COMPANY PROFILE

The National Police Commission is the agency mandated by the 1987 Constitution and the
Major Police Reform Laws, Republic Act Nos. 6975 and 8551 to administer and control the
Philippine National Police.

Under R.A. 8551, otherwise known as the "PNP REFORM AND ORGANIZATION ACT OF 1998"
the Commission's authority over the PNP were strengthened and expanded to include
administration of police entrance examinations, the conduct of pre-charge investigation of
police anomalies and irregularities, and summary dismissal of erring police officers.

HISTORY

In 1966, Congress enacted Republic Act 4864 otherwise known as the Police Act of 1966 to
provide the foundation for the much needed police reforms in the country. It created the
POLICE COMMISSION (Polcom) “to achieve and attain a higher degree of efficiency in the
organization, administration and operation of local police agencies; and to place the local police
service on a professional level.”

Since 1966, the Commission had undergone changes in its organizational structure. It was
reorganized in 1972 as the National Police Commission (Napolcom). Originally under the Office
of the President, it was transferred to the Ministry of National Defense in 1975 by virtue of
Presidential Decree 765, known as the Police Integration Law. This Decree also established the
Integrated National Police (INP) with the Philippine Constabulary (PC) as the nucleus. Ten (10)
years later in 1985, it was returned to the Office of the President pursuant to Executive Order
No. 1040. In 1989, Executive Order No. 379 placed the INP directly under the “command,
supervision and control of the President.”

The same executive order vested the National Police Commission with the powers of
administrative control and supervision over the INP. With the passage of Republic Act No. 6975
on December 13, 1990, the Philippine National Police (PNP) was established under a
reorganized Department of the Interior and Local Government (DILG). A new National Police
Commission was created within the DILG “ for the purpose of effectively discharging the
functions prescribe in the Constitution and provided in the Act.”

On February 25, 1998, Congress passed into law Republic Act No. 8551 otherwise known as the
"Philippine National Police Reform and Reorganization Act of 1998“ thus, amending RA 6975.
This Act strengthened and expanded the Commission’s authority over the PNP to include
administration of police entrance examination, conduct of pre-charge investigation against
police anomalies and irregularities and summary dismissal of erring police members.

 FIRST DAY EXPERIENCE

I had been introduced to Information Technology Management Divisin in NAPOLCOM


in my first day. I’m so nervous because its my first time there and ITMD have so many
employees, I thought those guys are strict but I’m wrong because they are all friendly
and they are all greeting me and smiling at me when they see me, so I became more
comfortable. Then after I introduced to my new family, I wait for my immediate
supervisor in her office because she’s in a meeting. We met 1pm in the after noon, she
interviews me and after that she gives me a task to sort out some paper woks. My
whole first day experience is fun and exciting despite my nervousness. I thought it was
going to be a mess but it goes well. Thank you lord I survive my first day in
NAPOLCOM.

 IMMEDIATE SUPERVISOR

My immediate is Maam Irine Obaob, She’s a hardworking person. I saw it in her in


my whole stay in ITMD. She’s All day busy doing what she need to do. She’s very
caring, she always ask me if I’m okay or I’m struggling with my task not only me but all
of her Employees. In my stay in NAPOLCOM, i didn’t saw her getting mad for
something. She’s Always smiling even she is tired. She’s a good example to other
employees. I learned so many things and life lessons from Maam Irine. And I thank her
for being so very kind to me and giving some advice to me.

 CO-WORKERS

My Co-Workers have Different Personalities so I need to more careful about how I


approach them. But they are all very energetic, every time I go to office I never get
bored because of them. The tiring days became easier because they are all just
laughing it out and joking all the time. There are no plain moments there. My stay in
NAPOLCOM became more exciting because of those guys. They also give me Advice
about finding job after i graduate and they telling me lessons in life that I can use.
They treat me as already part of the ITMD family. They are very patience here, they
are very careful in what they say and in task given to me, and they will not let you be
in a harsh situations, that’s how kind they are.

 OVERALL TRAINING EXPERIENCE

I think my whole time that I’m here in NAPOLCOM is the best. Because even I’m new here
i don’t feel uncomfortable. They are all always caring and friendly to me. They are not
pressuring me to do a task. They will not let you feel that you’re not belong there. They are
always treating me as I’m part of their family, and i think it’s awesome. I learned so many
things in my whole training experience. I learned to be Friendly, always be good to all. I
Learned to Cope, need to deal with different attitudes of different persons. Be Flexible, Do
not focus in just one thing, need to increase productivity, Life lessons and advice. Overall
Training experience in NAPOLCOM is the Best.
