GUIDELINES TO APPLICANTS FOR MEMBERSHIP OF UGANDA
INSTITUTION OF PROFESSIONAL ENGINEERS

1. Subject to the provisions of the UIPE Constitution in respect of qualifications and requirements for
admission or transfer to any class of membership of the Institution, applicants shall be required to
have the following qualifications:

A degree, diploma or licence from a University or School of Engineering recognised by Council.

2. Applications for Corporate Membership (Classes of Member & Fellow) require at least two (2) years
training as a pupil engineer after graduation, under the supervision of a Registered Engineer; and a
further two (2) years of working experience in a position or positions of responsibility, again under
the supervision of a Registered Engineer.

3. During their post pupilage working experience periods, applicants are expected to have gained
experience in the following areas of projects execution:

I. Project design

II. Documentation

III. Construction/installation

IV. Operation and maintenance

1. Candidates will be required to submit a 2000 word typed Career Report on their training and responsible
experience. They will further be required to submit 4000 word typed Technical Report on a
particular project or projects, the candidate has played a major role. Guidance notes for the
preparation of reports are attached in Appendix A

2. Candidates are required to submit the report in duplicate

3. Members of Council and members of the Membership, Education, and Training (MET) Committee shall
not propose or support applications for membership of the Institution in any class.

4. Candidates may be required to appear for interview.

5. It is mandatory for the proposers to fill Appendix B.

Council decision
.

Members: 4.03 Every candidate for election or transfer to the class of Member shall satisfy the
Council, that he;

a) is at least 25 years of age, and

b) either,

i) has passed or been exempted from the Corporate membership examinations of an


engineering Institution, Institute or Society approved for the purpose by the Council, or

ii) has obtained a degree or diploma of a University or School of Engineering approved for
the purpose by the Council.

c) has had at least two years adequate practical training as an engineer and additionally has had
at least two years suitable experience in a position involving responsibility as an engineer,
provided that the Council may, at their discretion, accept any additional period in a position of
responsibility as an engineer in excess of two years in substitution for two years practical
training, and

d) has attended and passed a professional interview as prescribed by the Council.

NOTES

1. This application form shall be filled in type. Copies of all certificates and, where necessary,
transcripts, must be attached. Council may require candidates to produce originals later.

2. Candidates for the Class of Graduate Members should complete only section 1 to 6 and 9.

3. Candidates applying for Corporate Membership should complete all sections

4. All candidates for Class of members must submit a technical report of not more than 4,000 words
indicating the candidate’s own work in a position of engineering responsibility. This report is
supposed to show the application of engineering knowledge, or the solution of a given problem.
Exception to this requirement is limited to members of the National/International Professional
Institutions approved by Council.

5. Proposers/Supporters: Before signing for the candidates, the proposers and supporters should first
see the degree and/or diploma certificates and study Technical report. They should only initial parts
they have personal knowledge of. Proposers and Supporters must be paid up Corporate Members
(Fellows or Member).

6. The Uganda Institution of Professional Engineers is frequently requested by Government and similar
bodies to advise on engineering matters. The details of experience are of great value in selecting
members to give such assistance.

APPENDIX A

GUIDANCE NOTES FOR PREPARATION OF REPORTS

1. Career Report: Training and Responsible Experience

The word typed career reports on training and responsible experience (which must not be mere
inventories of work prepared and executed) must describe the tasks on which the candidate has been
employed, whether in investigations, planning, design, construction or research. The accounts
should set out the candidate’s training and responsible experience in the development of his career to
date and must explain clearly the precise position he has occupied, together with the degree of
responsibilities assigned to him. The candidate should enlarge on any special problems he met and
on any areas where he obtained extensive experience. Where appropriate, some indication of the size
and costs of the works should be given. It is essential that the candidate emphasises his personal
experience, bringing out the principle lessons learnt avoiding extensive job specifications and
descriptions.

2. Technical Report

The purpose of the technical report is to demonstrate the technical and professional competence of
the candidates. The reports should describe a particular project (or parts of projects) in which
candidates have played a major part. Candidates must indicate the depth of their roles in the
development and management of the project or projects, which is likely to come mainly from their
more recent experience. It is essential that candidates give the background to any important
decisions for which they have been responsible and above all show where they have exercised their
engineering and professional judgement in the identification, analysis of problem(s) and
implementation of a solution(s).

The reports should incorporate numerical analyses, cost data and drawings or other illustrations as
appropriate, to show that the candidate has an adequate understanding of the technical, financial and
environmental implications of the decisions he has taken.

The Career and Technical Report, and the Professional Interview will be assessed under five specific
objective headings, which demonstrate the candidate’s level of technical and intellectual skill. The
candidate will have to satisfy their Professional Interviewers in each individual area as well as
overall. The candidate is therefore advised to bear these in mind when preparing his report. The
Technical and Intellectual Skills Areas (TISAs) are as follows:

c) Ability and Knowledge

d) Creativity and Innovation

e) Integrity and Responsibility

Application for admission as a Member requires that every candidate is supported by at least two
proposers. This form must be sent to the Honorary Secretary, UIPE by the applicant together with
the other required application documents. Failure to do this will lead to postponement of

GUIDELINES FOR THE COMPLETION OF THE PROPOSER’S REPORT

A. AIM

The proposer’s report is a necessary and supplementary document to the candidate’s application for
Corporate Membership of UIPE as a professional engineer. The aim is to convey to Council the
personal knowledge that the proposer or the employer has of the applicant and in the process to make
reasoned evaluation of the applicant’s capabilities.

B. GENERAL

A professional responsibility rests on the professional engineer to provide guidance to the engineer in
training during his professional development. This task also includes correct and accurate
completion of the report. The Council attaches great value to the information which is supplied by
the proposer. There is no reason why internal mentors cannot act as proposers.

The proposer must, when supplying reasons, consider the minimum stipulated requirements
(acceptable engineering work for an engineer in training, variety of experience in relation to the
functions and nature as well as the correct standard of training).

C. EVALUATION

The proposer must carefully evaluate the applicant’s capabilities.
