Needs Analysis:

Law enforcement is a demanding field of operation. It is one career that requires ongoing

training and information to ensure the capabilities of the workers that services the communities

and citizens. Law enforcement organizations has been established for many years. There are

many law enforcement organizations that services the communities. The organization that will

adhere to this training program is the Sheriff’s Office of Virginia. The Sheriff’s Office is running

by an elected official, who campaign for office every four years. Completing the needs or gap

analysis has enlightened me on the different needs the Sheriff’s Office are in desire of. It is very

important for the organization to be aware of the necessary skills, knowledge, and training that is

required to become an efficient employee of the Sheriff’s Office. I conducted a focus group that

consisted of a variety of individuals, previous deputy sheriff’s, police officers, lawyers, customer

service representatives, bail bondsman, and more.

There were many concerns raised at the focus group. Concerns of safety, professionalism,

integrity issues, efficiently using firearms, retention, promotions, integrity issues, and so much

more. The focus group impacted the training program by allowing the thoughts and concerns of

current, past, and future law enforcement officers express their concerns with the training of the

field. This help to build and elaborate of different training measures, classes, and ways to make

the field and career path stronger. The needs analysis included the individuals in the focus group

to list several classes that he or she feel should be taught to current and future law enforcement

officers.

The lists collected from the focus group, included topics such as

 Professionalism

 firearms training

 public safety

 civil laws

 customer service

The training plan was based upon the need of the law enforcement officers and how effective

their job would be with the appropriate and necessary training. Each objective and goal of the

training program will be established and developed to effectively to ensure successful and

efficient law enforcement officers. The focus group made an astounding impact on the training

program due to the involvement of the people.

Scope of Training

The purpose/scope of this training program is to educate, train, and teach law

enforcement officers the skills and techniques of his or her duties. The scope of this training

program is also to instill values and knowledge to properly, effectively, and efficiently be law

enforcement officers. The training program will provide up to date and ongoing training for

current and future law enforcement officers.

Audience

This training program is intended for law enforcement officers, police officers,

correctional officers, and those incorporated into the criminal justice field. The training program

is designed to educate those affiliated with the criminal justice field and for law enforcement

officers to effectively perform their job duties. It is imperative to stay educated and

knowledgeable in every aspect of the criminal justice field. The audience will be able to retain

and know the necessary information for the job functions.

Objectives:

1. To provide effective training to law enforcement officers.

2. To develop an ongoing learning process that allows law enforcement officers to

thoroughly learn and train on a consistently basis.

3. To provide stability and a welcoming environment for training to all employees/

4. To train law enforcement officers on a variety of topics pertaining to law

enforcement.

Goals:

1. To ensure that all law enforcement officers are provided with the best training.

2. To continue the training program throughout all facilities and organizations of the

criminal justice field, not just the Sheriff’s Offices.

3. Law enforcement officers will be able to perform their tasks, duties, job functions

effective and efficient.

4. To give employees incentives throughout training to show appreciation.

The law enforcement training program will be implemented to the Sheriff’s Office yearly.

The training program will include a variety of classes and training courses. The courses that has

been install in the training program are:

 Firearms Training

 Professionalism/Social Media

 Public Safety

 Civil Law

 Defensive Tactics

 Communication

Each subject will be a reoccurring training topic. In the Sheriff’s Office there is a 3- month

training academy that new hires must attend to become certified. Law enforcement officers will

acquire training from many topics, including the topics above. The academy teaches the topics

and provides training and the academy ends with a graduation ceremony. The law enforcement

training program created will provide consistent and ongoing training throughout the year. This

will keep new and current law enforcement officers up to date with skills and technology needed

for law enforcement officers. The training program will allow and help law enforcement officers

to retain the knowledge and information needed to execute his or her duties and tasks in the

criminal justice field. The training program schedule will be as follow:

The courses will be recurring every time the class ends. There will be a variety of instructors that

will rotate for each instruction period. It is important for law enforcement officers to have

ongoing training to keep their minds fresh and in the know. This training program will be

beneficial to all law enforcement officers at the Richmond Sheriff’s Office, along with other

employees who are employed through the Sheriff’s Office.

The budget prepared for the training program included any facility costs, instructor fees

and pays, course fees and stimulations, as well as any materials and equipment used. It is

imperative to keep the budget for this training program as cost efficient as possible, by keeping

the training done within the Richmond Sheriff’s Office facility.

Stakeholders

Stakeholders are businesses, companies, individuals interesting in partnering with

businesses and organizations to establish a solid foundation or learning and developing a plan for

success, (European Union Agency for Law Enforcement Training (CEPOL), 2017).

be put on the Richmond Sheriff’s Office Facebook page. There will also be a

schedule sent out via email with the names, dates, and times of everyone training

Conclusion:

The Law Enforcement Training Program was designed to teach and educate individuals

in the law enforcement career field, as well as individuals in the criminal justice system. The

training program will provide an open atmosphere and environment, allowing individuals to be

receptive to the ongoing learning process as well as being eager to enhance their abilities to

learn. The Law Enforcement Training Program is expected and for success. The overall bigger

and future goal for this training program is to become one of the top Law Enforcement Training

Programs in Virginia.
