When required, the Designer or the Division of
Environmental Resources (DER) evaluates potential
impacts to air quality including hot spot carbon
monoxide analysis and Particulate Matter (PM) 2.5
and PM 10 analysis. If an Air Study is not required,
then the Designer or DER completes the air quality
PE section of the Categorical Exclusion Document (CED).
Some projects may require an air quality analysis. The
results of the air quality analysis will be completed
and incorporated into a CED or TES as appropriate.
The Division of Environmental Resources approves the
Air Quality Technical Environmental Study (TES).

Alternative analysis is performed to evaluate each


proposed alternative’s ability to address the project
need in compliance with design standards with
respect to safety, capacity, Context Sensitive Design
CD (CSD), the environment and operational
improvements. Alternative analysis may reveal there is
a need for revision, integration or elimination of
alternatives to assure consistency with environmental,
community and budget constraints.

Alternatives are developed as conceptual solutions by


the Task Order Consultant based on the data collected
and the ability to address the project need with
respect to safety, capacity, the community and
CD environmental and operational improvements.
Information from meetings with local
officials/internal and external stakeholders is
considered in the development of the Alternatives.

An Alternatives Analysis Report clearly indicates the


reasons for developing the range of the alternatives,
why the alternative(s) were eliminated from
consideration, and why they do not meet the purpose
PE and need of the project. The “No Action Alternative”
(which may include short-term minor activities)
should be included to serve as a baseline for
comparing all other alternatives developed.

An Alternatives Matrix assesses the impacts of the


developed Alternatives. The potential impacts of each
Alternative may include environmental, right of way,
CD utilities, access, drainage, storm water management
and socio-economic factors, bicycle compatibility,
constructability, design exceptions etc.
An Alternatives of Accommodation Plan confirms the
proposed utility accommodation with each utility
FD company. On complex projects where multiple utilities
may be in conflict, a Utility Master Plan that overlays
all utilities present within the project area is prepared.

An Approved Annual Financial Plan (Major Projects)
includes the updated and FHWA approved Project
Financial Plans for Major Projects, as required by
CON FHWA regulations. In accordance with FHWA
regulations, a Financial Plan must be completed for a
project that is estimated to cost $100,000,000 or
more.

The Approved Project Plan (APP) is the advancement


and approval of the Preliminary Preferred Alternative
(PPA) developed during the Concept Development
phase (CD). The APP selection is based on alternative
analysis comparisons and provisions of a reasonable
PE cost for derived benefits that satisfy the problem
statement. This plan will incorporate detailed
environmental analysis and input as obtained in the
Preliminary Engineering phase. The PPA as established
in the Concept Development phase may address and
provide adequate detail for consideration as the APP.

An Asbestos Survey is performed on all buildings that


are scheduled for demolition in a given project when
the property in question has been acquired or a Right
FD of Entry has been obtained. The presence of asbestos
requires remediation. The Right of Way (ROW) District
Office notifies the Project Manager if an asbestos
survey is necessary.

As-built roadway and or bridge plans are obtained
from NJDOT’s Configuration Management Unit for
state owned roads and from other outside agencies
for non-state owned roads. Other plans
(rehabilitation/reconstruction/development) may also
CD be obtained within the project study area from
outside sources including NJDOT, Municipal and
County offices, developers, businesses, utility
companies and others sources as pertinent to the
project.

As-built plans are a set of drawings that represent the


actual built environment upon completion of the
CON project, which also lists the quantities and contract
items.

As-Built Plans are existing plans that depict the


PS original alignment, right of way, and jurisdiction of the
problem in question.

The As-Built Summary (DC-104), completed by the


Resident Engineer, lists the as-built quantities to assist
CON in preparation of the as-built plans. The As-Built
Summary also lists the original Contract Quantities to
be compared to the as-built quantities.

grants Authorization to Advertise upon approving the
FD Advertising Authorization Package. For state funded
construction projects, an AD-12 is circulated for
signature to grant Authorization to Advertise.
The Bureau of Construction Services Procurement
CON shall post on the Department's website the results of
the bid selection process.

The contract is awarded to the lowest bidder. The


Project Manager sends the award memo to the
CON Bureau of Construction Services Procurement
announcing the selected Contractor.

Base maps depict in detail the required existing


topography including the mainline and secondary
PE road baselines and existing right of way deed search
results.

The Department reviews bids for conformity with the


CON Contract and compares bids on the basis of the
correctly determined summation. The Department
makes the total bid amount for all bids available.
The Bureau of Construction Services Procurement
CON shall organize and tabulate the bids so that they are
ranked by cost and can be compared across bid items.

Bids are the submissions by contractors that outline


each contractor's proposed cost for completing the
advertised work. Bids also include the process by
CON which the Department manages the submission of
bids for advertised work from an individual, firm, or
corporation.

The Bureau of Construction Services Procurement


shall post the project within BidX, the Department's
CON electronic bidding process program, to allow for the
submission of bids.

The Capital Program Support - Program Systems


Management shall post the project addenda within
CON BidX, the Department's electronic bidding process
program, to allow bidders to electronically
acknowledge the posted addenda.

A Boring and In-Situ Testing Layout Plan shows the


location of borings and the in-situ testing required to
initiate the subsurface explorations. The plan may also
include geophysical and geologic surveys. The Boring
FD and In-Situ Testing is used to evaluate foundation
support, settlement, slope stability and ground water
conditions and determines the general geology of the
project site.

Boring Contract Specifications include the number,


location and depth of borings, the depth and types of
FD samples and the in-situ testing required to initiate the
subsurface explorations.

The Boring Data Submission consists of the boring


logs, boring location plans, in-situ testing and other
investigative analysis, as well as foundation type
selection. The boring data is submitted to the
FD Geotechnical Engineering Unit according to the Boring
Data Submission Template and Standards located on
the NJDOT Geotechnical Data Management System
(GDMS) website.
Provides access to certain predefined corporate
reports.

Utility Companies Assurance Plan

The CPSC Package is prepared by the Project Manager


at the request of the Director of Capital Investment
Planning and Development with a request for
placement on Capital Program Screening Committee
PS Agenda. The package includes but is not limited to the
following: - Location Map - A Presentation of the
recommendation - Preliminary cost estimate - Project
Charter

Based on the recommendation from the Capital


Program Screening Committee, the Capital Program
PE Committee evaluates and grants approval to prepare
the Final Environmental Impact Statement.

The CPSC provides their approval to advance the


proposed project to the PE phase. The Project
CD Manager signs and approves the CD Quality
Certification upon receipt of CPC approval to advance
the project to the PE phase.

The Capital Program Committee (CPC) approves the


recommendations of the Capital Program Screening
PS Committee to advance the project to the Concept
Development phase.
The Division of Project Management presents the
screening to the Capital Program Screening
Committee (CPSC) for a recommendation on
PS advancement to the Concept Development (CD)
phase. The CPSC will recommend that the project
advance to the CD phase or terminate the proposed
project.

The Project Manager prepares a memo for the Capital


Investment Planning and Development (CIPD)
Executive Director once BLAES, FHWA, the Designer
and other SME units select a final alternative for
PE inclusion in the Final Environmental Impact
Statement. The CPSC provides their recommendation
for advancement to the Project Manager and
forwards their recommendation to the CPC for
approval.

A Categorical Exclusion Document is an environmental


PE document for projects that do not involve significant
environmental impacts.

The Task Order Consultant prepares a Fee Proposal


based on the CD Scope Statement. The CD Fee
CD Proposal is negotiated between the Project Manager
and the Task Order consultant.

The Task Order consultant prepares photogrammetric


CD base mapping, as required. Level 1 mapping is
typically created for the Concept Development phase.

The CD Public Involvement Action Plan is developed


by the Project Manager in coordination with the
Division of Community and Constituent Relations
(CCR). It identifies the critical points for public
CD involvement, and the objectives for each point. The
goal of the PIAP is to solicit thorough public
involvement as early as possible to achieve
community ownership in the proposed project.

A Right of Way (ROW) and Access Impact Cost


Estimate is prepared by the ROW Regional Office for
CD the purpose of obtaining the ROW funding needs of
the Preliminary Preferred Alternative (PPA).

The CD ROW and Access Impact Plan shows the


affected properties , the area of the proposed right of
CD way takings, the type and use of properties and
potential easements needed for the Preliminary
Preferred Alternative(PPA).
The CD ROW and Access Plan and Matrix lists the
Block and Lot, indicating the type of acquisition
(partial, entire or easement) the amount of property
CD to be acquired, the existing use of the property (e.g.
residential, commercial, industrial) and access impacts
(adjustment, modification, revocation waiver) for the
Preliminary Preferred Alternative (PPA).

The Task Order consultant submits a schedule defining


project milestones and tasks in terms of weeks to
complete the Concept Development phase. When the
CD Task Order Agreement is ready to be executed, the
schedule is updated to include anticipated completion
dates.

The CD Scope Statement lists the anticipated work for


a project and includes details of the project
CD deliverables and a description of the limit of scope of
the project to the extent known at the inception of
the Concept Development phase.

Utility Companies Assurance Plan

The Certification of Completion (DC-20) is the form


prepared by the Regional Construction office at the
CON request of the Resident Engineer that certifies to the
Contractor that the project is contractually complete.

Road, Bridge, Contractor Personnel (i.e. SAT, ACI,


welding, etc.)
There are a number of certifications and clearances
needed in support of the project's certified plans,
specifications and estimate. Typical certifications and
clearances include: Designer's Certification, Project
Management Division Certification, Soil Erosion and
FD Sediment Control Certification, Right of Way
Clearance Letter, Utility Clearance Letter, and
Environmental Reevaluation and Checklist. For 100%
state funded projects, an Environmental Reevaluation
and Checklist is not needed.

After bids are received on an individual project, the


Bureau of Construction Services Procurement certifies
the individual bid prices that make up each
contractor’s total bid. The Office of Information
Technology group then loads this information onto
CON the Mainframe Computer. Once this has been
completed, Construction Management produces a
Line Item Profile Report for that project for use in the
bid analysis if needed. Construction Management also
files a hard copy into the Master Line Item Profile files.

A Certified Categorical Exclusion Document is a


certification by NJDOT that the project meets certain
conditions and criteria that will not result in significant
environmental impacts. A Certified CED document
PE does not require a formal submission to the FHWA to
request FHWA concurrence in accordance with a
Memorandum of Agreement and Memorandum of
Understanding with the FHWA, NJDOT and NJDEP.

The Plans, Specifications and Estimate (PS&E) package


is prepared in response to comments received from
project stakeholders on the project’s final design
FD submission package. The project’s PS&E package shall
be certified by the Department. Certification of the
package proceeds upon receipt of the designer’s
plans, specifications, and estimate package.

Change Orders are written orders from the


CON Department provided to the Contractor that modifies
the Contract.
Changed Field Conditions includes contractual
CON changes based on existing field conditions.

Utility Companies Assurance Plan

Communications include the formal flow of project


CD information that shall be carried from Concept
Development through to Construction.

The flow or exchange of information during the


PE design, the development and the construction of the
project between internal and external stakeholders.

Communications encompasses deliverables associated


with communicating project information to internal
and external project stakeholders, such as public
FD officials, the general public, outside agencies, internal
management, subject matter experts, and project
consultants.

A Community Profile is developed by the Division of


Project Management or the Task Order Consultant to
include U.S. Census demographic data for the study
area to determine the characteristics of the affected
area, neighborhood boundaries, locations of
CD residences and businesses, demographic and
economic information and land use patterns. The
Community Profile is utilized for the development of
the Public Involvement Action Plan and the
stakeholder list.

Community Relations includes the development and


implementation of the project’s public involvement
FD action plan (PIAP). Some common elements of those
plans include official’s briefings, public information
centers, public workshops and hearings.
The Complete Streets Checklist is used by Project
Managers and designers throughout Concept
Development and Preliminary Engineering to ensure
that all developed alternatives reflect compliance with
the Complete Streets Policy. Being in compliance with
the policy means that Project Managers and designers
plan for, design, and construct all transportation
CD projects to provide appropriate accommodation for
bicyclists, pedestrians, and transit users on New
Jersey’s roadways, in addition to those provided for
motorists. The Project Manager is responsible for
completing the checklist and must work with the
Designer to ensure that the checklist has been
completed prior to advancement of a project to Final
Design.

The Complete Streets Checklist is used by Project


Managers and designers throughout Concept
Development and Preliminary Engineering to ensure
that all developed alternatives reflect compliance with
the Complete Streets Policy. Being in compliance with
the policy means that Project Managers and designers
plan for, design, and construct all transportation
PE projects to provide appropriate accommodation for
bicyclists, pedestrians, and transit users on New
Jersey’s roadways, in addition to those provided for
motorists. The Project Manager is responsible for
completing the checklist and must work with the
Designer to ensure that the checklist has been
completed prior to advancement of a project to Final
Design.

Concept Development Approvals includes PE Scope of


Work Approval, CD Report Approval by FHWA, and
CD Capital Program Screening Committee presentation
and approval.
Upon approval of the CPC to advance the proposed
project from the Problem Screening phase to the
Concept Development (CD) phase, a Division of
Project Management Project Manager is assigned the
CD proposed project to initiate CD. The Project Manager
is responsible for managing the Scope of Work,
Project Schedule, Task Order Budget, Funding,
Mapping Level, Resource Determination, Consultant
Evaluation, and Project Reporting System Updates.

The Concept Development Quality Certification is


signed and submitted by the Task Order consultant
certifying the work has been completed in accordance
CD with the CD Scope Statement and in accordance with
the current Department Quality Management Process
and Procedures, and applicable State and Federal
design standards and requirements.

The Concept Development Report is prepared from


the CD Report template that includes all support
information used to develop the Preliminary Preferred
Alternative (PPA). It is compiled as a package
CD describing the problem, the collected data, the
findings and evaluation of all alternatives that were
developed and the PPA and other documented
information associated with the project location.

A Concept of Operations Report is required for


Intelligent Transportation System (ITS) deployments
CD that are not covered as part of the programmatic
conformance process.

The Designer or Bureau of Landscape Architecture


and Environmental Solutions (BLAES) develops various
FD alternatives to mitigate wetland impacts. These
various alternatives are the Conceptual Wetlands
Mitigation Plans.

Updated Preliminary Detour and Construction Staging
Plans and related information are submitted to
Construction Management, Traffic Operations and the
Regional Maintenance Engineer for a constructability,
maintenance and traffic impact review. The desired
PE result is to incorporate the review comments to
potentially reduce the duration of construction,
develop a reasonable construction cost estimate and
ensure the project can be constructed while
maintaining public safety.

Construction personnel review the Preliminary


Preferred Alternative (PPA) and provide comments for
the purpose of improving construction methods and
CD construction staging to identify options or methods
that could reduce the construction duration and refine
the construction cost estimate.

The Department has the right to make changes to the


Work at any time, including altering the Contract,
altering the requirements of an Item, increasing or
CON decreasing the quantities of any Item, or deleting any
Item. Such changes neither invalidate the Contract,
nor release the Surety. The Contractor agrees to
perform the work as changed.

Construction Completion includes the series of action


CON items that shall be performed to obtain final approvals
and achieve project closeout.

A construction cost estimate is a detailed estimate


based on knowledge and information obtained in the
PE PE Phase with input and concurrence of Subject
Matter Expert units.

A detailed Construction Cost Estimate shall be


completed for the project, for use in comparing the
FD bids eventually received from prospective
construction contractors.
Construction Cost Estimates are prepared for each
Alternative with the same base assumptions applied
CD to each. As a minimum, the Construction Cost
Estimates shall include the costs of Construction, Right
of Way and Utilities.

Construction Initiation encompasses deliverables


associated with the development, implementation
and control of the project’s schedule, budget and
scope, including the solicitation for a contractor and
CON execution of a construction contract. The lead office
develops these project parameters as project baseline
documents in the early stages of Construction. The
baseline documents serve to help manage the
project’s development.

Construction Operations includes the physical


CON construction of work done in the performance of the
Contract within the Project Limits.

Construction Orders include any change of scope,


design or specifications that the Department, Regional
CON Construction Engineer, Field Manager, or Resident
Engineer may request of the Contractor.

A detailed construction schedule shall be completed


FD for use in identifying the project’s substantial
completion and final completion dates.

The Consultant Agreement is the fully negotiated and


executed contract between the NJDOT and the
consultant designer. The consultant agreement
CD includes the fee proposal, schedule and scope of
services of the work to be provided by the consultant
designer.
A Consultant Agreement Addendum is typically
needed to secure additional project support during
the next phase of project development (e.g., an
agreement addendum is issued when advancing from
Preliminary Engineering to Final Design, under the
FD same consultant agreement). The Construction
Engineering Addendum is the contract addendum
that provides additional funding for the same
consultant to continue from Final Design to
Construction Engineering.

Contractor Evaluation is performed by the Resident
Engineer on a yearly basis. It provides an objective,
CON consistent method for measuring consultant
performance.

project-specific agreements, such as consultant design

associated with modification and closeout of those

The Geodetic Survey approves a Control Survey


Report. The report consists of the control survey and
PE data required to establish primary and
photogrammetric control.

Coordination with Internal Stakeholders is obtained


through Scope Team Meeting (STM)/Core Group
Meeting (CGM) for internal stakeholders. External
CD Coordination meetings are planned with the
development of the Public Involvement Action Plan
(PIAP) for external stakeholders.

Coordination meetings are conducted through an


PS external stakeholders meeting and an internal Scope
Team Meeting (STM)/Core Group Meeting (CGM).

A Core Group Meeting could be a formal or informal


PS meeting with selected Subject Matter Experts to get
input about the problem and the possible solutions.
The Designer prepares Core Group Meeting Minutes
for all coordination meetings with internal and
external stakeholders including Department Subject
PE Matter Experts and local officials and agencies.

A memo is sent to the Director of Capital Investment
Planning and Development (CIPD) once the final
Concept Development Report (CDR) is approved by
FHWA. The memo should state that the Concept
Development (CD) phase has been completed,
provide the appropriate recommendation for
assignment of the project, request to advance the
project to the Preliminary Engineering (PE) phase and
request placement on the next scheduled Capital
Program Committee Screening Committee
Meeting. The Capital Program Screening Committee
Request Package includes the following: 1. Location
CD Map 2. Presentation of the Preliminary Preferred
Alternative (PPA) 3. Statement of Community
Support 4. Construction, ROW, environmental
mitigation, utility relocation, PE and CE cost
estimates. 5. Identification of Major
Obstacles/Issues including constructability issues 6.
Recommendation for further action 7. Defined
Capital Investment Strategy - Division of Project
Management will forward approved memo, Screening
package to the Director of CIPD - The Director of CIPD
will place the project on the agenda of the next
Capital Program Screening Committee Meeting

The Project Manager presents the Preferred Project


Alternative (PPA) to the Capital Program Screening
CD Committee (CPSC). The CPSC forwards their
recommendation for advancement to the Capital
Program Committee (CPC) for approval.

A Crash Report/Analysis Request Form is completed


and sent to the Bureau of Safety Programs (BSP) to
request copies of crash data, rates, summaries and
CD details. Additionally, police crash reports may be
obtained if necessary for more details about the
causes of the crashes.

Crash Data includes a summary of crash data obtained


from the Bureau of Safety Programs for the most
recent (3) year period available. The crash data
PS consists of the crash rate for the roadway section, and
a crash rate for the statewide average of similar
roadways with similar typical sections.
A Crash Diagram is a plot all crashes from crash
reports and police records, if applicable. The cause of
the crashes and associated sub-standard features are
CD identified on the diagram. The information is used in
the development of the Purpose and Need Statement
and the preparation of the proposed Project Fact
Sheet.

Cultural Resources Mitigation Reports document the


project specific cultural resource mitigation design
measures being incorporated in the project design
plans and specifications. Depending upon the specific
FD cultural resource mitigation design measures being
proposed, various Cultural Resources Mitigation
Reports (e.g., Historic American Engineering Record)
may be prepared and submitted to the appropriate
agencies and interested parties.

A Cultural Resources Study includes the identification


and analysis, background research, interviews and
fieldwork for both archaeology and architectural
resources (which may be included on or be eligible for
the National Register of Historic Places leading to a
determination of effect pursuant to Section 106 of the
PE Historic Preservation Act). Consultation with the State
Historic Preservation Office (SHPO),
Interested/Consulting parties, the Advisory Council on
Historic Preservation (as needed) and the FHWA are
included in this effort. Appropriate measures are
established to mitigate adverse impacts including
mitigation needs and identifying mitigation lands.

The Resident Engineer has the responsibility for
ensuring that the Daily Construction Report Form (DC-
3b) and weekly Progress Report Form (DC-24), or
CON Resident Engineer's Bi-Weekly Progress Report (DC-
156) is completed using the Automated Construction
Estimate System (ACES) as per procedure.

Data analysis includes analyzing and assessing the


traffic analysis, crash analysis, drainage and
management systems input. The data collected is
compared to current design standards. Substandard
CD features/deficiencies are analyzed and compared to
the transportation problem statement to determine if
they are contributing factors to the problem
statement.

Gather any additional data and information needed


but not obtained during the Tier 2 Screening or in the
initial CD activities. The data may include the
following: - As-Built plans - Drainage inventory - Base
Maps - Jurisdictional Maps and Agreements - ROW
and Access - Utility information - Environmental Data -
CD Bridge Inspection and Scour Reports - Intelligent
Transportation Systems information - Traffic Signal
Timing Plans - Maintenance Work Orders - Any
relevant reports from other agencies such as the
Metropolitan Planning Organization, County, Town,
etc.

Data Collection involves requesting the necessary data


needed to analyze the problem statement. Data
collection may include Management System Input,
PS crash data, as built plans, etc. A memo is prepared
requesting information of other projects, planned or
ongoing in the vicinity.

A De Minimis Section 4(f) Evaluation documents the


proposed project’s De Minimis impacts to historic
PE sites, recreation land, parkland, or wildlife and
waterfowl refuges. The agency having jurisdiction over
the resources must concur with the “De Minimis
finding.”

Consultant firms are entitled to PM comments via an


e-mail debriefing. Once the selection is posted,
CD consultant firms have five (5) days to request PM
comments. Requests received subsequent to the 5
day cut-off period are not honored.

The AD-12 is the Department Action Slip authorizing


CON the execution of the contract. Can be used for Close
out.

The Department completes the Department


Certification and submits to FHWA certifying that they
FD have managed the work on the project in accordance
with the current Department and FHWA Quality
Management Process and Procedures.

Design changes are made based on field observations


that may be requested by Regional Construction
CON Engineering forces, the Resident Engineer, or the
Contractor.
The Design Communications Report (DCR) documents
significant issues/critical decisions and agreements.
The DCR is signed by the Task Order Consultant and
approved by the Project Manager. The DCR Report is
CD a living document and is updated as decisions are
made throughout the CD phase (and all subsequent
project delivery phases to the completion of
construction).

The Design Communications Report (DCR) is a Quality


Management process required of all designers. The
DCR documents the significant issues/critical design
decisions and agreements made during design
development and the construction of a project. The
Designer creates DCR Entries in the project’s Design
PE Communications Report as design decisions are made
in accordance with the Interactive Communications
Procedure. The Designer submits DCR Entries to the
Project Manager for approval for the CD and PE
phases and to the DPM PM for the FD and
Construction phases.

The Design Communications Report shall be updated


during FD to further document significant
FD issues/critical decisions and provide clarity of design
decisions.

The Design Communications Report is established for


the project in Concept Development and receives
continual updates throughout the remainder of the
CON project’s development, through the Construction
Phase, to document coordination efforts completed
for the project, and the guidance and decisions
associated with those efforts.

The Design Exception Report itemizes the existing


controlling substandard design elements that will
remain or be proposed in the project. The Design
Exception Report is prepared for controlling
PE substandard design elements within the proposed
construction areas of a project. The Design Exception
Report requires the approval of the FHWA on full
oversight and interstate projects.
The selected designer prepares a Fee Proposal
CD utilizing the PE Scope Statement and forwards it to
the Division of Project Management.
The Project Manager requests the consultant designer
CON submit a Final Invoice to close out the PE phase of
work.

The Memo of Record or Order documents the


discussions and decisions made at the Diagnostic
Team Meeting (DTM). The first DTM is held during
Preliminary Engineering. If the design of the roadway
FD has been altered significantly after the first DTM was
held or strong public opposition or comments are
presented, another DTM is held to address a possible
amendment to the Memo of Record or Order.

Drainage Area Maps are created based on the


watershed boundaries that contribute stormwater
CD runoff to the proposed project site by utilizing USGS
topographic maps, field reconnaissance survey and or
other available information.

The Drainage Inventory is field verified and


documented of all drainage features within the
project study area including but not limited to
CD drainage inlets, manholes, ditches, swales, streams,
floodplains/floodways, lakes, reservoirs, aquifers,
water wells, and existing “Storm water Management
Systems” (SWM) and others.

The identification and documentation of existing


PS drainage infrastructure including evidence of drainage
issues or flooding.

An Ecology Study includes the evaluation and


documentation of potential impacts of the Preferred
Project Alternative to natural resources that include
surface and ground water quality, wetlands, water-
bodies, aquatic species and habitats, floodplains and
PE flooding, terrestrial species and habitats, and
threatened and endangered species. The Ecology
Study makes recommendations as to measures to
avoid, minimize or mitigate the impacts. The Division
of Environmental Resources approves the Ecology
Technical Environmental Study (TES).

Project Specific - Aero, Project Specific - Rail,


Construction
An Entire Tract Map is a plan used to show the
location of all parcels to be acquired and their
remaining area. This map shall be signed and sealed
FD by a New Jersey licensed surveyor and filed by
NJDOT’s Engineering Documents Unit in the County
courthouse where the deed was obtained.

On projects where the significance of environmental


impacts are not clearly established, the preparation of
an Environmental Assessment (EA) is required. An EA
is prepared, circulated, and commented on to make a
PE determination. If no significant impacts are
determined, then a Finding of No Significant Impact
(FONSI) is made by FHWA. If significant impacts are
identified, an Environmental Impact Statement (EIS) is
required.

Environmental Commitments/Plan Sheets are


construction plans and specifications that identify all
the sensitive environmental areas in the project
PE corridor that must be avoided and any commitments
that must be adhered to as a result of the
environmental process. Soil erosion and control
measures are included.

Environmental data collection is information gathered


to include wetland boundaries, floodplains, historic
CD facilities, land use, etc. This information is acquired
through photogrammetric/base mapping/field survey
on a large scale, such as 200 scale.

Environmental Documents include the Technical


Environmental Studies, Executive Order 215
document, Environmental Impact Statement,
PE Categorical Exclusion document, Self-Certified
Categorical Exclusion document, Environmental
Assessment and the Environmental Commitments
Plan Sheet(s).

Environmental Documents include deliverables


associated with the project’s environmental
evaluations and securing any needed environmental
FD clearances and approvals. It also includes activities
associated with incorporating the project’s
environmental commitments.
Projects requiring an Environmental Impact Statement
(EIS) have large scopes, require an evaluation of
design alternatives, and can potentially have
significant environmental impacts. 23CFR771describes
the types of projects that normally require an EIS.
PE Examples of projects requiring an EIS are a new
controlled access freeway and a highway project of
four or more lanes on new alignment. The EIS process
includes circulation of a Draft and Final EIS with a
mandatory comment period.

The identification and documentation of


PS environmental constraints.
A Notice of Construction is sent by the Office of
CON Environmental Solutions to the environmental
permitting agencies.

Based on the project's involvement with


environmental resources, certain environmental
clearances (usually in the form of permits or licenses)
FD are needed from state and/or federal environmental
resources agencies. Those clearances typically must
be obtained prior to advancing the project to the
construction stage.

For federally funded projects, Environmental


Reevaluations (ER's) must be completed, at certain
stages of a project's development, in accordance with
federal environmental policies and procedures. After
completion of the project's original environmental
documentation, ER's are needed to secure additional
federal funding authorizations, such as right of way,
utilities and construction authorizations. ER's also are
FD needed when there is a change in the project's scope
and/or social, environmental and economic impacts.
ER's involve completion and approval of the
Department's Environmental Revaluation Form, which
assesses the project's current scope and associated
impacts, and identifies the project's current
environmental classification, as defined by federal
regulations.
Procurement

The Environmental Screening Report identifies and


documents potential environmental issues including
environmental constraints /sensitive areas (such as
wetland, parkland, cultural resources, hazardous
waste contaminated property, CAFRA, air/noise, socio-
economics, etc.). The Report determines a need for
SHPO and LURE involvement during CD or PE phases.
CD The alternatives developed during CD will be analyzed
against the environmental constraints documented in
the Environmental Screening Report. Additionally, the
potential PPA that has reasonable internal/external
buy in will be reevaluated by the Environmental
Project Support Unit to obtain assurance of the
anticipated environmental document classification.

The Environmental Summary Memorandum (ESM)


provides costs from the Property Acquisition
Environmental Cost Estimate (PAECE) Report and
indicates the appropriate environmental clause to be
FD used in the acquisition agreement. Once the PAECE
Report and ESM are sent to the appropriate ROW
District Office, the negotiations with the property
owner can begin.

An Executed Task Order Agreement is the contract


CD that authorizes a Task Order consultant to commence
work based on the scope of work, budget, and
schedule.

The Executive Decision Document (EDD document) is


prepared to request the approval of the Deputy
CD Commissioner. The EDD is signed by the Deputy
Commissioner when approving consultant selection.
An E.O. 215 is a comprehensive environmental
document approved by NJDEP exclusively for 100%
State-funded projects. The E.O. 215 assesses the
environmental impacts. An E.O. 215 EA is prepared for
PE projects with anticipated construction costs in excess
of $1 million (Level 1), or an Environmental Impact
Statement (EIS) for projects with construction costs in
excess of $5 million and land disturbance of five acres
(Level 2).

Existing Traffic Counts consist of Average Daily Traffic


counts, peak hour volumes or truck percentages
PS obtained from existing files and databases, if
available.

A field inventory of the study area will be conducted


to locate and document all visual evidence of existing
utility facilities such as the type of aerial facilities,
CD poles, risers, manholes, handholes, valve boxes, utility
vents, markers, etc. Also, verification or coordination
may be needed with Utility Owners and/or Railroads
to verify utilities.

FHWA completes an independent review of the PE


Report and Environmental Document and grants
PE approval, indicating it meets all requirements of
23CFR771, as applicable.

FHWA completes an independent review of the


CD Concept Development Report and approves the
report when the requirements of 23CFR771 are met.

FHWA certification shall be obtained on contracts with


CON Federal-Aid funding awarded by the State.
There are several required documents that must be
sent to FHWA, which include: Original LB-96 Material
Certification; Original fully executed Final Construction
Order without attachments but with the final cost
sharing distribution (DC-17/174); Original DC-123
Contractor's Final Certification of Compliance; Copy of
CON the final Certification of Cost; Copy of the AD-12
Department of Action Slip (Accepting the Project);
Form FA-8 - Contractor's Statement of Materials and
Labor; and written confirmation that the Final
Inspection Deficiencies noted by the FHWA have been
corrected, if applicable.

Utility Companies Assurance Plan

The Task order consultant arranges a field visit and


evaluates existing conditions. Roadway features are
CD inventoried and may include utilities, drainage,
environmental, geometric, ITS etc.

A verification and evaluation of existing conditions,


including utilities, drainage, environmental, ROW,
PS design deficiencies and observation of traffic
patterns / behavior within the limits of the problem
statement.

Field Orders are direction given to a Contractor to


CON proceed with work.

Final Acceptance Inspection is the review and


CON inspection of the work that required corrective actions
as identified during the Corrective Action Inspection.

Utility Close Out Procedure

All claims filed and force account work are subject to


audit at any time following the filing, whether or not
part of a suit pending in the courts of this State
pursuant to N.J.S.A. 59:13-1, et seq. The audit may
begin after the Department has given 15-day notice to
CON the Contractor, subcontractor, or supplier. If an audit is
to be commenced more than 60 days after
Acceptance, the Department will provide the
Contractor with reasonable notice of the time when
such audit is to begin.

The Final Construction Cost Estimate shall be


FD completed for use in comparing the bids eventually
received from prospective construction contractors.
The detailed Final Construction Schedule shall be
FD completed for use in identifying the project’s
substantial completion and final completion dates.

A Final Design Addendum is executed to allow the PE


Designer to continue to provide design services for
PE NJDOT within the FD Phase. The Final Design
Addendum provides additional funding to the original
agreement executed for the PE Phase.

Final Design Approvals encompasses deliverables


associated with securing project-related approvals
from the Department’s Senior Management, including
FD such approvals as: (1) advancing the project to the
next major phase of development; and, (2) approval
of proposed changes in a project’s scope, schedule
and budget.

The Final Design Budget includes approval of a


PE baseline budget covering final design and approval of
proposed revisions to the baseline budget.
The Designer prepares a Fee Proposal utilizing the FD
PE Scope Statement and forwards it to the Division of
Project Management Project Manager.

An Independent Cost Estimate is an engineering man-


hour cost estimate that is developed by the
Department for consultant design services for projects
advancing into Final Design. The Division of Project
PE Management Project Manager requests that the
Office of Schedule and Budget Management develop
an Independent Cost Estimate (ICE) to compare to the
Designer’s fee proposal. The ICE will be used in
contract negotiations.
Final Design Initiation encompasses deliverables
associated with the development, implementation
and control of the project’s schedule, budget and
scope. The lead office develops these project
FD parameters as project baseline documents in the early
stages of project development. The baseline
documents serve to help manage the project’s
development.

The Final Design Public Involvement Action Plan is


prepared to identify critical points for public
involvement during the Final Design phase. It includes
PE as a minimum, the updating of the database of known
stakeholders, the number of anticipated meetings
with local officials, citizen groups and other outside
agencies impacted by the project.

The Final Design Schedule includes the approval of


PE the project’s baseline schedule covering final design
and approval of any proposed revisions.

The Designer prepares the Final Design Scope


Statement using a standard template. The Designer
updates the tasks to include and customize standard
PE activities and to add new activities to include all tasks
needed to conduct the Final Design phase of work. It
is also used to solicit a designer man–hour estimate
and fee proposal for the Final Design phase of work.

The Final Design Submission includes the project’s


final construction contract plans, specifications and
construction schedule and estimate. The plans
typically consists of the following types: (1) roadway,
FD (2) lighting, (3) traffic signing, striping, and signals, (4)
intelligent transportation systems facilities, (5)
landscape, (6) drainage, (7) structures, (8)
environmental, and (9) reforestation.

The Designer completes and submits the Final Design


Submission (FDS) Quality Management Certification to
the Department with the FDS Submission that states
they have performed the work on the project in
FD accordance with the current Department Quality
Management Process and Procedures, and the project
has been designed in accordance with all applicable
State and Federal design standards and requirements.

FD
The Final Design Supplemental Survey includes the
FD undertaking of any additional survey needed to
support the project’s final design development.

If additional Intelligent Transportation Systems (ITS)


facilities have been proposed since the latest Systems
Engineering Review Form (SERF) revision (either in
Concept Development or Preliminary Engineering), a
FD revised SERF shall be prepared to obtain approval
from Traffic Operations prior to submitting it to ITS
Engineering. The Systems Engineering Review Form
has been developed to document the development of
all ITS deployments.

The Final Drainage Design Report sets the scope of


FD the project’s drainage design for environmental
clearances and final plan development.

The Final Drainage Plans present the completed


design for the project’s drainage features, such as
FD proposed stormwater inlets and piping, stormwater
basins and outfall structures. Items to be constructed
are identified and quantified.

The project’s Final Environmental Plans provide


information on the environmental constraints,
FD impacts, mitigation and commitments included in the
project.

Final Horizontal and Vertical Geometry includes the


completion of the horizontal and vertical geometry
FD calculations, bridge geometrics, driveway profiles,
basins, layout & contours, roadway widths, and slopes
& ROW Impacts.

The Final Intelligent Transportation Systems (ITS)


Facilities Plans include the completion of the project’s
ITS Facilities design, culminating in the completion of
final ITS plans. Some key design features presented in
FD the final ITS plans include: proposed traffic camera
types, quantities, and locations; and, proposed
communications conduit and fiber installation types,
quantities and locations. Items to be constructed are
identified and quantified.

The Project Manager requests the consultant designer


PE submit a Final Invoice to close out the PE phase of
work.
The Project Manager requests the consultant designer
FD submit a Final Invoice to close out the FD phase of
work.
The Final Landscape Plans include the completion of
the project’s Landscape design, culminating in the
completion of final landscape plans. Some key design
features presented in the project's final landscape
FD plans include: vegetative plant types, locations, and
quantities, and other proposed landscape
architectural features, such as landscape walls and
aesthetic treatments. Items to be constructed are
identified and quantified.

The Final Lighting Plans present the completed design


for the project's highway lighting features, such as the
FD number and type of lamps, poles and pole
attachments. Items to be constructed are identified
and quantified.

If necessary, a Final Noise Study is prepared to
document the location, height and aesthetics of
FD proposed noise barriers or other sound attenuation
measures. The Final Noise Study includes input from
NJDOT, FHWA, local officials and stakeholders.

The Final Project Plans include the complete package


of plans that are produced during Roadway
Engineering, Structural Engineering, Right of Way and
FD Access, Utility Engineering, and Environmental
Documents that have addressed the Final Design
Submission Package comments.

The Final Project Specifications include the project’s


Special Provisions outlining where the project’s
FD specifications differ from the Department’s currently
approved Standard Specifications.

The Final Purpose and Need Statement consists of the


Purpose, the Need, and Goals and Objectives. The
Purpose defines the transportation problem to
address the issue. The Need provides data to support
CD the problem statement (purpose). The Goals and
Objectives describe other issues that need to be
resolved as part of a successful solution to the
problem.

The Final Right of Way (ROW) Cost Estimate is


FD developed by the ROW District Office and is based on
the ROW Plans and Documents.
The Final Right of Way Submission includes the review
and approval of the project’s final right of way
engineering documents through the Department’s
FD Right of Way Engineering subject matter experts. This
submission is based on the input obtained for Subject
Matter Expert’s on the pre-final submission.

The Final Roadway Plans include the completion of


the project’s final roadway design, culminating in the
completion of final roadway plans. Some key design
features presented in the project's final roadway plans
FD include: proposed horizontal and vertical geometry,
grading details, and existing and proposed roadway
cross sections. Items to be constructed are identified
and quantified.

The Final Structure Appraisal and Design Report


documents the final recommendations for the
footprint of the bridge and details the project’s
FD structural design approach. Bridge GP&E plans shall
be prepared, and the report shall identify ROW needs
and environmental impacts.

The Final Structures Plans document the final


FD recommendations on the project’s structural design,
culminating in the completion of final structural plans.

The Final Traffic Signing, Striping and Signal Plans


include the completion of the project’s final signing,
striping and signal design, culminating in the
completion of final signing, striping and signal plans.
Some key design features presented in the project's
FD final traffic signing, striping and signal plans include:
proposed traffic sign types and locations, proposed
roadway striping, and proposed traffic signal layout
and electrical design. Items to be constructed are
identified and quantified.

The project’s Final Wetlands Mitigation Plans identify


FD mitigation needed to address impacts on wetland
habitat.

An Approved Initial Financial Plan (Major Projects)


includes the completion of Project Financial Plans for
Major Projects, as required by FHWA regulations. In
accordance with FHWA regulations, a Management
FD Plan and Financial Plan must be completed for a
project that is estimated to cost $500,000,000 or
more. If a project is estimated to cost $100,000,000 or
more, a Financial Plan must be completed.
The Division of Environmental Resources prepares the
Finding of No Significant Impact (FONSI) request
package and submits it to FHWA along with the public
hearing transcript and copies of all public and agency
PE comments to FHWA for approval. If approved by
FHWA, the project will obtain a Categorical Exclusion
(CE) classification. If FHWA does not approve the
FONSI, an EIS is required.

A Flood Hazard Area Permit is required for all projects


proposing a change to the bridge opening, roadway
FD profile, or any activity within the 100-year floodplain
of a stream with a drainage area over 50 acres to the
point of interest.

General Property Parcel Maps are plans used to show


each property to be acquired. This map shall be
FD signed and sealed by a New Jersey licensed surveyor
and filed by NJDOT’s Engineering Documents Unit in
the County courthouse where the deed was obtained.

(outside vendors) is approved by NJDOT’s Geodetic

structural foundations and documents coordination
with the Department’s Geotechnical Subject Matter

such as soil bearing capacity, pile bearing capacity,
estimated pile tip elevation, required pile
embedment, foundation settlement and foundation
stability.

The Geotechnical Roadway and Rock Engineering


Report includes the roadway geotechnical analysis
and recommendations required for the design of
FD roadway embankments and cuts. Geotechnical
analysis includes items such as slope stability,
settlement, required ground improvement, and
subsurface drainage analysis.

The EEO Special Provisions, DBE, SBE or ESBE Goals


CON shall be included as part of the Special Provisions
within the Advertising Package.

Prequalification

A Green Acres Compensation Appraisal is required for


any Green Acres parcels and any replacement parcels
FD to be acquired. Appraisals may be performed by in-
house staff or by an appraisal consultant.

Conventional ground surveying is used to develop the


mapping on small projects. The mapping is secured
via Geodetic Survey Report Approval in accordance
with NJDOT guidelines and procedures. Field Survey is
utilized to establish ground control and reference
CD points to supplement Photogrammetric Mapping
including horizontal and vertical datum, roadway
baseline data, drainage inverts, location of visible
utilities, roadway profile and cross sections, the
location of drainage facilities and environmental
features.
A Hazardous Waste Study evaluates and documents
the project’s potential involvement with known or
PE suspected contaminated sites, underground storage
tanks, or other hazardous waste.

The Historic Sites Council Concurrence is a formal


recommendation made by the Council after receiving
public comments to the NJ Department of
Environmental Protection Commissioner. Considered
PE in the Council’s recommendation is an evaluation of
the public benefit of the proposed project, potential
and prudent and feasible alternatives and measures
taken to avoid, minimize or mitigate the
encroachment of the historic site.

Hydrologic and hydraulic (H&H) stream analysis is


completed for all projects proposing a change to the
bridge opening, roadway profile, or any activity within
the 100-year floodplain of a stream with a drainage
FD area over 50 acres to the point of interest. H&H
analysis includes stream flow modeling and backwater
analysis to determine impacts to water surface
elevation.

Hydrology and Hydraulics analysis includes an analysis


of the existing drainage features within the project
limits using the Hydrology/Hydraulic (H&H)
CD computation model software. Drainage area maps,
collected drainage, land use inventories, and other
pertinent information are used as input to perform
the H&H Analysis.

The identification and documentation of non-standard


PS design elements and non-conforming features within
the limits of the problem statement.
An Independent Cost Estimate is an engineering man-
hour cost estimate that is developed by the
Department for consultant design services for projects
advancing into Preliminary Engineering. The Project
CD Manager requests that the Office of Schedule and
Budget Management develop an Independent Cost
Estimate (ICE) to compare to the designer’s fee
proposal. The ICE will be used in contract negotiations

Individual Parcel Maps (IPM) are plans that depict a


parcel and related parcels, having unity of ownership
and associated easements and are used for appraising
and negotiating acquisition. An IPM is also used as the
FD map attached as an exhibit to a condemnation
complaint and declaration of taking where and when
condemnation is pursued. It must be based upon and
totally consistent with the General Property Parcel
Map.

Projects having more than a minor impact to 4(f)


properties require an Individual Section 4(f)
document. Processing this form of document involves
circulation of a Draft and Final Document for formal
PE comments on the project’s impacts and alternatives.
The process ends with formal determination that the
project has no prudent or feasible alternatives that
avoid the resource.

An Initial Deforestation/Reforestation Plan identifies


areas that may be considered for possible
PE deforestation and reforestation. An Initial
Deforestation/Reforestation Plan is prepared if the
total area of deforestation is greater than ½ acre.

The Division of Right of Way and Access Management


PE prepares the Initial ROW Estimate from the ROW
Impact Plan at the request of the Project Manager.

The Bureau of Regional Construction Engineering


CON requests the inspection consultant to submit their
Final Invoice for construction inspection services.

CD confirm that the study should continue to follow the
Limited Scope process. The Limited Scope CD
Pavement Checklist is only utilized on Mill “X” / Pave
“X + 1” Resurfacing projects.

The Limited Scope CD Sign Structure Checklist is


utilized by the Designer and Project Manager while
conducting the field inventory to determine the full
impacts associated with the identified problem and to
CD confirm that the study should continue to follow the
Limited Scope process. The Limited Scope CD Sign
Structure Checklist is only utilized on Sign Structure
Replacement projects.

All existing substandard design elements (roadway
and bridge) within the project limits are identified
through as-built plans review, mapping, field
CD Inventory and past studies. The Bureau of Safety

substandard design element or elements are

CD documented in meeting minutes by the Task Order

etc. The scope of this activity can vary significantly in
response to project scope. If required, the Designer or

A Pavement Recommendation is the recommended


pavement depth and material composition on a
proposed project. This depth is based on structural
design calculations utilizing pavement design data,
PE environmental constraints and material
considerations. The Pavement Recommendation is
included within the Pavement Recommendation
Report and is submitted to the Pavement Design Unit
for approval.
A Public Involvement Action Plan is prepared to
identify critical points for public involvement during
the Preliminary Engineering phase. It includes as a
CD minimum, the updating of the database of known
stakeholders, the number of anticipated meetings
with local officials, citizen groups and other outside
agencies impacted by the project.

A formal document that is mandatory for all projects.


The Project Management Plan details the approach to
be used to deliver a specific project and how the
CD project will be executed, monitored and controlled,
including the overall approach and justification for
exceptions to the typical process.

The Designer submits the signed Quality Management


Quality Certification for the Preliminary Engineering
phase of work to the Project Manager to certify that
the work on the project was performed in accordance
PE with the Department’s Quality Management
Procedures, the project has been designed in
accordance with all applicable State and Federal
design standards and requirements and in accordance
with the Preliminary Engineering Scope Statement.

A performance bond and a payment bond shall be


provided to the Department within 15 days of the
date of Award or Conditional Award. Ensure that the
penal sum of the bond is equal to at least the Total
Contract Price less the bid price for Performance and
CON Payment bond. With the bond, provide a certification
authorizing the attorney-in-fact to commit the Surety
and a true and correct statement of the Surety’s
financial condition. Submit the broker’s fees, the
certified rate schedule, and the report of execution for
the bond to the Resident Engineer.

All input received from permitting agency


CD coordination meetings are documented in meeting
minutes by the Task Order Consultant.

The Regional Construction Engineer or designee will


record, transcribe and complete the meeting minutes
for distribution within ten (10) working days of the
CON meeting to all attendees. The Project Manager will

include installation of ITS facilities. Attendees include
the winning Contractor, the Sub-Contractor for ITS

the Department, the winning Contractor and other
CON key stakeholders that provides a project overview and

Department’s Right of Way Engineering subject matter
experts (Subject Matter Expert’s).
A Preliminary Construction Schedule identifies the
PE anticipated dates and estimated durations of the
proposed construction stages.

Preliminary construction staging plans are prepared to


determine the required stages of construction, the
anticipated durations of each stage and whether a
CD detour of traffic would be necessary for Alternatives
being considered. A construction sequence narrative
that summarizes each stage is also prepared to
accompany the staging plans.

The Preliminary Drainage Design Report addresses the


proposed preliminary layout plans of drainage pipes
(excluding pipe sizes or inverts) for the design of a
stormwater runoff system and discharge to an
PE adequate receiving area. The report identifies the
footprint of the proposed storm water runoff system
and conflicts with underground utilities, and
addresses potential conflicts with environmental
impacts.

Preliminary Engineering Approvals encompasses


PE deliverables associated with securing project-related
approvals to advance the project to Final Design.

The Preliminary Engineering Budget includes approval


of a baseline budget covering preliminary
CD engineering, and approval of proposed revisions to
the baseline budget.

Preliminary Engineering Initiation includes the


implementation of the project’s funding and
PE notification of the consultant or in-house design staff
to commence work, the Preliminary Engineering
Kickoff Meeting with the Designer.

The Preliminary Engineering Report documents the


work performed in Preliminary Engineering and also
includes the Environmental Document, Design
PE Exception Report, Final Design Scope Statement, the
Project Management Plan, and the appropriate plans
in support of the Environmental Document and
Design Exception Report.

The Preliminary Engineering Schedule includes the


approval of the project’s baseline schedule covering
CD preliminary engineering, and approval of any
proposed revisions.
Developed from a standard template document, the
PE Scope Statement lists the anticipated work for a
project for the Preliminary Engineering phase of work.
CD It includes the details of the project deliverables and a
description of the limit of scope of the project to the
extent known.

Existing soil information is obtained using NJDOT


GDMS (on-line soil boring data), the Engineering Soil
Survey Report by Rutgers University, available
geologic publications, and as-built plans to conduct a
geotechnical study and to prepare a Preliminary
PE Geotechnical Engineering Report. The Geotechnical
Engineering Report includes recommendations on the
projects structural foundations and documents the
coordination with the Department’s Geotechnical
Subject Matter Experts.

Preliminary Intelligent Transportation Systems (ITS)


facility design plans are prepared and include
PE resolving any conflicts associated with the conduit
and ITS facility layout and potential utility and
network conflicts.

The Preliminary Preferred Alternative (PPA) is the


selected alternative identified among all alternatives
developed to address the Purpose and Need
Statement. It is selected from an alternative analysis
CD comparison. Identifying a PPA initially requires data
analysis, NEPA classification determination, alternative
analysis and input from internal/external stakeholders
to conclude if the selected alternative provides
reasonable cost for the derived benefit.

Preliminary Roadway Plans are developed to include


horizontal and vertical geometry, drainage, traffic
engineering, geotechnical design and structural design
PE to the level of detail necessary to support obtaining
an approved environmental document and the
approved design exception report.

The Pre-PS&E package is a submission that is sent to


the FHWA for review. The FHWA will review the Pre-
PS&E Package for Full Oversight projects. The Pre-
FD PS&E review will be required when the Final Design
Submission falls less than 100% complete. All FHWA
comments will be addressed and the decisions
documented in the Design Communications Report.

The Priority Score from Management System is the


development of a priority ranking based on
Management System performance data (drainage,
pavement, safety, congestion, bridge, maintenance,
PS etc.) consistent with Capital Investment Strategy goals
and objectives. Priority rankings are provided to the
Division of Project Management to support the Tier 2
Screening recommendations.

Problem Screening Approvals include the Capital


Program Screening Committee presentation, the
PS approval of the Project Charter, and Capital Program
Committee (CPC) Approval.

A Tier 2 Screening is a review process of a problem


statement performed by the Division of Project
Management to further define the problem. It
includes an evaluation of potential constraints and a
technical assessment of right of way and
environmental issues and constraints. The Tier 2
Screening Report includes but is not be limited to the
PS following: - Documented field observations (notes,
pictures, including input from Subject Matter Experts
and pertinent Local Officials) - Management System
Rankings - Environmental Inventory Report -
Preliminary needs and scope of work
recommendations. (The scope of work
recommendation includes consideration of existing
and proposed projects.)

A Problem Statement is a written document (Form TP-


PS 1) that identifies and describes a potential deficiency
on the State Transportation System.

A Programmatic Section 4(f) Evaluation documents
the proposed project impacts to historic sites,
recreation land, parkland, or wildlife and waterfowl
PE refuges utilizing the alternatives analysis performed in
Concept Development to justify selection of the most
prudent and feasible alternative.

The Designer prepares the Project Access Plan (PAP) in


accordance with the “NJDOT Access Management
PE Guidelines”. The PAP identifies each driveway within
the project area and the proposed alterations to each
property’s access.

Project briefings may be held if necessary during the


Construction Phase at the start of a new construction
stage if significant traffic stages/traffic impacts are
planned. A project briefing would be held with the
Department’s Senior Management to provide an
executive summary of the planned traffic detours,
CON control, and construction staging. The main purpose
of the briefing is to inform Senior Management on the
upcoming traffic stage, to provide an update on the
current status of community reaction, and to present
the community involvement activities planned during
construction.

A Project Fact Sheet includes relevant information


such as traffic data, accident data, environmental
data, management systems input, a description of the
problem and any other information necessary to
CD understand the proposed project need and intent
before holding the scope meeting. The proposed
Project Fact Sheet and other relevant information are
sent to the Scope Team approximately three weeks
prior to the Scope Team Meeting.
The Designer shall prepare a Draft Project
Management Plan (Major Projects) for Major Projects
as required by FHWA regulations. A Draft Project
Management Plan should be submitted at least 60
PE days prior to the submission of the Final NEPA
document. As required by FHWA regulations, a Project
Management Plan shall be completed for projects
with a total estimated cost of $500,000,000 or more.

Project Plans are the complete package of plans


included in the Final Design Submission Package that
FD are produced during Roadway Engineering, Structural
Engineering, Right of Way and Access, Utility
Engineering, and Environmental Documents.

The project’s specifications include the project’s


Special Provisions outlining where the project’s
FD specifications differ from the Department’s currently
approved Standard Specifications.

Utility Companies Assurance Plan


The Public Information Center (PIC) obtains public
input for the Preliminary Preferred Alternative (PPA).
The PIC is usually conducted subsequent to in-house
endorsement of the PPA. (It is preferable to obtain
CD documentation of local officials support before the
PIC; however, local officials may not provide their
support a project until the public has had a chance to
comment.)

Internal Core Group coordination meetings and


CON external local officials and agency coordination
meetings may be necessary during Construction.

A Purpose and Need Statement is a requirement for


NEPA documentation when developing and
considering alternatives. It consists of the Purpose,
the Need, and Goals and Objectives. The Purpose is
CD the solution to the transportation problem. The Need
includes the data that supports the purpose of the
problem statement .The Goals and Objectives describe
all other issues that will need to be addressed as part
of a successful solution to the problem.

Quality Management includes the procedures and


activities associated with the development and
implementation of a quality management plan, and
CD includes required actions and procedures to be taken
by designers to obtain a project’s quality assurance
certification.

Quality Management includes the quality controls


that are to be applied by the Designer during the
Concept Development, Preliminary Engineering, Final
PE Design and Construction phases of the Project
Delivery Process, including adherence to the
requirements of a Quality Management Plan and
NJDOT Quality Management procedures.
Quality Management encompasses deliverables
associated with the development and implementation
of quality management plans, and identifies actions
that must be taken to obtain a project’s quality
management certification. Quality Management Plans
FD document the specific quality controls that shall be
applied during the Concept Development, Preliminary
Engineering and Final Design phases. A project
specific Quality Management Plan for complex
projects may be required.

Quality Management encompasses deliverables


associated with the development and implementation
of quality management plans, and identifies actions
that must be taken to obtain a project’s quality
CON assurance certification. Quality management plans
may take the form of plans that are part of a
consulting firm’s prequalification requirements, or
may be project-specific plans that are prepared for
more complex projects.

Quality Management Certifications include the


checklist and certification form that certifies that the
FD Department’s Quality Management procedures have
been followed for the project.

A Quantitative Risk Analysis Report is prepared to


document and summarize the results of quantitative
risk analysis. Quantitative risk analysis results in a
more accurate estimation of probability of occurrence
and a numerical value in days of schedule impact and
CD dollars of cost impact. Quantitative risk analysis is only
performed on projects with a total construction cost
over $100 million and if approved by the Project
Manager and concurred with by the Program
Manager.

A Quantitative Risk Analysis Worksheet is utilized to


list the major risks for each alternative being
considered for selection as the Preliminary Preferred
Alternative and calculate the probability of occurrence
and magnitude of schedule and cost impact. The
CD Quantitative Risk Analysis Worksheet is included as an
attachment to the Quantitative Risk Analysis Report
and only utilized on projects with a total construction
cost over $100 million and if approved by the Project
Manager and concurred with by the Program
Manager.

The Railroad 100% Submission includes the


completed roadway or bridge plans submitted to the
railroad company and a master bill of material, which
quantifies every component within every assembly
detail. This submission includes: - The final bonding
and grounding plan and elevations - The final bonding
FD and grounding assembly - The final structure erection
diagrams - The final detailed structural elements -
The final catenary and transmission structural
hardware design. - The new catenary and
transmission hardware - The final bill of materials and
scope of work related to the individual structures.

The Railroad 60% Submission includes the roadway or


bridge plans submitted to the railroad company at the

Scope Team Meetings (STMs) are conducted by the


Project Manager and the Task Order consultant with
internal stakeholders to introduce the project and
solicit input on various issues including but not limited
to project need, identification of potential initial
CD concepts to address problems, etc. STMs are held at
any point during the CD and PE phases, but are
usually held during the initiation of CD, the selection
of the Preliminary Preferred Alternative (PPA) and at
the conclusion of the CD phase to discuss the details
for the preparation of the PE Scope Statement.
Scored Proposals may include a Step 1 or 2 Step
Process, as follows: 1-Step Process: The Technical

would be such a notice for the first time traffic was
interfered with, for each stage change, and for the
final traffic pattern. With the 28 day notice, the

Portable Changeable Message Signs. With each notice

gets sent to Traffic Operations and the TIC, so they
know who's out on the road and how they're
interfering with traffic at any time.
