideas on computer usage.

Internet cafés in developing countries thus offer opportunities for ordinary people to

obtain access to information and opportunities to communicate. They might, however,

also represent a threat to traditions and cultural values. Rathore and Alhabshi (2005)

report from Malaysia that cybercafés have primarily emerged as entertainment hubs.

The illicit activities in some of these cafés pose a cultural threat to the norms of the

Malaysian society and the government has worked relentlessly to reduce the ‘evilness’

associated with cybercafés. In some countries, they are even regarded as a political

challenge. In China, for instance, Hong and Huang (2005) report on people’s growing

interest in using Internet cafés and the authorities’ dilemma as between promoting

information and resisting democratization by this means. They also report an extensive

use of Internet cafés by youngsters and even minors for commercial gambling, violent

games, and viewing pornography. A high number of Internet cafés have been closed

down by the Chinese authorities aiming to fight ‘unethical’ use of the Internet and to

build a safer environment for young Chinese people.

On the other hand, cybercafés can function as centres for support, education and

learning about new tools and therefore could help people to overcome skill deficits

which would normally exclude them from access to information and new technologies

(Haseloff, 2005).
Statement of the Problem

The study attempt to determine the factors affecting the business operations in

Ralph Internet Café.

Specifically ,this study will answer the sub problems:

1. What are the factors affecting business operations interms of:

1.3 Management Factors

2. What are the possible way to provide the high and fast quality operation in the

business ?

3. What will you do to maintain the high and fast quality operation in Ralph Internet

Cafe?

In the Internet Café Business you will encounter different problems that will affect

the business operation.


Scope,Delimitation and Limitation of the Study

This study focused on the factors affecting the business operation in Ralph

Internet Café. It was conducted within the months of January to April of 2017. Students

belonging to the pilot section of Antonio C. Esguerra Memorial National High School in

Lupang Arenda Barangay Sta Ana Taytay, Rizal were the respondents of this study.

Definition of Terms

Computer. An electronic device for storing and processing data, typically in binary

form, according to instructions given to it in a variable program.

Maintenance. The process of maintaining or preserving someone or something, or the

state of being maintained.

Cyber Café. A cafe that offers Internet access on computers that it owns, or via Wi-Fi

on patrons' computers.

Customers. A person or organization that buys goods or services from a store or

business.

Business Operation. Activities involved in the day to day functions of the business

conducted for the purpose of generating profits.


Technical Factors. Implementing Web accessibility solutions often results in improved

technical performance.

Financial Factors. The income statement is a simple and straightforward report on the

proposed business's cash-generating ability.

Management Factors. Is often included as a factor of production along with machines

materials and money.


Chapter 2

Review Related Literature

This chapter presents the review of related literature and studies which is

composed of the foreign literature and studies, the local literature and studies and the

synthesis. The researchers prefer the following literature and study because of their

simplicity and relevance to the present study.

Internet cafes, or cybercafes, are places that have computers available, usually

for a fee, that you can use to go online. Internet cafes can be set up in actual

eating/drinking establishments, cruise ships, or other types of locations. Besides using

the computer workstation, you may also be able to print or scan documents, depending

on the Internet cafe.

Internet cafes are particularly useful for traveling, as they're pretty common in many

countries, you don't have to have a computer with you (as opposed to using a wi-fi

hotspot), and using an Internet cafe can be inexpensive if you're only renting the

computer to check email, share digital photos, or use VoIP for short periods of time.

In many countries where computers and Internet access are not widely available or

affordable, Internet cafes also provide the local population Internet benefits.

Finding and Using an Internet Cafe


There are a few global cybercafe directories that can help you find an Internet cafe near

your destination. Be sure to check in advance with the Internet cafe for their rates and

service availability.

Other tips for using Internet cafes:

Bring along a USB flash drive with your portable programs, settings, and documents.

The good thing about this method is you can have all your data with you but when you

uplug the USB flash drive, none of your information remains on the computer. Make

sure the USB flash drive has antispyware and antivirus installed on it.

If you don't use the USB flash drive method (or if the Internet cafe managers don't

allow you to plug it in due to security reasons), make sure you sign out of all websites

before your session ends. You don't want to leave behind any personal information at

all.

It would be best to avoid logging on to websites that contain sensitive data like your

bank account information, if at all possible!

If you have technical difficulties on the computer, talk to a manager and switch

workstations (it'll be a lot faster than waiting for tech support). (Pinola ,2017)

Because of increasing demand in computer I decided to put up a computer shop

that will help to sustain the needs of the customers, a shop that will offer a fast and high

performing computer with expensive price. Computers offer a number if advantages,

including giving users the ability to quickly and easily store and process data, allowing

for the digitization of things like photographs, music, movies, and books. When

connected to the Internet, computers allow users to near-instantly communicate with


people all over the world and to access a vast amount of information, resources, and

entertainments. Computers are also invaluable in running programs designed to aid in

research of all kinds. Its ability for communication and storing data would represent

another advantage. If connected to the internet, its ability to obtain resources would be

another attribute. With this advantage computer café can help generate higher sales

and profits for businesses via a company website. Many businesses now operate online

and around the clock to allow customers from around the worlds to shop for their

products and services.

Evident in various schools, the use of computer has accelerated with the

increased availability of computers and internet connections. The widespread

proliferation of computers in schools is based on the assumptions that computers have

significant role to play in education and that their use can and will result in the

advancement of education ( Drenoyianni, 2000).

Moreover, computer-assisted education could assist students in their preparation

to enter and compete in a modern global workforce ( Oppenheimer, 2007).

Found moderate-quality evidence that increased exposure to media- defined as

television, video games, films, computer or internet use, music, music videos, and

magazines- leads to alcohol or drug use or poor school performance, and only a hint

that it contributes to attention deficithyperactivity disorder. ( Gever, 2008).

Internet user shall not be allowed to access nudity, sexual activity, and

aggressive violence (unless it is an essential part of any educational requirement in

school). Whenever possible, the Internet café establishment shall install filtering

software that shall inhibit all Internet users’ access to pornographic websites.

These are just some of the very stringent regulatory provisions of an Ordinance recently

enacted by the Benguet Provincial Board prescribing guidelines and regulations of the

operation and service of Internet cafés and other similar establishments within the

province.

An Internet café establishment which violates the provisions of the Ordinance shall face

the cancellation of its business permit and license and an imprisonment of the owner for

six months to one year and a fine from 500 to 5,000 pesos.

If the violator is a government employee or official, an administrative case shall be file

against the person and shall be subjected to penalties ranging from suspension to

dismissal.

Known as the “Child-Friendly Internet Café Ordinance”, it embodies the provincial

government’s “role in protecting children against abuse, exploitation and violence, in all

forms and means, including violence against children in cyberspace, brought about by

the use and access of the Internet through Internet cafés and other establishments.”

The Ordinance seeks to affirm the province of Benguet duty to promote, protect and

safeguard the survival, the development, protection and participation rights of all
children, consistent with the Convention on the Rights of the Child and the Philippine

National Strategic Framework for Plan Development for Children.

Under the said provincial ordinance, a child Internet user (anyone below 18 years old)

shall not be allowed to use the services of an Internet café during regular school hours

for on-line or network gaming, e-mail, chat or any other service, unless permission is

given by a duly-authorized representative of the school, parent or guardian.

(Quintos,2009).

Be it enacted by the Senate and House of Representatives of the Philippines in

Congress assembled:

Section 1. Short Title. – This Act shall be known as the “Anti-Child Pornography Act

of 2009.”

Section 2. Declaration of Policy. – The State recognizes the vital role of the youth in

nation building and shall promote and protect their physical, moral, spiritual, intellectual,

emotional, psychological and social well-being. Towards this end, the State shall:

(a) Guarantee the fundamental rights of every child from all forms of neglect, cruelty and

other conditions prejudicial to his/her development;

(b) Protect every child from all forms of exploitation and abuse including, but not limited

to:

(1) the use of a child in pornographic performances and materials; and

(2) the inducement or coercion of a child to engage or be involved in pornography

through whatever means; and


(c) Comply with international treaties to which the Philippines is a signatory or a State

party concerning the rights of children which include, but not limited to, the Convention

on the Rights of the Child, the Optional Protocol to the Convention on the Rights of the

Child of the Child on the Sale of Children, Child Prostitution and Child Pornography, the

International Labor Organization (ILO) Convention No.182 on the Elimination of the

Worst Forms of Child Labor and the Convention Against Transnational Organized

Crime.

A number of laws are derived which establish relationships between

factors related to computer system performance. These laws are obtained through the

operational method of computer system analysis. The operational method, which is

formally introduced in this paper, differs significantly from the conventional stochastic

modeling approach and is based on a set of concepts that correspond naturally and

directly to observed properties of real computer systems. The operational laws

presented in this paper apply with complete precision to all collections of observational

data, and they are similar to fundamental laws found in other areas of engineering and

applied science. (Buzen,1976).

Why are they go to the Internet café? Is it because they have no computer at home? Off

course they have their own computer at home, but actually they have much more fun to

use computers at cyber cafes. Among the main reasons is that they can socialize with

friends, exchange ideas in reality world about virtual world and to play some multiplayer

game through the network.

Internet was introduced in early 90’s in the Philippines, and since then, it has

been on a tremendous growth because of incentives provided by Government of

Philippines to promote Computer related fields, such as computer education, Internet

Service Providers and, etc. The demand of internet in the country has been growing

since its introduction. (Barda, 2015)

Undeniably, if you intend to be involved in an internet cafe business, you have to

think about how to attract young adults to the internet café. However, they are quite

picky with the computer specifications. Indeed so, because they require a good

computer specifications to meet the requirements of the latest games.

The internet is relatively new channel for scholarly resources, and contains vast

quantities of information that vary a great deal regarding its contents, aims, target

group, reliability etc. Hence, it is important that the end-user is aware of the diverse
information available in the internet, and educated in the criteria by which the

information content should be assessed ( Chapman, 2002).

Internet use has become very popular in many areas as well as in eduction in

recent years. Accordingly, Internet access in school increased greatly over the last 20

years. Many experts see the computer, combined with multimedia capabilities,as the

new tool that can transform education. (Hom , 2001).

Internet cafe business is a very interesting business. Computer technology is

evolving rapidly from day to day. Suppose you opened a cyber cafe business a year

ago, computers that you bought at that time could be considered outdated. At present,

broadband high-speed internet access is readily available everywhere and the rates are

quite cheap. You only need to bring your own laptop or netbook if you want to access

the Internet.
