MONTHLY AALRT PROJECT CLOSEOUT PROGRESS REPORT

This progress report includes the status of AALRT project closeout activities of subsystems in
related to the following major systems: Traction Power Supply system, Power& Lighting system,
Ventilation and Air Conditioning System, Power monitoring system, pump motors for drainage
and water supply works.

Works completed

 Identify and list system and sub system which their pre-acceptance certificate is signed
by the three parties. In this regard, total of 10 subsystems are identified and listed out.
 Identify and list system and sub system which their pre-acceptance certificate is not
signed by the three parties. In this regard, total of 5 subsystems are identified and listed
out.
 Identify and list systems and subsystems which is not handover.In this regard, total of 10
subsystems are identified and listed out.

Works in progress and related challenge

 Checking the status of open issue works identified and stated during each system and
subsystem pre acceptance works
 List out and report those open issue works that are not rectified by the contractor (CERC)
for all systems and subsystems
 Check and verify punch list works identified during each system and subsystem pre
acceptance test
 List out and report those punch list works that are not rectified by the contractor (CREC)
for all systems and subsystems

Challenge: The total absence of the consultant (SWeRoad) from the site has been and will
be a challenge to complete the above tasks.
Headed plan

 Finalizing pre-acceptance work with the engagement of SWeRoad


 With the engagement of SWeRoad, Checking and verifying the status of punch list and
open issue stated during the pre-acceptance for the subject system which shall be rectified
by the EPC contractor
 Notifying any defects found after the pre acceptance during site visit for EPC contractor
 Documenting documents that are reviewed and approved by SWeRoad (including as built
drawing, operation manual, maintenance handbooks, technical documents, etc.)

Issues that need immediate attention of ERC management prior to handover of the stated
systems

 As the shown in the summary table, there are systems that are not pre accepted with
potential reasons including contractual issues that needs ERC management decision.
 As per this discipline, there is contract required documents not submitted to employer
representative from the EPC contractor for SWeRoad to review and verify and finally to
approve it (Ref: LRT/B01943/16, dated on July 22,2016)
 To this date, the contractor failed to submit the relevant Chinese standard/code/
specification (English version) that applied for the referred system as part of AALRT
project. This has been noted formally by SWeRoad repeatedly
 Open issues attached with each pre- acceptance certificate issued by SWeRoad to CREC.
 There are defects and open issues identified by the operation management contractor that
shall be rectified by CREC

In my opinion,

 With the above major concern and referring FIDIC condition of contract clause 5, sub-
clause 5.6 & 5.7, it is recommended ERC to come to agreement with SWeRoad for it to
exercise the responsibility that has been delegated to it on the contract agreement with
ERC particularly clause 4, sub-clause 4.1.6 and for smooth execution of the closeout
activities.

Finally, please kindly find in the attachment summary table that shows the status of pre
acceptance and handover of the above mentioned systems.
