STATEMENT OF PROBABLE CAUSE 12/18/2017 02:13:35 PM

Your Complainant is a Minnesota state certified peace officer with the Ramsey County Sheriff’s
Department and makes this Complaint based upon the report and/or observations of Deputy A. Skelly and
Investigators J. Maltby and Jiminez of the Ramsey County Sheriff’s Department. In October 2017, Deputy
Skelly was dispatched to the Perkins Family Restaurant located on the 1000 block of County Road E in
Vadnais Heights, Ramsey County, on a harassment report. Upon arrival, she spoke with
complainant/employee R.R.W., DOB: 10/23/1976, who reported that over the previous several months she
has noticed that the water in her water bottle has tasted like urine. The latest incident occurred on October
16, 2017, around 1100 hours. R.R.W. reported that the instances of distasteful water in her water bottle
started after she told a co-worker, “Conrrado Cruz Perez, DOB: 2/19/1971,” that she only wanted to be
friends with him. Cruz Perez had previously demonstrated a romantic interest in R.R.W. She reported that
there had been about 15 instances of urine-tasting water in her water bottle at work since that time.

Under Miranda, Cruz Perez initially denied to investigators that he ever tampered with R.W.W.’s water
bottle. When asked about the possibility of DNA testing on the subject water bottle, Cruz Perez eventually
informed the investigators that he had urinated into R.W.W.’s water bottle one time approximately three
weeks ago. He did so only because he had to go to the bathroom and the restaurant was busy. He then
reported that he forgot to throw away the water bottle.

From the above sworn facts, and any supporting affidavits or supplemental sworn testimony, I, the Issuing Officer, have
determined that probable cause exists to support, subject to bail or conditions of release where applicable, Defendant’s arrest
or other lawful steps be taken to obtain Defendant’s appearance in court, or Defendant’s detention, if already in custody,
pending further proceedings. Defendant is therefore charged with the above-stated offense(s).

X SUMMONS
THEREFORE YOU, THE DEFENDANT, ARE SUMMONED to appear on January 11, 2018 at 8:15 AM before the
above-named court at 2050 White Bear Avenue, Maplewood, MN 55109 to answer this complaint.

IF YOU FAIL TO APPEAR in response to this SUMMONS, a WARRANT FOR YOUR ARREST shall be issued.

To the Sheriff of the above-named county; or other person authorized to execute this warrant: I order, in the name of the State
of Minnesota, that the Defendant be apprehended and arrested without delay and brought promptly before the court (if in
session), and if not, before a Judge or Judicial Officer of such court without unnecessary delay, and in any event not later than
36 hours after the arrest or as soon as such Judge or Judicial Officer is available to be dealt with according to law.
