regular section for the Satyawada Medium Drain in Mandapaka (v) Limits
Officers present:
1. Introduction:
The drain is of a total length of 8.000 KM. Out of the 8 kms. from KM 2.800 to KM
5.800(3Kms)has no defined course as the stretch has turned into a swamp which is known
asMandapakaMadugu (water pool). As a result, it was not possible to formulate any hydraulic
parameters for the three km length of the drain that has become part of this swamp. The widths
of the area in the 3 kms stretch vary from80 m to 130 m.
This area is being utilized as a dump yard for letting out liquid waste (molasses) into this swamp.
The area thus has been gradually filled up with sludge waste. Apart from this, theTanuku
municipality is also diverting drainage and sewage waters of its urban area into theswamp. The
waste includes plastics also and the drain water is unable to flow downstream freely. Stagnant
conditions are contributing to unhealthy and unhygienic conditionsaround. Thus, it has become
necessary to reclaim the area and if feasible develop recreational facilities so that relief is
obtained and also to see that recurrence of similar conditions does not take place.

As a result of public demand, the State government accorded administrative approval for Rs.8.47
Crores based on the proposals submitted by the department. An estimate is prepared for
removal of Kikkisa in the first instance so as to assess the ground condition and, there after site
survey was conducted. Later, the proposals formulated in this regard include providing a
permanent water way in the central portion by means of construction of R.C.C. trough with
vertical side walls duly stabilizing the soil by means of driving casuarinasbullies and providing
sand/gravel cushion. The other area of the swamp has been proposed to be provided with a
gravely soil cover. The TAC has been requested by the Chief Engineer, GDS to inspect the drain,
examine the measures proposed and offer advice. Accordingly, the members of the TAC
inspected the site on 23.02.2017. During this inspection, Sri Ch. Veeraiah, Sri Routhu
Satyanarayana and Sri M.K.Rahaman were present. The subject was discussed at Hyderabad with
additional members of the TAC also present (as noted above) on 06.03.2017 and the following
report is made.
2. Observations at site:
1 The length of the madugu/ swamp is 3 kms between km 2.80 and 5.80 land lies between
two bridges. The said madugu isfunctioning as abalancing sludge tank between the two
notified reaches for the disposal of effluents and municipal sewage. If the trough is
proposed between the existing two bridges, and gravel, sand or earth is filled in the
madugu portion as proposed, it is essential to ensure proper section to accommodate
the discharge in theentire reach.
3. Discussion:
3
The following are the issues are examined by the TAC in this connection:
a) The section of the drain to be provided will have to ensure free flows of drainage including the
effluents from the municipality as well as other wastes which are being let in to the swamp since
long. To develop self-cleaning velocities during lean flows, Proper surface fall (bed fall) may have
to be provided.
b) Whether the swamp could be reclaimed and developed as a recreational area by suitable
measures in reclaiming the swamp.
c) The measures to be followed in stabilizing the soils of the swamp so that the formed section to
pass the drainage will be sustainable.
Regarding the measures to be taken to stabilize the soil before the drain section is formed the
following are the observations:
a) The proposal now being implemented namely the formation of rigid RCC trough is unlikely to
solve the problem as the trough will not be necessary. It is advisable to have a normal earth
embankment section with normal Cement Concrete lining of about 100 mm to 150 mm thick.
b) There are no soil test results to finalize the type of stabilization measures and the section to be
formed.
c) It is also necessary to have correct estimation of the quantity of the drainage to be passed in the
drain by examining the past history of observed flows on the downstream and also by estimating
the run off by the approved formulae.
4. Recommendations:
1) The section of the water prism may be proposed in cutting for a discharge
limited to 4 to 5 cumecs only. The excavated earth shall be deposited on
either side only.
2) The water prism shall be lined in Cement Concrete of thickness with
100mm to 150 mm thick with side slops 2(H):1(V). The depth of lean
flows may be 600 mm to 900 mm.
3) The balance width of the drain between the banks may be properly be
trimmed, levelled and brought to a regular section.
4) The balance flows during floods say about 10-12 cumecs will spill over
the CC prism but flowing within the drain banks.
5) The land is slushy the flows are diverted, and dry conditions may be
ensured in the working area.
6) The soil stabilization as proposed may be carried out. The working area
may be isolating as pockets of areas of 10 mX 50 m and the ballies may be
driven first along the outer periphery to inner, and finally in the center.
The caurinaballies may be 100 mm dia. and 5 m long.
