INTRODUCTION

Electrical Safety
All electrical systems have the potential to cause harm. Electricity can be
either static or dynamic. Dynamic electricity is the uniform motion of electrons
through a conductor (this is known as electric current). Conductors are
materials that allow the movement of electricity through it. Most metals are
conductors. The human body is also a conductor. Electric current cannot exist
without an unbroken path to and from the conductor. Electricity will form a
path or loop. When you plug in a device (ex. a power tool), the electricity takes
the easiest path from the plug-in, to the tool, and back to the power source. This
is also known as creating or completing an electrical circuit.

Electricity can kill or severely injure people and cause damage to

property. However, you can take simple precautions when working with or
near electricity and electrical equipment to significantly reduce the risk of
injury to you, your workers and others around you. It is important to follow the
same systematic approach used for other occupational health and safety issues,
when dealing with electrical safety. No one could overstate the importance of
Electrical Safety knowledge. It is crucial to know how to work safely with or
within the vicinity of electricity because electrical current in regular businesses
and homes have enough power that if exposed to, can be fatal.

All electrical systems can potentially cause harm. Four of the main types
of injuries that occur as a result of electrical current include: electrocution,
electric shock, burns, and falls. These types of incidents can occur in various
instances. Through direct contact with electrical energy, electricity can travel
through the body can interfere with regular electrical signals between the brain
and our muscles. This can lead to instances where the heart may stop beating
regularly, breathing may stop and other bodily function may shut down. Arc
Flashes can result in intense burns or an intense light that can cause blindness.
Electrical safety is regulated by Work Place Health and Safety Regulations
which states that every employer is responsible for ensuring that all employees
are safe from injuries and risks to health while at the workplace.

A group comprised of employers and workers should be used to identify

all hazards associated with electrical equipment. Assessing the risk is
imperative in reducing the risk, or severity of an injury. One can control a risk
by using controls such as residual current devices (RCDs), safety switches, or a
system of regular inspection of portable electrical equipment and extension
cords, frequent monitoring, record keeping and testing of electrical equipment.

Electricity is one of nature’s most powerful and dangerous forces; in fact,

electricity is one of the leading causes of death at work. It is unsafe for the
untrained to conduct DIY electrical work. It is simply not worth the risk. Saving
money is not worth a life. Besides being extremely dangerous, it is also
against the law and could potentially endanger insurance. It is therefore highly
recommended that people employ a licensed electrical contractor. Tasks that
may seem simple for your everyday handy-man husband can prove quite
hazardous if not performed by a professional. This can include tasks such as the
installation of a new power point, installing a replacement light switch, or
repairing an appliance such as a ceiling fan, washing machine, or air condition
unit. Electricity Safety Training can provide employees with the knowledge and
skill, to effectively identify and potentially eliminate safety issues.

Occupational safety and health hazard

Workers should be protected from occupational risks they could be

exposed to. This could be achieved through a risk management process, which
involves risk analysis, risk assessment and risk control practices. In order to
carry out an effective risk management process, it is necessary to have a clear
understanding of the legal context, concepts, risk analysis, assessment and
control processes and the role played by all involved in the process. It is also
desirable to base risk management on solid and tested methodologies.
Occupational safety and health (OSH), also commonly referred to
as occupational health and safety (OHS), occupational health, or workplace
health and safety (WHS), is a multidisciplinary field concerned with
the safety, health, and welfare of people at work. These terms also refer to the
goals of this field, so their use in the sense of this article was originally an
abbreviation of occupational safety and health program/department etc.
The goals of occupational safety and health programs include fostering a
safe and healthy work environment. OSH may also protect co-workers, family
members, employers, customers, and many others who might be affected by the

workplace environment. In common-law jurisdictions, employers have a

common law duty to take reasonable care of the safety of their
employees. Statute law may in addition impose other general duties, introduce
specific duties, and create government bodies with powers to regulate
workplace safety issues: details of this vary from jurisdiction to jurisdiction.
As defined by the World Health Organization (WHO) "occupational
health deals with all aspects of health and safety in the workplace and has a
strong focus on primary prevention of hazards." Health has been defined as "a
state of complete physical, mental and social well-being and not merely the
absence of disease or infirmity." Occupational health is a multidisciplinary field
of healthcare concerned with enabling an individual to undertake
their occupation, in the way that causes least harm to their health. Health has
been defined as it contrasts, for example, with the promotion of health and
safety at work, which is concerned with preventing harm from any
incidental hazards, arising in the workplace.

"The main focus in occupational health is on three different objectives: (i)

the maintenance and promotion of workers’ health and working capacity; (ii)
the improvement of working environment and work to become conducive to
safety and health and (iii) development of work organizations and working
cultures in a direction which supports health and safety at work and in doing
so also promotes a positive social climate and smooth operation and may
enhance productivity of the undertakings. The concept of working culture is
intended in this context to mean a reflection of the essential value systems
adopted by the undertaking concerned. Such a culture is reflected in practice in
the managerial systems, personnel policy, principles for participation, training
policies and quality management of the undertaking."

Those in the field of occupational health come from a wide range of

disciplines and professions including medicine, psychology, epidemiology,
physiotherapy and rehabilitation, occupational therapy, occupational medicine,
human factors and ergonomics, and many others. Professionals advise on a
broad range of occupational health matters. These include how to avoid
particular pre-existing conditions causing a problem in the occupation, correct
posture for the work, frequency of rest breaks, preventative action that can be
undertaken, and so forth.

"Occupational health should aim at: the promotion and maintenance of

the highest degree of physical, mental and social well-being of workers in all
occupations; the prevention amongst workers of departures from health caused
by their working conditions; the protection of workers in their employment
from risks resulting from factors adverse to health; the placing and maintenance

of the worker in an occupational environment adapted to his physiological and

psychological capabilities; and, to summarize, the adaptation of work to man
and of each man to his job.

Electrical Hazards
Electricity is essential to modern life, both at home and on the job. Some
employees, engineers, electricians, electronic technicians, and power line
workers, among them -- work with electricity directly. Others, such as office
workers and sales people, work with it indirectly. Perhaps because it has
become such a familiar part of our daily life, many of us don't give much
thought to how much our work depends on a reliable source of electricity. More
importantly, we tend to overlook the hazards electricity poses and fail to treat it
with the respect it deserves.

Electricity has long been recognized as a serious workplace hazard,

exposing employees to electric shock, electrocution, burns, fires, and
explosions. In 1999, for example, 278 workers died from electrocutions at work,
accounting for almost 5 percent of all on-the-job fatalities that year, according to
the Bureau of Labor Statistics. What makes these statistics more tragic is that
most of these fatalities could have been easily avoided. OSHA standards focus
on the design and use of electrical equipment and systems. The standards cover
only the exposed or operating elements of an electrical installation such as
lighting, equipment, motors, machines, appliances, switches, controls, and
enclosures, requiring that they be constructed and installed to minimize
workplace electrical dangers. Also, the standards require that certain approved
testing organizations test and certify electrical equipment before use in the
workplace to ensure it is safe.

Types of Electrical Hazards

1.Poor Wiring and Defective Electric Wires

Good quality wiring that conforms to safety standards is vital for safety. Poor
wiring can increase chance of fire, power surges, arc faults, and other serious
consequences. For this reason, it’s always best to avoid do-it-yourself electrical work
and get professional electricians to perform electrical wiring around the house.
Damaged, worn, cracked or corroded electrical wires can increase the chance of
electrical accidents. Have a qualified electrician check your wiring on a regular basis
to ensure wiring is safe. If you need to, upgrade and replace old and faulty wires.

COLLEGE OF ENGINEERING
B.S. ELECTRICAL ENGINEERING
UNIVERSITY OF PERPETUAL HELP SYSTEM DALTA Las Piñas

2.Outlets Close to Water

Outlets in bathrooms, kitchens, and other living areas with water should be
installed a fair distance away from the water source. As water conducts electricity,
keeping outlets away from water reduces the chance of electric shock. Never use a
radio, hair dryer, phone, or other device in the bath, near the pool, or anywhere with
a wet floor.

3.Wet Hands

Similarly, electrical appliances should never be handled with wet hands as

this heightens the chance of getting an electric shock. Yet too many of us tend to
reach for the hair dryer with wet hands out of the shower. Keep appliances far away
from sinks, bathtubs, showers, and taps.

4. Pouring Water on Electrical Fires

A common error is pouring water on electrical fires. If an electrical fire does

occur, avoid pouring water on the flames as water will further fuel the fire and could
cause electrocution. Keep a fire extinguisher on site if you’re worried about electrical
fires and use that instead of water in times of emergency. If you don’t have one
nearby, turn off your electrical power, evacuate your home and call the fire brigade.

5. Inquisitive Young Children

Young babies and toddlers tend to be extremely inquisitive and keen to

explore their world. While it’s always best to supervise children of this age all the
time, parents and adults expecting children at their house can take extra measures to
protect young children. Any electrical outlet at their height and within their reach
can be replaced with extra - safe power points. These can be interchanged with
normal power point and prevent sharp objects and fingers from going into the
socket. Unprotected sockets can lead to serious injury.

6. Extension Cords

Extension cords should be carefully fixed in place where possible to reduce

the chance of tripping or accident. Use plastic socket closures on unused sockets.

COLLEGE OF ENGINEERING
B.S. ELECTRICAL ENGINEERING
UNIVERSITY OF PERPETUAL HELP SYSTEM DALTA Las Piñas
Campus

Don’t use extension cords as a permanent substitute for additional power sockets,
and avoid using them for too many appliances at once.

7. Light bulbs

We don’t often think of light bulbs as being electrical hazards, but the
potential for an electrical fire arises when light bulbs are kept near flammable
materials. These can include beds, drapes, plastics, or other items such as upholstery.
Lights, like all sources of electricity, can also cause electric shock, so ensure you
always turn the light switch off before replacing a light bulb, and never replace a
light bulb or touch a light switch with wet hands. Always ensure you use a light
bulb with the correct wattage to prevent overheating.

8.Covered Electrical Cords and Wires

Heavy covering of wires can cause the cords to overheat, which could lead to
an electrical fire. Keep cords and wires away from other items and keep them
uncovered. Similarly, make sure that items like computers and televisions have
enough space around them for ventilation, to prevent them from overheating.

WORKPLACE HAZARD ANALYSIS 1

Analyst: Dalisay, Ezekiel S.

Location: College of Engineering (balcony)

Location Description:

The college of engineering in the University of Perpetual Help System

Dalta has its own building and one portion of the building is what they called
the balcony area where the students tend to stay when they have vacant time or
they just want to chill and make their respective assignments or projects.

Hazard Description:

In this case the outlet that is not used in the upper part of the balcony
area does not have any cover plate; the cover does protect you and other from
poking objects around the outlet itself. When looking directly at the outlet the 2
screws on the right side that will be recessed from the walls surface (on the
actual side of the outlet) can cause an electrical shock. These are relatively the
only part of the outlet now exposed that can cause any harm.

Hazard Control:

Elimination: Use socket safety plugs as well as covering plates to prevent

accidental contact with wires and keep curious fingers safe from injury.

Reduction: All the outlets that do not have a cover must be fixed as soon as
possible.

COLLEGE OF ENGINEERING
B.S. ELECTRICAL ENGINEERING
UNIVERSITY OF PERPETUAL HELP SYSTEM DALTA Las Piñas
Campus

Isolation: Cover the outlets with electrical tapes and indicate that the outlets are
not allowed to be use if it does not have a covering plate yet hence creating an
isolating barrier between the hazard and the person.

Administrative Control: An orientation about the usage of outlets in the

buildings that once the outlets are not protected or covered by plates, avoid or
do not use the outlets as part of safety measures.

Engineering Control: Repair the outlets by placing a covering plate.Fix the

problem right away to prevent any injury or damages. Raise an awareness
regarding the matter to prevent any injuries.

PPE:Wear rubber soled shoes and non conductive gloves while fixing the
outlets. Putting a rubber mat on the floor is another effective precaution.
Rubber does not conduct electricity and will help the person who is fixing the
outlets avoid getting shocked.

Location: University of Perpetual Help System Dalta Library

Location Description:

The University Library is located along the acacia drive, in front of the
nursing building lobby. The students and professors of different colleges of the
University of Perpetual are the one’s utilizing and enjoying the library.

Hazard Description:

The wirings in this part of the library are not fixed inside a conduit and it
is exposed to the environment allowing it to be easy reach and contact. The
exposed wire might get scars when the time passed by allowing it to ground the
whole area when metal frames of the library have contact with the wire.

Hazard Control:

Elimination: Fix the hanging wires and place it in an electrical conduit to avoid
electric shock.

Reduction: Installation of electrical conduits to fix any hanging wires that are
hazardous and may cause damages.

Isolation: Place a warning sign or a signboard to aware the people that there are
hanging wires in site and can be hazardous.

COLLEGE OF ENGINEERING

Administrative Control: Perform maintenance operation within the place where

hanging wires are located. Prohibit students and other people from staying in
that place to prevent any injuries.

Engineer Control: Fix the hanging wires right away. Give notice to people when
will the hanging wires be fixed so that they will be aware that it might be
dangerous to enter the place. Install electrical conduits within the place.

PPE: Wear rubber insulating gloves and sleeves. Use rubber insulating matting
as well. By doing so, it will be more safe for the workers who are fixing the
wires.

Location Description:

The University Library is located along the acacia drive, in front of the
nursing building lobby. The students and professors of different colleges of the
University of Perpetual are the one’s utilizing and enjoying the library.

Hazard Description:

As we can see that a part of a two gang outlet is hanging on air allowing
it to be easily detached where the hot wires will be exposed therefore it can be
easily touch causing the person who touch it to be electrocuted.

Hazard Control:

Elimination: In order to eliminate this type of hazard we must make sure that
all of the outlets are properly mounted to its proper location. Also in order to
eliminate this we must fix immediately all the busted outlets that we saw, but
always think about your safety, make sure to turn off the circuit breaker before
doing any electrical wirings.

Reduction: To reduce this kind of incident we must use standard and quality
products of outlets that will not loosed depending on time.

Isolation: And if we are not able to fix the problem we must isolated the worn
out outlets by placing warning or danger sign on the outlet.

separating it from other colleges. And this picture was taken on the ground
floor of the comfort room (for male) of the engineering building. The comfort
room is open to all Perpetualites also for the outsiders that want to use it.

Hazard Description:

As we can see from the picture the outlet don’t have any plastic cover
allowing the internal wiring to be exposed on the environment, it is a hazard
that must be fixed because whenever splashes of water came from the
bathroom the outlet might be grounded, also when someone is changing
clothes inside the bathroom and his accessories have contact with the outlet the
person might get electrocuted.

Hazard Control:

Elimination: Fix the outlet right away. Aware people that the outlet in that
comfort room will be fix thus they must not go near to where it is place.

Reduction: Place a covering plate on the outlet to prevent splashes of water

coming from the bathroom making the outlet grounded.

Hazard Description:

The housing of the lighting switch is not mounted on the wall and it
causes the unnecessary movement for the switch. Also the covering of the
switch is already rusty and almost destroyed and it is not reliable anymore to
protect the switch, also it might damage the internal wirings when it has a
contact with the sharp part of the cover. Allowing any person who touches it to
be electrocuted since metal is a good conductor of electricity.

Hazard Control:

Elimination: The lightning switch must be mounted on the wall to prevent any
unnecessary movements of the switch and replace the covering of the switch
that has a non conductive property.

Hazard Description:

As we can see the switch does not have any warnings that it must not be
used because there is no load for example ceiling fan that is connected on the
two wires, because the moment any student turns it on and the wires
accidentally touch each other it will cause tripping to the circuit break for there
will be a short circuit and the supply of electricity for the whole building will be
interrupted.

Hazard Control:

Elimination: Fixed the connection as soon as possible to prevent short circuit.

Reduction: Use standard ceiling fan that can last longer so that this type of
hazard can be reduced.

Elimination: Avoid creating a wiring ''octopus''. This happens if you try to tap
several appliances into one wall outlet at the same time. Not only is there the
danger of overloading that circuit, or that receptacle, there is also a greater
chance of causing wires or plugs to overheat or give off dangerous sparks
because of wobbly plugs or loose wiring.

Reduction: Inspect cords and plugs. Make this part of your routine prior to
using a tool or an appliance. Replace electrical cords that have cut, broken or
cracked insulation and remember to pull the plug, not the cord to extend the
life of the cord itself.

Isolation: Arrange the wirings one by one to avoid octopus wiring.

SYNTHESIS

Because we all rely on electricity to go about our everyday lives, it’s easy
to forget that electricity is, in fact, a potentially dangerous thing. It takes a lot of
energy to power a building, or even a single room. It’s no exaggeration to say
that lives are at stake with electrical safety; a strong enough current passing
through someone’s body can kill them in an instant or cause serious injury.
That’s why it is important that we practice electrical safety and in terms of
hazards we should be able to identify every hazard that we can find on our
workplace and fixing it before it cause any danger to us and to others. Also in
fixing these electrical wirings requires us to us Personal Protective Equipment
which can increase the safety of our workers when doing something in regards
to electrical wiring.

Ensuring that our employees are sufficiently trained in electrical safety is

your responsibility and should be a top priority. While paying for employee
training may seem onerous, it is far less expensive than dealing with incident-
related costs after the fact. Employers in these fields are responsible for their
employees’ training and can be held accountable for accidents that occur due to
insufficient electrical safety training.

Electricians and workers who support them are not the only people who
face electrical hazards on a regular basis, anyone who works with high voltage
equipment or near live, exposed wires should understand and electrical safety
principles and practices. This includes employees working as, Electricians and
their assistants, Construction workers or general contractors who use power
tools, Engineers who work with electrical devices, Employees who work with
flammable gasses or liquids that may be situated near sources of high voltage,
Anyone who would be in a position to extinguish an electrical fire and students
when working on experiments that uses electrical connection.

People who work with electricity and their employers benefit from
electrical safety training and seminars immensely; it prevents employees from
experiencing severe electrical injuries, and saves businesses from the associated
liabilities.
