1. PURPOSE
To ensure the Material delivery, storage handling, installation, testing and air
balancing is carried out safely and in accordance with good working practices, as
per Saudi Aramco Job Specifications and HVAC vendor manufacturer’s
recommendation. This procedure is intended to provide general application
guidance and establish controls during preparation and installation of all HVAC
and other related parts at various locations at the area of Jazan Integrated
Gasification Combined Cycle (JIGCC) Project -EPC No. 06 in Kingdom of
Saudi Arabia.

2. SCOPE
2.1 This covers procedures for inspection during installation of all HVAC System
Components such as Air Handling Unit, Air Cooled Condensing Unit,
Exhaust Fans, Variable Air Volumes, Electric Duct Heaters, Mini-Split Units,
DDCs, Metal Ducts, Duct Accessories such as Volume Dampers, Fire
Dampers, Back draft Dampers, Air Terminal Devices, Hangers and Supports
and Duct Insulations, Refrigerant Copper Piping’s and all its accessories.
2.2 This procedure shall be used in conjunctions with applicable manufacturer’s
installation and Maintenance instruction manuals.

4. RESPONSIBILITIES
4.1 The HVAC Engineer shall be responsible for carrying out the work
procedure and ensures that installation is carried out in accordance with
project specifications and manufacturer’s instruction. He shall see to it that
all equipment’s be handled carefully during transport, handling, storage and
protected from any damage before and after installation.
4.2 The Quality Control Engineer shall be responsible for conducting work
surveillance and inspection duties to make sure that an efficient recording of

result is carried out. He shall review all relevant documents, Materials


Certificates and non-conformance reports in relations to his duties. He shall
receive and act accordingly to all internal inspection requests from various
work departments and prepare the Company Inspection as request
according to schedule priorities and proceed with Quality Inspections
required.
4.3 The Quality Control Inspector shall be responsible to carry out the
Inspections of work. He shall prepare Hold Point inspections and the
corresponding work release by reviewing records and test result as proof
that the work inspected conforms to specifications.

5. HANDLING, STORAGE AND PRESERVATION PROCEDURE


5.1 To ensure that HVAC Equipment, Materials and Accessories to be
transported from warehouse to lay-down area or work site area complies
with the project specifications and vendors recommendations. Site handling
and all identification shall be in accordance with Construction procedure and
Product delivery and Material handling.
5.2 Damage equipment and all HVAC Materials and Accessories shall not be
accepted, shall be isolated a non–conformance report must be raised and
the damage materials shall be place to a non-conformance area.
5.3 HVAC Equipment, Materials and Accessories shall be stored in a safe place
above ground and covered to protect from dust, direct sunlight and free
from water penetration.
5.4 All Electrical and Electronics Controls shall be protected as per vendor’s
recommendations Product and material handling specification.
5.5 HVAC EQUIPMENT RIGGING AND PLACE UNIT
Check the handling facilities to ensure the safety of both personnel and the
unit.
(1) Keep unit upright, and do not drop.

(2) Be sure that the proper method of rigging is used, with straps or slings
or spreader bars for protection during lifting.
(3) Refer to rigging instructions on unit manual if provided.
5.6 POSITIONING OF HVAC EQUIPMENT
All equipment shall be checked in accordance with equipment schedule and
drawings.
(1) Locate the equipment into concrete foundation pad.
(2) Make sure anti-vibration pads in place. Check installation and alignment
of equipment’s.
(3) Provide clearance around and above the unit to provide minimum
distance from combustible materials, proper airflow, and service
access.
(4) The contractor shall ensure that all HVAC equipment and duct
accessories shall be handled, stored and preserved in accordance with
manufacturer’s recommendation.

6. WORK PROCEDURE
6.1 INSPECTION OF MATERIALS PRIOR TO INSTALLATION FOR
EQUIPMENT:
(1) Inspect unit for transportation damage. If damage to the unit is found, report
the nature of this damage immediately to the vendor / supplier.
(2) Check the unit name plate to determine if the unit is correct for the intended
application.
(3) Check to be sure that the refrigerant charge has been retained during
shipment. Assemble and fix the forms to the correct position.
(4) Check the dimension to conform to the required size of pipe openings and
embedment’s, subject to the tolerances prescribed in the project
specification.

(1) All ducting and piping materials shall be checked in accordance with the
drawings, specification, code and standards.
(2) Duct and piping work shall be checked for any obstruction or dirt.
(3) Dampers, fans, and duct accessories shall be checked for damage
and proper operation.
(4) All materials shall be inspected to ensure that it is an approved item.
(5) Prior to field fabrication and assembling materials (ducts & accessories,
refrigerant pipes, fittings, elbows, and etc.) shall be checked against the
relevant shop drawings for construction and material approval documents.
(6) Shop inspection shall be performed before field installation in
accordance with inspection and test plan (ITP) regarding the following
items: Dimension, reinforcement, sealing, insulation and cleaning.
(7) Field inspection shall be performed in accordance with inspection and
test plan (ITP) regarding the following items: Duct location, support,
dampers & access door, flexible duct hose, diffuser, grilles and register.

6.2 HVAC DUCTWORK


Duct design and construction shall comply with the requirements and the Shop
Drawings will be evaluated. Supply, return and exhaust duct system shall be
designed for duct transitions and change in duct sizes to divide air flow. All
dimensions shall be checked on site before ductwork manufacturer is
commenced.

6.2.1 DUCT INSTALLATION


Ensure that all openings required through floors, walls, partitions, etc. for the
duct system are provide in the exact location required.
(1) Duct accessories such as Manual Volume Dampers, Fire Dampers, Back
draft Dampers, Turning Vanes, Electric Duct Heaters, Access Doors,

Flexible Connections, etc. shall be installed according to the Construction


Drawings and Specifications and Manufacturer’s Installation Manual.
(2) Fire dampers shall be securely mounted in rated fire separation wall,
ceiling or floor, such that duct can break away without lessening fire
separation rating.
(3) Access door shall be provided to allow access to the fire dampers and
other maintainable accessories and shall be located either adjacent to
accessible to the device that will require resetting and maintenance, if
required.
(4) Fastener (for supporting ducts from wall) shall be located within 1" of the
duct edge (wall side) and within 2" of the duct outer edge. Minimum of 3’’
on 24"width and up is required in addition along sides nearest anchors.
(5) Install strong anchor to the upper slab or on where fabricated ducts are
tend to install.
(6) Cut required length of the threaded hanger rod depending on the bottom
elevation of air ducts.
(7) Insert and install threaded hanger rod to strong anchor.
(8) Hang ducts by hanger rail and threaded hanger rod.
(9) Attach continuous neoprene or aero flex gaskets which have adhesive
backing to effectively seal the flange connections of duct.
(10)Connect and fasten two ducts with carriage bolts and nuts or G clamp.
(11)Install corner plate to 4 corner of flange.
(12)Insert C-Cleat Bar to flanges in order to fasten ducts firmly.
(13)Provide opening for installing branch outlet or branch inlet.
(14)Secure the opening of branch outlet or inlet with vinyl until flexible duct
hose is installed.
(15)Cut required length of flexible duct hose and connect to diffuser adapter.
(16)Insert flexible duct hose to branch outlet or inlet and fasten tightly with
galvanized wire covered by aluminum foil.

6.2.2 DUCT LEAKAGE TEST


Duct leakage test shall be done for the part where the operating pressure is
higher than 3”(750Pa) and for the other part below than 3”(750Pa), light test
will be done.( As per Design Criteria of HVAC system (SMACNA standard).
Test shall be made to the duct joints prior to insulation work and equipment
connections. The test is intended to identify any defects on material and
workmanship to ensure that the duct is free from leakage through visual
inspection and final inspection.

Test Procedure:
(1) Ensure that all ductworks to be tested are properly installed, cleaned and
free from obstruction.
(2) Open all volume dampers and cover all openings by poly-ethylene plastic.
(3) Identify and mark the unsealed holes and seal it with approved sealant.
(4) Repeat the procedure once the repair is done.

6.2.3 DUCT INSULATION


All supply and return air ducts shall be insulated as per manufacture’s
recommendation and design specification.
(1) Clean and remove dust on exterior surface of duct.
(2) Apply adhesive around the entire perimeter of duct.
(3) Adhere insulation pins which have adhesive backing on the surface of
duct.
(4) Attach aluminum foil faced fiberglass roll mat or board adhere vapor
barrier to the duct.
(5) Press the washer of insulation pin in order to stick aluminum foil faced
fiberglass roll mat or board to the duct.
(6) Adhere vapor barrier tape or aluminum tape to insulation joint.

(7) Attach corner clip and tie up aluminum foil faced fiberglass roll mat or
board firmly by aluminum band.
(8) Insulate around flange joints complete with foil vapor barrier.
(9) Apply foil tape between duct insulation vapor barrier.
(10)Close openings of duct with vinyl preventing from dust ingression.
(11)Unless otherwise specified, all finished air duct shall be externally
insulated or as per design specification.

6.2.4 AIR GRILLES, REGISTER & DIFFUSER INSTALLATION


Final connections to diffusers shall be carried out using flexible ductwork or
solid spigots.
(1) Check the correct material for duct fixtures installation like square
diffusers, grilles, registers etc. according to ceiling drawings and HVAC
drawing.
(2) Wall or ceiling opening for air outlets or diffuser, refer to Architectural
plans for details of construction.
(3) Extension duct collar for mounting / installation of air outlets shall
be sized in accordance with drawings and air device schedule.
(4) Flexible duct should exited straight for several inches from a connection
before bending.
(5) Support system must not damage flexible duct or cause out of round
shape.
(6) Extract flexible duct hose in ceiling and connect to diffuser adapter.
(7) All air outlet shall be fixed properly using sheet metal screw and apply
rubber gasket all around as per drawing details.
(8) Observe proper alignment for all air outlet accessories.

6.3 REFRIGERANT PIPING INSTALLATION

Hard drawn copper tube shall not be bent by any means. Care is to be taken
during brazing the excess heat is not used. All copper pipes may only be cut by
pipe cutting wheels. No flame cutting or hacksaw work will be permitted. No
water quenching will be permitted.

6.3.1 FABRICATION AND INSTALLATION


(1) Accurately measure the length of each tube segment.
(2) Install refrigerant piping in accordance with ASHRAE.
(3) Cut the tube to the measured length, care must be taken to ensure the
tube is not deformed while being cut.
(4) The cut must be square to the run of the tube so the tube will seat
properly in the fitting cup.
(5) Ream all cut tube ends to the full inside diameter of the tube to remove
the small burr created by the cutting operation.
(6) Clean the fitting cups by using abrasive cloth, abrasive pads or properly
sized fitting brush.
(7) All duct shall fabricated in work shop only.

6.3.2 JOINTS & FITTINGS ASSEMBLY


(1) Assemble the joint by inserting the tube into the socket against the stop
and twist if possible.
(2) The assembly should be firmly supported so that it will remain in
alignment during the brazing operation.

6.3.3 BRAZING PROCEDURE OF JOINTS & FITTINGS


(1) Apply heat to the parts to be joined, preferably with oxy-acetylene torch.
(2) Heat the tube first, beginning about 1 inch from the edge of the fitting.

(3) Sweeping the flame around the tube in short strokes at right angles to the
axis of the tube.
(4) Keep the flame in motion and not remain on any one point long enough
to damage the tube.
(5) Heat uniformly, sweeping the flame alternately from fitting to the tube
until the flux becomes quiet.
(6) Apply the filler metal at a point where the tube enters the socket of the
fitting, when the proper temperature is reached, the filler metal will flow
readily into the space between the tube and fitting socket, drawn in by the
natural force of capillary action.
(7) For joining copper tube to solder refrigerant control valves such as;
expansion valve or solenoid valves, disassemble and remove the o-rings
and internal diaphragms before brazing.

6.3.4 COOLING AND CLEANING


(1) Allow the completed joints to cool naturally. When cool to the touch,
clean off any remaining flux residue with a wet rag.
(2) Whenever possible, based on end use, completed systems should be
flushed with dry nitrogen to removed excess flux and debris.

6.3.5 LEAK TESTING OF REFRIGERANT PIPINGS


(1) Blow out all lines with dry nitrogen prior to testing and charging.
(2) After installation, purge all refrigerant lines with 7 Kpa gage (1.0 psig) dry
nitrogen while soldering, brazing or welding connections.
(3) Test all completed assemblies for joint integrity.
(4) Each completely assembled refrigerant system shall be leak tested to
ensure that no joint, seal, or connection leaks,
(5) Pressurize the liquid and suction line for 10 minutes with dry nitrogen gas
at least (250 psig for R-134a refrigerant system and 300psig for R-22

refrigerant system). This testing method is intended for suction and liquid
line only.
(6) System leak testing, evacuation, dehydration, and charging with
refrigerant shall conform.
(7) Test piping with either a halide torch electronic detector or soap solution.
(8) After the system is found to be without leaks, release the pressure after
inspection.

6.3.6 SYSTEM VACUUM / EVACUATION OF SYSTEM


A refrigerating system should not contain air, moisture or any other vapor
except for refrigerant.
To remove unwanted substances:
(1) Connect vacuum pump to the system and allowing it to run until a
vacuum of 28mmHg is achieved.
(2) Then the system is charged with vapor refrigerant to zero (0) psi.
(3) This procedure is repeated 3 times and called “Triple evacuation method”.
(4) Vacuum Test will be carried out as per SAES-K-001.
After installation, dehydrate system by placing a vacuum of 1.7 KPa (0.5in Hg)
absolute pressure. Hold vacuum for 24 hours or cycle vacuum and dry
nitrogen purge according to manufacturer's recommendations. Charge
system with quantity and type of refrigerant as per manufacturer's
requirements.

6.3.7 INSULATION OF REFRIGERANT PIPING


All refrigerant piping shall be provided with all accessories in
accordance with manufacturer’s recommendation.
(1) The general intent is to provide a sealed insulation which will not permit
sweating of the pipes and which will not retain moisture to the detriment
of its insulating capability Refrigerant charging.

(2) All supplied Air-conditioning equipment has been factory charged.


(3) Additional refrigerant charge in the system shall be referred to equipment
name plate or user operation manual.

6.4 COMMISSIONING OF HVAC SYSTEM

6.4.1 MECHANICAL
(1) Check the HVAC equipment’s as per design.
(2) Check the location of HVAC equipment’s as per the drawings.
(3) Make sure anti-vibration pads in place also check installation and
alignment of HVAC equipment’s.
(4) Ensure that the HVAC equipment’s are clean both inside and outside.
(5) Check air filter type and installation.
(6) Check motor and fan pulleys are aligned properly.
(7) Verify that fan sheaves are aligned and belts are properly tensioned.
(8) Check ducting connection to fresh air is done correctly as well as for
supply and return.
(9) Check motorized volume dampers and fire dampers are mechanically
functional.
(10)Check refrigerant pipe connections and control accessories are installed.
(11)Verify that condensate connection is installed as per instruction.
(12)Ensure that all service valves such as; Suction, Discharge and Liquid line
service are fully opened prior to run.
(13)Energize compressor crankcase heater at least 24 hours prior to initial
start up.

(1) Electrical supply shall be isolated prior to initial running of the motor.
(2) Check all power and control wiring completed in detail as per circuit

(3) All power cable shall be megger before initial start up of the motor.
(4) All connections shall be tightened on terminals.
(5) Check fuse ratings, circuit breakers, contactors are conformed to
manufacturer equipment name plate.
(6) Perform insulation and continuity test on motors.
(7) Starter overloads set correctly in relation to motor name plate full load
current.
(8) Check voltage imbalance on each phase as per manufacturer
recommendation.
(9) Before initial run of motors, control logic and starter operation shall be
tested.
(10)Actuate only the control phase and check the control operation, alarm
interlocks are properly working as per instrument normal operation
sequence.

6.4.3 PRE START-UP


(1) Check the unit if properly and securely located and level with the proper
clearance.
(2) Check the ductwork if correctly sized and insulated.
(3) Check the condensate line if it drain freely.
(4) Check power supply if correct for the unit’s requirements.
(5) Check the wiring properly sized and run according to the unit wiring
diagram.
(6) The cover and access panels in place to prevent air loss and to protect
against safety hazards.

6.4.4 INITIAL START-UP


(1) Check the fan direction by pressing the motor starter instantaneously. To
change rotation direction, any two phases shall be interchanged.
(2) Check the sequence timing of motor starters and time delay relays.
(3) Record the starting current and running amperes of each phase.
(4) A light load run shall be sustained for a period of two hours to check the
motor condition amperage noise, over heating etc.
(5) Check the refrigerant charge and add if necessary referring to full load
amperes and as per equipment operation manual.

6.5 TESTING, ADJUSTING AND BALANCING OF HVAC


(1) Testing, adjusting and balancing shall commence after HVAC Systems
installation is complete and in working order. Test shall be performed and
adjustments made as necessary to accomplish the design objectives.
(2) Prior to commence testing adjusting and balancing verify the following
condition, if deficiencies are evident, Submit Deficiency Report to the Project
Engineer. Do not begin testing, adjusting and balancing until deficiencies
have been corrected.
(a) Systems are started and operating in a safe and normal condition.
(b) Temperature control systems are installed, complete and operable.
(c) All motorized volume dampers are operable and fully open.
(d) Startup air filters are removed and replaced it with final filters.
(e) Duct and fan system are clean and AHU motors are rotating correctly.
(f) Access doors are closed duct end caps are in place.
(g) All air outlets are installed and connected.
(3) Perform testing and balancing in accordingly ASHRAE, and SMACNA
Standards and recommended practices as applicable.
(4) All instruments used for measurements shall be accurate, and calibration
histories for each instrument shall be available for examination. Each test

instrument shall be calibrated by an approved laboratory or by the


manufacturer.
(5) Testing, Adjusting, and Air Balance (TAB Works) shall be conducted by
approved 3rd party company. In this case, a separate detailed procedure
prepared by the said 3rd party will be submitted for approval prior to the
performance of TAB Works.

6.5.1 AIR SYSTEM:


Perform the following minimum tests and balancing:
(1) Adjust all air handling systems to provide the required air quantity to, or
through each component. Adjusting and balancing of all systems shall be
conducted during periods of the year approximating maximum seasonal
operations, to the extent possible.
(2) Equalizing device shall be adjusted to provide uniform velocity across the
inlet duct side for supply of terminals prior to measuring flow rates.
(3) Test and record motor full load nameplate and actual ampere draw.
(4) Test and record system static pressures, fan suction, and discharge.
(5) Adjust all main supply and return air duct to within tolerances of proper
design CFM.
(6) Test and adjust each diffuser, grille, and registers shall include (design
velocity (FPM)) and adjusted velocity, design CFM and adjusted CFM.
(7) Make air velocity measurements in ducts by Pitot tube traverse entire
cross sectional area of duct in accordance with SMACNA equal area or
Log Linear method.
(8) Measure static air pressure and conditions on air supply units, including
filter and coil pressure drops, and total pressure across the fan, Make
allowances for loading of filters and coils.
(9) Adjust outside air automatic dampers, outside air, return air, and exhaust
dampers for design conditions within specified tolerances.

6.5.2 AIR CONDITIONING UNITS:


Test air-conditioning unit, including the air-cooled condensing unit and the
evaporator coils as one entity. Check and adjust the system for proper
operation under available system cooling load.
(1) Airflow across evaporator coil, cfm.
(2) Evaporator coil area, square feet.
(3) Evaporator coil velocity. Fpm.
(4) Evaporator coil entering air, dry-bulb and wet bulb temperatures.
(5) Evaporator coil leaving air, dry-bulb and wet bulb temperatures.
(6) Evaporator temperature at coil suction connection.
(7) Amperage to the compressor motor (rated and actual) when operating.
(8) Condenser entering ambient air temperature, dry-bulb.

8. HEALTH SAFETY AND ENVIRONMENTAL PROTECTION


(1) Scaffoldings and working platforms prior to duct installation shall be checked
whether it is stable or not.
(2) Establish guide rail to prevent a person from falling especially working area
on top scaffolding.
(3) 10 minutes tool box meeting shall be performed daily before starting work.

8.1 HSE PLAN


The health safety and environmental protection plan is adopted to establish,
implement, promote and maintain a system to achieve the following goals.

(5) Create awareness of safety needs on continuous basis and develop


and implement training programs in safe work practices through
communication at every level of the organization.
(6) Confirm to applicable statutory regulations and international standards on

8.2 PERSONAL PROTECTIVE EQUIPMENT


Personal protective equipment (PPE) shall be supplied by Contractor and they
shall be adequate & approved ANSI. When PPE has been specified for certain
work assignments or for areas they shall be used.

The basic PPE to be used at site are:


• Coverall.
• Safety helmets.
• Safety shoes.
• Safety glasses.
• Safety gloves.
• Dust Mask etc.
