Foreword
I
n preparation for the celebration of the International Women’s Day 2018, Kenya
Land Alliance (KLA) disaggregated and analysed 1,000, 099 out of the about 3, 200,
000 title deeds issued by the government of Kenya from 2013 to 2017. This booklet
reveals that women only got 103,043 titles representing 10.3 percent, while men got
865,095 titles representing 86.5 percent of the total. The glaring disparity is made
clear when looked at against the actual land sizes titled for women and men. The
data sampled shows that out of 10,129,704 hectares of land titled between 2013 and
2017 women got 163,253 hectares representing a paltry 1.62 percent, while men got
9,903,304 hectares representing 97.76 percent.
The five years duration of land title issuance is a pointer to the reality that gender
disparities continue to go unnoticed in Kenya. This is despite being a serious constraint
to progress towards achieving in specific the Goal Number 5 of the Sustainable
Development Goals (SDGs) on Gender Equality and Article 40 of the Kenyan
Constitution.
It is our hope that this disaggregated data of land title issuance during the period
2013 to 2017 will not be read simply as a “women’s issue”, but an important societal
issue. It is not a question of a few women being added to the land register rather it
is a recognition of the significant part women play in agricultural production as the
mainstay of food-crop production.
In support of the “Press for Progress” theme of the International Women’s Day 2018,
let this booklet inspire all its readers to think collectively, act and be gender inclusive
in demanding for gender parity in land title issuance process in Kenya.

he International Women’s Day (IWD) 2018 presents the world with an opportunity
to reflect on the process of striving for gender parity with the focus on the issue
of political and economic power-sharing between women and men, especially
in as far as securing land rights for both women and men is concerned. Kenya Land
Alliance (KLA) advocates that attitudes, practices, roles and responsibilities of men
need to be given attention if women are to be assured of increased sharing and
access to and control over land and other resources.
KLA contribution to the International Women’s Day 2018 campaign of press for progress
in the push for gender parity, is this booklet that provides disaggregated data of titles
issued since 2013 to 2017 by the government of Kenya. The data presented in this
booklet is KLA’s effective way to promote, monitor and provide a report card of the
Kenya national effort towards gender equality.
It is therefore, KLA’s hope that IWD celebration galvanizes the national collective
action to tackle gender disparities in structure and processes of land title issuance
as shown in the summary table here below. One of the KLA main finding from the
analysed data was that while 1,000,099 titles were issues in 44 land registries, the actual
beneficiaries were 666,874. This calls on all of us to begin to deal with the causes of
gender inequality and disparity rather than simply treating the symptoms.
KLA wishes all readers booklet to raise the question- what does development mean? -if
more than 50 percent of the population in Kenya who are women–are not considered
on equal terms with men in issuance of title deeds?
All sections of this booklet are interconnected so plough through all of them to
appreciate the need for collective action and shared responsibility in the push for the
gender parity, which makes this International Women’s Day 2018.

The campaign theme of press for progress in gender parity does not end on International
Women’s Day 2018. It should be the beginning of using gender disaggregated data in this
booklet to engage with the land ownership transformation agenda that include the land
rights and interests of women as well as men. To KLA this requires empowerment of women to
demand their rightful share of land titles. KLA hopes that the initiative of analysing title issuance
data will stimulate further research on the process of on-going titling not simply as a women’s
issue but as a foundational important societal issue it is.
