Safety and Loss Prevention Policy Statement

Charter Communications (Charter) is committed to safety and the prevention of accidents. It is our commitment to create and
maintain a safe workplace for our employees, customers, and business partners.

Employee involvement at all levels across the organization is essential in our maintaining effective safety management systems.
Responsibility for implementation and managing our safety processes extends from our leadership down to management and
employees.

Our objective is to comply with all applicable regulatory requirements, as a minimum standard of performance, and to commit
to implementing sound safety practices even in the absence of specific regulations in order to best protect our employees and
the public.

The Company establishes, supports, and maintains essential programs, procedures, and activities to effectively identify and
control hazards that could potentially harm people, damage property, or cause loss to the business process or Company image.
Through continuous evaluation of results and research of new technologies, we strive to minimize risk and optimize business
performance.

We believe safety is an integral part of our business and that we are accountable for our actions. The Company conducts and
documents routine assessments of our safety and health processes and takes appropriate improvement actions.

Safety Policies and Practices described in Charter Safety Practices Manual and outlined in Section IV are to be implemented
throughout all Company Technical Operations Centers (TOC), Network Operations Centers (NOC), Head Ends, Hubs, and other
ancillary operations, as applicable. These policies and procedures are designed to increase safety awareness, build management
and employee involvement, to provide an effective means of communication, and minimize accidents and injuries involving our
employees and the general public.

II. SAFETY COMMITTEES

Safety Committees will be established at each Company site with membership from management of each functional area,
including non-management employees. Employee representation is essential to the effectiveness of the committee, and each
site will include employees from key functional areas routinely. The committee will meet on a monthly basis, at a minimum,
and will maintain written or electronic records of the meetings.

III. ACCIDENT REVIEW COMMITTEES

The Company has established guidelines and procedures for the review of accidents and incidents that occur at Charter. This
policy will provide direction for proper coaching and corrective action for certain types of behavior.

IV. SAFETY POLICY AND PRACTICES OUTLINE

Charter’s Safety Policy and Practices includes specific applicability, definitions, roles and responsibilities, program requirements
and activities, and provisions for documentation of training and recordkeeping. The following outlines specific safety practices
that are required to be implemented in Charter operations. Detailed procedures to comply with individual policies are included
in the Safety Practices Manual which is maintained on the EHS (Environmental Health and Safety) SharePoint site, and updated
as needed.

Managers and supervisors are to provide training and review of each of the safety practices, as applicable and as directed and
supported by EHS, to affected employees periodically based on regulatory requirements or accident trends.
